ABOUT CPRI

Central Power Research Institute, popularly known as CPRI was set up in 1960 by the Government of India to function as a National organization for applied research in power sector and to serve as an independent body for the testing and certification of power equipment. It is a premier research and testing institute in the field of power sector meeting the expectations of industries and the nation. CPRI laboratories have modern testing equipment to meet the testing requirement as per National and International standards. CPRI also provides the consultancy services on various needs of power sector. It has been offering its services for over five decades to the power sector in its quest for innovation, new product development, import substitution, quality assurance etc. CPRI is accredited by many International bodies and test reports issued by CPRI are accepted worldwide. CPRI is a leading provider of training and continuing education to the personnel of utilities and industries in the power sector. CPRI has a vast experience and expertise in the areas of material characterization, simulation, diagnostic, calibration, system analysis and several other areas. The Head Office and the main set-up of the institute is at Bangalore and our units are at Bhopal, Hyderabad, Nagpur, Noida, Guwahati and Kolkata.

ABOUT UTILITY AUTOMATION RESEARCH CENTRE (UARC)

UARC, CPRI is engaged in automation activities for about a decade. The centre has established Metering Protocol laboratory. CPRI is a member in DLMS UA, Geneva. The Metering Protocol Laboratory is equipped with Conformance Test Tool for IEC 62056 (DLMS/COSEM) and Functional Evaluation Test Tool for Indian Companion Specification. Test Reports issued by CPRI for IEC 62056 (DLMS/COSEM) are accepted worldwide.UARC also undertakes consultancy on SCADA, DAS, Smart Grid and Metering.

NEED FOR DLMS ENERGY METERS

The advents of electronic meters with data download capability made MBC process to move away from human to a machine dependent. Further the deregulation raised the need for integrating meter data with the business processes of stakeholders. Thus, opening up multiple opportunities in power system management at both micro and macro levels and being guided by the National Electricity Policy of the Central Government after enactment of the Electricity Act 2003.

The MBC process which begins with meter reading /downloading was the starting point of contention due to variety of protocols. In order to bring in homogeneous environment and to optimise the business processes, structured data and also embracing all makes of meters was found to be an urgent necessity. This directed to the quest for open communication protocols so that AMR / AMI systems can become a reality. One among the many open protocols is the DLMS/COSEM. This has evolved over a period of time and is adopted by IEC. This IEC 62056 series of standards are adopted in India.

The continuous development of DLMS / COSEM open communication protocols for data retrieval, updation and reconfiguration of metering devices, has enabled diverse operators to access safely and quickly data from metering equipment provided by diverse manufacturers.

Therefore, it is necessary to know the aspects of testing and evaluation of DLMS energy meters.
