1.0 PURPOSE AND SCOPE

1.1 Purpose

This procedure provides instructions for using CPN Model 503DR Ml HP-2 or Ml HP-3

Hydroprobe at an assigned tank farm vadose zone borehole/drywell or for obtaining data

for Hydroprobe-Neutron Source performance verification.

This procedure can be performed in multiple locations. A work area and/or location

specific hazard analysis must be performed prior to starting the activity per

TFC-ESHQ-S_SAF-C-02.

1.2 Scope

This procedure applies to the setup of the Hydroprobe for borehole/drywell logging,

operating, and obtaining and transferring borehole/drywell data from the Hydroprobe to a

computer.

1.2.1 This procedure also applies to obtaining data for Hydroprobe-Neutron Source

performance verification.

2.0 INFORMATION

3.0 PRECAUTIONS AND LIMITATIONS

3.1 Personnel Safety

WARNING - Attempting to catch and regain control of the probe and cable if it slips

free during removal or insertion into the borehole/drywell could result in

personnel injury.

WARNING - Failure to handle the probe and source carefully or keep it at a maximum

distance could result in increased Neutron exposure.

WARNING - Failure to store the neutron source in its shipping/storage container when

not in use, could result in increased Neutron exposure.

WARNING - Removal of radioactive liquid could result in the spread of contamination.

3.1.1 Use of a neutron source requires users to be qualified as Source User (Course

356424). Issue and return of this source must be conducted by a Source

Custodian or Source Custodian delegate.

3.1.2 Poor lighting conditions and snow cover may hide uneven ground, survey

stakes, digging, etc. from the view of personnel performing this procedure.

3.2 Equipment Safety

CAUTION - Performing steps in this section (5.5) while precipitation is occurring or

when considerable water or snow is present near the probe, could bias the

data obtained.

CAUTION - To obtain the most accurate readings the moisture detection system should

have a Performance Verification performed. The Performance

Verification needs to be performed with the 503DR Hydroprobe meter and

source/detector together.

3.3 Radiation and Contamination Control

3.3.1 The neutron source is to be stored in its shipping/storage container when not

in use.

3.3.2 Cleanliness check swabs will be controlled as radioactive material after use

and will be surveyed by a Health Physics Technician (HPT) prior to exiting

the farm.

3.3.3 Removal of contaminated liquid requires HPT coverage and cannot be

performed using the long term Radiological Work Permit that permits routine

drywell logging/monitoring activities.

3.3.4 Failure to handle the probe and source carefully or keep it at a maximum

distance could result in increased Neutron exposure.

3.3.5 When this procedure is worked in radiological areas, an approved

radiological work permit (RWP) is required. If radiological conditions or

work performed falls outside the scope of the RWP, all work activities must

be discontinued until a new or revised RWP has been issued in accordance

with TFC-ESHQ-RP_RWP-C-03.

3.4 Environmental Compliance

3.4.1 If borehole/drywell is found to be contaminated during use of this procedure,

Environmental must be notified per the Environmental On-Call List.

3.4.2 The following controls specified in the appropriate section of

TFC-ESHQ-ENV-STD-06, As Low As Reasonably Achievable Control

Technology (ALARACT) Requirements Standard, are applicable:

At a minimum, pre- and post-job surveys shall be taken and

documented on a Radiological Survey Report.

4.0 PREREQUISITES

4.1 Special Tools, Equipment, and Supplies

The following equipment and supplies may be needed to perform this procedure:

Clean rags

Swabbing equipment

Rubber gloves

Face shield

BLUE copy of Onsite Routine Radioactive Shipment Record

Magnetic caution signs

Measuring tape with swab

CPN International Inc. Model 503DR Ml HP-2 or Ml HP-3 Hydroprobe

Moisture Models A, B, C, E, F, and G located at site adjacent to weather station.

4.2 Performance Documents

The following procedure may be needed to perform this procedure:

TO-100-052, Perform Waste Generation, Segregation, Accumulation and Clean-

up.

4.3 Field Preparation

4.3.1 CHECK that there is a calibration certificate on file for the hydroprobe-

neutron source combination used, or that engineering personnel have verified

hydroprobe-neutron source combination is acceptable for use.

4.3.2 IF obtaining data for Hydroprobe-Neutron Source performance verification

AND

IF directed by Shift Manager/OE, GO TO Section 5.5.

NOTE - The ORRSR provides the Emergency Response Information required per HNF-

5183 Tank Farms Radiological Control Manual, Article 423.13.

4.3.3 WHEN transporting the neutron source, ENSURE Blue copy of the Onsite

Routine Radioactive Shipment Record (ORRSR) is in possession.

4.3.4 PERFORM Neutron and Gamma surveys at shielded storage cask to ensure

levels are as specified on the ORRSR prior to transporting.

4.3.5 PERFORM Neutron and Gamma surveys on the source: Contact, 30cm to

validate previous levels.

4.3.5.1 INFORM the work team of these levels.

4.3.5.2 IF significant changes from previous readings are identified,

PERFORM the following in the most logical order:

a. PLACE work in a safe condition.

b. NOTIFY Surveillance Manager and RadCon

Management.

4.3.6 ENSURE Process Engineer has provided a copy of Data Sheet 1 for each of

the following:

Borehole/drywell to be sampled with borehole/drywell number

Well ID number

Depths of readings to be taken.

4.3.7 PERFORM a work area and/or a location specific hazards analysis per

TFC-ESHQ-S-SAF-C-02.

5.0 PROCEDURE

WARNING

Failure to store the Neutron source in its shipping/storage container

when not in use, could result in increased Neutron exposure.

WARNING

Failure to handle the probe and source carefully or keep it at a

maximum distance could result in increased Neutron exposure.

NOTE - The above WARNINGs apply to all steps related to the use of the source within

Section 5.0.

- Sections 5.1 and 5.2 can be performed in any logical order.

- Sections 5.1 through 5.3 are performed for each borehole/drywell identified by Process

Engineer.

5.1 Borehole/Drywell Cleanliness Check

5.1.1 IF cleanliness checks have been performed within 30 days of running the

scan AND

IF cleanliness checks have been documented on a Radiological Survey

Report, SKIP Section 5.1 as it is not required.

WARNING Removal of radioactive liquid could result in the spread of contamination.

5.1.2 REMOVE borehole/drywell plug to gain access to borehole/drywell.

5.1.3 LOWER swab into the borehole/drywell to check for contamination.

5.1 Borehole/Drywell Cleanliness Check (Cont.)

NOTE - The Health Physics Technician (HPT) is responsible for monitoring the tape.

5.1.4 CONTINUOUSLY MONITOR tape with contamination survey instrument

for any indication of increasing meter response AND

REEL UP swab.

5.1.4.1 IF background is greater than 150 counts per minute, CHECK in

a low background area per RWP requirements.

5.1.5 IF the radiation/contamination survey meter indicates contamination, STOP

removing the swab.

5.1.5.1 NOTIFY the following:

Surveillance Manager

Shift Manager

RadCon Manager.

5.1.6 IF the radiation/contamination survey meter response does not increase and

swab is wet or dry (Normal Condition), PERFORM the following:

5.1.6.1 WHEN the swab is in proper position, STOP raising swab.

5.1.6.2 PLACE bucket near well opening.

5.1.6.3 PLACE swab in bucket.

5.1.7 MONITOR swab for contamination.

5.1.8 IF background radiation levels are too high to perform a contamination

survey of the swab, PERFORM the following:

5.1.8.1 CONTAIN the swab.

5.1.8.2 MOVE the swab to an area of lower background radiation.

5.1.9 IF swab is wet, PERFORM the following:

5.1.9.1 PERFORM smear of swab.

5.1.9.2 IF smear is not saturated, PERFORM field count.

5.1.9.3 IF unable to field count, HAVE smear monitored at the count lab

facility.

5.1.10 IF contamination is detected at greater than 5,000 dpm/Probe Area, Beta

Gamma or 100 dpm/Probe Area Alpha, PERFORM the following:

5.1.10.1 RE-INSTALL borehole/drywell cap

5.1.10.2 NOTIFY the following:

Surveillance Manager

Shift Manager

RadCon Manager.

5.1.11 DISPOSE of contaminated items (i.e., double bag, place in satellite

accumulation area and fill out waste inventory sheet per TO-100-052).

5.1.12 IF contamination is not detected, PLACE reel and swab into proper

container.

5.2 Prepare the MI HP-2 or MI HP-3 Hydroprobe for Operation

CAUTION

To obtain the most accurate readings the moisture detection system

should have a Performance Verification performed. The Performance

Verification needs to be performed with the 503DR Hydroprobe meter

and source/detector together.

5.2.1 CONFIRM screen displays “READY”.

5.2.1.1 IF a decimal point is displayed in lower left or a bar is displayed

in the left character, ENSURE the battery is charged.

5.2.2 PRESS TIME AND

CONFIRM screen displays indicates “16”.

5.2.2.1 IF display does not indicate 16, PUSH STEP until display reads

16 AND

PUSH ENTER.

5.2.3 PRESS UNITS AND

CONFIRM screen displays indicates “MUNT CNT”.

5.2.3.1 IF display does NOT indicate “MUNT CNT”, PUSH STEP until

display reads MUNT CNT AND

PUSH ENTER.

5.2.4 ATTACH the MI-HP-2 or MI-HP-3 meter to the source/detector AND

DOCUMENT on Data Sheet 1 the source/detector, meter identification

numbers and depth or number of readings.

5.2.5 REVIEW the copy of Data Sheet 2 that is kept with the source/detector

shipping/storage container AND

CONFIRM that the source/detector and meter have had a Performance

Verification performed within the last year.

5.2.6 SET format as follows:

5.2.6.1 PUSH FMT.

5.2.6.2 PUSH STEP twice.

5.2.6.3 OBTAIN number of depths or measurements to be entered from

Data Sheet 1.

5.2.6.4 WHEN “DEPTHS” is displayed on screen, ENTER identified

number of depths from engineering AND

PUSH STEP.

5.2.6.5 WHEN screen displays “SET FMT?” PUSH ENTER twice.

5.2.6.6 CONFIRM screen displays “READY”.

5.2.7 OBTAIN Chi-square value as follows:

5.2.7.1 PLACE the case away from other radioactive sources.

5.2.7.2 ENSURE the following:

Neutron Probe shipping/storage container on stable surface

No other radioactive sources are within 30 feet of gauge

No significant source of hydrogen is within 10 feet

All personnel are at least 10 feet away after starting the

reading.

5.2.7.3 POSITION neutron probe on yellow square on top of neutron

probe shipping/storage container.

5.2.7.4 PUSH STD.

5.2.7.5 PUSH STEP three times and “NEW STD” will be displayed on

screen.

5.2.8 OBTAIN a standard count as follows:

5.2.8.1 WHEN “NEW STD?” is displayed, PUSH ENTER.

NOTE - Read-out unit will beep every few seconds during standard count.

- Displayed numbers are not entered on final Data Sheet until tasks

are within range.

5.2.8.2 WAIT 4 to 5 minutes for completion of standard counts.

5.2.8.3 WHEN beeping stops, CONFIRM screen on read-out unit

displays a standard count (e.g. S 7145 or S 11034).

5.2.8.4 PUSH STEP AND

CONFIRM previous standard is displayed (e.g. P XXXX).

5.2.8.5 PUSH STEP AND

CONFIRM Chi number is displayed.

5.2.8.6 CONFIRM Chi indicates 0.75 to 1.25.

5.2.8.7 RECORD Chi number on Data Sheet 1.

5.2.8.8 IF Chi is lower than 0.75 or higher than 1.25, RETRY by

performing Steps 5.2.8.1 through 5.2.8.6.

5.2.8.9 IF Chi fails again, RECHARGE the battery AND

NOTIFY technical POC or Engineering.

5.2.8.10 PUSH STEP AND

RECORD standard count on Data Sheet 1.

5.2.8.11 PUSH STEP AND

RECORD previous standard count on Data Sheet 1.

5.2.8.12 PUSH STEP AND

PUSH ENTER until “READY” is displayed on screen.

5.3 Obtain Soil Moisture Readings with MI HP-2 or MI HP-3 Hydroprobe

WARNING Attempting to catch and regain control of the probe and cable if it

slips free during removal or insertion into the borehole/drywell could

result in personnel injury.

5.3.1 ENSURE neutron survey instrument is positioned within 3 feet of well to

monitor for changes in neutron levels.

5.3.1.1 HPT MONITOR for changes in radiological conditions.

NOTE - Readings are generally taken from engineering established depth up to required

depth of well casing.

5.3.2 POSITION Hydroprobe unit over well in ground AND

SLOWLY LOWER cable until probe is at lowest depth indicated on

Data Sheet 1 not getting any closer than 15 cm (6in) above the soil surface.

5.3.3 PUSH LOG.

5.3.4 WHEN screen displays a number, ENTER borehole/drywell ID number you

are logging AND

PUSH ENTER twice.

5.3.5 IF incorrect number is entered for borehole/drywell being logged,

PERFORM the following:

5.3.5.1 PUSH CLEAR until screen displays “READY”.

5.3.5.2 PUSH LOG.

5.3.5.3 ENTER correct well number AND

PUSH ENTER.

5.3 Obtain Soil Moisture Readings with MI HP-2 or MI HP-3 Hydroprobe

NOTE - XX = the deepest depth you entered in Step 5.2.6.

5.3.6 WHEN screen displays “TAKE XX”, PUSH START.

NOTE - Logging takes 16 seconds for each depth interval. The read-out unit will beep

once when logging starts and twice when the logging is complete and a number

will be displayed on screen (e.g. M10 3456, where M10 = depth, 3456 =

measurement).

5.3.7 WHEN number is displayed, RECORD CNT value on Data Sheet 1.

5.3.8 IF measurement is last measurement to be taken, GO TO Step 5.3.14.

5.3.9 PUSH ENTER AND

CONFIRM next depth measurement identified on Data Sheet 1 is displayed.

WARNING Attempting to catch and regain control of the probe and cable if it

slips free during removal or insertion into the borehole/drywell could

result in personnel injury.

5.3.10 MOVE cable up to next depth interval identified on Data Sheet 1.

5.3.11 PUSH START.

5.3.12 REPEAT Steps 5.3.7 through 5.3.11 until data is obtained for all depths

listed on Data Sheet 1.

5.3.13 IF a mistake is made during logging, PERFORM the following:

5.3.13.1 PUSH CLEAR.

5.3.13.2 WHEN screen displays “DATA OK?”, PUSH CLEAR to go

back to the READY screen.

5.3.13.3 GO TO Step 5.3.3.

5.3.14 WHEN the last measurement is completed, PRESS ENTER AND

PERFORM the following:

5.3.14.1 PUSH CLEAR AND

CONFIRM “DATA OK?” is displayed.

5.3.14.2 PRESS ENTER to go back to READY.

5.3.15 IF a depth is missed while logging,

OR

IF there is doubt all depths have been logged, CHECK data as follows:

5.3.15.1 PUSH STEP to scroll through all depths.

5.3.15.2 IF screen displays “TAKE XX” for any depth, return probe to

appropriate depth in well and PUSH ENTER to log missed

depth.

5.3.15.3 WHEN satisfied all depths are logged, CONFIRM “DATA

OK?” is displayed.

5.3.15.4 GO TO Step 5.3.14.1.

5.3.16 PUSH ENTER to save data.

5.3.17 RAISE cable until probe is in the shielded position.

5.3.18 INSTALL borehole/drywell cap.

CAUTION

Performing steps in this section (5.5) while precipitation is occurring or

when considerable water or snow is present near the probe, could bias

the data obtained.

NOTE- The steps in this section are performed upon request.

Prepare to Obtain Performance Data

5.5.1 ENTER Hydroprobe meter number and neutron source/detector serial

number on Data Sheet 2.

5.5.2 INSTALL a stop on neutron source/detector cable at a distance of between

37.25 inches and 38.25 inches from the top of the amphenol connector on

neutron source/detector.

5.5.3 REMOVE covering over 8 in. ID Soil Standards A, B and C and 6 in. ID

Soil Standards E, F, and G to expose the central hole.

Pre- Performance Verification Check Data

5.5.4 ENSURE meter is attached to neutron probe AND

CONNECT neutron probe cable.

5.5.5 CONFIRM screen displays “READY”.

5.5.5.1 IF a decimal point is displayed in lower left or a bar is displayed

in the left character, ENSURE battery is charged.
