FOREWORD
This order prescribes the FAA Standard Subject Classification System used in classifying correspondence, directives, files, forms, and reports by subject and code number. The numbering system enables agency employees and contract personnel to identify the subject of a directive, file, form, or report. The subject classification codes are used to set up file stations and also refer to the numbers used in Order 1350.1 5, Records Organization, Transfer, and Destruction Standards, to identify record materials that should be protected.
The classification system ensures consistency in recordkeeping throughout the agency, assists in facility evaluation, and negates the requirement to retrain personnel who move from one Federal Aviation Administraton (FAA) location to another FAA location. Use of this system aids in categorizing, filing, and locating information.
This order provides information about coding and classifying subject categories for information management activities, but additional guidance may be required.

CHAPTER 1. GENERAL
1-1. PURPOSE.
This order prescribes the FAA Standard Subject Classification System for classifying by subject and code number the FAA correspondence, directives, files, forms, and reports.
1-2. DISTRIBUTION.
This order is distributed to division level in the Washington Headquarters and regions and at the Technical Center; to all supervisors and managers at the Aeronautical Center; to all Records Management Officers; and limited distribution to all field offices and facilities.
1-3. CANCELLATION.
This revision cancels Order 0000.1 F, FAA Standard Subject Classification System, dated July 16, 1980.

CHAPTER 2. DESCRIPTION
2-1. DESCRIPTION OF SYSTEM.
The FAA Standard Subject Classification System provides a standard subject numbering system to identify agency documents.
a. Appendix 1, Subject Classification Codes - Major Topics, contains a numerical classification outline of major numerical series.
b. Appendix 2, Subject Classification Codes - Individual Series, divides the subject areas into specific topics and subtopics covering all agency activities.
c. Appendix 3, Subject Classification Codes - Alphabetic Index, contains an alphabetical guide to subject numbers using familiar names, titles, and topics to assist users in locating numerical subject codes.
d. The system provides instant recognition of primary subjects by using hundred groups (i.e., 1100, 1200, 1300, etc.) for major topics. (NOTE: There are few examples where a primary subject spans more than ten groups (i.e., 1 1 10, 12 10, 13 10, etc.) and tertiary groups use the final digit (i.e. 12 1 1, 1212, 1213, etc.).
2-2. ASSIGNMENT AND REVISION OF SUBJECT CLASSSIFICATION CODES.
a. Subject classification codes and topics will be assigned based on overall agency needs. NO changes in existing subject codes will be allowed. Deletions will be made to subject codes when the program area has been abolished. The classification system is based on the subject matter alone. Blocks of code numbers ARE NOT assigned to individual organizations for exclusive use.
b. Submit requests for additional subject codes to the Office of Cost and Performance Management (Attn: APF-100). All requests will be evaluated on the basis of
(1) User needs for finding a reference.
(2) Projected use for subject classification.
(3) Lack of current subject code on same subject.
(4) Conformity to system design and format.
c. Use of new subject classification codes is mandatory on materials issued after receipt of this order. However, do not renumber already published forms, reports, or directives until they are revised or reissued for other reasons.

2-3. USING THIS SYSTEM.
a. To choose the most appropriate subject classification code number or to locate a specific subject, look at Appendix 3, Subject Classification Codes - Alphabetic Index. If the exact subject is not listed, look for a closely related subject. Then check against the subject classification numbers in appendix 2 to make sure you are within the right subject area. If help is still needed, contact your directives officer, directives management representative, forms control officer, reports control officer, andlor records officer, for assistance.
b. This system does not give the one and only number to be assigned to a document. For example, it is possible that on a given document there are several factors to consider.
(1) When the correspondence, directive, file, form, or report concerns more than one specific subject within a general subject area, it would be assigned a number for the general subject area. For example, a directive that covers both Air Carrier Airmen Certification (84 10) and General Aviation Airmen Certification (861 0 and 871 O), would be given the broad subject number 8000, General.
(2) The size of the office and the type of work it does may also affect the numbers assigned when setting up correspondence files. A Flight Standards District Office, for example, might have relatively voluminous correspondence files under the number 8410, Air Carrier Airmen Certification, and might subdivide 8410 in accordance with standard filing procedures. Another organization, however, might require only one folder to cover all correspondence from 8000 to 8999.
(3) The function and reader group involved may also affect the number assignment. For example, instructions on the use of rental automobiles could be under 2700, Accounting (guidance for accounting organizations); or 4670, Travel (guidance for anyone who travels).
c. For filing purposes only, offices may develop further subdivisions as required. The agency standards for subdividing subject codes for filing purposes are specified in chapter 4 of Order 1350.14, Records Management.
2-4. CONVERSION.
It is not necessary to revise directives, documents, files, forms, or reports merely to use the new classification codes. When an issuance is revised or reissued for other reasons, the new codes must be used. Do not recode documents already in files. Continue to use the old classification codes until it is necessary to start the next year's file or at the next regularly scheduled "break", and apply the new codes to the new file at that time.

2-5. UPDATING PROCEDURES.
This order will be updated by page changes as changes occur, provided it is economical or feasible. This order will be revised when 50% or more of the directive must be reprinted to incorporate new and/or deleted material. The frequency of updating depends on the urgency and FAA-wide implications. Records Management Officers will be notified when any additions to the subject classification system have been approved.
2-6. CORRECTION TO THE SYSTEM.
Since the FAA Standard Subject Classification comprises a complex and intricate system for referencing and codifying paperwork, it is of utmost importance that all information contained in the system is verified for accuracy. Therefore, users are requested to report all corrections andlor proposed improvements to the Standard Subject Classification System to the Office of Cost and Performance Management, (Attn: APF- 100).
