2OOO", in a ceremony at ParliamentHouse hosted by the Chief Ministerof the Norlhern Territory, the HonDenis Burke, MLA. Well done Jimon a commendable effort. You area great credit to St John and a finerole model for all young people Jim.
Comparative trials of our Fordand GMC Ambulances continue butthis has been somewhat over-shadowed by some very creativework by Darwin Workshop staff,Mark O'Shaughnessy and EarleRichardson. Their two-fold effortinvolves, firstly, the installation of aformer Toyota prime mover/JAKABpatient care module on to a
(?Mercedes Cab/Chassis and,secondly, the conversion of the rearof a Mercedes Benz Van into a fullyfunctioning Class 1 Ambulance (seepictures and a more detailed storyherein).
The Mercedes cab-chassisappears to have gained areasonable level of acceptance inpreliminary trials and I look forwardwith great anticipation to the finalrelease of the Van. Congratulationsto Workshop staff Mark, Earle (andRic Murphy) - and everyone fromoutside St John who has alsoassisted. Great work by localmanufacturing Companies has alsoobviously helped.
ln-Service Training is back withus again - with a vengeance - and I
would like to wish all IST Studentswell in their endeavours. lt wasagain absolutely fantastic to witnessthe formal culmination of manymonths and years of extremely hardwork for Students, at the recentGraduation Ceremony, held atGovernment House in conjunctionwith the 2OOO lnvestiture.
My sincere congratulations to allgraduating Ambulance Officers andParamedics and I hope staff andtheir families - many of whomtravelled thousands of kilometres tobe with Graduates - enjoyed themagnificent setting of GovernmentHouse. Our thanks also to HisHonour the Administrator of theNorthern Territory and Deputy Prior,Dr Neil Conn AO and also to ourgracious Patron, Mrs Lesley Conn.

We have moved to apurchaser/provrder, fee-for-servicemodel - away from the notion of usreceiving a THS "grant" and I wouldlove to reporl that the news is allgood. However, whilst funding for1999/2000 has been assured, atthe level agreed by all padies, as wego to print I believe we have someissues to pursue Ior 2000/2001
I said in the last edition of"Outback Ambulance" that it was agenuinely refreshing change for StJohn to be able to have anintelligent, honest and meaningfulrelationship with THS. Stay tuned.
Both Ross Coburn and TrainingManager, Brendan Quirke havecontributed separate articles in
here, so I won't dwell on activity in
their respective areas, for fear ofstealing their thunder, but therehave been significant and excitingdevelopments in both areas.
By now all staff will have beenexposed to the GST lrainingSeminars run by Business ManagerRoss Coburn and, aside frompreparation for these education

sessions, I would like to pass on mythanks to Ross and his Admin stafffor gearing us up so efficiently forthe introduction of the new taxationsystem.

Communications staff, who haveplugged away tirelessly for the lasttwelve months in JESCC. Just aswe thought things would settle, staflare now (eagerly I hope) awaitingthe implementation of the Pro-QA/AN/PDS system, which will
improve efficiency in time.
Its EBA time again and as wewent to print we had only justcommenced the negotiationprocess. Obviously our financialsituation underpins much of what is
achieved but I am confident a
sensible outcome will be achieved,as we have been foftunate to havean extremely good delegate/officialstructure in place in recent years.
lf you had read my optimisticstart to the AFL Season in the lastedition, you could have excused mefor my first five weeks of euphoria........BUT. As this edition goes toprint, I wallow in the depths ofdespair yet again. Gee it's hardbeing a Collingwood suppodersometimes.......Padicularly such avocal one. Pies for the Flag!!!

After a great deal of informationgathering, analysis and creativitypresentations were conductedthroughout the Territory to inform all
staff and Volunteer personnel oftheir requirements under the newtax system. The requirement toprovide ongoing supporl in this areais very important and I must takethis opportunity to thank SueCooper, District Superintendent, forher supporl and knowledge of thenew tax arrangements.
Within the Casuarinaadministration area there has beena number of changes and it is withpleasure that I wish Donna Marshall,Amanda McNeill, Jill Zobel andBarbara Brown all the best. In theAlice Springs office Sonya Haywoodis on maternity leave(congratulations) and Cathy Kerr willbe fllling her position during thistime with Jenny Clogg doing thefront reception role on a limitedtenure basis. With these changes in
staff, the increased workload withinadmin and a significant increase in
requests for statistical data it is acredit to all concerned, Territorywide, that the work is still of a highstandard and is available within therequired deadlines.
Sales continue to grow,especially in the Alice Springs regionand through Organisations assistingin Timor. Noel Talbrot in Alice is
travelling extensively to remoteareas and this in conlunction withthe permanent appointment of atraining officer for the Region hascreated a significant increase intraining numbers and also in kit andcomponent sales. Special eventsplay a major role in our activity atthis time year with padicipationalready undertaken at the TouringCars - Darwin, Finke Desert Race -Alice Springs, and upcoming eventslike the Australian Safari, VarietyClub Bash and the London toSydney Marathon. Many thanks toall staff who have participated andpresented a very professional StJohn Ambulance NT image to thepeople competing and the public in
attendance.
With the Nodhern Territoryprospects for the future being verygood (the proposed railway,increased activity in the petroleumexploration industry and ongoingsupport for Timor) there is
significant oppoftunities for St JohnNT to grow with these activities.These increases in activity will seemore people moving to the Territorythus increasing demands on theAmbulance Service and otherassociated areas of theOrganisation. These are but a few o1
the challenges that the new centurypresents us with and ones, which I
am positive, we can meet.

The scenario was set out at theprison. With 20 prisoners escapingthrough lhe razor wire and takingtwo Prison Officers hostage. Theywere then held up in a shed nearbywhilst negotiations were takingplace. During this time hostageswere dismembered, shot andassaulted. Volunteer memberswere called in at 3am to assist. Wereceived an excellent response butsome members were committed towork the next day.
When our members arrived onthe scene they were directed tosome injured prisoners near theouter fence. Problems wereincurred by our members intransporting these patients assecurity of these prisoners were ofan impoftant nature, this resulted in

over two weekends at CasuarinaCentre with ten cadets attending.The course was a lot of fun, weeven found out how to make abomb. (No there wasn't ademonstration.) All ten cadetspassed the course and I would liketo congratulate them. They are asfollows: Nicholas McKenna, TimNicholson, Elisa Grosbois, JeremyGrosbois, Keli Robinson, DanielleMcGrath, Sarah Trinne, FlossJacobson, Philip Jackson and AlexiMilne. Many valid points came out ofthis type of exercise from both StJohn Ambulance and CorrectionalServices, and hopefully a betterunderstanding from both sides if areal emergency arose.
Our members found during thenight that they had to have a lot ofpatience especially with the waitingaround during negotiations.
Towards the end the escapeeswere gassed and prison Officersentered the shed. During this timepeople were accidently hurt and the
exercise was stopped. But it isgood to hear that noone wasseriously injured,
The exercise finished off with adebrief and breakfast in the ClubRooms at the Prison. I would like tothank all those that participated onthe nlght to make it a success, andespecially the people fromEmergency Services (Vol unteers)who without their presence thisexercise could not have goneahead.
Darwin Correctional Centre hasasked if we would participate in

First Aid Training
For a number of years now, FirstAld Training providers have taken itupon themselves to structuretraining courses around what they(the provider) felt the customerneeded. While appropriate at thetime, todays customer has a muchclearer understanding of what theywant and it is up to the provider tomeet those requirements. St JohnAmbulance (NT) is committed tocustomer satisfaction. To achievethis we will need to ensure weactively work toward buildingrelationships with our customers sothey are able to discuss with uswhat their needs are. Once thoseneeds have been established it isup to St John Ambulance, as aleading provider of First Aid Training,to meet those needs in the mosteffective manner possible.
St John in the NT is uniquelypositioned to build effectivecustomer relationships due to ourprovision of services in Training:Ambulance and Operations branchareas.
In today's business environmentthe need to establish links andpadnerships is essential. The
responsibility of building those linksis one in which every member of StJohn is able to contribute to, if notin the detail of an arrangement thencertainly in the initial contact. Weare rightly viewed as expeds in ourfield and it is this expedise thatcustomers want to tap into.
I would encourage everyone toconsider this and take everyoppodunity to promote St John inthis manner.
An interesting and excitingevolution in the delivery of First AidTraining is the equipment and skillswhich customers are now requiringbe included in their training. Mostsignificant in this evolution is theSemi-Automatic Defibrillator. For solong now cardiac defibrillation was askill that only those with specialistknowledge and significant trainingwere able to operate. This is nolonger the case. There are, today, aplethora of units availablecommercially which are as simple tooperate as pedorming CPR and canbe successfully instructed in shortprogram.
Other skills which customergroups are now seeking training in
include intramuscular injections; the
initiation of intravenous therapy forfluid replacement; and advancedairway management techniques.
Where training of this nature willdiffer from (say) the training availableto Ambulance Officers, will be in thearea of autonomy of practice.Ambulance Officers are able toinitiate their skills without therequirement to consult beforehand.Specialised training and associatedlevels of expeftise allowsAmbulance Officers to assess apatient, form a detailed clinicalpicture of the patient's conditionand initiate patient managementpractices based on their clinicalfindings.
Others who may receive trainingin 'advanced level' skills are notspecialist practitioners. They are,however, people with a genuineinterest and real responsibilitieswithin their industry For thesereasons, and the fact that thegreater number of such customergroups are located in truly isolatedareas where the initiation of suchskills may indeed be life saving, it isessential that training in these skillsis undertaken by those with theexperience to deliver it. St John(NT) is uniquely positioned in thisarea.
The field ot First Aid training is
rapidly evolving. This is due to ourneed to keep pace with theresearch and development beingcarried out by many companieswho produce first aidlmedicalequipment. Equipment is beingmade more user friendly requiringless and less specialist knowledgeto operate. This is to becommended and welcomedbecause of the positive impact it ishaving on the outcomes of care tothe sick and inlured. St John is
uniquely positioned to be able tocontribute significantly toward thistraining.

Congratulations to all of theOfficers who were award recipientsat the 2O0O Graduation Ceremonyin May. The address by thePresident of the St John Council,Alan Bromwich is reproducedelsewhere in this edition of OutbackAmbulance and is interesting in it'schallenge to graduands to assumeresponsibility for lheir ongoingprofessional development.
The Training Year commencedhectically and shows no signs ofslowing down and, as always, I
would like to thank all those who, in
one form or another, continue tocontribute of their time and energytoward the development andprogression of our Student Officers.Many Officers have expressed aninterest in assuming course co-ordinator tunctions tor variousDiploma Level courses. Theappointment of a person to such aposition is one which is consideredand discussed between the AOTCand the Regional Manager.
I encourage anyone who has aninterest in this area to firstly discussthe role with the AmbulanceEducation Officer. lt is thennecessary to seek the support ofyour Regional Manager.

Officer (Qualified) or higher will havereceived their 'Statement of ClinicalCompetence'. This statement,endorsed by the Senior MedicalAdviser, indicates your RegionalManager is satisfied that you arecurrently pedorming to a levelapplicable to your grading. All ofthe Statements have a commonexpiry date and will be re-issuedonly if you achieve the requirednumber of CQI Points over a twoyear period. lf you move up agrade during the life of theStatement (from AOIQI toParamedic Level l; from ParamedicLevel 1 - 2; etc.) you will be issuedwith an updated Statementreflecting your new level, however,the expiry date will remain common.

It will be illegal to use hand-heldmobile phones - even whenstopped at traffic lights. Hands-freephones will still be allowed. ln
addition, televisions and visualdisplay units visible to the driver arealso banned (although taxi dispatchsystems are exempt).
o 'Keep left unless ovedaking'
When travelling on multi-laneroads with speed limits of 9Okm/hand over you must not use the rightlane unless you are overlaking,turning right or avoiding an
obstruction.
. Do not cross double continuouscentre lines
You must not cross doublecontinuous centre lines - even toenter or leave the road from privateproperty. This rule will have adelayed implementation to allowroad markings to be audited andchanged where necessary

Drivers must:
. signal for five seconds beforepulling out from a parkedposition;
. indicate when entering aroundabout if turning left orright; and
. indicate when leaving aroundabout, where practical.

Other rules which have beenclarified include:
. Parking and stopping
'No standing' has been replacedby 'no stopping'. A single yellowedge line now has the same effectas a double yellow edge line toindicate'no stopping'.'No parking'has been made more specific toallow drivers to drop off or pick uppassengers or goods, but the drivermust not stop for more than twominutes.
ln standard parking areasvehicles displaying a currentdlsabled parking permit may parkfor twice the time indicated.
. Painted islands
Drivers must not drive on painted
islands bordered by doublecontinuous lines. Drivers may drive
on painted islands bordered by
single lines to enter or leave theroad - subject to give way rules.
. Slip lanes
A 'slip lane' is an area of roadfor vehicles turning left that isseparated from other pafts of theroad by a painted island or trafficisland.
Drivers must give way to anypedestrians or vehicles on the road
they are entering from the slip lane -
including any vehicle which has
turned right into the road.
Vehicle B, turning left usinga slip lane, must give way tovehicle A that is turning rightinto the road Vehicle B isentering.
. Radar detectors
Radar detectors have beenbanned - in working order or not.
. Motorcycles
Motorcyclists are now permittedto ride to the right of centre of trafficlanes, and they may now ride
abreast of one other rider in thesame lane, but must be no morethan L5m from the other rider.
. Bicycles
Cyclists may ride abreast of oneother bicycle in a marked lane. Onmulti-lane roundabouts, cycliststurning right using the left lane mustgive way to vehicles leaving theroundabout. Cyclists must not rideacross children's or pedestriancrossings.

One of the suggestions from theweekend was to hold a similarweekend next year The memberswould like to extend an lnvitation toNhulunbuy Division because of theirisolation from the main centres.
It was a very successfulweekend and l'm sure there will besimilar meetings ln the future,

Probably the most popularoption being explored bothinterstate and in the NorthernTerritory, is the Mercedes in oneform or another. Services such asSouth Australian AmbulanceService, St John Ambulance W.Aand the New South WalesAmbulance Service have all
commenced Mercedes trials withvarying results. Some officerssuggest that it lacks the powernecessary to perlorm as anambulance, others say it works fine,
and fleet managers wish their wholefleet consisted of Mercedes.
The Mercedes ambulance packwill come complete with dualalternators, dual air conditionersand dual air bags. lt has the optionof manual or automatictransmission, from mid 2000 will(according to reporls) have a biggerengine and can be purchased in
cab-chassis or van configuration.
St John Ambulance Australia(NT) Inc has currently purchased
four Mercedes units. The first twoof these are a manual cab-chassisconfiguration, fitted with a Superiormodule (formerly fitted to Toyota4x4's). The conversion of thesevehicles was undedaken in ourDarwin workshop with anyadditional engineering beingundertaken by local companies.The second two units are a vanconfiguration with automatictransmissions. A vehicle designcommittee was formed to collatethe input from officers across theNorthern Territory, modularcupboards are being constructed bya Darwin based company and fitouts will be completed in ourDarwin workshop.
Will these vehicles besuccessful? Only time and testingwill tell, but there are earlyindications that the Mercedes willoffer significant savings in purchase/fit out costs and on-goingmaintenance costs.
Our sincere thanks goes to thevehicle design committee for theirinitial input, to Mark O'Shaunghessyfor his time and effort in refining theplans and organising the work, andto Earle Richardson for his tirelesseffort in the workshop. Althoughthere is a way to go, the prolect isprogressing very well thanks to theefforls of these people.

am honoured to have been giventhe opportunity to offer thiscontribution to a ceremony markinga significant milestone in the careerof a number of St John AmbulanceOfficers.
There can be no doubt that theexpectations of the community in-so-far as the level of serviceprovided by the Ambulance lndustryhas changed over the years. Nolonger is an Ambulance Serviceconsidered to be simply a means oftranspod to hospital. AmbulanceOfficers are expected todemonstrate a range of clinical anddiagnostic skills far in excess ofthose held by the pioneers of theindustry. One simple reason for thisis exposure.
The community in general is farmore aware of the trainingAmbulance Officers complete. TheAmbulance Service has a muchhigher profile today than everbefore. ln the Northern Territory thefact that St John Ambulanceprovides this Service along side ourmore traditional volunteer, cadetand first aid training roles ensuresthat we are constantly in the publiceye.
Such recognition is alwayspositive but brings with it somesignificant responsibilities for those
who wear the St John uniform. lthas implications for all of ourmembers, particularly ourAmbulance Officers.

Our Ambulance Officers todayhave successfully completed an
education/training program which I
am very familiar with. I was part ofthe original National EducationCommittee of the lnstitute ofAmbulance Officers whichdeveloped the structured trainingprogram that still today provides theunderpinning basis for the DiplomaCOUTSE.
I sincerely congratulate each onefor your commitment to achieve, theresult of which is the reason you arehere today. I would alsoacknowledge the contribution madeby the officers of the AmbulanceOfficers Training College. To the
