A NEW family medical centre opened last monthin Blackwood, helping to ease the pressure anddemand for medical services in the Blackwooddistrict.Appointments at the Blackwood Family MedicalCentre (BWFMC) are bulk-billed however, gapsmay apply for some medical procedures. A gen-eral practice where you can choose your GP.

Open 7 days a week, the Centre is convenientlylocated on the corner of Shepherds Hill Road andBrighton Parade (across the road from ShellService Station) allowing clients to park in thecarpark next door or in near by streets.“We have been really pleased with the supportand glowing comments we have received fromvisitors to the Centre since opening in mid July,”said Ms Jayne Illana, BWFMC spokesperson.“On day one, we had 17 patients visit our Centreand each day since, numbers have been growingsteadily.”The BWFMC is managed and run by a group ofdirectors who have been operating other centresin the southern suburbs for 10 years.The Centre is staffed by 6 General Practitionerswith interests in general medicine, chronic diseasemanagement, primary health care, child and ado-lescent health care, and skin cancer.

Funding gap mothballs new CCTV system

LOCAL commuters want to have their say overthe new Belair train timetable, before the “tem-porary” set-up becomes permanent.

Blackwood, Belair and Districts CommunityAssociation (BBDCA) chair Heather Beckmannis calling for a “full community consultation”with Adelaide Metro and the Minister forTransport so long-suffering commuters can raisetheir concerns.

Frustrated train travellers were pleased to seethe trains were due to return on July 14. But thatwas the day commuters were hit with fare riseswhich take a single trip up to $5, or $3.29 if ametrocard is used.

It was also the day the trains didn’t go back.Signal failures kept the trains delayed for a weekafter the expected date. A Department ofTransport, Planning and Infrastructurespokesperson apologised for the inconveniencebut said that “safety was the highest priority”.

The new train timetable includes more servicesto the Belair line. But three trains in the morningand five in the evening will only go as far asBlackwood, leaving Glenalta, Pinera and Belair

residents waiting half an hour for services atpeak times.

Ms Beckmann said she could understand thatthe early end shaved minutes off the trip, “but itseemed a little unfair to those people at the endof the line. And it will be hard for those whohave to make connections with other trains orbuses at the other end.”

Ms Beckmann said the BBDCA is particularlyconcerned for schoolchildren going to St John’sand alighting at Belair, and those getting on atBelair to go to Blackwood High School.

The DPTI spokeswoman said the timetablewould need to be readjusted in November, toaccount for a new station at Wayville.

She said the single line for the Belair train lim-ited the ability to increase services, but “the newtimetables have been designed taking intoaccount patronage on bus and trains to enableoptimal services” which means a 15-minute gapat peak times, as long as you only want to go asfar as Blackwood.

She said “customers are able to use bus ser-vices from Glenalta, Pinera or Belair to transferto high frequency train services at Blackwood.”

And if you’re interested, the reason for the six-month ‘substitute bus’ hike into the city has beenfor an upgrade of the signalling system, and a rail-way underpass at Goodwood, track upgrades fromGoodwood to the city and a new station atWayville, replacing the temporary Royal AdelaideShow station and the ageing Keswick station.

The line was closed for track work andreplaced by buses in 2009, and Ms Beckmannsaid “past experience shows that it takes a longtime to get back to the level of commuter use thatexisted before. But the more that we can use thetrains, the more they will be viable.”

She said the group had worried years ago thatthe final three stations would be shaved off thetrip as had been done when the line used to go asfar as Bridgewater in 1987.

But the storage sheds built at Belair would seemto indicate that it would remain the end of the line.Nevertheless the BBDCA will keep a “watchingbrief” on the trains and invites people who usepublic transport to comment on their use of thetrains and their experience with the new timetable.

BLACKWOOD has a fantastic CCTV securitysystem, but not enough money to run it properly.

The system was funded by a FederalGovernment Safer Suburbs grant to the tune of$100,000, and it has been operating for 18months.

But it will cost about $100,000 every year tokeep it running, and so far, there is no money todo that.

Blackwood Business Network president andMitcham City councillor Jane Silbereisen said theoriginal funding proposal had a future fundingstrategy.

One of those plans was a levy on Blackwoodbusinesses to pay for the extra security.

Council surveyed local businesses owners, whowere supposed to pass the survey on to tenants,and the answer was an overwhelming disinclina-tion to pay higher rates to cover the security sys-tem.

“That showed they did not support the levy andwe have to stand by that,” Cr Silbereisen said.

But she was confident that private responsessuggested the support, particularly from tenants,was higher than the council’s results showed.

The group is now going to set up an indepen-dent security committee for the precinct to man-

age and oversee the security program. “It will be looking at other funding options,

including applying for grants,” she said. To maintain the system, they need to pay for

people to maintain the equipment and monitor thefootage, and other costs like insurance and broad-band. There are 20 cameras and eight broadbandsites. All of this adds up to about $100,000 pa.

While the system has used many volunteerhours for support, “we need to employ someonefor around five hours per week to manage andmaintain equipment, and locate footage forpolice,” Cr Silbereisen said.

But she said the system is working, and a reportshowed that the trends of vandalism and crime inthe area were declining.

“The response from traders is that they appreci-ate the program and know it’s reducing vandalismin the area,” Cr Silbereisen said.

She said while the police had been the firstport of call for greater security, “the Sturt policehave to cover from Hindmarsh to Hallett Coveand up to Blackwood. The area does not have acafé and entertainment culture and is not on amajor route, so police are not regularly passingthrough. They have to deliberately come up here,which makes us very vulnerable,” she explained.

Following the article that appeared in the Mayedition, we had a huge response from peoplewanting to cook or host, or both on Fridaynights. We now have enough for a whole newteam to fill the vacancy left by long-time mem-bers of the program and perhaps to strengthensome of the existing teams.

It was heartening to see such a strong commu-

nity spirit, enthusiasm and generosity from theresidents of Blackwood and surrounding envi-rons.

We welcome Anthea, Athelie (Lee), Alan andCarole, Di, Elizabeth, Jessica, Katherine, Kristyand Rachel, and possibly more after all thepolice checks are completed. The first outing forthe new team was Friday 12 July and, judging byour guests’ comments, it was a great success.

Walking tour book reveals historic village

Memorial Hall refit callTHE Blackwood & District War Memorial Hallon Coromandel Parade is 50 years old and show-ing its age.

The popular hall is used by more than 500people a week, for dancing and martial artslessons, clubs and societies, plays and presenta-tions and craft and art markets.

It is run entirely by an independent committeeof volunteers - it is not owned by MitchamCouncil and has to pay rates - and secretary MsJan Westley says the hall is in need of mainte-nance.

She said major expenses include an upgrade tothe plumbing, as it contains three different kindsof pipes, from concrete to PVC, and the floor ofthe main hall needs replacing. The floor alone isexpected to cost $30-50,000.

The car park has also recently been upgraded,a major expense for the committee but not a rev-enue raiser for the hall, as plenty of people usethe car park - but the hall committee makes nomoney out of it directly as there are no parkingfees.

Ms Westley says the committee tries to keephiring costs low to keep the hall accessible to asmany community groups as possible.

Local service groups, Blackwood Rotary andBlackwood Lions have come to the party to helpfund some of the much-needed works. Rotary

contributed $4000 to the hall committee for thecar park works in May.

Bernie Donohue, Lions Club member and co-ordinator of the Lions’ Blackwood Hall restora-tion committee said the Lions gave $5000 lastmonth toward the car park and said the Lions“have taken it on as a major project.

“It’s looking sad and tired and we want toraise it back to its former glory.”

The Lions are also keen to revamp the frontentrance and include a sculpture of a “peaceglobe”.

Mr Donohue explained that the globe, around2.5m in diameter and over 3m high, enclosed

WALKERS can gain a fascinating insight intoBlackwood’s history with the publication ofthe Blackwood Historical Walk booklet.

Produced by Mitcham Council’s HeritageResearch Centre, the brochure outlines thewalk which takes you through Blackwood’sstreets, highlighting diverse architectural stylesand explaining Blackwood’s historical aspects.

“The walk explores Blackwood fromCoromandel Railway Station, along beautifulresidential tree-lined streets with diverse archi-tectural styles as well as through the businessdistrict where evidence of the early villagebusinesses can still be found," confirmed acouncil spokesperson.

As well as explaining about the buildings,the brochure outlines Blackwood’s history,which was planned when a new rail line wasproposed through the Adelaide Hills in 1879.

In a bid to attract more people to the area, newresidents to Blackwood were given a free firstclass rail ticket to the city for three years.Coromandel Station was established later, some-time between 1922 and 1926. Initially it wascalled Brighton Parade and changed its name toCoromandel Station after a naming competition.There was no platform, and passengers had towave the train down to stop it.

One of the brochure’s main researchers wasBlackwood resident, Pauline Coulls. She is anoriginal descendant of the Hewett family, whosettled here in the 1880s, and it was her greatgrandfather who built many of the buildingsaround Blackwood. Several of these are featuredin the booklet.

Pauline explained she had worked with anoth-er local historian, Maggy Ragless (nowdeceased), gathering information for the popularBlackwood Backwards tours which ran a coupleof years ago. “The brochure just sort of evolvedfrom them,” she said.

Having lived in the area for more than 80years, Pauline has seen a few changes herself.“It was just a little village in the 1920s,”Pauline recalls. “There was no hospital so Iwas born at home, and I even had my tonsilstaken out in the kitchen!”

IF there is anyone who has looked for momentsof inspiration in challenging times, it’s beenTim Costello.

Upon commencing as Chief Executive ofWorld Vision Australia in 2004, the devastatingAsia tsunami struck on Boxing Day, promptingTim to take a leadership role in the tragedy itwas.

The leadership he showed at the time helpedto inspire an unprecedented outpouring of gen-erosity from the Australian public, with WorldVision Australia raising more than $100 mil-lion for tsunami relief.

THE master plans for theBlackwood district are being dustedoff and revisited – and the communi-ty wants to be involved.

Last month, Mitcham Council nar-rowly rejected a proposal to revivethe master plans which date back tothe 1980s. There was also a majorplan published in 1994, and revisitedearly this century.

However, Mitcham Council con-firmed that councillors will be partic-ipating in a workshop to look at past

master plans. “From this workshopthey will determine a way forward,”a spokesperson said.

The Blackwood Action Group(BAG) wants to get the communityinvolved, and has written to MitchamCouncil to ask that they considerhow best to make the shopping andbusiness precinct work for develop-ers, traffic and pedestrians.

Andrew Tidswell, president of theBAG and an architect with an inter-est in urban planning and develop-

ment, said there had been many mas-ter plans for Blackwood and peoplefeel they had “been there and donethat. They think, ‘we have spentquite a lot of ratepayers’ money, whywould be bother to do that again’?”

Mr Tidswell said he would arguethat that was a fault of the plans; theywere too ambitious, but they containa lot which would still be valid.

“My opinion would be that youshould revisit the essence of theplans, which involve sensible princi-

ples and look at where you can makea difference,” he said.

“They should pick out the essenceof what Council can do, or what itcan require developers to do, and atleast develop a set of guidelines forthe area.”

He said Blackwood is one of threedistrict centres identified in theMitcham Council area and as such,council has a responsibility to ensureorderly development in the area.

The Blackwood shops present

many problems, though, as there area number of owners, rather than asingle owner or developer responsi-ble for the one area.

BAG has also asked Council if thecommunity can be involved in dis-cussions early on – there are manypeople in the area with useful infor-mation, Andrew said.

“Very often, councils feel theyhave to come with a concrete propos-al, and by then it is too late to makechanges,” he said.

AFTER the tragic Wangary (Eyre Peninsula) bushfire in 2005, research was conducted into individualand family decision making by the Bushfire Cooperative Research Centre (CRC).

The results indicated, amongst other things, that women were largely absent from decision-makingroles, and that families of volunteer fire fighters lacked training and understanding of bushfire safetydue to the knowledge and experience of the fire fighter.

So the Community Engagement Unit of the SA Country Fire Service will be facilitating a ‘FireyWomen’ Workshop held on September 11, 18, 25, and 2nd October in the Coromandel Valley areaand they are looking for 20 participants to attend.

The ‘Firey Women’ programs are free and specifically designed for rural women who are often lefton properties to defend on their own while caring for others, and offer women the opportunity to learnabout fire safety and preparation in a non threatening environment.

Property bushfire ratingput outA PROPOSAL which could’ve seen the majority

of property owners in Blackwood faced with amandatory Bushfire Rating of their property wasrejected by Mitcham Council recently.

Instead of lobbying the State Government toinvestigate the legislation further, Council votedto write to the State Government requesting it toinvestigate and consult widely with the commu-nity on ways to increase community awarenessof bushfire risks in bushfire risk areas.

Aimed at informing potential buyers of a prop-erty’s bushfire risk, it was envisaged the BushfireRisk certification would involve a checklist relat-ing to water supply, gutters, fuel loads and vege-tation clearances. In a report to Council, it statedthe certification could be seen as a marketingtool to assist with property selection and sales insituations where the property in question offers ahigh standard of fire protection with reducedrisks.

However, local real estate businesses weren’tconvinced the legislation would be a good thingand welcomed Council’s decision.

Peter Alexandrou of Harris Real Estate saidthe legislation would’ve been another cost to thevendor. “From a practical side look around, thisis a high risk area,” he said. He also highlightedyou’d need certified people to do it - addinganother cost to the legislation. Plus it could take

This award is made by the Grains Researchand Development Corporation, and it is onlythe second time it has been given.

Geoff, who has been in the Blackwood areafor nearly 30 years, was raised on a Malleefarm at Pinnaroo in South Australia. After grad-uating from Adelaide and MelbourneUniversities, much of his career has been inthe public sector. He later started his own busi-ness, specialising in project services and farmsystems, profitability and risk management.

“I have spent my entire career in the fielddoing research and managing advisory pro-grams for farmers,” said Geoff, who’s alsobeen the National President of the AgriculturalInstitute of Australia, the peak professionalbody.

Now he is the National President of the

Australian Institute of Agricultural Science andTechnology, and is heavily involved in advisingon policy issues impacting on agriculture. “I’mstill active in lobbying governments on key agri-cultural issues,” he adds.

Commenting on his accolade, Geoff says: “Iwas gobsmacked to receive the reward which Iconsider as much a credit to those with whom Ihave worked as to my own efforts”.
