The Non Metallic Materials Testing Task Group (NMMT) was called to order at 9:00 a.m., 24-Feb-2014

Meeting conduct was reviewed and the Code of Ethics/Antitrust video was shown to meeting attendees.

1.3 Approval of Previous Meeting Minutes– OPEN

The minutes from October 2013 were approved as written.

1.4 Review Agenda – OPEN

The meeting agenda items were reviewed.

2.0 STAFF REPORT – OPEN

John Tibma presented the SE report as seen above.

ACTION ITEM: PRI to contact all Subscribers and request their specific mandate requirements for AC7122-I, -R, -P and include these details in the NMMT Mandate sheet. (Due Date: 23-Jun-2014)

3.0 INTERLABORATORY PROFICIENCY TESTING (IPT) 2015 PLANNING – OPEN

Mike Bemis presented data and conclusions from the last completed IPT which included trends from the 4 IPT’s held since 2007.

3.1 DMA Improvements Sub-team Report Out (RAIL Item #16)- Mike Bemis – OPEN

3.2 Additional Tests to Include (RAIL Item #20)-John Tibma – OPEN

Discussed several options proposed by suppliers.

3.3 Nominate New IPT Lead – OPEN

Proposal from John Key is for Bell Helicopter colleague, Elliott Schulte to take lead for 2015 IPT.

4.0 RAIL ACTION ITEM #18 REPORT OUT – OPEN

There was discussion by TG on the differences in the definition of an Internal Round Robin and the current IPT requirements. A request had been received on how to satisfy the IPT requirements for Fiber Manufacturers.

Motion made by Andreas Mastorakis to determine if Subscribers are willing to accept, for fiber manufacturers, an internal self defined round robin program which will be reviewed by the Nadcap auditor during the audit. Motion Passed (10 in favor of: 2 abstained)

For a self defined program, the criteria was discussed and agreed and the presentation attached was amended.

ACTION ITEM: Fiber manufacturers to propose their method of IRR test result / statistical analysis acceptance criteria and send to PRI for distribution to the Subscriber sub team. (Due Date: 31-Mar-2014)

ACTION ITEM: Subscriber sub team (Pete Atwell, Lance Loeks, Colin Stewart, Andreas Mastorakis (lead), Mike Bemis, Evelyn Jacobson) formed to evaluate the round robin acceptance criteria for each of the fiber manufacturer. (Due Date: 30-Apr-2014)

ACTION ITEM: PRI to distribute definitions for IPT to task group members for comment. (Due Date: 24-Feb-2014)

5.0 REVISED PROCEDURE REVIEW – OPEN

The NTGOP-001 Appendix COMP-NMMM-NMMT was recently revised. The revisions included: Numbering scheme changed to match NTGOP-01 Satellite failure criteria modified

o Main and satellite audits shall be evaluated independently. Both facilities shall be balloted for failure if either facility exceeds the NOP-011 Mode B failure threshold.

The Supplier Merit procedure NOP-008 was revised. The revisions included: Non-sustaining corrective actions and product and process escapes from associated Add

Scope audits will deny merit Clarified that number of NCR criterion is based on Mode B reaccreditation audit failure

SE presented the NOP-011 risk mitigation revisions to the TG.

John Key presented NOP-012 Auditor Consistency and the effects on NMMT.

6.0 ACTION ITEM REPORT OUT – OPEN

The Rolling Action Item List (RAIL) was reviewed.

7.0 OPEN DISCUSSION – OPEN

There was discussion by the TG on the intent of Q 31.7.2.6.

ACTION ITEM: Jim Rossi to review and rewrite Q 31.7.2.6. (Due Date: 31-Mar-2014)

Flammability Testing Clarification

ACTION ITEM: Lance Loeks proposal to create sub team (Lance Loeks (lead), Mike Bemis, Jeremy Phillips, Don Russell, Kevin Dowling, Brett Hemingway) to determine the approach to be taken in reference to the laboratory environmental requirements for flammability testing. (Due Date: 27-Jun-2014)

8.0 STAFF ENGINEER DELEGATION REVIEW – CLOSED

SE delegation was reviewed. John Tibma is on target to meet the SE delegation requirements by June 2014.

9.0 AUDITOR PERFORMANCE REVIEW – CLOSED

Task Group feedback to the presented data:-

- Include the first 4 months current data in future slides

- Indicate initial and re-accreditation audits

10.0 AUDITOR CONSISTENCY – CLOSED

Discuss additions to NTGOP appendix to comply with NOP-012

John Key presented the NTGOP-001 Appendix COMP-NMMM-NMMT proposed requirements to meet the auditor consistency program.

John Key also presented the proposed revisions to formalize the draft NOP-012 Requirements for Oversight of Nadcap Certification Program dated Feb 2011

ACTION ITEM: TG to develop a Master Observation Audit Schedule to be included in NTGOP-001 Appendix COMP-NMMM-NMMT. (Due Date: 27-Jun-2014)

11.0 MODE B FAILURE CRITERIA REVIEW – CLOSED

TG reviewed the proposed new failure Mode B criteria for both Initial and re-accreditation audits.

Motion made to incorporate the revised failure mode B criteria for both initial and re-accreditation audits as per SE presentation. Motion Passed Unanimously

12.0 IPT TREND ANALYSIS (RAIL ITEM #13) – CLOSED

Mike Bemis presented the trend data and will forward to all Subscribers.

ACTION ITEM: Andreas Mastorakis, Mike Bemis, Elliott Schulte, John Key to meet and determine tests to be incorporated in the 2015 IPT. (Due Date: 24-Feb-2014)

13.0 MEETING CLOSE OUT – CLOSED

Four new voting members were put forward for review and acceptance.
