Chapter – 2 Organization Functions and Duties

The main function of the Finance Department is the management of the state finances. The Finance Department acts as an advisory department. It advises other Departments of the Secretariat in matters relating to financial rules, pension rules, fundamental rules, financial procedures and the application of the principles of sound finance. The Finance Department is responsible for the administration of the fiscal policy of the State. The Department is headed by the Principal (Finance) Secretary and he is assisted by the following Officers. The basic unit of work in Finance Department is the Section.

FUNCTIONS OF VARIOUS SECTIONS IN FINANCE DEPARTMENT

1.ESTABLISHMENT SECTIONS:

These sections deal with establishment and service matters of the officers

and staff of the Finance Department and the Head of Department under its

administrative control. Whereas, OP.I, OP.II and Claims Sections deal with the

establishment matters of the Finance Department, Admn.I, II, III and Admn.IV,

Works Accounts –II sections deal with the establishment matters of the officers

and staff of the Head of Department under the control of Finance Department.

2.CENTRAL CASH SECTONS:

The central cash sections deal with the cash disbursement/Party

cheques of all Secretariat Departments and Ministers.

3.BUDGET BRANCH :

Budget branch deals with preparation of annual Financial Statement

(Budget) and the Supplementary Estimates and their presentation to the

Legislature. It also deals with the administration of Contingency Fund of the

State, Ways and Means Control, Public Debt, and Government Loans to

Various Institutions and Guarantees. The Dept. Cash management sections

will look after the Debt management

4.EXPENDITURE BRANCH:

The expenditure sections deal with release of Funds based on Budget

provisions and regulations of expenditure. It also deals with proposals from

various Secretariat Departments for scrutiny and gives concurrence to

Financial Sections for schemes taken by the Government.

5.FINANCE COMMISSION:

This branch prepares memorandum to be made to the successive

Finance Commissions on behalf of the State Government in matters relating to

the devolution of Central Taxes and other terms of reference and make

correspondence with Govt. of India on all Finance concerned matters. Further

this branch also deals with all matters relating to the Finance Commission

grants released to the State.

6.PUBLIC ACCOUNTS COMMITTEE:

Deals with matters relating to the statutory reports of the Comptroller

and Auditor General of India and also with the audit objections and the

financial and other irregularities pointed out in the reports of the Comptroller

and Auditor General of India and their communication to all Departments and

collects necessary information and places it before the Public Accounts

Committee. It also deals with regularization of excess expenditure by obtaining

the approval of the Legislative Assembly.

7.RESOURCE MOBILIZATION AND EXPENDITURE CONTROL:

This section formulates strategy for mobilization of additional resources

and monitor the collection of State tax and non-tax revenues. It evolves

methods for rationalization of expenditure and elimination of unnecessary,

unproductive and wasteful expenditure. This Section is concerned with

monthly review meetings at the level of Hon’ble C.M. with the revenue earning

Departments.

8.SURPLUS MAN POWER CELL:

Deals with the Identification of surplus staff and their redeployment in

needy Departments creation of posts and upgradation of posts in all

Departments, outsourcing the official work with the private agencies.

9.RULES BRANCH:

This branch deals with rules relating to financial propriety and procedure

and accounting of State transactions relating to both receipts and expenditure.

It also deals with rules relating to pay and allowances, pension, fundamental

rules and various loans and advances to Govt. servants.

This Department is responsible for codification of various rules relating

to the above subjects and also advises other departments in interpretation of

any of the above said rules.

At the field level, Finance Department functions through the Director of

Treasuries and Accounts, Director of State Audit, Director of Insurance,

Commissioner of Small savings and Pay and Accounts Officer, Hyderabad.

10.INSTITUTIONAL FINANCE:

The main functions of ‘Institutional Finance ‘are to coordinate with the

Commercial banks to ensure bank credit to the needy, envisaged in various

Govt. schemes, as the Annual Credit Plan which is to be approved by the State

Level Bankers Committee.

36 Section Officer

The Section Officers is In charge of a Section in the Department. Two Assistant Section Officers assist him. He is responsible for all files relating to the subjects allotted to the Assistant Section Officers under him. He is directly responsible to the Officers under whom he works for the efficient and expeditious dispatch of business in all stages in his Section. Training the Assistant Section Officers working under him/her is one of his principal functions. He himself under take to deal with the more difficult or important papers. He is not expected to express his views or to suggest what orders should be passed on a case when there is clear precedent or the case is of a routine nature. He should maintain a discipline in his Sections.

Assistant Section Officers

The main duties of Assistant Section Officer in a Section are to reference the communications properly and to assit the Section Officer in dealing with subjects/files relating to his Section. He is expected to do work of routine and mechanical nature such as maintaining the prescribed Registers, Typing drafts, fair copying, dispatching and indexing.

The Stenographers working as Private Secretaries to Principal Secretary/ Secretary to Government do shorthand work for them. The Stenographers working for Additional Secretary/Joint Secretary / Deputy Secretary to do shorthand work to them and such other items of work as are entrusted to them.

Finance Department is an advisory department in all fiscal matters. Finance Department, therefore advices other functional departments & executive agencies in releasing of funds by way of quarterly regulation orders and issue of BROs with reference to Budget Provisions. In respect of collection of small savings targets will be set. Every year small Savings Departments exceeds the targets.

The section Concerned prepare note which will be submitted to Asst. Secretary/Secretary

The constitution of boards and councils and committees that are relevant to the public is un-common for the Departments in Secretariat including Finance Department, Since the business carried out in Secretariat does not directly deal for public. The policies will be decided and are placed before legislature and after that they take form into acts. The Five Heads of Departments under the administrative control of Finance Department give directions for the subordinate offices for implementation, overseeing and monitoring of works related to public as per the Acts and Rules.

The Finance Department in Secretariat is merely confined in policy making and overseeing of the revenue and Expenditure of the State through Heads of Departments and hence it does not directly deal with the public as this is an advisory Department.
