It’s hard to believe that it is already our 4th of July celebration at MCA. Usually

around this time, it is a good idea to remind members new and old about our Rules

and Regulations. If you have not taken the time out already to read and review

them, now is the time. This is a “MCA Holiday Weekend” that requires all members

to obtain Guest Passes for any guests through the Office or Guard Shack, along with

a $10 fee. There will be NO passing of gate cards! Members who are caught pass-

ing them, will be written up. During this weekend we usually hit an astronomical

amount of members and guests. Please be advised that your guests are your re-

sponsibility. Any rule/regulation violation, vandalism or disturbances from your

guests will result in an Incident Report sent to you as the member. Excess water

usage, (watering lawns, trailer and golf cart washing and filling small pools) and pri-

vate yard sales are prohibited.

Your Board of Directors, Security and Inspections Committee are already out review-

ing lots, assessments and golf carts. All golf carts MUST be labeled with your sec-

tion and lot number, 3 inches high, on both the front and back of your cart. Insur-

ance stickers MUST be obtained in the MCA Office with valid insurance. All carts

must also have one or two headlights and tail lights. Every lot MUST have identifica-

tion, 3 inches high, placed in a spot easily viewable from the road. This is a safety

issue in case of emergency situations. Please remember to obey all “Stop Signs and

Speed Limit signs” throughout the park. Also, Bicycles driven in the evening must

have a working headlight and reflectors in the front, rear and sides and all children

under 12 MUST wear a helmet. Any violations of our Rules and Regulations involve

As most of you already know, our leaf pile recently caught on fire. The area has been

closed for the past few weeks so it can be cleaned and cleared up. This area is only

for leaves. Placing Grass Clippings, Bushes, Wood, Furniture, Scrap and Building

Materials is PROHIBITED and subject to a $50 fine. Your Board of Directors have

been working diligently to fix the current safety issue and hopefully we will have new

protocols put in place for that area.

This season has been busier than usual due to Covid19. We have added 2 extra

dumpsters in the dump area to hold the influx of garbage. These dumpsters are for

Household Trash Only. Furniture, building materials, scrap, combustibles, yard de-

bris, fire pit coals and electronics must not be placed in our regular dumpsters and

violators will be subject to removal and fined. This weekend only, we will have roll

offs specifically designated for the larger items, along with a designated area for

scrap. Scrap can be placed in the area designated this weekend only. Please do not

place any scrap in either the dumpster area, or the leaf area. Any scrap dumped in

these areas after this weekend will be subject to removal and fines.

I know sometimes we can sound like broken records when it comes to reminding all

of our members of our rules and regulations. I hope that this little bit of information

can help alleviate some of your questions or concerns. We, as a Board, hope that all

of our members have a happy and safe holiday weekend.

Well, the 4th of July is upon us, way too fast for my liking. We have had a very turbu-

lent year in 2020. Red phase, yellow phase, green phase, possibly going back to

yellow phase. Not making light of the current health situation, but I am glad it is on-

ly three colors that I have to remember. The Board of Directors and the volunteers

of the various committees have gone above and beyond, not knowing if an event

would be permissible or even if anyone would attend. Needless to say, this has put

our fund raising at an all time low, yet I believe that somehow we will persevere

through all of this and come out stronger and better than ever. Anyway, I hope all

the members can find some enjoyment as we celebrate our Independence Day.

Please use common sense in wearing a mask when possible and keeping to the so-

cial distancing guidelines. I have tried to get away from reminding all of us about

the rules, especially on a holiday weekend. Unfortunately, at this time, I feel it is

very important to remind our members of some of YOUR rules. Please watch your

speed in the campground. I have noticed a lot of golf carts and cars going way too

fast on our roads. We have our most precious commodity on these same roads be-

ing our children, so please be aware. We do not want to have any accidents. Securi-

ty will be vigilant this holiday as we will have a large influx of members and guests.

Please do not let any underage people drive your golf cart. They will be stopped and

if found to be underage, an incident report will be filed with the BOD. YOU are re-

sponsible for the behavior of YOUR guests, so have a good time but do so responsi-

bly. "NO Fireworks on MCA Property" This is a standing rule and it can also be a

safety hazard if someone's roof or trailer gets caught on fire. Please obey the rules

of the common areas, such as the pool, the lake and the A frame building. Have a

nice holiday weekend

old friends at camp this

season even though we

are all still working to get

through the current world

situation. I want to let

everyone know we are

still working to keep the

wifi running strong at the

A-frame and are currently

fundraising to get new

parts for needed repairs.

I feel at the time of writ-

ing this, we have been

working to keep compli-

ant and have been slowly

getting the sections

worked on as the mem-

bers have returned and

hopefully others will re-

turn so we can access

the other repeaters. I

want to thank everyone

for being so great with all

the volunteers. This is a

learning year and we are

doing our best for every-

Happy 4th of July Campers and a warm “Welcome” to all of our new Members!

We have been working hard on the upkeep of all Members accounts. There was great success with the Statement

mailing in March. I would like to thank everyone for being so patient and working with our new Office Staff during

this difficult time.

Please remember that it is your responsibility to keep your membership records up to date, including

assessments, emergency contact information and phone numbers. Please contact the office as soon as possible

if your account needs to be updated or changed. This will allow for a smooth process for everyone moving

forward.

The auditors have completed their audit process for the year and the “DRAFT” financial statements will be

presented at the July Annual meeting scheduled for Sunday, July 12th at 2:00pm at the A-Frame. We continue to

see positive results financially due to the fine work of our Office Staff and Board of Directors.

Our Audit and Budget committee does a great job on maintaining our yearly Budget and will continue auditing the

Committee’s on a monthly basis during the summer months. The Committee is always looking for volunteers and

new faces to learn the financial responsibility of the Campground. Please contact me if you are interested in more

information. We appreciate each and every one of our current volunteers who spend many hours monthly on the

checks and balances of our Corporate and Committee Accounts.

RULES & REGULATIONS – REMINDERS!

106 - A. Every golf cart must be insured, or be able to provide Financial Responsibility, as per PA Motor Vehicle

Code. (Please make sure that your insurance specifically covers your cart’s use on MCA Property.)

B. Current, yearly golf cart stickers will be issued by the office upon proof of coverage. Stickers must be

displayed on every cart.

109 - Electric Golf Carts and/or Golf Course Maintenance Vehicles will be required to pay a fee. Lot number, 3”

high, must be displayed on the front and rear of golf cart.

401 - Second Refrigerators, (Other than those in the RV’s) and Beer Meisters shall be required to pay a fee.

Refrigerators and Beer Meister's, for which a fee has been paid, are permitted only in sheds or on enclosed,

lockable porches.

402 - All Air Conditioners, unless covered, shall be required to pay a fee. Upon payment, a sticker will be issued

and must be displayed in full view from the road.

403 - Air Conditioners shall not be used to air condition porch or deck. A fine of one hundred-fifty dollars ($150)

will be imposed for the first violation. A. Subsequent violations will result in a 30 day suspension and a $150.00

fine.

This has always been the most fun and enjoyable weekend for our campers and a

huge reason that have brought family guests to purchase into our membership.

As we still have not confirmed our fireworks, please understand that our decision

will be based on the Commissioner and our ability to keep people at a safe dis-

tance from others. Please share with your family and guests our rules. They are

available at the office or you can go online at morainecamplands.org. Two things

I'd like to share are; Swimming is only permitted in the "Swim Area" at the lake

and anyone outside the swim area on canoes, floats and boats must have a life-

jacket on board for each person on craft. Children 12 and under must have them

on. I for one, would like to ensure safety for all. The committee schedules have

been done and updated 3 times since April. Due to the Pandemic, they have not

been posted because pretty much everything has been put on hold and the few

events we had were last minute decisions. We have discussed to maybe post

them now, but keep in mind, if we do and with the possibility of us going back-

wards, nothing can be confirmed. I'm hoping come August we will still be able to

have the Beach Party and Anything that Floats race. Maybe, try to spend some of

these summer days with your family building a creative float for the race. Pool

Committee will start selling the "How many pieces of wood" tickets which benefit

this event and is a great win of a load of firewood, from now til August 8th. Any-

one that has any ideas or suggestions of a fun activity that we might be able to

create within the guidelines, please reach out and share with any of the commit-

tee members. Anyone with any questions or concerns, you may stop to see me at

please be considerate to others as we are not all aware of health issues they may

have.

Happy 4th of July MCA! During our monthly Board meetings, motions are made and approved by your Board of

Directors. Once a motion is adopted and enacted, it becomes a Standing Membership Motion. These can be found

in past minutes and on the last page of your Rules and Regulations Book. We are making sure to update that page

and a copy will be available at the Office for pick up shortly after this Newsletter. To make sure all of the member-

ship is informed, we have decided to post reminders of these Standing Membership Motions.

MOTION 061392-18: Born/Stout to post signs at dumpster area in regards to disposing grass clippings, leaves,

vegetation in MCA dumpsters will result in disciplinary action by Board of Directors.

MOTION 071402-01: Herky Kleppick (C-046)/Bob Rosensteel (E-57): The BIA Emergency Fund may not be used or

spent for any purpose unless approved by a majority vote of the membership having formed a quorum at a meeting

called for that purpose. Discussion. Motion Carried

MOTION 071302-02: Herky Kleppick (C-046)/ Mary Ellen Purnell (H-71): The Board of Directors, acting on behalf of

the membership, is hereby ordered and directed to make annual contributions to the BIA Emergency Fund from

Corporate Money. This contribution will be a minimum equal to 30% of the Net Retained Earnings before any

transfers to Capital Improvements. Discussion. Motion Carried

MOTION 020208-01: Phillips/Nowacki to accept the notice to be put out at the dumpsters written as: Notice: This

area is under video surveillance, These items are not to be put in or around the dumpsters: No appliances or

furniture, No building materials of any kind, No vehicle parts or tires, No grass, leaves, or tree trimmings, No items

containing chemicals or combustibles, Violations are subject to disciplinary action and a $50 fine by the Board of

Directors of MCA, Fines will be doubled for multiple violations.

MOTION 120311-02: Villella/Atkinson to establish a policy charging a $25 slip fee for boat(s) stored at the lake.

Stickers will be issued by the office and sticker is to be placed next to lot number. Boats must be chained and

locked to posts and area must be maintained by member. Boats with no sticker and/or lot number will be taken to

storage and will be released for a $50 fee.

MOTION 091314-25: Yanosh/Grady anything to do with Rule # 405 will be a rate of $ 25 per man hour, all

inclusive.

MOTION 040316-15: Villella/McFadden: Motion to prohibit smoking in all restroom facilities’ and comfort stations

on MCA Property.

MOTION 09092017-25: Grady/Christopher: $50.00 fine per incident of leaf dumping outside the leaf dumping

area.

MOTION 08042018-14: Christopher/Roberts: Issue

warnings to members who fail to prove financial

responsibility for golf carts with in 10days of warning

and will be subject to graduating fine starting at

$10.00, $25.00 and $50.00 in 10 day cycles.

MOTION 11022019-22: Keith Young/Anita Scolaro:

Empty all Clean-Outs in E Section the week before and

the week after each holiday weekend. All other clean

out requests require a work order to be completed at

the office.

MOTION 01042020-08: Villella/Mooney: Any NSF

check received by MCA during a fiscal year must result

in future payments during that current year be paid by

money order or cashier’s check.

MOTION 05092020-18: D. Grady/Mooney: Any

current member, in good standing, may request an

electronic copy of the meeting minutes and/or budget

report by reporting to the MCA Office. Member must

provide proper identification, lot number and valid

email address.

Hello MCA Campers!

The Teen, Youth and Wifi Committees have been working together for a fun summer for all!

We had a complete events schedule; however, due to Gov. Wolf’s orders regarding social distancing, we are modi-

fying events to be in compliance with his recommendations. Despite these changes, we are committed to a fun

season while keeping everyone safe. The modified activities schedule will be published soon and know, that if you

are interested in joining with Andi, Laurie Ann and I in serving our kids, please do! You do not even have to join

the Teen Committee, we will also welcome “Pop Up” help! It is a nice surprise, we welcome short time help and

you’re welcome to share ideas and serve in this manner. However, if you are interested in joining a committee,

come see me and I will help you sign up at the MCA office.

This is an unusual start to this camping season and I’m positive we can enjoy the summer while staying compliant

to recommendations. Please feel free to stop by, meet me, and chat about any ideas or questions you may have

about the kid’s activities this year. If you have any questions about anything and I don’t know an answer, I’ll intro-

duce you to someone who does. New Campers, welcome to MCA!

Rules - Regulations - Hearings

We have over 1700 members on 147 acres. The Rules & Regulations are voted on by the membership, provided

to each member, and always available at the Office. Violations of the Rules can result in a Hearing, with a determi-

nation of a warning, in-season suspension, or up to one (1) year suspension. Some Rules have $$$ amounts at-

tached. Hearing Procedures are in Section 1100 to 1119.

As a member on a Lease, depending on the violation, there is a maximum of one (1) year suspension.

Non- members (anyone not on the Lease) can be barred indefinitely.

Members are always held accountable for the actions or behavior of their guests.

MCA is a wonderful family getaway, great for kids, socializing with friends, and a summer place for seniors. The

Rules & Regulations are in place to insure that for everyone.

ABSENTEE BALLOT PROCEDURE - BOD ELECTIONS 09-06-2020

ONLY FOR MEMBERS WHO WILL NOT BE PRESENT TO CAST THEIR VOTE!

Absentee Ballots may be obtained 10 days prior to the Annual Election Day at the Corporate Office, or mailed to the

member’s address, upon written request to the Secretary of the BOD. An Absentee Ballot List will be available to

sign in the Office.

There are only two (2) votes per Lease, any two signatures can vote on the Lease or one person can have two

Ballots total. Two ballots maximum are placed in a BLANK envelope, sealed, and placed in a mailing envelope.

THERE CAN BE NO WRITING ON THE ENVELOPE CONTAINING THE BALLOTS.

The mailing/return envelope will indicate the member’s name, lot number, and the number of Ballots inside, 2 Bal-

lots per envelope. ALL ABSENTEE BALLOTS MUST BE RECEIVED IN THE OFFICE BY THE SATURDAY BEFORE

ELECTION DAY DURING NORMAL BUSINESS HOURS! The Ballots will be in a locked safe/box until Election Day.

On Election Day, the Secretary will verify that the RETURN envelopes are dues paid voting members, the RETURN

envelope will be voided and the BLANK envelope containing the Ballots will be deposited in the Ballot Box.

Welcome members to the 2020 MCA camping season. The Covid19 virus has taken its toll on our personal health,

social lives and family lives. I am hopeful everyone’s health, family and social lives are on track to a relaxing atmos-

phere here at Moraine Camplands Association.

Many of the surrounding townships have canceled their July 4th activities and fireworks display due to the uncer-

tainty of social distancing and the effects of the Coronavirus. Moraine Camplands Association follows the Pennsyl-

vania state regulations concerning the use of personal fireworks. The following are the guidelines the membership

need to adhere to.

Fireworks cannot be ignited or discharged on a public or private property without express permission of the proper-

ty owner. They cannot be discharged from or within a motor vehicle or building. They cannot be discharged toward a

motor vehicle or building. They cannot be discharged within 150 feet of an occupied structure, whether or not a

person is actually present. They cannot be discharged while the person is under the influence of alcohol, a con-

trolled substance, or another drug.

Please be mindful of your actions during the July 4th activities scheduled at Moraine Camplands Association. Stay

safe and have a great summer.

Covid19 Butler County Green Phase

Restricts Gatherings of 250 or more! Please follow the guidelines and keep our members safe!

Current Restrictions require that masks are to be worn when you step outside your home.

Social distance six feet away from others..

The maintenance crew has been working hard all season to get the park ready and to maintain the park. We did

have one Volunteer day that was a little unorganized on my part (sorry). We did manage to get the handi-

cap ramp wood that was broken replaced and a few volunteers cleaned up the litter around the lake. We are go-

ing to try to organize another Volunteer day in July and/or August, as we still have a lot of things to do. More

news about this will be posted in advance, so if you can help for a few hours, we would love to have you. The leaf

pile at the dump has been temporarily closed until we can push the piles back and then it will be OK to dump

your leaves again, probably after the holiday BUT ONLY IN THE DESIGNATED AREA. You cannot just dump where

you want to. This will be closely monitored so we do not have a situation. Again folks, this is YOUR campground,

so please treat it as you would your own house.

Please do not leave your trash in front of the dumpsters. When you do, our guys have to go pick it up, when they

could be doing other things, not picking up your trash. When the roll offs are in, you may deposit bulk items, but

please do it neatly so we may utilize the entire roll off. NO BUILDING MATERIAL is allowed ever. Enjoy your holi-

day with common sense. Thank you!

We would like to thank everyone that has supported the Lake Committee over the years and like all our fundraising

committees this year, we know there is a struggle to try to find events and raise funds for any upgrades.

All of the support we had last year allowed us to install an MCA fire pit to be used by committees only for events.

The FIRST event will be the Lake Committee on July 11th, just after the fireworks. This will be a time you can enjoy

the fire, meet other campers and easily social distance! Please bring your own chair! We will need some help

cleaning the pit the following morning, any help would be appreciated!

Our next event will be the Luminaria on July 18th. Due to so few fundraising opportunities this year, we will be sole-

ly benefitting the Lake Committee. Bags are $10 and are available from any committee member.

Rain Date is in August!

Our annual Corn Roast will be happening, subject to

changes in the guidelines. We are hoping to add a few new

menu items to the event this year to spice it up a bit! As

always, kids are welcome to help us shuck the corn that

morning! As with everything, all events are subject to

change!

The Lake Committee is very appreciative of all your support

and we hope you can join us for a little fun and enjoyment!
