Chemical Agent Monitoring at the Pueblo Chemical Agent Destruction Plant (PCAPP) is used to demonstrate the adequacy of engineering controls, administrative controls, and work processes
Monitoring requirements are based on the risk to safety, health, and the environment
Key concept: plant can operate safely without monitoring being present
Monitoring Concepts

Airborne Exposure Limits (AEL)
The Short-Term Exposure Limit (STEL)/Worker Protection Limit (WPL) and General Population Limit (GPL) are concentration-and-time values, not concentration only values
– The Vapor Screening Level (VSL) is a time independent source term concentration equivalent to STEL concentration
Chemical Agent AELs for Workers
– As published by the Centers for Disease Control and Prevention in the Federal Register (2003-2004)
15-min STEL 8-hr WPL
HD 0.003 mg/m3 0.0004 mg/m3
VSL 12-hr GPL
HD 0.003 mg/m3 0.00002 mg/m3

What is the “alarm level?”
How is the alarm level set?
Why is selection of the alarm level critical?
Can a site take preemptive action before an alarm is reached?
What is the importance of low level trending?
Alarm Levels

Precision-and-Accuracy study – 4 days, 2 instruments, 2 operators
Initial Baseline Study – 28 days
Ongoing Continuing Baseline Study for all MINICAMS® and DAAMS until end of agent operations
MINICAMS® Methods must have a Statistical Response Rate (SRR) of >95% for all instruments at the alarm level.
– Each instrument challenged daily
DAAMS and Heated Sample Transfer Lines (HSTL) Methods must have an SRR of >95% for all stations
– Data is pooled, all WPL DAAMS stations challenged at least once per month, all HSTL challenged every 2 months, all Life Support System (LSS) WPL DAAMS station challenged daily
Constant Evaluation
