• Employees at every level are responsible and accountable for the success of the overall Project safety program. Complete and active participation by everyone is necessary to achieve excellence in safety. We promote an alert and competent state of awareness for all who step onto our jobsites. 

• Our proactive collaborative approach provides our employees and subcontractors with the tools, knowledge and resources they need to increase safety awareness and reduce risk on every project we manage.

• There is nothing we do that is more important than safety. Safety is a journey we cannot travel alone. We are all in this together and must work as a team to truly promote safety for all who work on and visit our jobsites.

Basic Safety Rules

Everyone is responsible for safety on the project and is empowered and

required to take action to eliminate a safety hazard. If you are unable to

correct the hazard yourself, report it to your supervisor and Project

Management.

• Original plans stated opening of the loop road prior to actual knowledge of the logistical realities of the Orenco

Podium Construction…• With the experience obtained through the construction

process at Central and East Podiums; the reality is that buildings of this size require adequate room to facilitate

work and logistics.• Based on recently completed projects, the amount of

working room required by the construction crews has been established. Allowing public traffic and buses through this construction zone is not prudent and is a departure from

stated corporate Company Safety Mission Statement.

• Original assumptions concerning the reality of building logistics and access are

no longer valid.• Podium apartment buildings of this size and scope require a considerable amount

of room to facilitate the construction process.

• The Construction Management Team evaluation of size and scope of work was

overly optimistic and made worse by some unforeseen issues.

East Podium is scheduled for delivery middle of July, about 2.5 months and still has a hectic

amount of activity on its perimeter.

Building logistics, stocking & delivery items that require access to the side of buildings based on our experience at Central and

East Podium Canopies, Drywall and Metal studs.

Drywall deliveries – double and triple trucks these are semi length trucks that show up for full days at a time and require a considerable amount of room for the outriggers on the boom truck and flatbeds.Metal stud deliveries – same story but usually do not take a full day to unload.

Actual Realities/Day to Day Logistics roofing Siding terra cotta, cabinets/ casework, appliances, windows / doors, pool foam and supplies, Gypcrete, dehumidifying equipment, concrete pumping for pool, landscaping, tile and stone, glazing/ window walls, don’t forget Murphy.

Pool & Roof foam arrives on a 53’semi truck and is loaded with a forklift, Honey bucket services units can take 45 minutes & neighborhood has imposed time restrictions.

Grease duct install requires flatbed trucks and crane and take up large amount of room. They are

about 45’ (feet) long.

Crane de-mobilization can take 2 days and enormous amount of

room.

City buses require both lanes for turn radius, lifts require entire sidewalk, public is unaware of most

dangers and often will walk thru work zones.

• Assume nothing will go wrong, continue with the original plan and perilously expose the public, Trimet and The Company to unnecessary risk.

• Change only the pedestrian route and leave the Trimet bus stop the same. The busing pickup and drop off point on Cherry Drive is still working as it has for the past 6 months.

• The public and the drivers have become used to the new bus stops.

• Routing public through the center of the project along the east side of Central Podium and across the Plaza to the Trimet Orenco Station Platform is a reasonable and considerable improvement to the current route.

• There will be minimal cost incurred to route the traffic this way.

• Trimet holds public safety as its number one objective and certainly be understanding the Company intent to maintain a high level of public safety.

• Orenco Podiums have had no major instance of public injury thus far, the altered plan would ensure that remained so.

• Proceed with allowing pedestrian access through the project on the east side of Central Podium only.

• Trimet bus stop remains the same until the work on the east elevation is completed. Loop Road opens to Trimet bus traffic Dec. 01 2015.

• This allows a gradual public access improvement on July 01 2015.

• This dramatically reduces the risk exposure to The Company and allows Trimet to show gradual improvement of conditions culminating with the eventual Trimet park and ride parking inside of West Podium June 2016.
