The SUMP & CIVITAS Approach: Guidelines for Roma Capitale Administration

The Mobility Center, located in Roma Servizi della
Mobilità and set-up in year 2000 for the Holy Jubilee
is the heart of an integrated system, which has the
main functions of monitoring, controlling &
management of the urban traffic, together with
process and fining management as well as
diffusing traffic information.
The Center then puts together a series of
subsystems, each dedicated to the performance of
specific functions of monitoring and / or regulation of
traffic flows.

• We are building an evolved interface that will allow the MCC
operators to interact with all the systems (PMV, semaphores, …)

Open data
• By the end of 2013, the Agency will release to the public a
Developers Portal, inside the new corporate web site
• In this portal, both developers and citizens will find static and real
time data (the kind of license under which we’ll publish data is yet to
be decided, probably CC-BY)
• Sections provided:
• (a selection of) XML real time services
• Static set of data
• HTML widgets to be included on other websites
• Source code (GPL v3)

• AVM raw signals (positioning and events) are available for all the
buses and schoolbuses in Rome (no underground, no tramways)
• RMA Car sharing fleet FCD (about 140 vehicles) plus private cars
FCD (about 1200 vehicles)
• UTT (Urban Travel Times) estimating travel times for private cars on
about 140 Km of roads
• The near future: using feedbacks from users and crowd generated
data (PETRA EU funded project)

Collective intelligence & PETRA: using
feedbacks in journey planning

• A possible approach in problem solving: one big highly sophisticated
algorithm on one big powerful infrastructure
• Our choose: many «simpler» solutions working together,
decentralizing decisions and using data from users
• Example 1: using customers most common trip requests to
determine a general origin-destination matrix (optimization)
• Example 2: using comments on social networks to determine
critical situations on the network
• Example 3: using customers and their feedbacks as sensors
while they are on-trip
