Summary of Tentative Agreement

35 month contract expiring November 30, 2013

1% pay raise retro active to 1/1/11

Extended Illness Benefit / Short Term Disability

Current nurses have the option to remain with EIB or switch to STD.

RNs hired after 1/1/11 will be in the STD plan. Currently employed

and use EIB bank; all EIB must be used before STD benefits start. Nurses who change to STD during open enrollment in future years will not be eligible to retain EIB accounts). All use of ETO/EIB/STD beyond 24 consecutive hours will require verifica-tion and reporting requirements.

STD will pay benefits on 8th day of illness, or on first day if hospitalized 24 hours; benefits paid for 13 weeks for qualifying illness/injury. Pays for care-giver only, and only pays for period of time dis-abled. Replacement ratio:

3 months–3 years service – 66 2/3% 4–9 years service – 75% 10+ years of service – 100%

Nurse will be able to use ETO or their annual six unpaid days for waiting period.

ETO: Kept up to six unpaid days per year. ETO accrual rates remain the same for all current RNs. New employees will accrue ETO at the same rate as Bend RNs. Two year cap on ETO accrual; no ETO will be accrued after cap is reached. During the anniversary month, RN can cash out up to 80 hours ETO provided at least 192 hours remain in bank. At the time of ratification RNs within 100 hours of the two year ETO cap can exercise one time option to cash out 100 hours ETO prior to June 2011.

Nurse may replace themselves utilizing part time or relief RN, provided the relief RN agrees to meet required hours in addition to replacement cover-age.

During prime time (Memorial Day to Labor Day) maximum of 1.5 times nurse’s two week regularly scheduled hours approved as vacation (e.g., 80 hour nurse could schedule 120 hours ETO; 48 hour RN could schedule up to 72 hours). ETO can be requested up to 12 months in advance and will be approved or denied within two weeks.

Health Insurance We will have same health insurance plan as Bend RNs as of March 2011. Redmond RNs keep six month look back for benefits.

Plan includes 25% SCHS hospital owned technical services discount physically located in Bend, Red-mond or Prineville hospital (+ lab and sleep cen-ter); this discount doesn’t apply to professional ser-vices. Caregiver only portion of the premium will shift by 5% increase for that portion of premium, as follows:

Step Increases Step increases may be delayed for disciplinary rea-sons subject to Articles 5.1, 5.4 and 11.

Premium Pay/Overtime No pyramiding of overtime (i.e. no P2).

Time and a half paid for hours over a schedule shift of eight (8) or more in a day.

Time and half for extra shift worked by regular full-time and part-time RN when 60 or more hours in a pay period (nurse must work all scheduled hours or be on scheduled ETO; hours worked include HR). Nurse volunteering to work at straight time will work before premium or overtime nurse.

Overtime paid if RN works over 8 hour scheduled shift or returns for a regularly scheduled shift after 8 or less hours off.

Weekend shifts worked in addition to weekend obli-gation, or extra holiday worked, will be compensated at time and one half + $12 for each hour worked on the shift.

Low Census Call Off We kept the 75% guarantee over 2 weeks; however regular part-time and full-time RNs who reach 75% guarantee will be out of the HR rotation and will be expected to work (at the start of shift) or waive the guarantee. Prior to start of shift, nurse may be called off for the first four hours due to shift overlap during 3-11 time period and if scheduled will return at straight time for the remainder of the shift. Call off of 3.5 hours or more counts a call of rotation turn for scheduled shift of 8 hours or more.

Perioperative Standby Callback All regular full-time and part-time nurses required to participate in standby; nurses not currently partici-pating will participate at 50% of obligation effective

4-1-11 and at 100% obligation 4-1-12. Callback paid at double time if average standby hours exceed 40 per pay period; callback paid at time and three quarters if average is 30-39.99 hours; and paid at time and a half if average is under 30 hours per pay period.

Minimum callback increased to three hours for PeriOperative Services. Nurses reporting back to work with less than six hours between shifts will be paid at 1.5x for the subsequent shift.

Education Fund and Education Differentials BSN tuition reimbursement fund will be $15,000 per calendar year. BSN with certification will be paid 4%. MSN differential of 5% effective 2013.

Nurse Practice Committee will be replaced by Shared Practice Committee effective 1/1/12.

Shift Differential No change to shift differential rules.

Specialty Coordinator Add specialty coordinator definition (coordinates nurse provided services,

provides technical expertise in specific area, edu-cation, coordination and integration of services in specialty area), and compensation at 6% of Step 1 to contract.

Filling of vacancies Nurses must use on-line appli-cation system to apply for positions. Manager no longer has to keep record of requested transfers for one year. Positions posted for seven (7) busi-ness days (Monday through Friday, excluding holi-days).

Sabbatical & Education Leave: RNs on sabbatical or education leave must use ETO to a minimum of 75% of the nurse’s positioned hours per pay period, down to a minimum balance of 80 hours. Education leave limited to 90 days.

Extra work availability: Nurses who want to work extra at straight time must notify staffing office by first day of pay period including specific depart-ment, days, shifts and hours of availability, and must notify staffing office if availability changes.
