LEAGUE OVERVIEW The OSBA is part of an overall shift in Ontario high school-aged basketball competition for scholastic teams. The OSBA will govern member programs to ensure compliance as well as administer the Championship League. In addition, the following goals have been set: 1) To develop Ontario athletes for post-secondary, national and international competition, and 2) To increase the number and quality of Ontario student-athletes competing in Ontario at the Train to Compete (T2C) stage of the Long-Term Athlete Development (LTAD) model.

Mission: "To provide elite level competition and exposure to premier high school basketball student-athletes, and in turn raise the entire basketball environment in Ontario and Canada."

The goal of the Ontario Scholastic Basketball Association is to identify, develop and support elite athletes at the Train to Compete stage of development in Ontario. This is achieved by ensuring each participating school provides world-class education in addition to the basketball-specific training environment, Integrated Support Team (IST) leadership and education to targeted basketball coaches and student athletes. Governance Objectives The objective of the OSBA is to ensure all schools are organized and administered under the auspices of our guidance and support. OSBA is the scholastic governing body of prep basketball in the Province of Ontario. All OSBA team players attend the same high school and have formal affiliation to their school(s). All teams are subject to audits/approvals and visits by our Commissioner and Board of Directors. Our organization operates championship tournaments as well as a Provincial Championship Series crowning the League Champion. Ultimately, the OSBA provides integrated high performance athlete and coach development pathways through vertical & horizontal integration of the Ontario High Performance (HP) sport system. The OSBA supports the needs of identified high performance athletes who demonstrate potential for national and international success through providing resources for coaching, training, competition and SSSM support staff under an aligned leadership/partnership structure; engaging with the delivery of their High Performance plan and optimization of the athlete talent pool in Ontario; engage and align with OSBA vision and expertise to optimize a targeted approach to increasing Canada’s potential for future international podium performances.

League Objectives

• Provide Championship Tournaments • Provide organized, structured League with Provincial Championship Series. • Govern affiliations, rules, sanctioning, approvals & compliance. • Ensure student-athletes have access to experts, and provide OSBA coaches and

student-athletes with additional tools (e.g. training strategies, nutrition plans, physiological assessments, stress management techniques, etc.) to increase their ability to perform at the highest possible level.

• Enhance the training opportunities and opportunities to compete in meaningful tournament play available to OSBA student-athletes.

• Prepare OSBA student-athletes for success at provincial, national and international competitions.

• Provide exposure opportunities for student-athletes and coaches to Canadian and international college and university careers, provincial and national team opportunities, and professional careers.

Note: The Coach Rep role as a non-voting member of the Management Committee is intended to provide a voice and an avenue for communication between coaches and league personnel. OSBA coaches are asked to direct suggestions for league improvements, common areas of concern for consideration, etc. to their respective coach rep, who will then present these ideas to the OSBA league contact and/or at the quarterly Management Committee meetings on behalf of the coaches.

Technical Leadership The delivery of the Women’s OSBA is integrated with the delivery of Targeted Athlete Strategy (TAS), supported by Ontario High Performance Sport Initiative (OHPSI) funding. The alignment of OSBA with TAS is a collaboration between Ontario Basketball, Canada Basketball and Canadian Sport Institute. Agnes Borg is the Ontario Basketball’s Women’s Technical Lead, who currently oversees the technical leadership for both TAS and OSBA. Her role is to provide direction, instruction, guidance, coaching and support to OSBA coaches and athletes. Borg’s responsibilities also include:

● Monitoring adherence to the standards set by the league ● Supporting coaches’ continuing education & professional development (e.g.,

NCCP levels, coaching workshops, mentorship) ● Visiting each school (minimum 1 visit/school/year) ● Reviewing OSBA checklist updates (Note: Each OSBA coach must update and

submit their checklist on an annual basis) ● Sharing knowledge and resources with OSBA coaches ● Establishing regular communication with OSBA coaches ● Following up on Individual Performance Plans of TAS athletes

Ultimately, OSBA’s goals are to provide athletes, coaches and officials with high performance development pathways through vertical and horizontal integration of the Ontario high performance sport system. Through this aligned leadership/partnership structure (i.e., Ontario Basketball, Canada Basketball and Canadian Sport Institute), Ontario Basketball will support the comprehensive needs of identified Ontario high performance athletes that demonstrate potential for national and international success by leveraging resources for coaching, training, competition and sport medicine and sport science support staff. This aligned and collaborative approach will ultimately lead to the optimization of the talent pools of athletes, coaches and officials in Ontario, and consequently increase Canada’s potential for future international podium performances.

LEAGUE REGISTRATION Team registration fees, payment methods and deadlines are outlined below. Registration Fee The team registration and membership fee for the 2019-20 season is $4,500 (taxes included). Bond Fee Each team is responsible for submitting a $500 bond. Any fines incurred during the season will be paid from the bond payment and any remaining funds at the end of the season will be returned to the team. Registration Payment Method Payments can be made by cheque - payable to Ontario Basketball Association - or through the Ontario Basketball online payment platform. Registration Deadline Programs are required to make full payment no later than the first game of the season. Failure to do so will result in a forfeit of all league games until payment has been received.

GAME OPERATIONS The game host has a number of responsibilities that must be met when hosting an OSBA game, as outlined below. Cancellation Policy When a school board has cancelled school due to weather related reasons, this will result in the cancellation of any OSBA game scheduled to take place involving a program that falls within that school board, whether home or away (i.e., school cancellation in York region = cancellation of any game involving any program in the York region; Bill Crothers @ Southwest = cancelled; Southwest @ Bill Crothers = cancelled). Facilities and Equipment The host shall provide one (1) FIBA regulation-sized basketball court. Specifications must be in accordance with FIBA rules (Canadian FIBA Edition, Official Basketball Rules, p. 6.). The host is required to: ● Ensure an athletic therapist is present for all home games. ● Provide separate team locker rooms at all times in close proximity of the gym.

Locker rooms must lock, should contain whiteboards and shower facilities. If locker rooms are not available, the alternate rooms provided (e.g., classrooms) must be suitably furnished with benches/chairs, whiteboard, etc. and must be securable and private. Spectators should not have access to this area. The host director must have keys to these rooms before the game starts.

● Provide a designated drinking water supply in the gymnasium. ● Post the OSBA Spectator Code of Conduct within the gymnasium. ● Post the OSBA “Proud Host” signage on a wall inside the gymnasium. ● Test all technical equipment in advance of any OSBA sanctioned events (e.g., shot

clock, scoreboard, etc.) ● Use of images captured at OSBA games for any commercial purposes, including but

not limited to promotion, sponsorship or advertising, or in connection with recruiting services, is strictly prohibited. Violation of this rule will subject the host to legal action and may result in the host’s liability for damages and legal costs.

Game Ball The OSBA has signed a sponsorship deal with Spalding for the 2019-20 season. As such, the Spalding Precision will be the official game ball for all games. Each program will be provided with an official women’s and men’s game ball.

Game Rules All league games will be governed by the International Basketball Federation (FIBA) rules. The one exception to the FIBA ruleset is that the OSBA will allow team rosters to have up to 15 student-athletes per game. Game Day Protocol The following protocol should be followed in advance of every game. Actual Time Score Clock Protocol

6:00 60:00 Sixty minutes before game time (60:00) is put on the clock and is run down non-stop

6:30 30:00 Table officials ensure scoresheet is filled out by each team in preparation for game

6:45 15:00 Table officials sit at the score table

6:50 10:00 Referee goes to the table to check scoresheet, ensure coaches sign off on listed roster and 5 confirmed starters

6:54 6:00 Team come to benches to prepare for player introductions & anthem Officials move to score table area and introduce themselves to coaches

6:57 3:00 Final 3 minutes before tip-off, players can go warm up again or stay in team huddle

7:00 10:00 Opening tip - Game starts

Intermissions Intermissions will be two minutes between quarters and 15 minutes during halftime beginning immediately. At the 3:00-minute mark of halftime, the timekeeper shall notify officials and teams with a horn that they have 3:00 minutes before end of halftime. It is recommended that teams return to their benches at the 2:00-minute mark of halftime. Facility Protocol

a. The playing surface must meet FIBA regulations. b. The host must ensure that there is a proper functioning game clock, shot clock

and FIBA scorebook in advance of the game.

c. The host is responsible for establishing a buffer zone between the visiting team bench and the fans.

d. The host’s event manager is responsible for managing and supervising the buffer zone.

e. Safety precautions, such as the padding of end walls when there is not 12-foot clearance, are the host’s responsibility.

Event Staff

a. Hosts are required to have a department staff member in a position of authority on-site to oversee event hosting.

b. This staff member must identify themselves to the visiting team upon their arrival. c. Table officials are the responsibility of the host. d. Table officials and an announcer must be located close to the playing surface

with an unobstructed view and must be properly trained and have all the appropriate equipment available to them.

Security

a. There should be a sufficient number of security personnel (Student Staff, Event Staff, Campus Security, and City Police) to control the anticipated number of spectators.

b. Security personnel should be instructed to observe the spectators and their actions and not the game.

c. Inebriated spectators should be watched closely and removed if they are disruptive to the game or other spectators.

d. The host should commit to a zero-tolerance policy towards abuse of officials or visiting teams. Positive fan support should be encouraged and supported. Inappropriate fan reaction such as obscene gestures and abusive language should not be tolerated. Persons engaging in these actions should be given one warning and removed upon second occurrence.

e. It is recommended that if an anticipated audience of more than two-thirds of the capacity of the venue, professional security (campus security or city police) should be on-site.

Results Reporting The host must submit a copy of the scoresheet via the Smartsheet Scoresheet Submission Form immediately upon completion of the game. Game Film

a. It shall be the responsibility of the home team to capture a digital recording of the complete game to a minimum quality of 720p.

b. Each recording must consist of any game action along with scoreboard flashes at the end of each quarter, timeouts and any other stoppages of play.

c. The digital recording of the game must be uploaded immediately following the game to the Krossover platform.

d. Failure to upload a game within 24 hours of completion will result in $25 being taken from the performance bond and suspension from the Krossover platform. (Note: In the case of catastrophic circumstances in which equipment is damaged or completely unable to be used in the procedure, the home team will not be fined but will be required to provide in writing a description of the problem, in addition to a solution for the issue. This document MUST be signed by the OSBA head coach and submitted to the respective League Contact.)

e. In addition to timely uploading, all game film must be recorded in or converted to MPG, MPEG, MP4, AVI, or MTS format.

f. The visiting team will not be responsible for any uploads of games. Visiting Team Locker Room

a. The host must provide a designated private team room with white board/blackboard and dry-erase markers/chalk and chairs to the visiting team.

b. The room must be big enough to accommodate the appropriate team size. c. The room must be lockable and secure. d. Where possible, the room must be in the general vicinity of the playing surface in

a somewhat isolated area away from the general public and fans. e. Where necessary, security is to be assigned to visiting team dressing room area

and where necessary should escort the team to and from the dressing room area.

f. The room must be accessible to both male and female coaching/support staff. g. Where possible, this room should have its own showers and washroom facilities. h. The room is to be made available a minimum of 60 minutes prior to game time.

Visiting Team Bench

a. The team bench areas are to be secured from spectators, cheerleaders, bands, etc. in order to avoid any possible distractions, confrontations, or obstruction of the field of play.

b. The host’s event manager is responsible to manage and supervise the area. c. Security personnel should be assigned specifically to the visiting team bench to

control spectator interference. d. Visiting coaches should address their complaints to the security personnel

assigned to their bench or to the event manager. e. If a visiting coach continues to have difficulties with spectators' reaction towards

their team, he/she should report it to their Athletic Administrator, who in turn will report it to the League Contact. The incident will then be discussed with the Athletic Director and coach of the Institution in question.

f. Where possible, areas directly behind the visiting team bench should be reserved for fans/spectators of the visiting team.

Officials’ Locker Room

a. The host must provide a dedicated, lockable change room for on-floor officials. Where possible, this room should have its own shower and washroom facilities.

b. The host must provide a meeting room for officials for their pre- and post-game briefing and debriefing, different from their change room but in the vicinity.

c. Where possible, the room must be in the general vicinity of the playing surface in a somewhat isolated area away from the general public and fans.

d. Where necessary, security is to be assigned to officials’ dressing room area. e. If possible, water and/or refreshments and towels can be provided.

Game Presentation

a. It is expected that the home school will manage the game presentation in the same manner that their team expects to be treated as a visitor at other host schools.

b. The game presentation should be managed so that it is respectful to the visiting team.

c. The host team will communicate with the visiting team prior to game day to notify them of any celebrations, etc.

d. Game day programs with rosters for each team can be but are not required to be made available by the host team.

P.A. Announcer

a. The announcer’s role at any game is to announce the play in an unbiased manner.

b. At all times the announcer is to be positive and respectful of both teams. Artificial or Amplified Noise

a. Music (including live bands) and computer-generated sounds are only to be played during stoppages of play, timeouts, halftime, etc. It is expected that players will be able to hear their coach’s instructions during a timeout.

b. Music should not be demeaning in nature to the visiting team or to the officials. The host institution must monitor the use of music to ensure that the language and lyrics do not demean, discriminate nor use profanity.

c. The use of laser pointers, megaphones, amplified music, air horns, whistles, etc. by fans/spectators (including cheerleaders) shall be prohibited during all events.

d. Other noise makers are at the discretion of the event manager.

Use of Artificial or Amplified Noise

a. The home team may use amplified music as well as a P.A. Announcer during the pregame and halftime and between periods and timeouts.

b. The home team may play a quick sound effect lasting no longer than three seconds after the home team scores.

c. It is permissible to play a sound effect after an opponent’s missed free throw but it must be inserted prior to the shooter receiving the ball for the next attempt.

d. At other times during the game, the following restrictions apply: i. Nothing is to be amplified during opponents’ free throws; and ii. Nothing is to be amplified while opponents have the ball at any time,

including for a throw in. e. P.A. Announcers will have the time immediately following scored baskets and

Media Standards of Conduct for Media The following rules are applicable to all media personnel attending OSBA games:

a. Media should apply for credentials to OSBA games at least 24 hours in advance, through the online form on the OSBA website and specify which game(s) they are applying to cover.

b. Media may apply for Season Pass accreditation at the beginning of the season. Season Passes are not transferable. Media credentialed with a Season Pass will receive official OSBA Media Releases.

c. Media members should receive approval of accreditation requests at least 12 hours in advance of the game’s set tip-off time. Practices and shoot-around will not be available for media access.

d. Media will check in with a member of the host team at the entrance to the gym and indicate their name and outlet for review of approval.

e. Approved media are permitted to capture video and images from the baselines of the basketball court.

f. Media personnel are not permitted on the sidelines or on the court at any time. g. Interference with any game will result in immediate expulsion from the facility.

OSBA staff reserve the right to revoke accreditation at any time if conduct in the gym or posted online does not meet OSBA standards.

Standards of Conduct for OSBA Student-Athletes and Coaches The following rules are applicable to all OSBA student-athletes and coaches:

a. OSBA student-athletes and coaches are not to access social media during games or at halftime. OSBA encourages individuals to engage with social media but cautions that engagement must meet standards of conduct and behaviour.

b. OSBA student-athletes and coaches will make themselves available to accredited media for at least 10 minutes following the conclusion of the game.

Host Requirements for Media

a. The host must check in media personnel to ensure they have properly applied for and received OSBA media accreditation.

b. The host should facilitate post-game media availability for student-athletes and coaches requested by accredited media.

c. The host should be prepared in the instance of visiting media to provide them with a designated area to sit.

d. The host must provide WiFi information to media wherever applicable. e. Parking will be dependent on venue but best attempts should be made by the

host to provide accommodations to visiting media where applicable.

Media Availability

a. Post-game media availability will be conducted immediately following the conclusion of the game in a location on the baseline determined by the OSBA media liaison or Team Manager if no OSBA liaison is present.

b. No pre-game or halftime availabilities will be granted. Live Streaming and Use of Still/Video Images Captured at Games

a. OSBA games will in many cases be livestreamed on OSBA’s official channels including but not limited to YouTube and Facebook. Further live broadcasting or rebroadcasting by traditional cable outlets or other streaming services must first seek permission.

b. OSBA athletes, coaches and attendees of OSBA events will agree to the use of their image, likeness, actions, and statements for legitimate OSBA purposes.

c. Images captured at OSBA games may be used for news and information purposes only. Reproduction or rebroadcast of images captured at OSBA games for any other purpose, without express written consent of the OSBA, is strictly prohibited.

d. Use of images captured at OSBA games for any commercial purpose, including but not limited to promotion, sponsorship or advertising, or in connection with recruiting services, is strictly prohibited. Violation of this rule will subject perpetrators to legal action and may result in their liability for damages and legal costs.

LEAGUE FORMAT Preseason Format The OSBA will run a mandatory coaches’ meeting prior to the start of the regular season. The following criteria must be met in order for all coaches’ meetings to be considered sanctioned:

• OSBA staff or representative must be present at coaches meeting • Invitation and setting of date to be communicated by OSBA office to coaches and

program directors • Agenda to be distributed to coaches and program directors • Attendance to be recorded • Mandatory attendance by head coach or delegate – in person or conference call

($50 fine will be applied to the school for non-compliance) • OSBA to provide conference call line if needed • Appropriate minute taking and recording of meeting is mandatory

Regular Season Format 1. The season will begin in October. 2. All regular season games must be completed no later than end of the third week of

February. 3. The league will be divided into 2 divisions (east & west) of 7 teams each. 4. Each program will play one home game and one away game against each team in

their own division (12 games). 5. Each program will play one additional game against each team in the other division (7

games). 6. Each program will play a total of 19 regular season games.

Playoff Format

1. Top team in each division receive a bye into the Final 8. 2. The remaining 12 teams will compete in 1 round for the final 6 spots in the Final

8, as follows: a. Game 1: 2 in East vs 7 in West b. Game 2: 3 in East vs 6 in West c. Game 3: 4 in East vs 5 in West d. Game 4: 2 in West vs 7 in East e. Game 5: 3 in West vs 6 in East f. Game 6: 4 in West vs 5 in East

3. Winners of games 1–6 will advance to join the two teams who received a bye in the Final 8.

Periodization Recommendations All teams are strongly encouraged to follow the league periodization guidelines, which include:

a) Teams should not play more than 6 games per month. b) Teams should not play in 3 or more games per week.

Rescheduling Games Teams looking to reschedule games will complete the online Smartsheet Schedule Change Request Form.

● Any game cancellations which result for reasons other than weather related incidents, must be rescheduled and played within 7 days of the originally scheduled game date.

○ If a program cancels a game, for reasons other than the acceptable reason listed below, and the game is not played within 7 days, a forfeit will be issued (recorded as 20-0) for the program who cancelled the originally agreed upon game date/time.

Acceptable reasons for rescheduling a game include:

a. Weather b. Family emergency c. Religious holidays d. Facility damage

Requests outside the reasons listed above must be approved by the League Contact. Procedure for Dealing with Hosting Issues for Visiting Team

a. Any issues related to hosting protocols should be reported to the host’s event staff.

b. Host institution event staff must ensure that all aspects of the hosting protocol are being adhered to and that any issues are addressed in a timely manner.

c. Any issues that have occurred during the hosting of an event should be reported by the head coach after the event to the host institution’s administration who are then to follow up with the visiting institution and, if necessary, submit feedback to OSBA league personnel via the Smartsheet Feedback Form.

Late Arrival Policy

a. In the event that a team is late for reasons outside of their control, there will be a 15-minute grace period after the scheduled start time.

Game lost by forfeit Rule 20.1 - A team shall lose the game by forfeit (recorded as 20-0) if: • The team is not present or is unable to field 5 players ready to play 15 minutes after the game is scheduled to begin. • The team’s actions prevent the game from being played. • The team refuses to play after being instructed to do so by the crew chief. b. A team who arrives ready to play within the 15-minute grace period, the minimum

amount of warm-up time is 20 minutes upon the team’s arrival.

Coaches Eligibility

● Teams are allowed one (1) Head Coach, one (1) Assistant Coach and up to five (5) Bench Personnel (e.g., Manager, Doctor, Physiotherapist, Statistician) on the bench.

● Each coaching staff member must be a member in good standing with the Ontario Scholastic Basketball Association.

● All coaches and bench personnel must submit a Vulnerable Sector Screening Check prior to the start of the season to the league contact.

Certification

● All Head Coaches must be Train to Compete (T2C) certified under the National Coaching Certification Program (NCCP).

● All Assistant Coaches must be, at minimum, Train to Train (T2T) certified under the National Coaching Certification Program.

● The school/academy must show: o The pathway for development that is being taken for completion by the

coach, which should include future NCCP courses and other professional development opportunities.

o The steps taken to find coaches who would have complied. o The steps that will be taken to increase the pool of coaches for the future.

Responsibilities All coaches are responsible for the following:

● Following the OSBA Code of Conduct. ● Ensuring that the athletes they coach follow the OSBA Code of Conduct. ● Acting as a role model for student-athletes and an ambassador for their

respective school/academy both on and off the court. ● Coaching fairly and with integrity. ● Encouraging sportsmanship among team members and opponents.

Attire In order to ensure the OSBA is run in a professional manner, all bench staff will adhere to the following guidelines regarding attire. Items recommended to be worn on the bench include:

● Golf shirts (preferably with school/academy logo) ● Dress pants/shorts or golf shorts ● Sneakers or dress shoes

Officials Game Assignments Regular Season In collaboration with local boards who are a part of the Ontario Association of Basketball Officials (OABO), OBA’s facilitator of officials, in collaboration with local board Observers, will collectively identify game officials for OSBA regular season games. Playoff Games Following ongoing evaluation of regular season performance in personal observation and game tape review by the facilitator of officials, the OABO provincial supervisor; feedback from site observers and feedback from OCAA and OSBA coaches. Only game officials that have officiated a reasonable number of OSBA and OCAA games (respectively), received a minimum of 86% on the FIBA exam, have been observed throughout the regular season and have consistently demonstrated the required level of ability for play-off game consideration. Incident Reporting In an effort to track athlete and coach behavior and respond appropriately through OBA’s discipline protocols, the OSBA requires crew chiefs to summit a game report for games that involve incidents. Specifically, for games where there technical fouls, unsporting fouls, fights, and/or ejections, the OSBA will ask crew chiefs to submit a report outlining the details necessary for the commissioner of fair play to follow up (i.e., details surrounding the incident, player name and/or number, contact info, etc.). Officials can find the game report link here. Alternatively, officials can submit game reports directly from their phone through the Smartsheet app, which provides a mobile friendly form for ease of submission. All game reports and must be submitted within 48 hours of game completion. Incident reports are being monitored by Ontario Basketball’s Commissioner of Fair Play. Officiating Observation and Development The Officiating Facilitator will be responsible for identifying, training and facilitating observers for OSBA games. Each identified observer will be assigned to specific games in their region and be responsible for the observation and evaluation of game officials. Coaches who have concerns regarding officiating or game clips they wish to be

reviewed must contact the officiating facilitator and/or submit a feedback form on Smartsheet. Table Officials

● The host shall secure all table officials. ● Table officials are required, at a minimum, to be at a high-school level experience

and should be familiar with FIBA score sheets, score clock and shot clock procedures.

● Training materials/resources will be provided to table officials prior to the start of the season.

The table officials shall include:

● Game Clock Operator ● Shot Clock Operator ● Scorekeeper (Scorebook)

The table may also include:

● Announcer ● Music DJ ● Video Person (1) recording in-game action ● School/Academy Representative (e.g., athletic manager, director of basketball

operations, teacher, etc.)

STUDENT-ATHLETES Age Eligibility Athletes from the following age groups are eligible for league play: Senior The individual’s birth certificate indicates that they have not yet reached

their 20th birthday by January 1st prior to the start of the school year in which the competition is held.

Junior The individual’s birth certificate indicates that they have not yet reached their 15th birthday by January 1st prior to the start of the school year in which the competition is held.

Academic Eligibility Affiliated programs will be subject to strict academic standards to ensure student-athletes are receiving a quality education in compliance with Ontario provincial standards as well as NCAA, U SPORTS and CCAA compliance standards. The purpose of the OSBA’s academic standards is to ensure affiliated programs are providing their student-athletes with the education necessary to achieve acceptance into post-secondary educational institutions. To ensure all affiliated programs are following these academic standards, the OSBA will request an official letter from the school stating that the rostered student-athletes are enrolled in the institution as full-time students and are in academic good standing in accordance with the school’s academic standards. These letters are requested twice during the school year, in the following months:

1. October 2. February

All letters must be signed and approved by the school/academy’s academic advisor or principal. Academic Requirements Grade 9 and 10 student-athletes have to take 8 courses for the year by law. Grade 11 student-athletes have to take minimum of 7 courses for the year and grade 12 and 5th year student-athletes must take a minimum of 6 courses a year. Note: Student-athletes must take a minimum of three (3) courses per semester or a total of six (6) courses for the year to be considered full-time. As such, a student-athlete could potentially take four (4) courses in the first semester and two (2) courses in the second semester for a total of six (6) courses for the year. However, an athlete is not

permitted to take only two (2) courses in the first semester and four (4) in the second semester. Student-Athletic Eligibility All student-athletes are limited to five years of athletic eligibility, counted from the date of entry into Grade 9. Even if the student left school for a year to travel or for medical reasons, the clock starts ticking upon the date of entry into Grade 9.

Student-Athlete Transfer Policy Purpose The purpose of this policy encourages players and their families to make informed choices about the selection of their team/school. It promotes commitment and respect among players, coaches and teams. This policy also enables OSBA, as the governing body, to promote fair competition among its member schools and to uphold the values of equity, opportunity and accountability for its members. Process The following process must be completed by all student-athletes transferring to an OSBA member school (policy applies for athletes transferring from a non-OSBA or an OSBA school):

1. The OSBA member school to which the student-athlete is transferring (“Transferee School”) must complete the Player Add Request Form on Smartsheet.

2. The student-athlete must become a full-time registered student at the transferee school.

3. The student-athlete must sit out 30 calendar days once enrolled into the transferee school prior to participating in any sanctioned OSBA league games. (Student-athletes are allowed to participate in practices and/or tournaments outside of OSBA sanctioning during this period.)

Playoff Eligibility To be deemed eligible for OSBA Playoffs, the athlete must compete in 5 OSBA sanctioned league games. Breaches and Penalties Any person who is aware that a student-athlete is in breach of this policy may report such a breach to the OSBA by means of a written complaint by the OSBA member school head coach to the OSBA League Contact. In the event an OSBA student-athlete, or program is found to have breached this policy, Schedule A & B of OSBA’s Fair Play Policy and Procedures will apply to those responsible for violating the policy.

Recruitment Definitions Recruiting The solicitation of a prospective student-athlete, or a prospective student-athlete’s parent, legal guardian, relative or coach, by an institution’s representative for the purpose of securing the student-athlete’s enrollment and ultimate participation in the Institution’s OSBA athletic program. Prospective Student-Athlete Any Canadian or international student-athlete, whether they are in junior high school or high school or they are a non-student, who is interested in enrolling and competing athletically for an OSBA institution. This includes the student-athlete’s representatives (e.g., family, legal guardian, agents, relatives, coaches). Confirmed Recruit An individual cease to be a prospective student-athlete when the prospective student-athlete has accepted the program’s offer of admission and is confirmed for the upcoming semester as a registered student at the OSBA School. Institution Any basketball program that is a member of OSBA. Institution Representative Any individual, group or agency that is employed, volunteers or delivers a message independently or on behalf of an institution, including individuals or groups representing alumni. OSBA Verbal Commitment A verbal commitment between a prospective student-athlete and an OSBA institution with respect to the prospect of being a part of that institution’s OSBA athletic program for the coming academic year. Contact When an institution representative has communication with a prospective student-athlete or their parent, legal guardian, relative or coach beyond ‘hello’ regardless of where or how the communication occurs. Communication includes, and is not limited to, in person, telephone, mail, email, text, social media or other correspondence. Communication Institution representatives, when communicating with prospective student-athletes, are to comply with the OSBA Code of Conduct. In particular, they are to promote the benefits and descriptions of the academic and athletic programs at their institution and are not in any way to comment on other institutions’ academic or athletic programs and/or other institution representatives.

Institution representatives must inform and educate prospective student-athletes of OSBA Recruiting Policy and are required to inform them that the prospective student-athlete will be responsible for any violation of those regulations. Prospective student-athletes are responsible for their involvement in any violation of those regulations. Institution representatives and prospective student-athletes may contact each other at any time without consequences until the prospective student-athlete has become a confirmed recruit at another institution. Institutions may not contact prospective student-athletes during any official Ontario Basketball events, including but not limited to Centre for Performance, Targeted Athlete Strategy, and Team Ontario tryouts or training camps. Recruiting The following actions by institution representatives are considered to be recruiting:

a. Financially assisting a prospective student-athlete with an official on- or off-campus visit.

b. Having an arranged, in-person, on- or off-campus meeting with the prospective student-athlete or the prospective student-athlete’s parent, legal guardian, relative or coach.

c. Issuing an institutional offer of athletic and/or academic financial awards to the prospective student-athlete.

When approaching prospective student-athletes, institution representatives should only make contact at times away from the prospective student-athletes in-season competition times (i.e., after games or at the conclusion of events, games or tournaments). Confirmed recruits (i.e., have made a public verbal commitment) are not to be contacted. At the completion of each OSBA season, all student-athletes are considered to be free agents. Coaches looking to contact prospective student-athletes enrolled at an OSBA school during the previous season are encouraged to contact the Program Director/Head Coach of the program the athlete last competed for. In the case when a current OSBA student-athlete (or designate) initiates contact with an institution representative about a potential transfer, the contacted institution’s representative shall immediately notify the League Contact and the OSBA head coach/team representative of the institution in which the student-athlete is enrolled.

OSBA Sponsorship Guidelines Conditions of Sponsorships The License Holder is permitted to enter into sponsorship contracts, endorsements and business relationships to assist in offsetting team costs, subject always to the conditions below. The License Holder hereby:

a. Consents to the OSBA using, reproducing and distributing without charge, on a worldwide basis, in any format or media (including but not limited to, photo, video and any other digital or other media now or in the future existing), the License Holder’s and/or team’s and/or school’s/organization’s names, logos, trademarks and/or other identifiable attributes (“Attributes”) to promote the OSBA and the OSBA website, media guide, media kit, sponsorship, licensing, advertising, public relations and marketing programs for the duration of the License Holder’s contract term with the OSBA and for a period of two years thereafter.

b. Represents and warrants that it has obtained all consents and permissions legally required for (i) the OSBA and the License Holder to utilize players’ names and images in respect of OSBA and team promotions, and (ii) the media to provide print, television and digital coverage of teams and players.

c. Undertakes not to enter into any sponsorship or other agreement related to the OSBA without first obtaining the OSBA’s written consent. The OSBA may withhold its consent if, in the sole opinion of the OSBA, any such proposed agreement conflicts with any agreement that has been or may be executed by the OSBA in connection with the OSBA’s league-wide or other Marketing and Sponsorship Programs. The OSBA’s response to any request by the License Holder for such consent will not be unreasonably delayed.

d. Warrants that all existing License Holder sponsorships will be disclosed to the OSBA in writing, prior to execution of the License agreement.

e. Releases, indemnifies and saves harmless the OSBA, its directors, officers, employees and agents, and all other License Holders, from all claims (and all damages, costs and expenses, including legal fees and costs, arising in connection with any such claims) that the License Holder or any other person or entity may have against the OSBA, now and in the future, arising from or in connection with (i) the License Holder’s failure to comply with any of the above conditions or any other restriction or limitation contained in, or provision of, these guidelines, and (ii) the use by the OSBA of promotional material utilizing the License Holder’s and/or its team’s and/or school’s/organization’s Attributes and any player’s name or image.

League Sponsors The OSBA reserves the right to enter into agreements with league sponsors. As an extension of those partnerships, the OSBA will include License Holders in the mutual benefits and returns that these partnerships offer to the extent reasonably possible.

The OSBA makes no representations with respect to any such benefits and returns as they will vary from partnership to partnership. All ‘Featured Game of the Week’ game day venue signage, sponsorship rights and benefits and live-streaming and other media rights are the property of the OSBA and may be sold and fulfilled only by the OSBA. Team Sponsors The OSBA will not approve any License Holder sponsorships from tobacco or alcohol companies or any organization that, in the OSBA’s opinion, promotes discriminatory practices, illegal or immoral activities or gambling. The License Holder shall not approach existing OSBA sponsors for team sponsorship without the express written consent of the OSBA. License Holders may license the front of their team jerseys to team sponsors. Sponsor logos may be no more than 4” high x 4” wide and may appear on the front left of the jersey and must be pre-approved in writing by the OSBA. No other portion of a team jersey may be used for advertising or sponsorship purposes. The OSBA reserves the rights to the front right of License Holders’ team jerseys for the placement of the OSBA logo. An OSBA patch will be provided prior to the start of the season and must be affixed to the team jersey in the location determined by the OSBA and worn at all times on the game jerseys of all player personnel (bench players included). All License Holders must require all their players to wear a warm-up shirt provided by the OSBA at all times in all pre-game warm-ups. The OSBA reserves the exclusive rights to sell sponsorship rights on and in connection with warm-up shirts and will be responsible for the design and costs associated with the shirt. Upon securing a team sponsorship the License Holder sponsor shall be permitted to use the following phrase when referencing such sponsorship in advertisements, posters, brochures, newsletters, websites or any other media: “Sponsor of (License Holder) of the OSBA.” Any other use by sponsor of the License Holder’s/team’s/school’s/organization’s or the OSBA’s Attributes shall not be permitted without the OSBA’s written consent. Sponsorship does not give the sponsor the right to use the word “official” in connection with its sponsorship nor does it give the sponsor any rights with respect to any team, league or other organization other than License Holder and its affiliated team/school/organization and such rights are only to the extent permitted under these guidelines and all other applicable OSBA rules, regulations and policies as the OSBA may promulgate from time to time in its discretion. In all its sponsor agreements License Holder must explicitly provide that the sponsorship is with the License Holder only, that the License Holder holds a license to operate a team in the OSBA and is

bound by all rules, regulations and policies of the OSBA, and that (unless specifically approved by the OSBA in writing) the sponsor has no rights with respect to the OSBA, Ontario Basketball Association, Canada Basketball, or any other team or organization affiliated with the OSBA. OSBA Brand & Logo Guidelines

a. The OSBA’s Attributes may not be altered in any way, specifically including, but not limited to, with respect to colours, proportions, font and other design features.

b. The OSBA may change or update its Attributes at any time and will provide reasonable notice to License Holders to update their materials.

c. License Holders must use the OSBA logo (and any other OSBA Attributes as required from time to time by the OSBA) in their marketing materials and official correspondence, after first obtaining the OSBA’s written consent to such proposed use, but shall not incorporate the OSBA’s logo or other Attributes directly into their own Attributes.

d. The OSBA shall retain the sole and exclusive rights to permit or deny the License Holders’ use of the words, phrases and acronyms “Ontario Basketball Association”, “OBA”, “Ontario Scholastic Basketball Association” and “OSBA” and all other Attributes of such organizations.

League Awards The OSBA awards include (2) all-star teams; first team all stars consisting of 5 athletes & one second team all-stars consisting of 5 athletes, one (1) Coach of the Year, one (1) Most Valuable Player, one (1) Defensive Player of the Year, one (1) OSBA sportpersonship award, and recognition of all OSBA student-athletes with outstanding academic achievements (i.e., 80% and higher). Step 1 – Nominations:

• All head coaches will be automatically nominated for Coach of the Year • All coaches can nominate in rank order from his/her own team a maximum of five

(5) players to be considered for the All-Star teams • All coaches can nominate from his/her own team one (1) player for the Defensive

Player of the Year • All coaches can nominate from his/her own team one (1) player for the OSBA

sportpersonship award that demonstrated good sportspersonship; and has contributed to the game of basketball in Ontario (e.g., presented annually to a student-athlete in recognition of outstanding service to the sport and to the community).

** Please note that if you chose not to nominate a player for an award or for the maximum number of players per category, you will receive a notice via email informing you that you did not complete the nomination. If this was your intention, disregard the notice. If this was not your intention and you would like to include your nomination, you can return to the online process up to the nomination process closing time and complete your nominations.

Step 2 – Voting:

• Each coach will rank vote for all-stars 1 through 10. Top choice shall be rank order number 1 and will receive 10 points, second choice will be rank order 2 and receive 9 points, etc. The top vote getter shall be named Most Valuable Player of the year. Coaches do not vote for members of their own team.

• Each coach will rank the Major Award nominees by assigning 5 points to his/her first choice on the list, 4 points to his/her second choice, etc. – Defensive Player, OSBA Sportpersonship

• Each coach will rank nominees for Coach of the Year by assigning 5 points to his/her first choice on the list, 4 points to his/her second choice, etc. ** (Player of the Year and is automatically determined based on the player with the highest number of votes)

• Note: It is important that each coach rank their players at each category – There is an option to do this when nominating.

Note: In all rankings, the highest number should be your first choice. Coaches must respect coach’s rank order while voting for All-Stars and major awards. Major Awards Coaches will vote for the Coach of the Year, Defensive Player of the Year, and OSBA sportpersonship awards at the same time they vote for the All Stars. Appendix C OSBA Code of Conduct Purpose The purpose of this Code of Conduct is to ensure a safe and positive environment. Ontario Scholastic Basketball Association (OSBA) is committed to providing a sport environment in which all Individuals are treated with respect and dignity. All Individuals will be aware that there is an expectation, at all times, of appropriate behaviour consistent with the values of the OSBA. Conduct that violates this Code may be subject to disciplinary action enforced by the OSBA’s Discipline and Fair Play Committees. Application of this Code This Code applies to conduct that may arise during the course of OSBA business, activities, and events, including but not limited to: office environment, competitions, practices, training camps, tryouts, travel, any meetings of the OSBA and communications (including social media). Responsibilities All Individuals have a responsibility to:

a. Maintain and enhance the dignity and self-esteem of OSBA members and other Individuals by:

i. Demonstrating respect to Individuals regardless of body type, physical characteristics, athletic ability, gender, ancestry, colour, ethnic or racial origin, nationality, national origin, sexual orientation, age, marital status, religion, political belief, disability or economic status.

ii. Focusing comments or criticism appropriately and avoiding public criticism of athletes, coaches, officials, organizers, volunteers, employees and members.

iii. Consistently demonstrating the spirit of sportsmanship, sport leadership and ethical conduct.

iv. Consistently treating individuals fairly and respectfully. b. Refrain from any behaviour that constitutes harassment, where harassment is

defined as comment or conduct directed towards an individual or group, which is offensive, abusive, racist, sexist, degrading, or malicious.

c. Refrain from any behaviour that constitutes sexual harassment, where sexual harassment is defined as unwelcome sexual comments and sexual advances, requests for sexual favors, or conduct of a sexual nature.

d. Comply at all times with the bylaws, policies, procedures, rules and regulations of Ontario Scholastic Basketball Association.

Conduct Policy for Member Schools Definition: A member school is a registered organization with the Ontario Scholastic Basketball Association participating within the OSBA league. It is a requirement of all member schools within the OSBA to assume responsibility for the conduct of all athletes, coaches and spectators under their jurisdiction. Goal Statement: Any member school participating within OSBA will be expected to adhere to OSBA principles of Fair Play and this Conduct Policy for Member Schools. Actions: In addition to the Responsibilities listed in this Code of Conduct, member schools of the Ontario Scholastic Basketball Association will:

● Conduct their organization as an ambassador of Ontario Scholastic Basketball Association.

● Follow all Ontario Scholastic Basketball Association policies and procedures.

● Refrain from negative communications with or against any other member school.

● Support the game of basketball. ● Ensure that all athletes and coaches participating in sanctioned

competitions are registered members in good standing with OSBA. ● Avoid spectator-imposed pressures to win. ● Be supportive of the athletes, teams, coaches, opponents and officials. ● Maintain a supportive, constructive environment for all participants. ● Be a leader, a positive influence and a role model.

Conduct Policy for Coaches Definition: Anyone who participates as a teacher, leader or instructor to train, educate or motivate athletes to compete in an athletic activity is considered a coach. Goal Statement: Any coach participating in Ontario Scholastic Basketball Association sanctioned events will be expected to adhere to Ontario Scholastic Basketball Association’s principles of Fair Play and this Conduct Policy for Coaches. Actions: In addition to the Responsibilities listed in this Code of Conduct, coaches have an added responsibility. The coach-athlete relationship is a privileged one and plays a critical role in the personal and athletic development of the athlete, and coaches must not abuse this relationship. Coaches of Ontario Scholastic Basketball Association will:

● Be a leader, a positive influence and a role model. ● Meet all requirements set out by OSBA in order to be a certified coach. ● Reward effort, Fair Play and commitment. ● Recognize and respect the differences in your athletes. ● Demonstrate respect for all individuals involved in the game. ● Always consider the physical and emotional well-being of the athletes.

● Adhere to all Fair Play principles. ● Participate to one’s best abilities in all competitions, practices, training

sessions, events, or activities. ● Properly represent oneself and not attempt to enter a competition for

which one is not eligible, by reason of age, classification, or other reason. ● Participate for the love and enjoyment of the game. ● Respect the efforts and accomplishments of your teammates and your

opponents. ● Respect officials, coaches, spectators and event organizers. ● Respect the facility you visit or in which you play. ● Respect the rules of the game.

Conduct Policy for Spectators Definition: Anyone watching a particular athletic activity or event whether sitting or standing is considered a spectator. A spectator may be a parent, relative, friend, teammate, opposing player, administrator or coach not directly involved in the game. Spectators are an important part of any athletic activity; however, they are not essential. Goal Statement: Any spectator watching an Ontario Scholastic Basketball Association sanctioned event will be expected to respect and adhere to this Spectator Conduct Policy. Actions: In addition to the Responsibilities listed in this Code of Conduct, spectators of athletes and spectators at events will:

● Support the game of basketball. ● Encourage athletes to play by the rules and resolve conflicts without resorting

to hostility or violence. ● Stress the importance of participation.

Appendix E Coach-Official Interaction: Points of Emphasis Objective Officials are being asked to provide a more consistent approach when interaction with a coach is required.

● All coach-official dialogue must be based on mutual RESPECT. ● What works for you, may not work for the next official!

Goal To improve the level of observable coach-official interaction, which will enhance the quality of the playing environment. When the Communication Occurs

● Communication should occur during timeouts and quarter and halftime intervals at the end of the timeout or interval.

● Communication should not occur when the clock is running. ● The coach should be in the team bench area. ● Communication may occur when an extenuating situation arises (e.g., injury,

need for coach to deal with a situation). How the Communication Occurs

● A coach may ask a question that will assist in coaching the team. ● Rhetorical questions are not considered questions and will not be answered. ● Questions that are really statements are not considered appropriate. ● NO LONG DISTANCE CALLS! ● During free throws, the coach can talk to an official, but the official shall not

approach the coach or engage in conversation. ● There should be no expectation on the coaches’ part for an official to turn his/her

attention to the coach. ● Excessive arm/hand gestures or body language will only discourage effective

communication. Frequency and Length of the Communication

● Coaches should strive for quality, not quantity, when communicating with officials.

● The game should not be delayed. ● A constant barrage of commentary is not communication! ● A warning to the coach who persists in this regard may be necessary.

The Reason for the Communication

● Communication should be for clarification so that the coach can help his/her team improve or maximize their performance.

Appendix F Social Media Policy Purpose This policy provides guidance for Ontario Scholastic Basketball Association (OSBA) employees, contractors or volunteers who contribute or reply to posts on social media. “Social media” should be understood in its broadest interpretation, including but not limited to Facebook, Twitter, Instagram, Snapchat, YouTube, blogs, electronic newsletters, online forums and other sites and services that permit users to share information with others in a contemporaneous manner. All communications should adhere to the brand guidelines and established online voice of OSBA. Principles The following principles apply to professional use of social media on behalf of OSBA as well as personal use of social media when referencing OSBA or its employees, members, partners, sponsors or other stakeholders. Members should be aware of the effect their actions may have on OSBA’s image as well as their own. The information that members post or publish may be public information for a long time. Members should be aware that OSBA officials may observe content and information made available by members through social media. Members should use their best judgment in posting material to ensure that it is neither inappropriate nor harmful to OSBA or its employees, members, partners, sponsors or other stakeholders. Although not an exclusive list, some specific examples of prohibited social media conduct include posting content, commentary or images that are proprietary, defamatory, libelous, pornographic, salacious, sexist, racist, harassing, or that can create a hostile work environment. Members are not to publish, post or release any information that is considered confidential or not public. If there are questions about what is considered confidential, employees should check with the League Contact. While posts may be made by members of the OSBA communications team or agreed-upon members of OSBA staff for different channels, final message approval and customer service responses through OSBA’s social media channels should go through the Manager of Marketing & Communications. Subject to applicable law, personal online activity that violates OSBA’s Social Media Policy or any other company policy may subject an employee to disciplinary action, which may include suspension. If members publish content on personal social media accounts that involve work or subjects associated with OSBA, a disclaimer should be used, such as: “The postings on
