The principle of adding 10,348 people
and 2,635 jobs on 190 hectares of
land was established by the Province
through the Growth Plan and then
implemented by ROPA 24 and then
OPA 226
Caledon’s process to accommodate
the allocated population commenced
in 2012 with a study to expand the
current Bolton settlement area
boundary.
Study area boundary:
North:- Castlederg Sideroad
South:- Mayfield Rd.
East:- Caledon King Townline
West:- The Gore Road

The Criteria:
1. The expansion area is a logical extension to the current
built-up area and will be well integrated into the fabric of
the existing developed area.
2. The expansion area will provide for the completion of a
component of the existing urban area and will not
prejudice the preparation of larger-scale comprehensive
planning studies in the future.
3. Proposed development will have minimal impacts on the
function of existing and planned employment lands.
4. Impact of development in the expansion area on the
function of the adjacent prime agricultural area.
5. There are no sensitive or significant features within the
expansion area that have a moderate to high impact on
the development potential of the lands and/or on the
design and layout of the new residential area.

The Criteria
6. There is capacity in the existing and already planned
major road system to accommodate development in the
expansion area without having a significant impact on the
level of service.
7. Development in the expansion area will support the
establishment of GO Rail services in Bolton.
8. Development in the expansion area will not result in the
need for complex and expensive servicing infrastructure
upgrades that may have an impact on the availability of
the lands for development by 2031.
9. New development in the expansion area will optimize the
use of existing and already planned community
infrastructure.
10 The location of the expansion area will support the
planned function of existing and already planned
commercial areas in Bolton.
