NITRD and the NCO
NITRD is an interagency program to enhance coordination and collaboration of the Information Technology Research and Development (IT R&D) that is performed and supported by Federal agencies
FY 2017 Request: $4.54B of IT R&D
The National Coordination Office (NCO) provides support for the NITRD Program, reports to OSTP, and interfaces for NITRD with OMB, GAO, Congress, etc

• Ontology community (like software developers in general)needs to do a better job of explaining what they are doing and why is it useful, especially to management and bureaucrats
• What is the fundamental understanding of data integration in terms ofOntologies? Covariance estimation? Mechanistic and causal analytics?Especially for the multivariate, multiscale problems. Are the two sides(Ontologies and mechanism) talking to each other? What are theoverarching principles of validation?
• Should funders promote tools (or pre-competitive toolkits) thatUSE Ontologies
• Many a good idea founded on the rough seas of Adoption
• Use of Ontologies in basic science applications is still in early phase (see papers on GO etc), and needs some credit for tackling hard problems
(but beware of hype cycle)
NITRD and the NCO
NITRD is authorized by the HPC Act of 1991, as amended by:
The Next Generation Internet Act of 1998, and
The America COMPETES Act of 2007
Central ProvisionsRequires the President to establish NITRD
Requires the Director of OSTP to implement NITRD
Assigns specific functions to NITRD (e.g., coordination, prepare supplement to President’s budget, etc.)

Cybersecurity - research on cybersecurity by design, defense against attack, systems resilience, implementation support, better and faster attack attribution methods
Health - research on treatment and outcomes, disease and wellness, mobile and biometric technologies for monitoring and care, actionable decision support, regulatory compliance
… Multi-agency coordination is essential to promote collaboration, public-private partnerships, and to create paths for translation into practice.

R&D that Integrates people and NITPrivacy - a science of privacy based on NIT is needed to inform policy decisions and to enable appropriate use of personal data while protecting its source.
Cyber-human systems – computational systems that support communication and coordination of individuals, groups, and organizations, computational systems and methods supported by people and socially-intelligent devices and systems.
… Results from cyber-human systems are increasingly used to address important societal problems. Advances in both domains require broad, multidisciplinary research.

Developing the Workforce The demand for skilled IT workers necessitates new approaches to identify and train students and to retain them in the educational pipeline as they progress from the K‐12 level to college and beyond.
Diversity in computing‐related fields continues to be a significant issue. This reduces our ability to fulfill the demand of the IT industry and limits the economic opportunities for those populations.
… Programs are needed to grow the pipeline by attracting and retaining students at all levels, and by enhancing diversity.
… Principled approaches for training and retraining of workers are needed to address immediate needs and opportunities to grow the IT workforce.
