EXECUTIVE SUMMARY

Ohio Contagion - A Healthcare Coalition Functional Exercise was designed and facilitated to provide an opportunity for the management and staff that make up individual hospitals, health departments and public health partners to work through scenario information and injects dealing with the numerous challenges associated with maintaining operations with a reduced workforce while supporting the health and medical needs of local residents.

The purpose of this report is to analyze exercise results, identify strengths to be maintained and built upon, identify potential areas for further improvement, and support development of corrective actions.

Incorporated in Section 3: Analysis of Capabilities of this After Action Report is a comprehensive listing of each Core Capability with its associated Major Strengths, Primary Areas for Improvement and Improvement Recommendations

SECTION 2: EXERCISE DESIGN SUMMARY

Exercise Purpose and Design

The purpose of the exercise was to provide an opportunity for the management and staff that make up individual hospitals, health departments and public health partners to work through scenario information and injects dealing with the numerous challenges associated with maintaining operations with a reduced workforce while supporting the health and medical needs of local residents.

Exercise Objectives, Capabilities and Activities

Capabilities-based planning allows for the exercise planning team to develop exercise objectives and observe exercise outcomes through a framework of specific action items that were derived from the Target Capabilities List (TCL). The capabilities listed below form the foundation for the organization of all objectives and observations in this exercise. Additionally, each capability is linked to several corresponding activities and tasks to provide additional detail.

Based upon the identified exercise objectives below, the exercise planning team decided to demonstrate the following capabilities during this exercise:

Scenario Summary

An outbreak of unusually severe respiratory illness is identified in a small village in southern China.

Over the next 45 to 60 days the outbreak becomes a devastating Phase 6 infectious disease pandemic effecting communities throughout the United States.

Hospital Incident Command was established early during the exercise well before guided to do so by the scenario play etc... Significant thought went into deciding who would perform each role.

When the HICS was activated the individuals assigned to the positions were knowledgeable of their role and responsibilities. The group worked together well in discussing the problem at hand and those in the foreseeable future. The group assemble had open dialogue all participants had input. The weak point that I observe was the flow of information and decisions made to the whole group.

Recommendations

The group as a whole needs to be informed of all the decisions and changes in the Action Plan.
