TERMS AND CONDITIONS OF TENDER

1. SALE OF TENDER

A complete set of bidding documents available with website: www.allahabadmc.gov.in from 30-10-2018. Interested eligible bidder can download and submit with a non-refundable fee of Rs.1050/- (Rupees One Thousand Fifty Only) by demand draft in favour of “Nagar Nigam Prayagraj" payable at Prayagraj.

2. EARNEST MONEY DEPOSIT

All bids must be accompanied Technical Bid by Earnest Money Deposit (EMD) of Rs.50, 000/- (Rupees Fifty Thousand only) in the form of NSC/DD/FDR only drawn in favor of “ OC Computer, Nagar Nigam Prayagraj" payable at PRAYAGRAJ in a separate envelope clearly labelled “Earnest Money” in bold. Tender without EMD shall be summarily rejected.

3. QUALIFICATION CRITIREA

1. Implementation of Online Property Tax Collection should be in minimum time with high accuracy & user friendly as details given in Annexure A.

2. Company / Firm should have Registered & Service office in U.P. 3. Preference will be given to experienced Company / Firm with implementation of online software. 4. Preference will be given to Company / Firms which will provide onsite warranty & commissioning.

4. COMPONENTS OF BIDS

The bidder must organize the bid in two envelopes as under:-

Part I – Technical Bid with all information and documents necessary therein, including Qualification/Eligibility documents & complied Annexure-A dully signed by authorized person with company seal. The Technical bid would first be opened and offers evaluated. Part II – Financial Bid - The Financial Bid will be open only qualified Technical Bidder.

5. METHODOLOGY

1. Invitation of offers, submission of techno commercial bids and price bids simultaneously and opening of techno commercial bids.

2. The bidder should give a detailed technical proposal to carry out the above job as per the Technical bid. The financial/commercial bid shall be opened after the approval of Technical bid from the Nagar Nigam Prayagraj.

3. Presentation and Demonstration of Software by the technical qualified selected Bidders. 4. Opening and Evaluation of Financial Bids. 5. The technical and financial bids most suitable to the requirement would be considered. 6. Order will be awarded for successful Bidder 7. After getting the intimation from the Prayagraj Municipal Corporation to awarded bidder, required

stamp paper and other formalities for signing contract are to be completed in all respect within two days.

8. There will be all responsibility of the awarded bidder for the successful implementation & operation of Development & Implementation of Online Property Tax Collection Software (Web Application) with Integration services of Android Based Device & Dot Matrix Printer For Door To Door Property Tax Collection.

9. The complete ownership of all the applications & website will be Prayagraj Municipal Corporation 6. PERIOD OF BID VALIDITY

1. Bid shall remain valid for 90 days from the date of Financial Bid opening prescribed by PRAYAGRAJ Municipal Corporation. A bid valid for a shorter period shall be rejected by PRAYAGRAJ Municipal Corporation as non-responsive.

7. APPLICABLE LAW

The contract shall be interpreted in accordance with the Law of the Union of India.

8. RESOLUTION OF DISPUTES

For any dispute an Arbitrator / Municipal Commissioner, Prayagraj Municipal Corporation decision will be final and the decision of arbitrator shall be binding of the both parties.
