A1. ISSUANCE AND APPLICABILITY.

a. These operations specifications are issued Volga-Dnepr Gulf (UAE) FZC, a GACAR Part 145 repair station, certificate number, AMO-423F. The Repair Station Certificate holder shall conduct operations in accordance with GACAR Part 145 and these operations specifications at the location listed below:

a. The certificate holder is authorized to perform maintenance, preventative maintenance and alterations under the limited ratings specified in Table 1 below subject to the provisions of GACAR Part 145 and the limitations specified:

A007. REPAIR STATION MANUAL

a. The Repair Station Manual (RSM) listed in Table 1 below which has been prepared by the certificate holder under GACAR §§145.87 and 145.89 has been accepted by the President. Certain specified content of the manual has been approved by the President. The certificate holder is authorized to use the accepted manual subject to the conditions and limitations prescribed in this operations specification.

b. Approved Content: The following content of the RSM has been approved by the President.

c. The Quality Control Manual listed in Table 2 below which has been prepared by the certificate holder under GACAR §145.91(c) has been accepted by the President. The certificate holder is authorized to use the accepted manual subject to the conditions and limitations prescribed in this operations specification.

d. Limitations: Unless otherwise permitted under manual revision procedures approved by the President, all revisions to the accepted content of these manuals must be accepted by the President prior to its promulgation and use.

e. Emergency Revisions. For safety reasons, a certificate holder may find it necessary to immediately revise accepted material in the Repair Station Manual before there is an opportunity to coordinate the revision with the PMI. For example, a certificate holder may become aware of a deficiency after business hours, on a weekend, or on a holiday. When emergency revisions to material are made, the certificate holder must notify the PMI of the revision at the earliest practical opportunity (preferably the first working day after the action).

specified in the Repair Station Manual and Quality System Manual accepted by the President under

these operations specifications.

b) The contract maintenance function to an article is performed by an outside source:

1) Who is certificated as a GACAR Part 145 Repair Station and listed on the contract

maintenance facility list maintained by the certificate holder under the provisions of GACAR §

145.99(a)(2)(ii); or

2) Who is a noncertificated person provided

i. The noncertificated person follows a quality control system equivalent to the system

followed by the certificated repair station;

ii. The certificated repair station remains directly in charge of the work performed by the

noncertificated person; and

iii. The certificated repair station verifies, by test and/or inspection, that the work has been

performed satisfactorily by the noncertificated person and that the article is airworthy

before approving it for return to service.
