MOTIONS: 1. Draft Resolution (Chief Whip of the Majority Party): That the House –

(1) notes that the Parliamentary and Provincial Medical Aid Scheme

Act, 1975 (No 28 of 1975) (Parmed) is the compulsory medical aid

for retired and current members of Parliament and Judges;

(2) further notes that members of Parmed are paying high tariffs;

(3) acknowledges the need to enquire into the statutory requirement

regarding compulsory membership for members of Parliament; and

(4) subject to the concurrence of the National Council of Provinces,

establishes an Ad Hoc Joint Committee to –

(a) enquire into and make recommendations on:

(i) the tariffs of members of the Parmed medical aid

scheme;

(ii) the need for, and possible options with regard to Parmed

and other competitive medical aids for members of

Parliament;

(iii) the necessity of introducing amending legislation; and

(iv) the impact on retired members of Parmed;

(b) consult with the Judges and provincial legislatures;

(c) consist of 11 members of the National Assembly, as follows:

African National Congress 6, Democratic Alliance 2,

Economic Freedom Fighters 1 and other parties 2; and, 9

members of the National Council of Provinces;

(d) exercise those powers as set out in Joint Rule 32 that may

assist it in carrying out its task; and

(5) sets the deadline by which the Committee is to report to 30 March

(1) notes that 23 years ago, this Parliament passed the Restitution of Land Rights Act, allowing South Africans who were forcibly removed from their land since 1913 to lodge claims for the return of the land;

(2) further notes that while this Act only deals with land stolen in the

last 104 years, there has been no concrete progress in land restitution; (3) acknowledges that 23 years later, white South Africans still own over

67% of commercial farm land in South Africa, reaping profits from this land in billions of rands while the people whose land was stolen live in poverty and are reliant on grants to support themselves;

(4) further acknowledges that the lack of transformation in land

ownership shows the failure of this Act to address land dispossession;

(5) realises that this Act has passed its expiry date and a new approach

to land restitution is needed; and (6) recognises that the most viable way forward is expropriation of land

(1) notes that a drought relief convoy of 31 trucks arrived in the drought-stricken town of Beaufort West, in the Western Cape yesterday;

(2) further notes that the Neeuhof Boerdery and Hendrik van Wyk

Vervoer managed to donate and transport 1500 bales in 31 truckloads of valuable feed for farmers in the Western Cape;

(3) acknowledges that the Western Cape is currently in the midst of one

of the worst droughts in decades; (4) further acknowledges that the feed will be distributed from today to

various areas in the Central Karoo including Laingsburg, Prince Albert and Merweville;

(5) thanks AgriSA for their continued involvement in assisting farmers

and farming communities; and (6) expresses its appreciation to Jannie Neeuhof and his family for their

incredibly generous and much needed donation that will go a long way in supporting farming communities of the Central Karoo during this very difficult time.

(5) further acknowledges that state-owned banks provided loans with 0% interest to all Libyans, and that this helped ensure that the country had no foreign debt but reserves of over R2 trillion;

(6) realises that electricity was free, land and farming equipment were

given to all those who wanted to farm; and that healthcare and education was free and all these were facilitated by state-owned banks in Libya;

(7) recognises that these social programmes allowed Libyans to live a

life most South Africans could only ever dream of; and

(8) further recognises that if economic freedom and a life of dignity for all South Africans is to be achieved, nationalization of banks and other strategic sectors is required.

(3) remembers that Branden sank a 40-foot birdie putt on the 16th hole

(1) notes that the Fees Commission report scrapped the National Student Financial Aid Scheme (NSFAS) by introducing loan schemes by private sector banks to fund students who cannot afford education fees and recommended a R50 billion for fee free TVET colleges education;

(2) acknowledges that the Fees Commission dismally failed to provide

coherent, concrete and sustainable way forward for fee free education across all institutions of higher learning;

(3) recognises that these recommendations imply a class segregation,

where universities are destinations for the rich and TVET colleges



are destinations for the poor, regardless of talent, hard work and a constitutional right to study;

(4) further acknowledges that the responsibility to educate young people

of an already indebted society and extremely exploited working class population must not be placed on a loan scheme from the private sector;

(5) appreciates that greedy banks that have demonstrated their inability

to prioritize societal development above profits cannot be entrusted with the duty to educate society; and

(6) rejects the report and instead focuses its resources on legislation

reform that will enable South Africa to expand the existing tax base. 17dn331e

(1) notes that the United Nations’ International Day for Tolerance is annually observed on November 16 to educate people about the need for tolerance in society and to help them understand the negative effects of intolerance;

(2) further notes that this is a time for people to learn about respecting

and recognising the rights and beliefs of others;

(3) understands that discussions and debates take place across the world on this day, focusing on how various forms of injustice, oppression, racism and unfair discrimination have a negative impact on society;

(4) recalls that human rights activists also use this day as an opportunity

to speak out on human rights laws, especially with regard to banning and punishing hate crimes and discrimination against minorities;

(5) realises that the United Nations is committed to strengthen tolerance

by fostering mutual understanding among cultures and people worldwide; and

(6) calls upon countries to observe this day and use it to promote
