In these times of “rebalancing of the force,” SAP National Security ServicesTM (SAP NS2TM) helps defense organizations accommodate changing missions and manage deployments with smaller forces and lighter logistics footprints.

PROBLEM Today, more than 170,000 US troops are deployed throughout the world in support of multiple missions, including strategic partnerships, counter-terrorism, and regional stability operations. However, with the conflicts of the last decade being replaced by new ones, and with significant budget cuts in progress, the DoD is rebalancing its forces -- identifying where and how to move its people, equipment, infrastructure, and capabilities to face emerging threats in an agile and flexible manner. To meet theater requirements during this readjustment phase, the DoD must address the complete lifecycle of Global Force Management, as shown in Figure 1. To do this effectively, commanders must have a Common Operating Picture with faster, more efficient access to data about force capabilities and status. This requires: • Faster, secure information transfers in the

appropriate formats across multiple organizations;

• Real-time decision analyses weighing the effects of force application in various regions and missions;

• A dashboard view of a Common Operating Picture, including status of forces and capabilities, a geographic view of the situation, and forecasts of upcoming activities; and

• Detailed, drill-down views and “what if?” predictive analytics capabilities.

SOLUTIONS SAP solutions – delivered in the most secure environments by SAP NS2 – enhance the Common Operating Picture and empower commanders to interact with other leaders and organizations on matters including resource tracking and tasking, and updates to materiel readiness. SAP solutions for force management include: Situational Awareness This solution can make application data from multiple sources visible to users in near real-time, and support time-series analyses to uncover trends. The Common Operating Picture can be configured to fit the needs and standards of particular missions. Information Integration Data from multiple systems of record can be combined in various modes as needed:

• Federation: Data is accessed when needed in real time from systems of record without actual physical bulk movement of data.

• Integration: Data is captured from systems of record periodically, and kept in an in-memory database for high performance analysis as driven by the mission.

• Replication: Data is instantly replicated in sync with systems of record, for a single version of reality in the Common Operating Picture.

Actionable Insights The Common Operating Picture gives commanders and action officers the ability to analyze and visualize information in a simple, self-service, ad hoc manner, with less reliance on specialized IT staff. This empowers leaders to get critical answers faster, enhancing their ability to fulfill the mission and report to command and oversight as needed. For example, as shown in Figure 2, when component commanders have provided their input to the GFMAP (Global Forces Management Allocation Plan), staff members can identify where their units have been deployed, or will be deployed, by country, mission, and unit.

With SAP solutions – delivered in the most secure environments by SAP NS2 – defense organizations can improve their ability to monitor, measure, analyze, and influence the progress of key operations, initiatives, and programs—using information sourced from multiple existing systems.
