ORC 5519.05 R/W to be Monumented and Preserved
• ORC 5519.05 requires ODOT to promptly monument the right of way that is acquired.
• ODOT shall definitely and accurately ascertain and monument the roads and highways on the state highway system.
• All monuments shall be preserved or reset in their exact location.
• Non performing the setting or resetting of monuments is a violation of the ORC 5519.05

• Was established between the Board of Registration for P.E.’s and P.S.’s and ODOT
• Monuments are to be set or reset based on the right of way plan information.
• These monuments may be reset by any Professional Surveyor licensed in the State of Ohio.

Inventory of Monuments Set
• Requires coordination and communication between project engineer and construction contractors surveyor.
• Construction contractor makes reasonable effort to verify all R/W monuments shown in R/W plans before earthmoving activities.
• Contractors submits signed and sealed report, prepared by a professional surveyor, identifying all monuments within the project limits.
• The Report is necessary to protect the contractor.
• NO Report the Contractor is responsible for protecting and resetting ALL monuments as per the R/W plan at their expense.

Protection and Restoration of Property
Any permanent Right-of-Way Monuments or property monuments on or outside the Right-of-Way limits and not enclosed within a temporary easement for the project will be the Contractor’s responsibility to protect. Upon completion of the final grading replace any Right-of-Way Monuments destroyed during or by construction activities. A quantity for replacement of Right-of-Way Monuments expected to be destroyed that are within a temporary easement will be paid under Item 604.
Monument Setting• During construction the Contractor will construct the
Monument Assemblies and Reference Monuments per item 604.
• Reference the latest revision of the Standard Construction Drawing RM-1.1
• All R/W Monuments, Monument Assemblies and Reference Monuments are to be set under the direct supervision of a Professional Surveyor licensed in the State of Ohio.
• Contractor’s surveyor is required to submit a signed and sealed report identifying any monuments set or reset.
