ORGANIZATION and MANAGAMENT I. Basic Considerations -Reiteration of the Purpose of the Project -Reiterate Findings of other Studies The project would be a Waste Management Center for Barangay Scout Barrio, Baguio City.It has four (4) primary features, collecting, segregating, recycling for non-biodegradable waste and composting for biodegradable waste. The collection feature involves the organization and mobilization of volunteers to be called as biomen or biowomen whom are in tasked with the collection of wastes from every household with the use of steel trollers in target Community. The segregating feature is about the separation of the biodegradable, non-biodegradable, and hazardous wastes through the efforts of the biomen and biowomen who would later on place the waste on their appropriate allocation inside the Waste Management Center. The recycling part concerns the reprocessing of non-biodegradable wastes into various products such as bags, accessories, furniture, etc. which are designed and crafted by the biomen and biowomen that would in turn generate additional income for them. The composting part would be dealing with the processing of biodegradable waste to a hammer mill, rotating composter, and to a screener which will result to organic fertilizer that would either be sold or locally utilized on community backyard gardening projects. An additional feature of the project is backyard vegetable garden within the vicinity of the Waste Management Center that will be intended to be an additional source of food for barangay feeding programs. All of its features shall be manned by the biomen and biowomen respectively and supervised by the Sangguniang Barangay through its duly authorized personnel assigned for the project.

I. Basic Considerations

The implementing team shall be composed of biomen and biowomen which are formed from the volunteers in the Community while the supervisory team shall be composed of the members of the Sangguniang Barangay, the Barangay Development Council, the Barangay Poverty Reduction Action Team, the Barangay Nutrition Council, and the Barangay Peace and Order Council. The supervisory team shall be in-charge of providing necessary funding and support for the project in terms of maintenance and the provision of security, any member from the Barangay Special Bodies upon deciding to be a part of the volunteer force may join the biomen and biowomen as auxiliary forces.

II. Form of Ownership

The Project shall be owned and operated by a cooperative formed from the biomen and biowomen through the facilitation of the Sangguniang Barangay. This cooperative shall then create a Project Management Team that will be in-charge of the administration of Waste Management Center and also shall make an agreement with Barangay Local Government Unit for a partnership on the maintenance, security, and promotion of the Waste Management Center.III. IV. Officer and Key Personnel

Project Director

He/she shall administer the proper implementation of the project and the management of the personnel. The Project Director shall be on-call basis and must be at all times be made available for official proceedings and transactions. He/she shall also be the official representative of the Waste Management Center and shall be considered as an ex-officio member of the Board of Directors of the Cooperatives of the Biomen/Biowomen.

He/she must be adept with basic administration and inter-personnel communication skills. He/she shall receive a compensation of PhP 2, 500.00/month.

Project Development Officer

He/she shall assist the Project Director on his/her administrative functions and shall be the direct overseeing of the implementation of the project. The Project Development Officer must be present in the Center on a daily basis with at least five (5) hours per day. In the absence of the Project Director, he/she will represent the Waste Management Center concerning official proceedings and transactions.

He must be adept with basic management and communication skills and shall be provided with a compensation of PhP 1,500.00/month.

Executive Assistant

He/she shall assist the Project Director and the Project Development Officer on their administrative duties particularly on clerical work and correspondence. His/her primary task is the documentation and presentation of the different aspects of implementation of the project such as finances, legal concerns, community relations, and management concerns. The Executive Assistant may represent the Waste Management Center if authorized on occasions that both the Project Director and the Project Development Officer is not available. He/she must be present in the Center on a daily basis with at least five (5) hours per day.

He/she must be adept with documentation and communication skills and shall be provided with a compensation of PhP 1,000.00/month.

Public Relations Officer

He/she shall be primarily in-charge with social marketing and community relations in relation to the public image of the Waste Management Center along with its personnel. The Public Relations Officer shall deal with social and political concerns that may directly or indirectly affect the project. He/she may represent the Waste Management Center upon the authorization of the Project Director. He/she must be present in the Center on a daily basis with at least five (5) hours per day.

He/she must be adept with personality development, leadership, interpersonal development, communication, documentation, basic photo and video presentation, and social skills. He/she shall be provided with a compensation of PhP 1, 000.00/month.

Finance Officer

He/she shall be the custodian of the operational funds of the Waste Management Center and is the sole authorized officer for its proper disbursement. He/she shall be on an on-call basis and must be present on all official transactions and proceedings that requires the use of monetary resources. He/she shall at all times prepare current financial statements countersigned by the Audit Officer for both management and public scrutiny.He/she must be adept with computing, auditing, documentation and communication skills and shall be provided with a compensation of PhP 1, 500.00/month.

Audit Officer

He/she shall validate the proper disbursement and use of the projects monetary resources. He/she shall be on an on-call basis and must be present on all official transactions and proceedings that requires the use of monetary resources. He/she must be adept with computing, auditing, documentation and communication skills and shall be provided with a compensation of PhP 1, 500.00/month.

Bio-men/Bio-women

They would be the community volunteers that would serve as the primary implementing force of the project from the collection, segregation, recycling, and composting. They will be clustered into groups that will follow fixed schedules from 8am to 12pm and another batch from 1pm to 5pm daily on rotating basis. The biomen/biowomen should be physically and mentally fit. Every bioman/ biowoman shall be entitled as a regular member of the cooperatives body of biomen and biowomen.

The income generated by the Center along with its other products shall be divided equally to all Biomen and Biowomen.
