In view of the above and the continuously deteriorating situation in the forestry sector, along with the wake of the new trend towards decentralization and empowerment of the community, it will be greatly advantageous to develop a sustainable forest plantation involving local communities. However, models related to the community- based forest plantation management in Indonesia are very limited. Therefore, a feasibility study for strengthening local community institution to achieve participatory forest plantation development is required.

The Pre-project aims to collect relevant baseline data and information for developing strategies for the promotion of community based commercial forest plantations model in Riam Kanan watershed, Tanah Laut, South Kalimantan Province, Indonesia. PART I: CONTEXT

1. Origin of Project Concept

The current policy of the Government of Indonesia (GOI) in the forestry sector is to develop a new forest management paradigm, which include principles of decentralization of the forest management and a participatory multi-stakeholders process. In view of the above it will be advantageous to conduct a pilot project which could contribute to the sustainable forest industries plantation management involving local communities.

The development of community based forest management models are expected to have effective impact on supporting sustainable forest resource management as well as rising on-site economic contribution in the project area and surroundings.

Pilot projects financed by several bilateral and multilateral funding agencies have been carried out to involve communities in the protection of natural reserve. Sustainable forest management project focusing on capacity building of the local communities to cooperate in timber management and harvesting has also been conducted. Other models involving local community support in sustainable forest management through community development in the villages nearby forest area have been tried. Other projects focused and emphasized the capacity building of the local community in short term objectives in fulfilling the need for their daily livelihood, as well as long term objectives of community and regional development.

Based on recent survey the total plantation forest area in District Tanah Laut is 99,122.67 ha, which is dominated with Acacia mangium (67,942.96 ha). Riam Kanan Watershed Management Agency (BP DAS Riam Kanan) is the technical implementation unit of the Directorate General of Land Rehabilitation and Social Forestry of the Ministry of ForestlY, It is situated at about J 5 km to the North (~lPleilwri (.\'ee 111([1')

The northern area of Pleihari District, near the border with the District (~l B{l/~i{{r supports many small sawmills operating in the area, showing an indicatio/l (~l

entrepreneurship of the local people in the commercialization (~f logs through these sawmills. They have also developed the skill (~l transporting logs from the forest to the main road by using water bl~ffaloes. They are also familiar with the economics (~f using small trucks to tram1Jort the log from the side road landings to the :wwmifls. They acquire the logs fi'ol1l the various forms of enterprises [icen.\'ed hy the government to harvest logs. There is an almost sure probability that many (~f these logs (Ire {{c(lllired t!trough improper means.

The project has the main objectives to support the Government's efforts to improve the quality of the rural environment, and to increase the productivity of degraded forest land through reforestation activities and commercializing its product to supply the lJlany e..dsting sawmills in the contemplated area.

2. Sectoral Policies

Indonesia, as a member country of ITTO, is committed to the ITTO 2000 objective to have its expOlts of tropical timber products come from sustainable managed forests. However, the currency crisis of 1997, followed by political instability have a marked impact on the Indonesian economy which has dramatically affected the Government's ability to achieve the ITTO year 2000 objective as well as the good governance of the forest resource.

Indonesian current forest sector policy is guided by the Forestry Act No. 4] 11999, and other forestry related regulations including Law No. 22/1999 on Regional Governance, Law No. 2511999 on Fiscal Balance, and Government Regulation No. 3412002 on Forest Land Use, Forest Management Planning and Forest Utilization

GOI has identified five priority issues faced by forestry at present, 1) to combat illegal logging; 2) to prevent forest fires; 3) to intel1s~tj; forest plantation development; 4) to restructure the forest industl)!; and 5) to slIjJjJort decentralization (~l forest l1lllllag ement.

Under the Ministry of Forestry Decree No. 3 ]/Kpts-1I12001 concerning the Community Forest, local communities can access to the state forest areas in order to empower those local communities in managing forest areas in the framework of sustainable forest management for the benefit of local communities. In addition, Government Regulation No. 3412002 also give support to the local people to utilize forest resource for their benefit and welfare.

The role of local communities in managing and utilizing forest resources should be enhanced by encouraging them to pmticipate in the development of community based industrial forest plantations. The successful result of these activities will give economic as well as environmental benefit to the local communities.

The Report of the ITTO Technical Mission entitled "Achieving Sustainable Forest Management in Indonesia" was submitted and adopted during the 31 session of ITTC at Yokohama in November 2001 and published as document number ITTC(XXXI) 1 0, dated 26 September 2001.

The term of reference of the Mission specified five important issues to be addressed: I) illegal logging; 2) restructuring of forest based industries; 3) forest plantations; 4) recalculation of wood value; and 5) decentralization of forest management. These five inter-related aspects specified in the TOR of the ITTO Mission form the core of the issues facing the forestry sector of Indonesia. The Mission identified impOltant factors affecting the five above mentioned issues and have formulated among others, an action proposals to raise forest plantations.

Referring to the mentioned sectoral policies, and the action proposals of the ITTO Technical Mission to Indonesia, the proposed Project is clearly in line and well fit with the Ministry of Forestry and ITTO policies.

3. Programs and Operational Activities

Following the promulgation of Law No. 2211999 on Regional Governance and Law No.2511999 on Fiscal Balance Between the Central and Regional Governments, authority and responsibility for community based forest management have been decentralized to District level of Government.

The inventory and identification of reserved area for community forest development in South Kalimantan Province was done in March 2000 by the Center for Riam Kanan Watershed Management. The purpose of the development was to support the government effort to enhance the quality of the environment in remote areas and to increase the productivity of degraded forest land. Enough forest area is available at present to support the proposed project.

South Kalimantan Province was chosen as the venue for this project because the province is relatively stable from the point of view of ethnic unrest prevalent in the other relatively undeveloped provinces of Central and West Kalimantan. The Riam Kanan watershed was chosen because of the availability of forest area allocated for social forestry development which is relatively accessible to reach.

In a decentralized democracy, people at the local level should be empowered and be capable of making decisions on matters affecting them. They should also have certain influence and ability to put their decisions into practice. In addition, there is need for specific transitional measures. The proposed program and activities of the project is directed to promote local community involvement in resource management in such a way that the decentralization of the forestry sector will be strengthened.

Several policies of the Indonesian Government following the decentralization indicate the willingness of the Central Government to give room and proper place for the community to take role in the management of forest resource. Therefore, community based commercial forest plantation management model have a prospective impact in promoting income generation and restoring environmental degradation.

PART IT: THE PRE-PROJECT

1. Pre-Project Objectives

1.1 Development Objectives

The broad development objective of the Project is to establish a viable model of the local community participation in forest plantation development.

1.2. Specific Objective

1) To determine a practical, economically feasible design of community-based plantation development in Tanah Laut District near Pleihari.

2) To develop a project proposal which aims to strengthen local community economic institution in forest plantation development and its commercialization in Tanah Laut District, South Kalimantan Province.

2. Justification

2.1. Problems to be addressed

The problems facing the forest management sector in Indonesia are probably greater now than at any other time. Forest loss has reached alarming proportions and appears to be accelerating. The ITTO Technical Mission Report quoted that "the worsening situation in the forestry sector is evidenced by the continuing and alarming rate of deforestation and forest degradation, failure in the rule of law, inefficient and inequitable forest utilization partly due to malpractice, excessive concentration on economic gains of timber management, and lack of coordination among relevant institutions. This situation is further compounded by the on-going process of decentralization without adequate and clear transitional measures".

As shown in the Problem Tree, there exist at present an un-sustained forest management system in Pleihari caused by the high rate of forest hazards such as illegal logging, deforestation, imbalance of wood supply for the need of forest industry, and the centralized system of forest management. There is a shortage of log supply, lack of prosperity of local communities and few job opportunities in the forestry sectoL

Community based forest plantation management - a system which has the potential to alleviate poverty and at the same time improve forest management - has not yet been performed. Participatory process in forest resource management has not been performed because there is lack of skill and knowledge of local communities in forest plantation development. There exists also a lack of networking in business and marketing of forest plantation product, and at the same time there is a lack of integration of the various

skills of the Dayak (resource oriented) and Banjar (traders), which are local cultures, with external cultures of the Buginese (aggressive entrepreneurs and seafarers) and Javanese (sedentary agriculture), living as part of the societies in South Kalimantan.

These are issues which must be considered in the promotion of commercial forest plantation based on community participation and sustainable forest management. It will enable the balanced utilization of forest resource with its regeneration which will give the utmost benefit to the local communities as well as a positive contribution to a stable log supply from the area to the existing sawmill industries and timber trade.

To address the above-mentioned problem, the project will demonstrate a local community participation model in forest resource management for the maximum benefit of local communities in a commercial linkage between the multi stakeholders.

2.2. Reason for a Pre Project

The pre-project will evaluate and assess types of capacity building needs intended to strengthen local community institution in forest plantation development. It is also to identify means to increase understanding and awareness of muIti-stakeholders to the nature of community-based forest plantation development. As such, type of local specific community-based forest plantation, which consider variability of biophysical and socio­economic conditions and its commercial aspects could be designed properly.

2.3. Target Beneficiaries

The direct and indirect beneficiaries of the proposed project will be all stakeholders involved in sustainable forest management, in particular the forest agencies striving towards the ITTO 2000 Objectives and the local communities.

2.4. Other Relevant Aspects

This pre-project aims at reinforcing action capabilities of the Indonesian forest and forestry sector in the development of community based forest plantation. An extensive range of methods and techniques supported by reliable data and information gathered during the study will be utilized. This will provide alternative approaches in strengthening local community institution to achieve participatory forest plantation. On the other hand, the development of community-based forest plantation will result in increasing land cover and biomass stock in the forest ecosystem and these will give significant positive impact on the environment.

6. Project Management

The Implementing Agency of this pre-project is the Directorate General of Land Rehabilitation and Social Forestry (LRSF) of the Ministry of Forestry. The Director General of LRSF will recommend to ITTO a Team Leader who will implement the project. The project will be conducted in the Direct Payment (DP) method, where money from ITTO will be sent directly to the Team Leader who is responsible to ITTO on the use of the projectfunds and to the Director General of LRFS on the implementation of the pre-project activities. The Director General of LRFS appoints the Head of the Center for Riam Kanan Watershed Management as the field supervisor of the Team Leader.

Because the pre-project uses the Direct Payment method, the Government of Indonesia is not obliged to support the project with counterpart funding except for DSA and national travels. Cost of counterpart meetings and use of office computers are "in-kind contribution". All personnel working for the pre-project will be paid by the ITTO, therefore government employees who participate in the project activities and paid by the project will need a No Objection Letter from ITTO.

Appointment of the Team Leader, International Experts, National Experts and supporting staff is completely the jurisdiction of the Implementing Agency. The Team Leader has the duties to make a work plan and distribute the load of work amongst the experts and the supporting staff, and monitor implementation and progress. The appointed experts are each responsible for the field he or she is considered able to contribute to the overall work of the project. These include aspects of community forest development, forest economic analysis and commercialization aspects, and at the end, project formulation to be submitted to ITTO. The support staff helps in the general secretarial work as well as financial administration of the project. Terms of Reference (TOR) of the various positions in the project are presented in the last pages of this Pre-Project Proposal.

The work of the Team Leader is monitored by the Project Steering Committee (PSC), chaired by the Director General of LRSF. Members of the PSC includes relevant officials within the LRSF, the Head of the Center for Riam Kanan Watershed Management (where the project is located), Head of the South Kalimantan Forestry Office, Head of the District Forestry Office, Representative of ITTO and Representative of the Local Community. The PSC meets at the start of the project activities and nearing its end.

The Head of the Provincial Forestry Office works in close coordination with the Chairman of PSC, and the Head of the District Forestry works in coordination with the Head of the Center for Riam Kanan Watershed Management as well as the Team Leader in the implementation of the pre-project activities. This is in the spirit of decentralizing forestry management activities to the District level.

1. Compliance with ITTO Action Plan

The project proposal complies with the goals under ITTO's substantive work in the area of Reforestation and Forest Management as contained on the ITTO Libreville Action Plan for the following reasons:

a. It support activities to secure the tropical resources base, b. It improves the tropical timber resources base, and c. It enhances human capacity to manage the tropical timber resource base.

Goal 1: Support activities to secure the tropical timber resource base l. Raise political and public awareness of the fact that forestry is an economically,

socially and environmentally viable land use practice. 2. Encourage and assist members, as appropriate, to:

• Establish and secure forests (e.g. a Permanent Forest Estate) likely to remain under forest cover in the long-term, including: - Securing the production forest area (e.g. legal land status, long-term concessions)

• Establish and manage forests for multiple-use in close co-operation with local forest owners and communities living in forest areas;

1. TEAM LEADER PPD 86/03 (F)

TERM OF REFERENCES

The Pre-Project Document of PPD 86/03 (F) entitled "Promotion of Community Based Commercial Forest Plantations in Tanah Laut, South Kalinu;mtan, Indonesia" makes provision for a Team Leader for the duration of the Pre-Project, with the task:

1) To make the overall Plan of Operation including budgetplan according to the ITTO format.

2) To distribute the load of work amongst the experts and the supporting stciff 3) To monitor implementation and progress of project activities. 4) To coordinate with the officials of the Directorate General of Land Rehabilitation

and Social Forestry (LRSF) in Jakarta and report to the Head of the Center for Riam Kanan Watershed Management in South Kalimantan

5) To cooperate with South Kalimantan ForestJy officials as well as with the Head of the District of Peleihari ForestlY Office

6) To compile progress and technical reports in English based on implemented activities to be submitted to ITTO at the required time.

7) To compile a Completion Report in English at the end of the project life.

The Team Leader (TL) must have the following qualifications:

o The Team Leader (TL) must be an Indonesian citizen with a forestry education background, having at least a Master Degree in ForestlY from an accredited overseas university and a Sarjana or Ingenieur degree in forestry }i-om a well established national institution of higher learning with a recognized sranding.

o The TL can not be a person who is still organically attached as an employee of the Minister of Forestry. He/She must be fluent in expressing himlher self in the English language verbally as well as in written form., is conversant with the forestry situation in Indonesia. The TL must be willing and able to travel to remote villages and forests.

o The TL must have at least a five years work experience in coordinating and implementing ITTO project(s) in Indonesia, He/she must have a proven track record of being able to actively communicate with his/her peers as well as his/her superior and sub-ordinates, at the offices of the MinistJy of ForestlY in Jakarta, the ITTO Secretariat at Yokohama as well as in the forestry and government regional offices.

2. NATIONALEXPERTS

2.1. Community Forest Development Expert

The National Expert in Community Forest Development has the following tasks:

1) He/she is responsible for collecting data of previous form of community forest development already formulated by other projects or institutions.

2) To analyze these information and integrate it into a feasible form of community forest model adaptable to the South Kalimantan situation.

3) To take into consideration the existing social interactions between the various ethnic groups presently living in the project area and surroundings and must be able see how these different ethnic groups can or should play a role in creating a community based commercial plantations in the area.

Qualificationsfor the National Expert in Community Forest Development

o He/she must have an S2 (lvfaster) degree in plantation forest management ji'om an accredited and well established university in Indonesia or abroad.

o He/she must have at least a five years working experience in Community Forest Development preferably in South Kalimantan to contribute to the pre-project a heavy local content to be pursued and developed later into a full fledged project.

o There is a need for a No Objection Letter from ITTO i71 employing this expert if he/she is still engaged with the Government of Indonesia.

2.2. Expert on the Economics of Commercial Forest Plantations

The National Expert in the Economics of Forest Plantation has thefollowing tasks:

1) He/she must be well versed with the economics of the community forest, created through joint discussions with all stakeholders at the local community where the industrial forest plantation is going to be established

2) In doing the economic analysis, he/she must include the inter-relationship between log production and log input to the existing sawmills in the area, and devise this important aspect of the commercialization strategy of the planted forest.

3) He/she must persuade the participation of sawmill owners as capital investors in the forest plantation effort, a major aspect in formulating a feasible concept.

Qualificationfor the National Expert in the Economics of Forest Plantation

o He/she must have an S2 (lvfaster) degree inforest economicsjrom an accredited and well established university in Indonesia or abroad.

o He/she must have at least a five years working experience in the economics of Community Forest Development and its commercialization.

2.3. Project Formulation Expert

The National Expert in Project Formulation has the following tasks:

1) He/she would facilitate the making of a project proposal in accordance with the proper format of ITTo.

2) He/she must be able to cooperate with the other experts to incorporate their finding into the formulation of the ITTO Format Project Proposal.

Qualificationfor the National Expert in Project Formulation

He/she must have already participated in a project proposal formulation course or has participated in at least two project formulation made in the ITTO format.

3. INTERNATIONALEXPERT

One international expert in community forest development will be employed for one month to work together with the national expert in formulating the proper form of a multi level and multi disciplinary model of a community managed forest plantation in South Kalimantan. Preferably the expatriate expert should be familiar with the Asian situation and could communicate with Indonesians working in the pre-project.

4. SUPPORTING STAFF

o Secretary, to help in the general secretarial work. She should have an active knowledge in the verbal as well as written English language and should be familiar with filing system and the use of the computers, the Microsoft Word and Spreadsheet.

o Financial Staff, who is responsible for the office financial administration. He must be familiar with Microsoft Word and Spreadsheet and have the relevant educational or trainmg background or previous experiences to support his work.

o Project Staff, who will help in the management aspects including the financial administration of the project activities. He must have an educational or training background as an accountant and must be well versed in the computer (Microsoft Word and Spreadsheet) in addition to have at least a two years experience in an ITTO project management in Indonesia.

The northern area l?f Pleihari District, near the border with the District l?f Banjar supports many small sawmills operating in the area, showing an indication of entrepreneurship l?f the local people in the commercialization of logs through these sawmills. They have also developed the skilll?f transporting logs from the forest to the main road by using water buffaloes. They are also familiar with the economics of using small trucks to transport the logfrom the side road landings to the sawmills. They acquire the logs from the various forms of enterprises licensed by the government to harvest logs. There is an almost sure probability that many l?f these logs are acquired through improper means.
