Key Requirement Drivers for Proposed Solution

• NYFMS will provide a foundation to standardize processes and information, thus enabling management to make more informed decisions. The success of NYFMS in meeting this objective is tied to the ability for users to access and analyze this information through a data warehouse.

• Provide a detailed level of statewide information that does not exist today;• Enable cross-agency comparisons and “what if” scenarios;• Aggregate statewide information and expand the ability to perform ad hoc queries; and,

Improve the data and methods available to the State’s financial analysts.• It is expected that functionality available through the NYFMS data warehouse and

reporting environment will be enhanced over time, and will likely evolve through stages that incrementally provide:

• Reporting based on core NYFMS ERP data;• Data from key external State financial systems, such as the Central Accounting

System, and the Personnel Service and Payroll System operated by the Office of the State Comptroller;

• Performance based budget monitoring;• Access to agency program data;• Incorporation of historical data.

• Analysis and reporting is the ultimate goal of the warehouse; therefore, the software solution proposed must provide a robust, easy to use set of front end tools to accomplish that goal.
