Operational Plan Performance Report In accordance with the Local Government Regulation 2012 Council is required to prepare and
adopt an annual operational plan for each financial year. The operational plan states how Council
will progress the implementation of the Corporate Plan 2013 – 2018 during the period of the
2015/16 Financial Year.
Performance is reported quarterly through Operational Plan reviews and is monitored to ensure all
tasks and services are on track to be delivered.
Overall, of the 76 measurable items in the four themes, Community, Economy, Environment and
Governance, 2 were completed in the first quarter as at 30 September 2016. Further details are
provided in the below report.

Water Security Strategy – continue implementation of approved strategy

Comments: Three (3) of the four (4) sub-program areas of the Cairns Water Security Strategy are underway. Actions around program supporting projects and the Bahana Mulgrave Water Supply Scheme are well advanced. The Demand Management Program is now progressing and expecting to accelerate. Actions around the Barron River Water Supply Scheme are not yet scheduled to commence.

Expand Water & Waste alliance with other stakeholders

Comments: The Demand Management Strategy includes an initiative to work with water-related stakeholders. Implemention planning to progress this initiative is under development. Terms of Reference for the Far North Queensland Water Alliance have been developed and are to be presented to the FNQROC board. This alliance is part of the Queensland Water Regional Alliance Program (QWRAP) meeting on at least a quarterly basis. Current initiatves include collaborative discussions with regulating bodies (Department of Environment and Heritage Protection). Cairns Townsville Mackay water alliance continues to progress a number of initiatives including: collaborative approach to design standards and a comprehensive review of benchmarking and operational efficiency opportunities.

Street lighting upgrades

Comments: Street lighting upgrades completed at Florence Street and Grafton Street (Munro Martin Park). Street lighting upgrades at Spence Street and Abbott Street almost complete. Design commenced for Florence Street between Grafton and Abbott Street (Cairns Acquarium). Lighting to be upgraded at Bunda Street within Council managed area near Cairns Central Shopping Centre. Designs also commenced for upgrade of street lighting at Windarra Street and Varley Street pedestrian crossing. Various Rate 2 street lighting upgrades will be delivered by Christmas – refer #4563789.

School of Arts building construction – to be completed

Comments: 16 new Green Space Groups have been established in the last quarter. Program is proving to be a huge success with it scurrent focus now on establishing a Tracks and Trials Volunteer group.
Develop an improvement plan for the Holloways Beach Foreshore

Comments: First draft plan established following initial consultation. Further road design needs to be incorporated into the plan over the next 2 months. Comments: The Tender stage is complete and Project Launch Approval (PLA) submitted for CEO approval. Commencement of works to be confirmed for mid-November start.

Robotics and Coding Workshops – to be developed and delivered

Comments: Coding and Robotics Grant is progressing well with a team being allocated and staff trained. National Coding Week September events were held in partnership with State Library of Queensland. Sessions have been well received and attended by the community.

Comments: Final Tech Savvy Seniors QLD workshops were delivered in September. Grant funding has been acquitted. The program has been thoroughly successful with bookings and feedback for workshops well received in the community. A full report will be subbmitted to Council November 2016.

Animal Management education and awareness campaign

Comments: Customer Request Mmanagement (CRM) process review project on track and achieving desired goals. CRM refresher training for Permit Compliance and Local Laws Compliance has been conducted. Review of Water and Wastewater processes currently being completed.

Comments: Corporate Plan 2017-2022 – Benchmarking has been conducted on other Corporate Plans. The survey results from OurCairns are being analysed to be used in the development of the Corporate Plan. Cairns Regional Council Culture Strategy – Discussion paper has been distributed to arts and cultural organisations with face-to-face consultation currently underway. Library Strategic Plan is pending and will be developed in line with Council’s Corporate Plan to ensure critical elements are captured. The current Plan is under review. Community Development Framework completed and endorsed. Parks, Leisure and Community Development Strategic Plan will not commence until the completion of the Corporate Plan. Cycling and Pedestrian Strategy currently in the review phase. Water and Waste Strategic Plan initial rollout with staff has occurred. Quarterly monitoring currently being developed. Further implementation to follow. Learning and Organisational Development Plan has been drafted and is currently being workshopped across Council.

Comments: Review of the capabilities of the LGAQ framework system are being investigated with analysis to begin into the sections of legislation applicable to Cairns Regional Council.
Our Cairns Community Engagement project – to be undertaken

Comments: The Our Cairns project was undertaken throughout August and September with 6446 people responding to the community survey, and two forums undertaken attended by 100 residents and 90 key stakeholders which yielded hundreds of ideas for consideration in the Corporate Plan. The results of the surveys and workshops will be presented to council at a workshop on 7 November
Negotiate Councils 2012 Enterprise Bargaining Agreement under the framework of 2016 Award Structure when released

Comments: Negotiations have not yet commenced. Interim Award has been released but negotiations have not yet commenced. Final Modern Award release expected to be in November.

Workplace Health and Safety ‘Safety Circle’ training program – to be delivered

Comments: Phase 1 of the supervisors training has been rolled out with catch up sessions to be completed on 18 Oct. Employees sessions and phase 2 of the Supervisors training will be rolled out over the period 18 Oct – 4 Nov 16.
