Voltaire Sullivan, con- victed on four counts of distribution in March, was sentenced to 20 years on count two to run concur- rent to 20 years on count three. He was also sen- tenced to 15 years on count one to run concur- rent to 15 years on count four, giving him a total of 35 years. District Attorney Schuyler Marvin nodded his agreement with the sentence, given Sullivan’s criminal history. “Mr. Sullivan was revoked on parole more than one time which shows that he is not capable of complying with lawful behavior,” Marvin said. “We are sim- ply wasting our resources to continue to pursue peo- ple who have already been given multiple chances and continue to show a pattern of criminal behav- ior. The victim told deputies he’d struck her during an argument. By the time law enforcement arrived on scene, Rowell had already left the res- idence, according to reports. Voltaire Sullivan, con-victed on four counts ofdistribution in March, wassentenced to 20 years oncount two to run concur-

Sullivan was originallyarrested August 1, 2013 onthree counts of distribu-tion of crack cocaine, dis-tribution of ecstasy, pos-session of Schedule II CDScrack cocaine, possessionof marijuana with intent todistribute, possession of afirearm by a convictedfelon, possession of astolen firearm, illegal pos-session of a firearm whilecommitting a drug felonyand attempted escape.

He was tried on thethree counts of distribu-tion of Schedule II CDScrack cocaine and onecount of distribution ofecstasy, officials say. Allother charges are pending.

“Unfortunately for Mr.Sullivan, he is now gone fora long time, but now peo-ple in the community willsee what happens whenyou don’t take advantage ofbeing given secondchances, and instead, sim-ply thumb your nose at thesystem. I continue toapplaud the efforts of theMinden Police Depart-ment that will not stopinvestigating narcotics.”

LONDON — Stock mar-kets across Europetrimmed earlier lossesTuesday amid speculationthat the Greek governmentis considering a last-minute effort to break thedeadlock between thecountry and its creditors.

The Stoxx 50 index ofleading European shareswas down 0.4 percent,having earlier traded morethan 1 percent lower. Ger-many's DAX was flat at11,073, while the CAC-40in France fell 0.1 percentto 4,853.

Wall Street was poisedfor gains at the open, withDow futures and thebroader S&P 500 futuresup 0.7 percent, after U.S.

stocks logged their worstday of the year on Mon-day.

Tuesday is crunch dayfor Greece as has a bigrepayment due to theInternational MonetaryFund. It's also the day thatthe country's bailout pro-gram with European credi-tors ends. Without anextension to the bailoutprogram, the country willlose access to remainingrescue funds.

The fear in the marketsis that the country willdefault on its debts andditch the euro — develop-ments that could derail afragile economic recovery.

With the deadlinelooming Jean-ClaudeJuncker, the head of theEuropean Union's execu-

tive Commission, made alast-ditch effort to helpGreece get a bailout deal,provided Greek PrimeMinister Alexis Tsiprascampaigns for staying inthe euro.

Though no officialresponse has been issued,some traders see the factthat there are talks as ahopeful sign.

"Deep down there is asense that some sort ofcompromise will bereached before the dead-

line — it's the eurozoneway," said David Madden,market analyst at IG.

Greece will likelyremain the focus of atten-tion in markets this week,especially if no deal isreached. On Sunday,Greece is due to hold a ref-erendum on the recentproposals by its creditors.The government has saidit will urge a vote against.

Earlier, Asian stockmarkets bounced backTuesday, recouping some

of the previous day's sharpfall. In Asia, Japan'sbenchmark Nikkei 225gained 0.6 percent to20,235.73 after dropping toits lowest point for theyear Monday. SouthKorea's Kospi was up 0.7percent to 2,074.20. HongKong's Hang Seng rose 1.1percent to 26,250.03.China's Shanghai Com-posite jumped 5.5 percentto 4,277.22 while Aus-tralia's S&P/ASX 200 wasup 0.7 percent at 5,459.00.

In currency trading, theeuro was down 0.2 percentat $1.1196 while the dollarfell 0.1 percent to 132.46yen.

In energy markets,benchmark U.S. crude wasup 13 cents at $58.45 abarrel in electronic tradingon the New York Mercan-tile Exchange. Brent crude,a benchmark for interna-tional oils, gained 39 centsat $62.40 a barrel in Lon-don.

BATON ROUGE—Louisiana's penalties forhaving small amounts ofmarijuana have been low-ered.

Gov. Bobby Jindalsigned the measure intolaw Monday, along with abill that will eventually get

medical marijuana to peo-ple suffering from cancer,glaucoma and a severeform of cerebral palsythrough a limited numberof distributors.

Someone caught withless than 14 grams of mari-juana now faces up to 15days in jail and up to sixmonths if caught with lessthan 2.5 pounds but more

than 14 grams. A secondoffense has dropped froma felony charge to a misde-meanor crime, carrying asentence of no more thansix months, under the billby Rep. Austin Badon, D-New Orleans.

If someone gets caughton a second offense — andit's been more than twoyears since the first convic-

tion — that again will betreated like a first offense.But a repeat offender canonly tap into that "cleans-ing period" once.

By conviction on a thirdoffense of marijuana pos-session, a felony chargekicks in, carrying a penaltyof up to two years inprison. The maximumpenalty on later offenses

has dropped from 20 yearsin prison to eight years.

While those penaltychanges were immediate,state officials expect it totake two years or more formedical-grade pot to makeit into the hands of anyonewith a prescription. That'sbecause of the extensiveregulatory process tochoose and oversee a

state-sanctioned growerand 10 licensed distribu-tors.

He says with the nextavailable election date onNov. 21, the board wouldhave to have two schoolboard meetings roughly 45days apart and the inten-tion to ask for a ballotproposition would have tobe announced. So in orderto meet these state lawrequirements, the board’sintention would have to beannounced at the board’sJuly 13 meeting and run inthe newspaper therequired number of timesas well.

Schleuter went on to saythat general obligationbonds are the most securebonds with the lowestinterest rates.

A special meeting willbe set to begin the processof gathering quotes for theproject. The date and timewill be announced as soonas it becomes available.The board will meet againat 6 p.m., Monday, July 13.

Fundrasier for Webster Humane Association and Lumberjack Animal Rescue

The fundraiser Rescues on the Bayou to benefit the Webster Humane Association and Lumberjack Animal Rescue will be from 4:30 p.m. until 8:30, Saturday, July 11 at Pavilion atCinnamon Creek RV Park in Dixie Inn. The event will include food, door prizes and music from the Exit 49 Band. Adult tickets will include a pulled pork sandwich plate and one raf-fle ticket. The cost before July 1 is $15. After the deadline it will be $18. Children’s tickets for ages 4 until 12 will include a hotdog and will cost $5 before the July 1 deadline and $7after. The guest of honor will be Braveheart. It is Monday, June 29 asI sit at my computer towrite this for the MindenPress-Herald. It is a spe-cial day of memories forme because it is my pre-cious daughter’s (CarolJeannette Farley) 60thbirthday.

Carol has been a joysince the day she wasborn.She is acaring,loving,fun per-son andis thelight ofmy (andmanyothers)life. Wehave anout-standing mother-daughterrelationship and she isalways there for me whenI, in my old age, need herhelp. God has trulyblessed me since that dayshe was born in 1955.

Carol’s husband, Herb,gave her a SURPRISEbirthday party Saturday.Many of her friends andfamily attended. Herb

barbequed ribs andsausage; friends providedthe potato salad, bakedbeans, all the trimmingsand of course the cakewith a black icing. Deco-rations were all in “blackover the hill” theme. Itwas a BIG successful sur-prise for Carol and a funtime for all there.

Carol’s favorite food isshrimp. Once when shewas about 7 years old wewere vacationing in Col-orado and we had beendriving through a rough,deserted terrain. It hadbeen a long drive with noplace to eat. Everyone washungry and we finallycame to a restaurant. Nowwe were from the TexasCoast where seafood isplentiful and what didCarol order? You guessedit….SHRIMP.

So the dinner I ampreparing for her and fam-ily this evening is a shrimpcasserole of course. Carolis not big on sweets ordesserts. She does likeStrawberry Shortcake andanything Orange Dreamsi-cle flavored so I haveopted to prepare this

birthday cake for ourdessert. It is a single lay-ered amazingly deliciouscake and easy to prepare…a KEEPER recipe for yourfiles.

pudding1 cup 2% milk2 tsp. vanilla extract1 tub. Cool Whip

Bake the cake as direct-ed in a 9 X 13 inch pan.Let cake cool completely.Poke holes in cooled cake.Mix 1 pkg. Orange Jell-Owith 1 cup boiling waterand 1 cup cold water.Pour over cake. Cover andrefrigerate for 4 hours.Mix pudding mix with coldmilk, the other OrangeJell-O, and vanilla. Beat byhand with a whisk untilthickened. Wade will become afree agent Wednesday,electing to pass on a$16.1 million option fornext season and see whathe's worth on the openmarket. His decision wasannounced Mondayafternoon by aspokesperson in a 61-word press release, afterboth Wade and his agentHenry Thomas did notrespond to requests forcomment.

The LDEQ, Office of Environmental Services, is accept-ing written comments on a draft Louisiana Pollutant Discharge Elimination System (LPDES) permit pre-pared for Calumet Lubricants Company, L.P, Cotton Valley Refinery, Post Of-fice Box 97, Cotton Valley, Louisiana 71018. The facility is located at 1756 Old Highway 7, Cotton Valley, Webster Par-ish. Upon the effec-tive date of the final permit, the LPDES permit shall replace the previously is-sued LPDES permit.

The principal dis-charge from this ex-isting source is made into an unnamed trib-utary then to French Creek, then to Dry Creek, then to Da-vis Slough, and then to Bayou Dorcheat, waters of the state classified for primary contact recreation, secondary contact recreation, propaga-tion of fish and wild-life, and agriculture. Under the SIC Code 2911, the applicant proposes to discharge treated process wastewater, utility wastewaters, process area stormwater run-off, non-process area stormwater runoff, maintenance waste-waters, and miscel-laneous wastewaters from an existing petroleum refinery.

During the prepara-tion of this permit, it has been determined that the discharge will have no adverse im-pact on the existing uses of the receiving waterbody. As with any discharge, how-ever, some change in existing water quality may occur.

9/11 – it is a day etched intothe memory of every Americanwho remembers that day.

And it was a day etched intothe memories of the MindenHigh School class of 2002. Tocommemorate and rememberthe lives lost that day, the seniorclass built a memorial on thecampus of their school as theirmark for a day that raised patri-otism to a new level.

Former principal MorrisBusby says it was one of thosedays where everyone remem-bered where they were and whatthey were doing when the newsbroke the United States had beenattacked.

“It was really quite interest-ing,” Busby said. “When theywere getting ready for the pres-entation, they ended up spend-ing the night out there at thefootball field. They worked withthe art teacher on the design andcame up with the twin towersand the pentagon shape.”

Busby says they collected themoney for construction, addingit was entirely a senior class proj-ect.

“They brought it to me andasked if they could do it, and Isaid, ‘Hey, it’s a great idea,’ sothey did,” he said. “It was a goodproject; in fact, I think it was oneof the best senior projects we’vehad during that time.”

Chris Caswell, who headed upthe fundraising and constructionof the memorial, is a graduate ofthe class of 2002.

“I was always really patrioticand it hit everybody really hard,”Caswell said. “That was our sen-ior year, and I came up with thedesign and brought it up as asenior class gift, and everybodyvoted on it and liked it.”

There was a core group ofabout 10 people that actually didthe work, Caswell says. Most ofthe work was done by the stu-dents, except for major things

like pouring the concrete. All thematerials were paid for throughfundraisers, he says, and many ofthe materials were donated.

Retired U.S. Marine CorpsCpl. James Russell Moseley, who

recently made the difficult deci-sion to put his military K-9 part-ner, Canvas, down, was also amember of the same graduatingclass. Caswell praised Moseleyfor his patriotism and the work

he put into the memorial. 9/11was also one of the main con-tributing factors in his decisionto join the military, Caswell says.

“He was one of the majorhelpers,” he said. “He and I grew

up together and we were room-mates in college. It was reallytough on all of us to see that, andwe wanted to make sure thateverybody coming behind usrealized what happened to ourcountry. So we decided to put itat the football field so that everytime the Pledge of Allegiance orthe National Anthem was done,they would realize what it is fromthe shape and the twin towers.”

The monument is shaped likethe Pentagon in memorial tothose who lost their lives that daywhen a plane plowed into theside of the nation’s militarydefense site. The twin towers sig-nify memorials to the nearly3,000 lives lost following the col-lapse of the two signature build-ings.

Busby says the day of theattacks, everyone, faculty, staffand students gathered aroundtelevisions and watched theevents unfold.

“That day sticks in my mind,with that day being a school day,it was just scary awesome,” hesaid. “Nobody knew at first whatmight be next or what mighthappen. I remember in particu-lar, I had to go to Baton Rouge fora meeting, and on the way toBaton Rouge, it was so eerie,because that was the day they’dgrounded all flights. There wereno flights for a couple of days,and all you could hear on theradio was ideas of what hap-pened and why. It was just aweird day to be away fromhome.”

Caswell says his hope is thegraduating classes that havecome behind him and those tocome will take care of the memo-rial, even though he still goes tothe school and checks on it andcares for it himself. It was a proj-ect very near and dear to hisheart, he says.

"Me and Thomas'sbond is great," Scott said."But there were a lot ofpeople who had a hand inhis success.

Thomas isn't sure whatrole he wants to play forthe Navy yet, but he hasexpressed interest in twoareas: Engineering and avi-ation.

All of that comes later,what comes first is Plebesummer.

"It's pretty much theirversion of basic training,"Thomas said. "It's a lot ofphysical and mental strainto see where you fit inphys-ically and mentally amongyour class."

The six-week program isthe first step down a toughroad, but it's a road pavedby past generations ofLambert's, of whichThomas is next in line.

"He has a deep vein ofpatriotic blood flowingthrough him," Scott Lam-bert said. "As a father, Icouldn't be more proud ofhis decision."
