Dog Management The new Animal Management Coordinator (AMC), Karen Lightowler, has now visited all communities and has a good appreciation of the issues facing each location. She attended Nturiya in early November to investigate reports of dogs abandoned by residents after moving to Willowra during the recent unrest there. Hungry dogs were found but residents were returning by that time and provided feed. At Engawala, The AMC has provided treatments for a flea outbreak and recorded all dogs in her new i-Pad database. This allows Council to better track and assist dogs over time. The AMC’s summary of her Engawala visit is: “Engawala went well with 96 dogs being treated and entered into the dog data base. There was 1 house that would not have their dogs treated (4 dogs) and another 4 at the tip, so I would estimate that we would have between 115 & 120 dogs residing at Engawala. 1 house of concern has approx 17 dogs and only half of these dogs are in good condition. I will continue to work with the owner to reduce the numbers”. The AMC also attended the AMRRIC Dog Health conference in Alice Springs on 15-17 October. Feedback was sought from Local Board meetings on possible Dog Management Bylaws, with Ti Tree, Laramba, Atitjere and Lajamanu providing comment. There was general support for the following:

People are happy with vet visits to date, and happy that Karen is in her role.

Council should have the power to remove a dog that has bitten someone, even if the owner does not want it removed.

Council should be able to remove a dog that is menacing people outside of its yard, but not inside its yard, after consultation.

Council should be able to remove and humanely euthanaise a dog that is very sick, mangy or injured, that is going to die, even if the owner does not want that to happen, after consultation.

Dogs left behind by owners should not be knocking over bins or chasing stock because they are hungry. Council should try to contact owners to tell them to look after their dogs. If this does not work and the dogs are starving, then Council should be able to remove those dogs.

There was little enthusiasm for dog registration at present. Perhaps later when there are less dogs and the remaining dogs are healthy.

Draft Bylaws will be tabled at the next Council Meeting. The AMC has also drafted a new Dog Management Plan for Council, and this will be tabled at the next Council meeting. Outstations Report by James Spiers, Works and Outstations Coordination Manager: Mulga Bore received a substantial facelift in late November when

Council brought in a front end loader to tidy up the existing landfill pits, push in rubbish, collect rubbish piles from around the community and drag car bodies to the back of the landfill.

Irrelirre, Mulga Bore and Alyuen have had several visits from the Animal Management Coordinator to treat dogs. Residents have expressed their thanks for this.

Adelaide Bore has been re-occupied for a few months now, and recently became an official outstation that the Shire provides support to. Up to that time, Darren Groeke from Ti Tree Station has been providing a generator for water supply and power. The Shire is investigating best options to make the water and power supplies more permanent.

Kitchen upgrades were completed at Alyuen. Alyuen water supply is closer to being fixed, with two bore holes being

drilled 18km away that produced good water (2 and 4 litres per second) and passed a 24 hour flow test. The Shire is selecting the best pump and solar options at present. Sacred sites clearance has been obtained for the pipeline route and the pipe is expected to be laid in mid December.

The Ten Mile bore pump failed in early October and was replaced with a new one.

The car crusher visited Dons Bore, Pulardi and Ten Mile and removed about 60 old cars. It is heading to Irrelirre.

At Lul-tju, the water supply is being rectified. Capital Projects

Report by Ranil Herath, Capital Projects Manager Lajamanu Longhouse. The renovation of Lajamanu Longhouse guest accommodation has commenced and is due for completion by Christmas. Lajamanu lot 250 units. Central Land Council has approached Council with an offer to invest $300,000 to upgrade the two remaining units at Lot 250 Lajamanu in return for rent free use by CLC employees. See the separate report on this in the Council agenda. Laramba reseal. Tenders have been prepared for resealing internal roads at Laramba, as scheduled in Council’s 10 year road plan. Nyirripi road upgrade. Sacred sites clearances are being sought to upgrade a 100km stretch of the Nyirripi access road from Yuendumu (starting just after the soakage detour at the 45km mark). This section of road has no form to it, is sandy in many places and can be impassable after rain. It is not economically viable to re-establish the existing road due to a lack of funds and a lack of suitable bores in the area for water. It is planned to dry-grade a new road immediately south of the existing road, and works by our Council grading crew are planned to commence later in 2013/14 once sacred sites clearances are obtained. Wilora stormwater diversion. A design has been drafted for a stormwater diversion bund at Wilora, to stop floodwaters entering the community and houses. A community meeting has been arranged to discuss this.

Yuelamu office. We are extremely pleased to note that the $160,000 SPG grant application for this upgrade has been successful. Works will be programmed in the second half of this financial year. Engawala staff house. We are extremely please note that the NTG has approved the combining of a $160k Engawala house SPG grant and a $160k Yuelamu house SPG grant in order to have enough funds to construct a quality house at Engawala.

New flooring and lighting installed on Central Park stage. Regular discos and band performances Replacement of Central Park sand surface now provides a clean area for families, meetings etc. New softball backstop nets erected Fabricated steel softball dugouts and seating delivered and awaiting installation by RJCP Karen Lightowler, Animal Management Officer, attended over 2 days and completed a full “stock

take” of dogs and provided treatment to all dogs. A successful Local Board meeting was held with good attendance and outcomes. The recent period of sports carnivals saw a marked lack of activity, generally, in the community. The Centrelink Team attended over 2 days and gave a positive report on our 2 Centrelink

Officers. A major outstation cleanup has commenced at Mulga Bore. Major earthworks at the waste facility

are almost complete, with a dedicated car body area being created and 32 car bodies moved.

LARAMBA Main Achievements: Commencement of planting trees/shrubs in community Works Supervisor got a lot out of Work Supervisor forum with his peers. Territory Tidy Towns entrant and future participation planned Cleaning up of car bodies within community

TI TREE Main Achievements: Karen Unsworth joined the Administration team Road shoulders upgraded in Ti Tree by our Works staff Landfill fencing completed and customers using tip face correctly. Successful Local Board meeting held with 3 additional new prospective members

WILLOWRA Main Achievements: Twenty three potholes filled on community roads Transported 30 truck loads of road base from Quarry to Community in prep for shoulder works Removed 30 tyres from landfill to Alice Waste Recyclers Created new access road into new landfill pit. YUELAMU Main Achievements: Swing erected in south side playground. Tyres placed around edge of park. Roof put on laundry / ablution block in south side park. Depot compound clean up continues

NYIRRIPI Main Achievements: Pot holes in the community have all been patched All of the fleet is in working order and register. New tipper has arrived. Yuendumu and Nyirripi street sweepers have been rebuilt into one working unit, shared. Commenced relocation of workshop into ex-CDEP shed.

AUTHOR Glenn Marshall, Director Works RECOMMENDATION: That Council adopt the Central Desert Shire Council Subdivision Guidelines as policy.

SUMMARY: Council currently has no Subdivision Guidelines. This leaves Council vulnerable to substandard developments in our communities. The Local Government Association of Northern Territory (LGANT) has developed standard guidelines that are applicable to Central Desert communities, and it is recommended these be adopted.

BACKGROUND Council does not have Subdivision Guidelines that detail minimum standards acceptable to Council for the planning and layout of new subdivision developments or the design and construction of roads, stormwater drainage, street lighting, footpaths, driveways, open space, landscaping and ancillary items. This leaves Council vulnerable to accepting substandard developments in our communities. In 2012, the Local Government Association of the Northern Territory (LGANT) developed standard Subdivision Guidelines appropriate for Shires and Municipal Councils throughout the NT. This was in response to inadequate guidelines that were developed in 2008 for the Strategic Indigenous Housing Infrastructure Program (SIHIP). ISSUES, CONSEQUENCES AND OPTIONS The LGANT subdivision guidelines provide consistency across the NT, being based on existing guidelines of Darwin, Palmerston and Alice Springs Councils. They allow flexibility depending on topography, climatic conditions, cultural requirements, existing infrastructure, population and future growth prospects.

The Guidelines are applicable to subdivision layouts as well as physical infrastructure relating to roads, footpaths, driveways, verge areas, stormwater drainage, street lighting, open space and landscaping which are the responsibility of the Council. The Guidelines are not intended to remove responsibility from, or limit the creativity of planning, engineering and construction professionals engaged in the development of subdivision proposals. Rather, these Guidelines will be employed as a common reference from which mutually recognised and current standards of work and procedures can be applied.
