Section 4
Safety features during drilling operations will include well control and blowout prevention oquipment thet meets or exceeds the requirements of OCS Order No. 1.
Oil in any form shall not be disposed of into the water of the Gulf.
Uquid weete materials containing substances which mey be harmful to aquatic life or wildlife, or injurious in any manner to life or property shell be treated to avoid disposal of harmful substances into the waters of the Gulf.
Drilling muds containing oil ere not disposed of into the Oulf. This type material is loeded end barged to shore for proper disposal. Drilling mud containing toxic substances are neutralised prior to disposal.
Drill cuttings, sand, and solids containing oil are not disposed of into th* Gulf unless tite oil hee been removed.
The subject offshore mobile drilling unit is equipped with drip pans under the rig floor. All oil from diesel engines Is pumped to a sump and then pumped into barrels for retum to en onehore site.
Operetor personnel are instructed in the techniques end methods necessary to prevent pollution. Non-operator personnu ere 'ne true ted end supervised to insure thet non-pollution practices are adhered to. The fei. ilities ere inspected daily.
OIL 8PILL CONTINGENCY PLAN
Mark Producing, lnc.s, Oil Spill Contingency Plan wes approved on July 29, 1985, by the MMS. This plan designates end Oil Spill Team consisting of Mark Producing personnel end contract personnel. This team's duties eie to eliminate the source of the oil spill, remove ell sources of possible ignition, deploy the most viable mesne of available transportation to monitor the movement of this slick, end contain and remove the slick, if possible.
Merk Producing is s member of the Clean Gulf Associates (CGA). Tne CGA hes four permanent bases in Louisiana at Venice, Grand Isle, Intercoestal City, end Cameron, end two oases in Texas st Galveston end Rockport. Eech base is equipped with fast response skimmers end ther? is a barge mounted high volume see skimmer based at Grand Isle. In addition to providing equipment, the CGA also supplies advisors fcr cleanup operations.
Deployment time to East Cameron Bloek 301 is approximately 12 hours from Galveston, Texas.

Mirk Producing, Inc., hes reviewed the geophysical dete pertinent to eU of Block 301, Best Cameron Area. Thia Included Echo Bounder, Marine Magnetometer, Side-Scan Sonar/Sub-Bottom Profiler, data obtained by Gardline Surveys, Inc.
All deU over and proximal to the surface locations of Wella A-C in Bloek 301 heve been studied. No valid anomalies and/or shallow driling he sards exist at the propoaed locations.
These wells will be drilled in e safe and workmanlike manner.

The following Environmental Report was prepared by Mark Producing, Inc. for Coastal
Management Consistency Determination by the SU te of Uuiiiana on ope^tions proposed

1. DESCRIPTION OF PROPOSED ACTION
Mark Producing, Ine. plena to conduct exploration activities on East Cameron Blook
301 (OCS-0 7664).
As proposed, the Plan of Exploration for Beat Cam ere n Bloek 301 consists of drilling
three (3) wells.
At this time, planned commencement date for Well "A" and all associated activities
in the bloc* will begin on a about May 1, 1986.
(a) TRAVEL MODES, ROUTES AND FREQUENCY
The proposed exploration activity for federal leases OCS-G 7664 will
require the use of a jack-up rig to drill the exploratory wells. The rig will be
moved to East Cameron Blook 301 from an unknown location in the Gulf of
Mexico.
In addition to the drilling rig, service boats will be used to transport
equipment, material, personnel and supplies to the drill sites. It is estimated
thst the crew boat and supply boat will make daily round trips to the rig from
support bases Iciated in Galveston, Texas. The proposed travel route for these
vesseb begins at Galveston, Texas, and will move to Blook 30i via the moat
direct route from Galveston, Texas.
Helicopter flights to East Cameron Block 301 will average 10.5 round
trips per weak and will originate from and return to Galveston, Texas. The
helicopters will normally take the moat direct route of travel between the two
points when air traffic and weather conditions permit.
<W SUPPORT BASE
The propoaed activities wtll utilize a support base -t Galveston, Texas.
The base provides 24-hour service, a radio tower with phone patch, dock space,

office space, • parking lot, equipment end supply storsge space, drinking end
drill water, etc Theae proposed exploration activities will help to maintain
this bass st its preaent levels of activity. No expansion of the physical
facilities or tha creation of new Jobs is expected to result from the work
planned in conjunction witli Block 301.
Cs) NEW SUPPORT FACILITIES
No new onshore support facilities such as new land bases, ro fineries,
storaga facilities, pumping stations, boat docks, helicopter pads or fueling
facilities ara likely to be required because of the activities planned for Block
301. Any newly discovered deposits of hydrocarbons should help to maintain
onshore facilities and activities at or near their present levels rather than
result in some typo of expansion.
(d) NEW TECHNIQUES OR UNUSUAL TECHNOLOGY
No new techniques or unusual technology will be required for this
operation.
(e) MAPS OP PROPOSED ACTIVITY
As shown by the attached Vicinity Plat, the proposed activity is 1 sated
107 statute miles south-southeast of Cameron, Louisiana.
(f) TRANSPORTATION OP OIL AND/OR QAS
If producible hydrocarbons are found they are likely to be transported to
shore through connections with the pipelines already in place near Block 301.
DESCRIPTION OP THE AFFECTED ENVIRONMENT
(a) PHYSICAL AND ENVIRONMENTAL
(U Commercial Fishing
Eaat Cameron Block 301 is located approximately 107 miles from
shore where the weter depth is approximately 180-200 feet. Shrimp and
n.enhaden are the primary fishing resources found in this area.
The placement of a drilling rig on this Block will remove a portion
of the seafloor and waters above from harvesting by commercial
fisheries. Additionally, the waters adjacent to the driU sites may
become temporarily turbid due to drilling operations. These operations
should have no significant impact on commercial fisheries.
(2) Shipping
The southwest corner of Bast Cameron Block 301 Lies near the
boundaries of a designated shipping safety fairway. It may be likely that
the marine vessels supporting this block's activities will utilise a portion
of the shipping fairway to gain access to the Galveston, Texas support
base. It to unlikely, however, that they will have a significant affect on
fairway traffic. The drilling vessel and each of the marine vessels will
be equipped with all U.S. Coaat Guard required navigational safety aids.
(3) Recreation
The proposed activities, which are primarily confined to East
Cameron Block 30* are located approximately 107 miles south of the
Louisiana coastline. Along the coastal waters of the Gulf of Mexico oif
Cameron Parish, Louisiana, are located coastal beaches and ports
supporting pleasure boating and sport fishing. To protect these
recreational resources, Mark Producing, Inc. will comply with OCS Order
No. 7 regarding pollution prevention and control, and las established an
Oil Spill Contingency Plan wlich was approved by the Minerals
Management Service There are no adverse impacts expected as a result
of the proposed activities.
14) Cultural Rooources
East Cameron Blook 301 lies outside the Cultural Raaource
Sensitivity Demarcation Una (USDI, 1979, Visual 1) and. therefore, falls
in an area where cultural resources axe not likely to be found. An
archeological survey was not required for East Cameron Bloek 301. Mark
Producing, Inc. agrees that if any site, structure, or object of historical
or archeological significance should ba discovered during operation', the
findings will Se nmediately reported to the Supervisor and every
reasonable effort will be made to preserve and protect the culture,
resource from damage until tha Supervisor haa jiven directions as to its
preservation.
(5) Ecologically Sensitive Features
There are no known ecologically sensitive features located on East
Cameron Bloek 301. The closest sensitive feature is located along the
coastal shores of Cameron Parish, Louisiana. Tha sensitive features
include the primary fish and shellfish nursery grounds, and the
recreational beaches.
With exception to the minimal boat and helicopter traffic, all
operaUona will be restricted to Bast Cameron Blook 301. The proposed
activity will have no effect on any ecologically sensitive features.
(6) Existing Pipelines and Cables
A Stingray 16" gas pipeline (OCS-1 2122C) creases tne west line
approximately SS00 feet from tha northwest corner and crosses the south
Line approximately 5600 feet from the southwest corner.
(7) Other Mineral Uses
Tha activities propoaed for Eaat Cameron Blook 301 will have no
direct or indirect impact on other mineral uses.

(8) Oossn Dumping
Ocean dumping • prohibited in thii area.
(9) Endangered or Threatened Speciee
Mark Producing, Inc.'s proposed operations in Bast Cameron Block
SOI is located approximately 107 miles south of ths Louisiana coastUne
off Cameron Parish, Louisiana. Thsse coaatal shores anu upland areas
ars ths habitat of several endangered or threatened species. These
species Include the Arctic peregrine falcon, the rco-cockaded
woodpecker, the bald eagle, the American Alligator, tha red wolf,
Kemp's ridley sea turtle. Thsse species mey bs affected by the
development of coastal lands and/or tha occurrence of oil spills which
may affect ths species directly or through their food sources. Since ths
proposed activities include no plans for ths development of coastal lands,
ths impact on endangered or threatened species is primarily based on the
occurrence of oil spills.
On pages BJ-S through 111-72 of ths Pinal Environmental Impact
Statement for OCS Sale No. 47 thara is s discussion of ths factors for
estimating tha significance of oil spills and thair impacts. The impacts
on various endangered and threatened species will depend on ths nature
of the spill, weather conditions, proximity of spill to species, tolerance
for oil of species, and ths response time and effectiveness of the oil spill
cleanup snd containment services. Given these variables, the impact on
ths various endangered and threatened species will vary from little or no
sffsct to serious.
The experience of oil and gas exploration in the Gulf of Mexico
indicates that there is a small probability of occurrence of an oil spill.
Ths Draft Environmental Impact Statement (DEB) for OCS Sale No. A-

62 and 62 indicates on pogo 71 that tho "aggregrate 15 year spill rata to
.0009 percent of tha total volume produced." Table 7, page 73, of the
DEB indicated that there have Dean only 30 incidents of oil spills for this
15 year period. The probability remains low because of the level of
technology used by trie oil and gaa industry to insure safe and responsible
operations. Mark Producing, Ine. as a prudent operator will take the
necessary measures to reduce ths probability of oil spills. Mark
Producing, Ines proposed opsrstions in East Cameron Blook 301 should
pose no throat to any endangered or threatened species,
(b) SOCIO-ECONOMIC
(1) Related New Employment
Not applicable at this time.
3. UNAVOIDABLE ADVERSE IMPACTS
The proposed drilling activity in East Cameron Block 301 will result in the
discharge of drilling mud and cuttings into the waters of the Gulf. The discharge of
drill cuttings will bury sessile benthic organisms in local areas under the discharge.
Tha disposal of mud may result in a minor decrease in primary productivity die to
tha mortality cr functional impairment of phytoplankton and algaa in area of high
turbidity. A large oil spill is very unlikely but could result in localized severe
mortalities, and severe selective snd functional impairment of
phytoplankton communities, thereby altering the community structura for an
unknown period of time. These impacts are considered temporary and minor.
Air omissions from combustion of du el fusl in rig engines, boat engines and
helicopters can affect ths air quality near the mobile offshore Jackup drilling rig snd
near ths onshore travel router. In most cases, these emissions will be local in nature
snd will bs quickly cU.lp.fd by clim.tic condition.. Highly voUtlls, low molecular

weight hydrocarbons would bo released into tho atmosphere from a blowout with
release of natural gaa. Theaa hyl-ooarbona would undergo some unknown degree of
degradation, possibly resulting in photochemical smog. If a blowout resulted in a
fire, large amounts of particulate carbon and oxides of carbon, along with smaller
but unkown amounts of sulphur oxides, volatile hydrocarbons and partially oxidized
compounds would enter the air. Local air would ba severely degraded fcr the
duration of ths firs. Ths extent of degradation is indeterminate, but it is unlikely
that it would bs high enough to aff set land resources or human he cit h.
These explorstory activities are not expected to harmfully affect water
quality cr interfere with commercial fishing operations, recreational activities or
shipping traffic.

The propossd activity will ba carried out and completed with tha guarantee of tha
following!
1. Tha bast aval labia and safest technologies will bs utilized throughout ths
project rhls includes meeting all applicable requirements for equipment
types, general project layout, safety systems, snd equipment and monitoring
systems.
2. All operations will ba covered by a Minerals Management Service approved Oil
Spill Contingency Plan.
3. All epplicable federal, state, and local requlrementa regarding air emission,
and water quality and discharge for the propossd activities, as well as any
othar permit conditions will bs complied with.
