ORDINANCE NO. 5878
AN ORDINANCE relating to Forward Thrust ParkResolution No. 34571; finding certain projectsto be completed; duly providing for the completion of’ certain projects; finding certain projects to be impractical to complete and thereforedeleting said projects; adding additional projects;and repealing Ordinances No. 3977, 4350, 4696, 5131and 5258.
King County Resolution No. 34571 (hereinafter “Resolution”),
was adopted by the Board of County Commissioners (now the King
County Council and the King County Executive) on December 18,
1967 and, is commonly referred to as the Forward Thrust Park Bond
Resolution.
This Resolution was approved by the voters of King County on
the 13th day of February, 1968. The voters authorized the
issuance of general obligation bonds for the purpose of
development and improvement of public park and recreation
facilities all within King County by the various cities, towns
and King County.
Public park and recreation facilities as contemplated by the
Resolution and defined therein mean any land, interest in land
and, facilities thereon within the County set aside for public
park, recreational, green belt, arboretum, historic, scenic,
viewpoint, aesthetic, ornamental or natural resource
preservation purposes Pro~ts described in Section 3 of the
Resolution (hereinafter “Pro~’ects”) assigned to the County were
based in whole or in part upon , input from citizens, civic
organizations, public officials and the thirty cities and towns
in King County.
‘The Resolution authorized King County to develop and improve
166 park and recreational facilities in the County. To date,
156 of those Projects have been completed, are in progress, or

1 their completion duly provided for.
2 King County will have sufficient funds from the Resolution
3 bond proceeds, interest earned on such bond proceeds, or
4 supplemental matching funds, to duly provide for the completion
5 of all park Projects to be developed or improved by King County
6 and which the King County legislative authority (as intended by
7 the Resolution) finds to be practical of accomplishment within
8 the contemplation of the Resolution.
9 Section 5 of the Resolution provides in part that if the
10 King County legislative authority (hereinafter “Legislative
11 Authority”) shall determine that conditions occurred which make
12 it impractical to substantially accomplish any of the Projects
13 by reason of prior incompatible development, cost substantially
14 in excess of the amount of bond proceeds estimated to be applied
15 thereto, prior acquisition by a superior governmental authority
16 or other changed conditions, King County shall not be required
17 to accomplish such Project and may apply such funds as provided
18 in Section 6 of the Resolution. The Legislative Authority
19 desires to specify those Projects which are impractical to
20 complete as contemplated by the Resolution.
21 ((c~)) Sixteen Projects have become impractical of
22 completion by reason of’ prior incompatible development, cost in
23 excess of the amount of bond proceeds estimated to be applied
24 thereto or opposition by other governmental authorities.
25 Topographical conditions and the requirements of’ the State
26 Environmental Policy Act (hereinafter “SEPA”) resulted in
27 changed conditions after the passage of the Resolution which
28 required review of certain Projects.
29 Bond proceeds, in addition to those required for the
30 Construction of those Projects which were deemed practical of
31 accomplishment, have been available for additional park and
32 recreational improvements contemplated by the Resolution. The
33 egislative Authority now desires to specify, ratify and approve

1 the additional projects eligible to be funded from such bond
2 proceeds.
3 The organization, classification and numbering of the
4 Projects listed in Sections 1, 2, 3, and 4 hereof are those of
5 the Resolution.
6 BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Based on a recommendation from the Executive the
8 King County Council hereby finds the following Projects to be
9 completed as contemplated by the Resolution. (Amounts listed
10 were authorized by the Resolution):
11 A. Regional Parks
12 (2) Coal Creek $1,100,000
13 Acquisition of approximately 300 acres inCoal Creek Valley, east of Highway 405,
14 south of Somerset and southeast of Cougar
15 Mountain. (King County)
16 (3) North Soos Creek $1,100,000Acquisition of approximately 350 acres
17 north of Soos Creek Gorge and east of
18 Kent and Auburn. (King County)
19 (4) Sammamish Valley $3,000,000Acquisition of approximately 450 acres,
20 including river bank easements, in theSammamish River Valley between Marymoor
21 Park and Bothell. (King County)
22 (5) Cedar River $ 825,000
23 Acquisition of approximately 250 acres inthe Cedar River Valley as several separate
24 park sites between Renton and Maple Valleywith river bank access and river bank
25 easements. (King County)

20 — and Bike Path. Development ofpedestrian and bicycle path along the

24 (i) Preston—Snoqualmie Route Acquisition.Acquisition of 6.7 miles of abandoned
25 railroad right—of—way between Prestonand Snoqualmie which not only provides
26 for preservation of amenities withinthe Raging River and Snoqualmie Valley
27 Corridors, but also will provide anon—motorized route these Scenic
28 Corridors. It will as well provide aconnection between the Raging River
29 Scenic Highway and a Scenic Highwayportion of SR-202. $110,000

1 (ii) Lake Wilderness Route Acquisition.Acquisition of 2.4 miles of abandoned
2 railroad right—of—way between MapleValley and Lake Wilderness. This is to
3 provide, in part, the connectionbetween the Cedar River Scenic Corridor
4 and the Highway and the Green RiverCorridor and Highway along a more
5 pleasing route for non—motorized users.

8 SECTION 3. Findings. Based on a recommendation from the
9 Executive, the Council hereby finds the following facts that
10 cause certain Projects to be impractical to substantially
11 accomplish. (The amount of Resolution authorized bond proceeds
12 is displayed only once):
13 A. Conditions Changed by Actions of Superior Governmental
14 Authorities:
15 1. After passage of the Resolution, the state Department
16 of Ecology, pursuant to authority granted it by the Shoreline
17 Management Act of 1971, R.C.W. 90.58, appealed King County’s~
18 issuance of permits to construct a boat launch at Seahurst,
19 Park. The Shoreline Hearings Board reversed the decision to~
20 issue permits, thereby making the following Project impractica1~
21 of completion:
22 L(4) Seahurst Park Boat Launching Ramps $ 166,000
23 Development of two ramps at the extremesouth end of park, to include dredging for24 boat access, placement of extensive riprapand construction of parking facilities.

26 2. After passage of the Resolution, the City of’ Normandy
27 Park, pursuant to rights granted such cities in Section 4 of the
28 Resolution, disapproved of the following Project thereby making
29 it impractical of’ completion:

4 (former landfill site) should not be developed because of’
5 unstable soil conditions, contaminated ground water and
6 decomposition resulting in gas generation, thereby making the
7 Project impractical of completion:

safely develop as a boat launch facility thereby making the

2 sections, the Legislative Authority hereby finds that bond
3 proceeds in addition to those required for the original Projects
4 have been made available for additional park and recreation
5 facilities contemplated by the Resolution to be construction.
6 The Legislative Authority hereby finds the following additional
projects to be public park and recreational facilities as
8 contemplated by the Resolution and are for a County purpose.
9 The Legislative Authority based on a recommendation from the
10 Executive, hereby specifies, ratifies and approves the
11 expenditure of bond proceeds for the construction of the
12 following additional park and recreation facilities in King
13 County (amounts indicated represent bond proceeds, interest
14 therefrom and matching funds):
