• 60 MKs- each of the 15 Districts sends 4 MKs

• 60 MKs elected nationally

• Prime Minister elected by Knesset

Choices for West Bank Arabs

• Citizen with all rights and responsibilities- vote locally and nationally

• Non-citizen resident with limited rights and benefits, accept Israeli law and sovereignty- vote in District elections

• Others subject to law, no benefits, voluntary subsidized resettlement
