Key findings for Princes Risborough and Longwick

Quantity

▪ Despite falling below the proposed local standard, the town is considered well served by open space. This is partly due to the good access to the surrounding high quality countryside.

▪ The provision of play and teen facilities meets or exceeds proposed quantitative standards. However the district analysis highlights the need for the NEAP in the LCA North. This facility would be best placed in Princes Risborough and could comprise an upgrade of an existing play facility.

▪ The provision of natural/ semi-natural space is slightly below standard but this is not a concern considering that the town is surrounded by high-quality countryside

▪ There is a below standard provision in parks. public amenity spaces and allotments ▪ Outdoor sports provision slightly exceeds local standards when both public and private provision

are taken into account, but falls short when only publicly available facilities are being considered ▪ Open spaces of the typology common, gardens and green corridors are absent

Accessibility

▪ Accessibility deficiencies for publicly available open space, play areas and teen facilities exist in the southern part of Princes Risborough

▪ Wycombe Road acts as a line of severance for movement between east and west PR in places ▪ The railway line defines PR at the west and acts as a line of severance to the countryside ▪ Disabled access is generally possible but might be limited at some sites, e.g. the sloping sites of

Whiteleaf Cross and Brushill Nature Reserve (site 51) ▪ Private ownerships result in a high proportion of restricted access outdoor sports sites

Quality

▪ 26 of the 34 sites have been quality assessed ▪ Quality scores vary between 57 – 86% with an average score of 74%, which suggests that the

open spaces in PR and Longwick are generally of good quality ▪ Monks Risborough Recreation ground (718) is the lowest scoring site, ▪ Play areas score generally relatively poorly and should be improved

Possible options for improvement ▪ Maintain and increase overall standard of provision ▪ Increase the amount of public amenity space by requiring this open space element to be

provided on site as part of any larger development ▪ Create an additional public open space including play facility in the southern part of PR to

address the localised deficiency. This is proposed to being addressed by the proposed redevelopment of the Hypnos site

▪ Improve quality of play areas

▪ Address shortfall in publicly available sports provision either by negotiating access to restricted access sites or through the creation of an additional site. This could for example be achieved by bringing the currently closed Molins sports ground (site 720) into public use.

▪ Improve quality of existing sports sites (St George V playing field (716), Monks Risborough Rec (718), Earl Mitchell playing field (727) and Dixons playing field (715))

A strategic and a local open space deficiency exist in this area.

Key findings for Naphill / Walter’s Ash

Quantity

▪ The open space provision in Walters Ash and Naphill significantly exceeds the district average and the proposed local standards. This is caused by the large size of Naphill Common.

▪ Main quantitative deficiencies exist with regard to amenity spaces, parks and publicly available outdoor sports provision.

▪ There is a significant shortfall in semi-natural open space, however, this is not of concern due the high amount of common land and the good access to the surrounding countryside

▪ There is an above average provision in play facilities

Accessibility

▪ Whilst the area is rich in publicly accessible open space, access to formal open spaces such as sports pitches is generally restricted

▪ The main road running through the settlements shows high traffic volumes at times and can act as a line of severance to open space

▪ Access to the surrounding countryside is good

Quality

▪ 9 of the 12 sites have been quality assessed ▪ Quality scores vary between 55 – 77% with an average score of 63%, which is in line with the

district average ▪ There are no poor quality sites although most sites have room for improvement

Possible options for improvement ▪ Increase publicly available outdoor sports provision by improving access to restricted access

sites ▪ Maintain and enhance quality of existing sites through minor improvement schemes ▪ Increase the amount of multi-functional open space either through improvements to existing sites

or the creation of a new site A strategic open space deficiency exists in this area. No local deficiency has been identified.

RURAL AREAS The northern Local Community Area (LCA) contains also a large number of smaller settlements that are not covered in detail. Rural deficiencies cannot be defined in the same way as urban deficiencies because distance thresholds and requirements for different types of provision cannot be applied. Smaller settlements tend to have good access to the surrounding countryside, which offers recreational value. However, it is recognised that rural areas also have needs for open space and that these should be met locally wherever possible. Being rural in nature there tends to be a greater need for more publicly available formal open space such as play areas, teen facilities, sports pitches and allotments.

The following map shows the distribution of open spaces in the northern LCA.

Key observations for the rural areas of the LCA North West Chiltern and Princes Risborough ▪ The majority of rural sites are either semi-natural sites, village playing fields (including play) or

cricket grounds. ▪ Almost all villages or hamlets appear to have at least one open space within walking distance of

the village, ▪ There is a high provision of private outdoor sport facilities in this LCA, caused by the large

number of private sports clubs such as cricket clubs. Although an important resource for the rural communities these private grounds often offer only limited use to the public as their public use is often restricted to the perimeter of the site and/or the play area where existent
