 AbouttheCanadianTaxpayersFederation

TheCanadianTaxpayersFederation(CTF)isafederallyincorporated,not-for-profitcitizen’sgroupdedicatedtolowertaxes,

lesswasteandaccountablegovernment.TheCTFwasfoundedinSaskatchewanin1990whentheAssociationof

SaskatchewanTaxpayersandtheResolutionOneAssociationofAlbertajoinedforcestocreateanationaltaxpayers

organization.Today,theCTFhas84,000supportersnation-wide

TheCTFmaintainsafederalofficeinOttawaandregionalofficesinBritishColumbia,Alberta,Prairie(SKandMB),Ontarioand

Atlantic.Regionalofficesconductresearchandadvocacyactivitiesspecifictotheirprovincesinadditiontoactingasregional

organizersofCanada-wideinitiatives.

CTFofficesfieldhundredsofmediainterviewseachmonth,holdpressconferencesandissueregularnewsreleases,

commentaries,onlinepostingsandpublicationstoadvocateonbehalfofCTFsupporters.CTFrepresentativesspeakat

functions,makepresentationstogovernment,meetwithpoliticians,andorganizepetitiondrives,eventsandcampaignsto

mobilizecitizenstoaffectpublicpolicychange.EachweekCTFofficessendoutLet’sTalkTaxescommentariestomorethan

TheCanadianTaxpayersFederationcompiledthisreportusingpublicdatareleasedbytheGovernmentofOntarioinits

annualSunshineList.Thisreportfocusesongovernmentemployeecompensationandthegrowthofsalariesinmunicipal

governments.Thetwentylargestcitiesandmunicipalitiesareanalyzedandcomparedinthisreport.

Inordertodeterminegrowthinspendingandassesscurrentmunicipaladministrations,comparisonsaremeasuredovertwo

years,since2010.The“GrowthofSunshineList” measureshowsthenumberofgovernmentworkerspromotedontothe

SunshineList duringthisperiod,whilethe“GrowthofListSalaries”showsthegrowthintotalfundsspentonSunshineList 

salaries.The“FatCatRatio”comparescitiesonapercapitabasis,andillustrateshowmanygovernmentworkersmakeSunshineListsalariesper10,000residents.The“AverageSalary”measureshowstheaveragesalaryonthe SunshineList ,not

theaveragesalaryofmunicipalemployees.

Toaddanotherlevelofdepthtothereport,wecalculatedtheaverage2012propertytaxbillacrossthesemunicipalitiesto

determinehowmanyhouseholds–payingtheaveragepropertytaxrate–arerequiredtopaythesalaryofaverage Sunshine

List employee.Alargernumberofhouseholdsinthismeasureismoredesirablebecausetheindividualtaxburdenper

householdissharedandthereforelower.AsmallernumberofhouseholdsmeantheburdenforpayingSunshineList

employeesinhigherperhousehold.Payingaquarterofatabisbetterthanpayinghalfofit.

UnliketheSunshineListdata,completepropertytaxinformationisnotproactivelydisclosedbytheprovincialgovernment,

thereforethenumberscollectedarenotuniform,andwerefoundthroughvarioussources,includingindividualmunicipal

governmentresources.Oftenmunicipalitiesdisplayanddiscloseaverageortypicalresidentialpropertyassessmentsand

averageresidentialpropertytaxbillsdifferently.Thiscontributedtosomeinevitableinconsistenciesinourdata.2012

propertytaxbillsarebasedontheMunicipalPropertyAssessmentCorporation’s(MPAC)assessmentswithavaluationdateof

January1,20081.Thisinformation,however,wasnotalwaysavailable,andthussomemunicipalitiesdisplaythe2013

propertytaxbill.The2013propertytaxbillisbaseduponone-quarteroftheaverageincreaseinpropertyvaluebetween2009and2012.ThisisbecauseofOntarioprovinciallegislationrequiringafour-year“phase-in”valuationforhomereassessments

bytheMPAC.Itisourhopethatnextyear’sreportcardwilldisplaymoreaccuratepropertytaxbillsoncethisnewsystemisin

place.

Thisreportfocusesonmunicipalities,andthe20largestinOntariowerechosentobeincludedinthisreport.Regionssuchas

Niagara,Peel,andYorkwerenotincludedbecausecitiesandtownsthatcomprisethemajorityofthepopulationinthose

regionswereincludedindividually.DurhamRegion,however,wasincludedduetoitssizeandcomposition.BecauseDurham

overlapswithsomeofthemunicipalitiesincluded,thepropertytaxmetricisnotincludedinDurham’sgrade.

SomeoftheSunshineList dataisorganizeddifferentlybetweenmunicipalities,andoverthetimewemeasuredforgrowth

ratios.Themeasuresarenotalwaysuniform,whichcanaffecttheaccuracyofourdata.Similarly,propertytaxinformationis

notdisplayeduniformlyacrosstheprovince,makingitdifficulttocollectanddisplayallinformationaccurately.OurMunicipal

ReportCardoffersageneralassessmentofhoweachcityismanagedandoperated,andhowwell-offtaxpayersarerelativeto

othertaxpayersincitiesacrossOntario.

TheCTFgradingscaleisillustratedintheGradingRubricbasedonrelativespendingandgrowth.Lettergradesare

determinedaccordingtotheCanadianacademicgradingsystem.
