Aims of the Facilitator’s Guide are to:

enhance facilitator’s awareness on objectives and the structure of the Management and Administrative

Development programme for principals

provide awareness on concepts in Education Management & Administration

enhance knowledge and developing skills on facilitating and provide specific guidance and coach the

facilitator in delivering Management & Administration programme for principals

This guide is an integral part of the empowering programme for facilitators and is not intended to supersede

training or use independently. It is compiled with the understanding that the Ministry of Education, National

Institute of Education and the compliers are not providing professional advice to the facilitator or to participants

through the facilitator in Management and Administrative Development.

delivering the Management and Administration module of the orientation programme for Sri Lanka Principals

Service officers, subject to the condition that the facilitators may use this guide only for the purpose of

delivering the said and keep in the facilitator’s custody.

Leadership Capacity Building Programme, Management and

Administrative Development Programme

Introduction to the Programme

Ministry of Education is in the process of recruiting 4000 new offices for Sri Lanka Principals

Service. As per the service minute and the extraordinary gazette notification dated 22.10.2014

it is mandatory that officers recruiting to the principals service to undergo an orientation

programme on school management and capacity building and to pass a written and a practical

examination/s.

National Institute of Education has developed a comprehensive orientation programme with

two modules focusing; (1) leadership development, (2) management and administrative

development of new officers and (3) to assess their development.

Philosophy and the Vision of the Leadership Capacity Building Programme,

Management and Administrative Development Programme

The MoE recruits the largest numbers of officers to the Grade 3 of the principals service for

the first time in it’s history. The number counts over 30% of the total officers in the service.

Thus the MoE wishes that this recruitment and deployment will make a significant, optimistic,

progressive and constructive change in the system if these new recruiters empowered as school

leaders. The MoE together with NIE established followings as the philosophy and principles

of this development programme.

Respect these new recruits as future school leaders, opinion leaders and community change

agents

Recognize their knowledge, experience and expertise in the domain of education /

education management

Honor them as achievers and accept their capacity in achieving more.

Trust their potential in developing as a great school leader

The delivery of the programme based on developing Higher Order Thinking Skills on Blooms

taxonomy and 5E methodology in learning

Implementation of the Leadership Capacity Building Programme, Management and

Administrative Development Programme

The programme will be implemented simultaneously in 70 centers island-wide starting from

9th May, 2016 and will continue for six weeks. As the MoE wants to deploy competent learning

facilitators from the system as well as from the private sector to deliver the programme a one

day capacity building session (ToT) for learning facilitators (Trainers) to facilitate the Module

II ( Management and Administrative Development) is scheduled. The delivery will be in

Sinhala / Tamil languages.

It is compulsory to undergo the ToT and qualify as a learning facilitator to deliver this tailor

made Management and Administrative Development module. Following personal values,

competencies and attributes are expected from potential learning facilitators (Trainers).
