REPLY COMMENTS TO COUNTERPROPOSALS

Arkansas Wireless Co. (Wireless), by counsel and pursuant to

the Public Notice (Report No. 2335), released June 9, 1999,

hereby submits its Reply Comments to the Counterproposals made in

this docket by Wireless and Tichenor License Corporation

(Tichenor).

Wireless submitted its counterproposal in response to the

Petition for Rulemaking filed by Panther Broadcasting of

Louisiana and proposed that Channel 285A be allocated to Reeves,

Louisiana instead of to Pitkin, Louisiana as Panther had

requested. Tichenor counterproposed a number of amendments to

the Table of Allocations and changes to its stations KOVA,

Rosenberg, Texas and KLTO, Galveston, Texas.

In its earlier filed Reply Comments, Tichenor questioned

whether Reeves, Louisiana was an appropriate community for the

allocation of FM service. 1

Wireless' proposed service to Reeves, Louisiana would be a

first service to that community. Reeves is a census-designated

place which, as indicated by Tichenor in the attachments to its

Reply Comments, has a mayor-council form of government and a

police and fire chiefa. As the Declaration of Miranda Fontenot,

attached as Exhibit A, explains, Reeves now also has a City

Attorney.

Although small in size, Reeves is a community within the

FCC's definition and deserves to be considered for radio service.

The fact alone that the community has elected officials and a

governmental structure indicates that the residents feel a sense

of community involvement and a desire to distinguish themselves

from the surrounding area.

Ms. Fontenot's Declaration and the excerpt attached as

Exhibit B from the local telephone directory indicate a number of

commercial, social and governmental operations in Reeves.

Reeves' commercial operations include: Pioneer Motors; Taylor's

Country Grocery; CP Air Conditioning f Electrical Service;

Country Parlor; Jackson's Contract Pumping Service; Reeves Farm

and Building Supply; and Whistle Stop Video.

Reeves municipal operations include City Hall, a Fire

Department, and a Post Office. Texas Eastern Gas also has a

location in Reeves.

Reeves also has several religious groups located in the

community and listed in the telephone directory including: Bible

Conferences and Ministries and Reeves Bible Church.

Like any community, its merchants and organizations serve

more than just Reeves, but the presence of this number of

commercial outlets in a small location is indicative of the fact

that Reeves is a community for FCC allocation purposes.

Wireless believes that Reeves should be preferred over

Pitkin for the channel allocation and, as a first service, over

the changes proposed by Tichenor.

Wireless intends to apply for Channel 285A if it is

allocated at Reeves, Louisiana.

Arkansas Wireless Co. requests its Counterproposal be

granted and Section 73.202 of the Commission's Rules be amended

to specify allocation of Channel 285A to Reeves, Louisiana as

that community's first aural service.
