I did not attend our recent legislative conference in Washington DC, spearheaded by Bob Levi. Our state was attempting to save money and asked for volunteers to go. I elected not to participate. For me at that time it seemed futile. I had been going down to legislative for years, and I had the routine down pat. Look at the position papers prepared by Bob Levi, listen to his instructions and proceed to our scheduled meeting with our Congressmen, Senators or their aides. Solicit their support, take pictures of legislators and their constituents, report back to Bob, and follow up with a thank you note for the meeting and their continued support.

Our state’s legislative chairs had always been excellent with setting up appointments. One year we had meetings set up with all our legislators. That seldom happens over the course of two days, but it did that year.

This past weekend Bob Levi had graciously set up a Skype session with our membership at our state convention. I chose to attend the retirees meeting instead. Looking back, I wish we had not set up the retirees meeting such that it overlapped with Bob’s informational Skype session. I needed to hear what Bob had to say. I think our retirees needed to hear it also. I missed an opportunity to educated myself.

I had not been reading UPMA Gold or our UPMA Leader word for word, but just skimming it and moving on to something else. Again, I missed an opportunity to educate myself.

I personally felt like I was beating my head on the wall, especially when it came to WEP & GPO. We had been asking for this support for years and it always seemed as if nothing ever came of our efforts. Just because we have yet to have legislation passed which repeals WEP & GPO, it does not mean that we have not be successful with our efforts. Measurement of success in the Washington DC political “rotisserie” climate seldom can be answered

by a simple win or loss. Right now, budget is hot. Who knows what will be hot when you read this article. It changes repeatedly like a “rotisserie”. No more so than the USPS and what’s on the “rotisserie” today. One day carriers are the hot topic and the next day something else is. You deal with the item on the “rotisserie” for the day. That is what Congress is doing. They are working on budget, not WEP & GPO. Budget is on Congress’s “rotisserie” for today. I have to remain hopeful that one day the injustice of WEP & GPO will be corrected and injustices such as that will never happen again.

There continues to be more and more fake news out there, attempting to mold our minds and influence our actions. Where we choose to get our news is more important today than it has ever been in the past. If you read it on Facebook or the internet does that mean it is true? If you see it on Fox, CBS or PBS is it true? Do you value one source of news higher than another? If you read it in our state newsletter is it true? We hope so, but that is not always the case. I am speaking specifically about my

article on page 3 of our May/June issue on WEP & GPO. I gave the impression WEP & GPO legislative issues are no longer important to our UPMA Leadership, which is NOT true. What is true is the House and Senate have repeatedly failed to enact legislation which would repeal WEP & GPO, which never should have been enacted in the first place some 30 plus years ago.

WEP & GPO have yet to be passed but continue to be on our UPMA agenda. Maybe if I had paid more attention to the multiple forms of communications available to me, my past article may even have been on a different topic.

Our recent presidential election was peppered with false news. Did that false news have its desired effect on our election? We all may have differing opinions on what news is true and what is attempting to mislead us. It may have appeared to those who do not choose to educate themselves with the communication tools

that are prepared for us (myself included), that WEP & GPO are no longer a priority to our UMPA organization. But if you read what is in print on our UPMA position papers to Congress, listen to what is presented by Bob Levi in a Skype session to our state convention, read what is printed on our national and state website under legislative, read what is printed in the UPMA Leader or UPMA Gold, you would have a different opinion on what truth is.

If you choose NOT to read, attend, write, listen or educate yourself on what the truth is, keep your opinions to yourself. That includes me when it’s time to write an article for this newsletter. I have to do a better job than I

have in the past. I think we all do. Educate yourself with the communication tools we have available to us.

Speaking of that, I have not written my congressman or senator in reference to our current UPMA position papers for this year. Have you written yours yet? Don’t just read this and think…that’s a good or bad idea! Put your idea into action.

REAFFIRMING UPMA’S POSITION ON WEP AND GPO:Although I am not personally impacted by WEP or GPO,

I learned about it when I first joined NAPUS in 1986, and I know it has always been a priority throughout my NAPUS/UPMA journey. So, I did a little research after yesterday’s (6/12/17) issue of UPMA Gold, “My Two Cents Worth”. I found the following article on page 36 in the April 2017 issue of UPMA Leader. It clearly lists the elimination of WEP and GPO as a continued legislative priority. I spoke with members who attended the Legislative Advocacy Days in Washington DC in February. Bob Levi specifically “schooled” UPMA members in attendance about key legislative issues affecting postal managers..... including WEP and GPO. Members took the message strongly to the Hill and encouraged lawmakers to support legislation that repeals the GPO and WEP. WHEE! Thank goodness for that! Meanwhile, if I did happen to be one of those impacted, I, too, would be looking for it at the top of every list and in every UPMA publication, while at the same time realizing that time and space are limited, and shared by other legislative priorities. Be assured, UPMA continues to support any legislation that repeals WEP and GPO, and until it is repealed completely, supports legislation that calculates the WEP in a more equitable formula.

FAIR TREATMENT OF CIVIL SERVICE RETIREMENT SYSTEM (CSRS) ANNUITANTS:

Copied from April 2017 UPMA Leader, page 36: More than 30 years ago, two provisions were enacted

that unfairly penalized CSRS annuitants: the Windfall Elimination Provision (WEP) and the Government Pension Offset (GPO).

The WEP is a one-size-fits-all mechanism that reduces the Social Security benefits of workers who also participate in pension plans not covered by Social Security, such as the CSRS. In the past Congress, Rep. Kevin Brady (R-TX), chairman of the House Ways and Means Committee, introduced H.R. 711, the “Equal Treatment of Public Servants Act.” The bill would have repealed the WEP and replaced it with a fairer formula that would treat CSRS participants similarly as other American retirees. The bill was scheduled to be considered by the Ways and Means Committee in July 2016, but an unexpected amendment was offered that eroded the measure’s wide support. We hope that similar legislation will be introduced this year.

UPMA would support a more equitable formula to calculate the Windfall Elimination Provision.

The GPO reduces a CSRS retiree’s Social Security spousal or survivor benefits by an amount equal to about two-thirds of the CSRS annuity. In the previous Congress, Rep. Rodney Davis (R-IL) introduced H.R. 973 and Sen. Sherrod Brown (DOH) introduced S. 1651-both known as the “Social Security Fairness Act.” The bills would have repealed the WEP and GPO.

UPMA would support legislation that repeals the Government Pension Offset and Windfall Elimination Provision.

We have just concluded our State Convention in Alexandria Bay. 75 people attended- 34 active, 41 retired, including 2 first timers! The Edgewood Resort in Alexandria Bay was beautiful. Ed Phelan, from the Northeast Area spoke to us and answered many of our questions. John Olsen, UPMA National Retiree Co- President, Cathy Winnie, East Area VP, and Geoff Randall, Northeast Area Postal Coordinator gave us some great information and answered our questions. Bob Levi, UPMA Director of Government Relations skyped in for an informational session concerning H.R. 756.

We voted for the National Officers of Secretary/Treasurer and 3 East Area Vice Presidents. These votes will be cast by percentage of the State Convention vote results at National Convention.

We also voted for NYS Officers whose office will begin November 1, 2017. The results were; President- Dan Leonard, Secretary/Treasurer – Gerry Geddis, and 5 VP’s – Amy Dalrymple, Donna Jenness, Frank Kouba, Rachel Norton-Rowland, and Lisa Tripodo. Congratulations to all!

On Friday afternoon, we had training seminars relating to RIMS and DMS. It is amazing how much data we can get from these programs when you know how to use them.

The retirees hosted a great auction! Many people wore interesting Christmas attire. Items included homemade treasures and someone walked away with a taco rack! Much fun was had by all.

Saturday afternoon many people took a Thousand Island Boat tour to see beautiful Boldt Castle and other

islands. Others took the water taxi into Alexandria Bay to shop or tour the local distillery.

Our banquet on Saturday overlooked the beautiful St. Lawrence Seaway. This year we had 2 separate Scholarships that we awarded. 4 students received $1000.00 each from The Frank and Helen Burger Scholarship and 3 students received $500.00 each from the Edwin D. Jennison, Sr. Memorial Scholarship. One of the winners attended the banquet with her family and read her statement that she submitted to the scholarship board. The others were unable to attend but their submissions were also read. Next year the same scholarships and amounts will be offered.

We are now looking forward to the UPMA National Convention, August 5-10 in Louisville, KY. It’s not too late to sign up. NYS UPMA is offering $500 to any active member and $250 for any retiree or associate member who attends the general sessions of the national convention. So, sign up today! I can assure that you will have a great time.

Geoff Randall, Cathy Winnie and myself attended the Albany District Management meeting a few days after convention. We discussed many of your issues that were brought to us at convention. It was encouraging to see that the District is listening and we will continue to get answers for you.

I recently returned from our very 1st NYS UPMA State Convention held in Alexandria Bay, NY. Suffice it to say

– I am still in recovery mode. What a beautiful area of NY State. Our resort (Edgewood) was right on the St Lawrence River, we stepped out of our rooms and onto a deck that was right over the water. Beautiful scenery by day and night – boats, birds, castles, fish, etc. We opened our convention on Friday morning, June 9th with the local boy scout troop presenting our colors(flags), we were also invaded by pirates who kidnapped Gerry Geddis and ransomed him for some forever stamps…thankfully in a room full of Postmasters we were able to come up with some. Informative guest speakers and open communication was the key to our successful convention. We ended Friday evening with our traditional retiree’s auction – theme was Christmas. How cute were the many Postmasters dressed in their favorite ugly Christmas sweaters, Christmas PJ’s, etc. This auction always raises charitable funds for our scholarship funds, PAC and the retirees. Day 2 – Saturday, was opened with our memorial service to all our Postmasters that were lost in the last year, Donna Dort at the organ/piano and our wonderful choir. So well thought out and planned, thank you to all. Following the memorial service, we heard from additional speakers, voted in our State’s pick for National Secretary Treasurer and National VP for the East. We also voted in our new state President – Dan Leonard, State Exec. VP – Amy Dalrymple, Secretary Treasurer – Gerald Geddis, and 4 new VP’s – Donna Jenness, Lisa Tripodo, Rachel Norton-Rowland and Frank Kouba. Thank you to all that voted for me and congratulations to all that were elected. Retirees also elected new officers, Mike Silverstein President, Keith Miner Executive VP, Mary Converse VP, and Marti Miller as secretary/treasurer, congrats to all! After all the voting, we were able to attend some classroom training, all information to assist in our jobs as Postmasters and managers. Following that we were off for a relaxing 2-hour cruise on the St. Lawrence around the Thousand Islands all the way into Canada and back,

so beautiful!! Our day was closed with a wonderful banquet. Thank you to Donna Jenness and Mary Dillon for all your hard work and planning to make this such a wonderful convention. We closed our convention Sunday Morning with a board meeting. I am very excited about our new UPMA family and all of the ideas, activities and even concerns that have been brought before us. The more members we have, the stronger we will be, the louder our voice to be heard. Do you know a fellow EAS employee who is not a member? Please bring them to our next meeting, swing, convention. Tell them what we have to offer and why you yourself are a member! No one is alone in this organization, we all

stand united as one, as the face of the Postal Service.

Next up is our National Convention in Louisville, KY August 5-10, 2017. If you haven’t registered yet, do it NOW!

We have also been challenged to add more family style activities to our members in each of our 5 districts. I am currently the 2nd District Coordinator. If anyone has any ideas please call, text or email me. Any idea will be

considered. Some ideas so far include a Pre-Season Bills game, ride on the Chautauqua Bell, Darien Lake Theme Park. Again, I am looking for a variety of ideas – keep them coming!

In closing I have to tell a funny story. Have you ever been in a hotel and not had a hair dryer? Well it is the one thing that I must have. On Friday morning my roommate, Tammy Hurd, and I happened to realize we were without a hair dryer (so we thought). What to do? Call one of your friends to go down to the front desk and ask for one, right? Well we sent one of our good friends down to the front desk (don’t ask why we didn’t just call the front desk). Our good friend just so happens to be bald…well you can imagine the look on the receptionist’s face when he asked…LOL!! She very politely stated “I wish I was on face book live right now, because you don’t seem to need one (bald) and the hair dryers are attached to the wall in the bathroom”….oh my did we laugh about that…in fact still laughing.

The first New York State UPMA Convention was a whirlwind weekend!

As Postmaster of Alexandria Bay, I want to thank everyone who graced our riverside locale with their presence and enthusiasm! Donna and I truly tried to provide a weekend to remember, starting with Bill Johnston’s Pirates and ending with the decadent cookie boxes and dancing. Thanks go out to everyone who helped us pick up the pieces as we went along, your assistance was much needed and very welcomed. I have gotten feedback from the locals, all of it terrific.

Especially from the staff at the Edgewood Resort, all of whom had a blast with us being their guests.

For most of us, State Convention is rejuvenating. As 3rd District Coordinator my goal these next few months is going to be membership recruitment. Not just for new members, but to cultivate the already existing members we have. There were some excellent ideas passed around at the post board meeting to achieve this and we are willing to incorporate some of these locally.

The 3rd District would like to plan an event or outing that would include members and family in a fun setting, such as picnic, ball game, or family fun day. Anyone with some ideas, feel free to contact me.

Don’t be surprised if Donna and I come knocking at your office door to say hello!

State Convention ExperienceI had a great time this year at Alexandria Bay. We

were able to sit down this year as one organization at Convention and bring forth a new inspiration of being involved and knowing what we can do together. We had the usual twists and turns, some minor bumps to get through and some bloopers. We had speakers to help understand some directions and what to do to help in some circumstances we are experiencing in our own offices and some training. We elected new officers, started down the path of new committee chairs and members to move forward. We voted on National candidates to take to the National Convention to help us move forward. We found out that they are working on key in key out time for above level 18 offices that has

plagued us for years.I like the direction and commitment of the people

involved and would like to thank those that stepped up whether they got elected or not. I plan on getting anyone interested involved in some manor to promote interest, strive for new ideas and direction, gain membership, reinvest in the members we have, move in the direction of right sizing our budgets and to bring retirees in to the mix in a different direction. Help the new Executive Committee in November and before to strive in this direction.

If you haven’t figure it out by now reading this last paragraph, yes I’m excited to lead New York State forward as your President again starting Nov. 1st 2017.

Credit Union.My name is Jacqueline (Jackie) Gurr and I’m the retired Postmaster of Ocean Shores WA.

I was a member of the Credit Committee on the FCU board for a number of years. I stepped away from that role when the board asked me to fill a one year vacated Director position in 2015.

I ran for re-election last year, and came very close to achieving my goal to become a member of the Board of Directors for the Credit Union. I appreciate all of you who have voted for me in the past. Happy Summer, Everyone! I just returned from the State Convention in

Alexandria Bay and what a great convention it was! It was a fantastic time with my UPMA family! We enjoyed informative speakers, networking, training, a fun banquet with delicious food and dancing, a hospitality room with an array of snacks and drinks, and an auction that had everyone laughing all evening! Many of us also took a beautiful boat tour on the St. Lawrence River and learned some interesting history of the mansions and castles on the river’s edge. I want to thank everyone who put so much hard work into making this a very successful convention. And to Josephine who arranged to have a continental breakfast waiting for us on the way into session! I think we all needed that!

As your PAC Chair I want to thank everyone who visited the PAC table! Over $1200.00 was raised for PAC

at the convention! Pins were given for $25, $50, and $100 contributions and one for a $250 contribution. There were also ribbons for any contribution and ePAC contributions. I thank all those who contribute through

Whew!! Another One Down, and more…..Well June 9-11,2017 will go down in history as the

1st NYS UPMA Convention! A melting pot of former League and NAPUS members, forming a new unified

group of retired, and hope to be retired (active that is), Postmasters and Managers.

We learned, we laughed, we voted, we bid, we ate, we relaxed, and the best part of all is that we did it together. Whether you came for your first time, or have the most years, I’m sure you took away more than new information. That is what we need to convey to new members above all. The feeling that someone has your back, or is in your corner, on your best days or your worst. I really think we need to reach out to not only gain new members, but to just reconnect with current ones that have fallen “out of the loop”. I came away so grateful to see everyone and reconnect, but couldn’t help to think about the ones I know that weren’t there, but really could benefit from what Convention is all about. I’d like to challenge everyone to make an effort to start reconnecting with postmasters that have fallen “out of the loop”, and gear them up for next year in Lake George.

We have just finished our first New York State United Postmasters and Managers of America convention. We elected our new officers for next year. The new officers are, President Michael Silvestri, Executive Vice President Keith Minor, Vice President Mary Converse and Secretary/Treasurer Marti Miller. The new officers will take effective November 1, 2017. Past President David Cook will complete the new executive board.

It was great seeing all the attendees enjoying each other while completing all the necessary business needing attention. Our guest, Postmaster Retired President John Olson. John was very insightful and helpful. Also attending was Cora Lee Russell UPMA Postmaster Retired Area 2 representative. There were

35 members in attendance at our annual meeting which this year was changed to Friday to give members more time on Saturday to enjoy the local area. Our annual auction made $1503. which was divided between the two scholarships and the retirees.

There is great progress working with everyone to become one organization as you can see the makeup of our executive board. This also happen with the executive board for actives. I think we had a great banquet and the MC was outstanding, I’ll leave it at that. Next year’s convention will be in Lake George where I hope to see and enjoy everyone’s attendance.

As we ease from spring to summer thoughts turn to fishing, clamming, kayaking, and traveling. Also planting seeds for the flower garden and vegetable garden. I can hear the grass growing. That means cutting the grass. Getting back to travel. I have a list of cities and countries I want to visit. In addition to my list of places to visit I always look forward to traveling with my fellow Long Island Postmasters. Yesterday several retired Postmasters met for lunch. We try to meet once a month. Today day my pal Al had VIP tickets to the Kansas City, NY Yankee afternoon game. We had planned to make the trip to Yankee Stadium. As it turned out the game was postponed. So here I am sitting in the Huntington Public Library writing my news article.

The next time we Long Island Postmasters get together, will be to make that eight hour ride to Alexandria Bay, to attend the first annual NYS UPMA convention. If all goes as planned there will be four retired Postmasters and one active Postmasters making the trip. We will not be the only group coming from Long Island. I know of at least two other groups making the journey to Alexandria Bay. Traveling by car is the best way to get to meeting and convention. In the privacy of the car you are free to say what is on your mind. You can speak freely. We will have plenty of time on this 400 mile trip. It is true that the best part of the trip is the journey. We will have all the worldly issues solved before we reach the St. Lawrence River.

By the time this article is published the first NYS UPMA convention will be history. We will have passed our new budget, new bylaws and a new fiscal policy. We will have installed a new Executive Board that will take

over the NYS UPMA on November 1, 2017. I wish the newly elected board my best wishes and my support in the coming year. The newly board will have to be will have many issues that they will have to tackle. Starting with retirees pay and health benefits. The Postal Reform Bill faces many obstacles. This bill will not be a slam dunk. It still has not been introduce to the floor of the House. The title of Postmaster and the Postmaster’s level will need to be protected. They will need to fight to keep supervisor positions in associateoffices. They will need to get authorized positions filled.

The POTUS while out of the country has submitted his budget proposals. There are many proposals in his budget that affect all federal employees both active and retired. As our POTUS attempts to reduce the deficit our country faces he is doing it on the backs of all federal workers. The board faces difficult issues both with the Postal Service and with the Senate and the congress. I am sure that the board is up for the task. The only question is will you the members be willing to do what is required of you to assist your elected board. Will you sign up nonmembers in order to increase the funds to address these issues? (Non-members will benefit from the efforts of the organization and your from efforts). Will you take the time to understand the issues and to write your legislators to stop the reduction in pay and benefits? It is hoped for your sake that you are will to fight for what you have earned and was promised when you raised your right hand and accept the job as leaders in the US Postal Service.

Understanding RetirementWhen we talk about your FERS Retirement, we’re really

talking about several different benefits. FERS (Federal Employees Retirement System) has three main parts.

1.Basic FERS Pension2.Social Security3.Thrift Savings Plan (TSP)Your FERS pension and Social Security will be fixed dollar

amounts. But the money you get from your TSP will depend

on how much you contributed and how well you managed the money. As a FERS, you have a chance to take a more active role in managing your own retirement than CSRS do. But, that means you need to stay up-to-date on your benefits.

First, let’s talk about eligibility rules. Then we’ll take a closer look at each leg of your FERS Retirement...

When Can I Retire Under FERS?

In order to retire under FERS - you must have reached a certain age and have enough years of creditable service.

What age? And how much creditable service? It depends on the type of retirement rules you go out under. Your eligibility to retire depends on... Your Age, your years in service

What Type of Retirement You Choose. Ex: For a regular FERS Immediate Retirement, you must have reached your Minimum Retirement Age (MRA) and have at least 30 years of creditable service. But you could also qualify if you are at least age 60 at retirement with 20 years of service, or be at least age 62 with 5 years of service.

There are several different types of FERS Retirement, each with their own requirements of age and years in service.

1. Your Basic FERS PensionSometimes people will call your FERS pension a FERS

annuity. Even OPM calls it an annuity. But to avoid confusion with other annuities (ex: an annuity from TSP, or annuities from insurance companies) we’re going to be using the term pension when we talk about your FERS retirement.

Every pay period, the government takes out a small portion of your pay to put towards your FERS pension. For most FERS, it is 0.8% of your basic pay. But your pension is not based on this amount.

Your FERS pension is a defined benefit program. “Defined Benefit” means the amount you *get* is defined or fixed. It doesn’t matter how much money you contributed - the monthly income from your pension will be a fixed amount based on certain factors. Once you retire, you can receive a basic monthly pension for the rest of your life.

How Much Will My FERS Pension Be?In order to calculate your basic FERS retirement pension,

you will need to know three things. . . Your high-3 salary, your Years of creditable service, your pension multiplier. Your FERS pension is calculated by taking your high 3 years of service. The calculation looks simple. But the complexity comes in how you calculate your high-3 salary, and what really counts towards your years of creditable service. Gross vs. Net FERS Pension. Once you calculate your gross pension - it’s important to look at your net number.

One of the most common mistakes I see federal employees make is that they plan based on their gross pension - not on the net. They calculate their pension, but they forget to look at the amount that they’ll really ‘take home’ each month. Some will remember to factor in the cost of their FERS survivor annuity but that’s just one reduction. There may be as many as 7 reductions to your FERS pension!

Leg #2) Social Security for FERSEmployees covered under the Federal Employee

Retirement System (FERS) are typically eligible to receive Social Security benefits when they retire.

How Much Social Security Will I Get?Every pay period, the Federal Government takes out 6.2%

of your basic pay to put towards Social Security. But just like your FERS pension, your Social Security benefit is not exactly based on your contributions - it is based on other factors. The amount of Social Security you receive depends on the amount of money you’ve earned over the years and how long you have been working in a job that contributes to Social Security (most do). The easiest place to find out how much you can expect to receive in Social Security used to be your Social Security Statement. But in 2011, the SSA stopped mailing paper statements. If you have an old one, it’s probably a good ballpark. However if you never kept any of your paper statements you can use the SSA’s Retirement Estimator to get an idea of what your Social Security benefits might be. A downside of the current ‘Retirement Estimator’ is that you can see your estimated SS benefit - but not the earnings history behind those calculations. So if there was an error in your earnings history - you wouldn’t be able to see it on the estimator.

Special Benefit for FERS Retiring Before Age 62There is a special benefit for some FERS retiring before

age 62. It’s called the Special Annuity Supplement, but more commonly known as the FERS Supplement. Social Security is an important part of the FERS Retirement package - but what about FERS who retire before they could even draw Social Security? The FERS Supplement is designed to help bridge the money gap for certain FERS who retire before age 62. It will supplement a portion of your missing Social Security income until you reach age 62. But not all FERS are eligible to receive the Supplement. Click here to learn more about the FERS Supplement.

Leg #3) Thrift Savings Plan for FERSThe Thrift Savings Plan (TSP) is a special account for

Federal Employees. The TSP was created as part of the Federal Employees Retirement System in 1986. Most government employees (FERS and CSRS) are eligible for the TSP - even those hired before it was created. The TSP allows you to save pre-tax dollars in a special personal account. You can choose how to invest those dollars - although your choices are limited to the specific TSP funds.

With your FERS retirement pension and Social Security, you will receive fixed amounts. But with your TSP, the amount you receive depends on how much you put in and how well you managed the money. Your TSP contributions are optional and separate from your FERS pension. Many FERS are eligible for the TSP match - where the government and your agency contribute money to your TSP account.

What a convention!!! Kathy and I both had such a great time! It was wonderful to meet new friends and

reunite with old friends!Thank you to Dave Cook and Mike Silvestri for making

me feel like royalty! I had never been escorted to the microphone by two men before, as happened at the banquet! Also, thank you to Tim Berndt and Donna Jenness for the “reserved” table so that I would be seated close to the microphone, and ALL who made me feel so special!

A lot was covered in the two-day convention. You are all to be commended for staying on topic. So much was accomplished.

The two-hour cruise on the paddle wheel boat (Uncle Sam’s Tour Boats) was just lovely, and so interesting, too.

The attached pictures were both great events. I was one of four honorees at our Kennedy Memorial Day Parade, and the Flag Day ceremony was inspiring.

Hope you have made your plans to attend the National Convention in Louisville August 5-10 – see you there!

and weather could not have been better. Attendance could, and should, have been better though; but maybe next year at Fort William Henry area, a very similar setting.

Of course, the highlight of the convention for Alan and I was having our granddaughter Isabel Fritz receive BOTH scholarships offered by UPMA. Isabel knew she was going to receive one award and was beyond floating

on Cloud Nine when she was told about the second just before dinner. She so enjoyed her dinner and all the Postmasters who came up to her offering their congratulations. And being a history buff, she really enjoyed touring Boldt Castle on Sunday.

The UPMA Retiree meeting was very well attended (all 41 Retirees who came to convention?) and I would like to thank you all for electing me as your Vice President for the next two years. Keeping retiring UPMA members as UPMA Retirees will be my goal! I am really looking forward to working with Mike and Keith and Marti.

Fiscal Policy of NYS UPMA Postmasters RetiredEffective November 1,2016, and continuing until

amended at the annual meeting of the New York State UPMA Postmasters Retired. The purpose of this policy is to provide guidelines to those responsible for administering and maintaining the funds of the organization and to provide for a routine review of said funds.

The Secretary – Treasurer and President shall prepare an annual budget to be presented to the membership for approval at the annual meeting. The budget will be in effect from January 1st until December 31st of the upcoming year

An audit will be performed prior to the annual meeting by a committee appointed by the President. The audit will consist of an examination of all expenditures and supporting documents of expense vouchers as well as bank statements. The results of the audit will be presented at the annual meeting by the chair of the Audit committee.

All officers of the organization will serve without compensation, however, the President, with approval of the Executive Board, may appropriate sums not otherwise appropriated to meet incidental expenses necessary for the administration of the organization.

Officers shall be reimbursed for attendance at state and/or national conventions, including travel expenses, up to the amount budgeted for each position.

Officers, who receive reimbursement from holding a state or national office, if they are fully reimbursed, will not receive any monies from the retiree organization. If they are partially reimbursed they will receive the difference between such reimbursement, and the maximum allowed by the retiree organization for their position.

WOW is all I can say about our very first NYS UMPA Convention held in Alexandria Bay June 9-11th. I would

like to congratulate both the convention committee on a job well done and the officers who were elected to lead our fledgling organization forward. I am deeply honored to have been elected as a State Retiree VP and excited about our future.

As some of you may know, I only retired recently. As such, I have been a sounding board, sympathetic ear, and reality checker for many of my friends and colleagues who remain on active duty with the Postal Service and are contemplating retiring in the near or distant future. I thought I would share my general guidance for those thinking about this critical life decision.

Boiled down to a nutshell, the four things I tell everyone that they must consider are health, family, livelihood, and goals. In my view, health is the most important consideration when thinking about retiring. Not everyone has the same workload at work. Stress has a huge impact on one’s health. If you are finding that the stress of your position is impacting your health and a job change is not a reasonable possibility, retirement could literally be a lifesaving event. Likewise, other health issues can impact your decision. In my case I had spine surgery in June 2016 and as a working level 18 postmaster, I found that my physical limitations played a role in my decision to retire.

Family is another checkpoint in the decision matrix. Do you have a family member who may need help? Do you have children or grandchildren that you want to simply spend more time with? In my case I have an 84-year-old mother who lives alone almost two hours away. I also have two young adult children who occasionally need Dad to babysit an apartment or run an important errand while they are at work. My wife is thrilled to have someone home to vacuum, cook the occasional meal, or run a load of laundry. These may seem like minimal tasks but they alleviate what she perceives as her workload. As she has to work for another three years before she is eligible for retirement herself, I consider it in my best interest to address the “Honey do list” with enthusiasm!!!

Money, money, money. Let’s see how many of these questions sound familiar- Can I afford to retire? Have I saved enough in my TSP? How much will I have to pay

in taxes on my retirement income? How much will my health insurance cost? Will I have to take another job just to make ends meet? How does the OPM “Bridge” (supplemental annuity) work? Okay, here is the best advice I can give- READ EVERYTHING. As John Olsen reminded us all at convention, if you didn’t start planning for retirement on your very first day in the Postal Service, you are already behind the eight ball. The Postal Service has an excellent website for retirement planning. You can get a projected retirement income based on information you input and see what deductions may come out. If you are a FERS employee and between your postal retirement age and your minimum age to collect Social Security, you might have to do a little math to figure out how much your OPM supplemental annuity “bridge” will be. You will need to visit the Social Security website to get your projected income. Here are the basics- a year worked for the USPS counts as 2.5% earned towards the bridge. If you work for the USPS for 40 years before retiring, this would mean that OPM will pay you a supplemental annuity of 100% of what you would get from Social Security at your minimum age, 30 years with the USPS would equate to 75% of Soc. Sec., etc. TSP also has a great calculator that will figure out life annuities both with TSP or with their preferred annuity company (right now it is Met Life). I could go on forever about financial planning. Read, talk to those who have already retired, then read some more.

Finally, goals. Do you want to travel? Do you want to become more involved in volunteer organizations? All of these things are important in your decision. My plan is to become more active with veteran’s organizations that I belong to and to be an advocate for postmasters, active and retired.

One final note- MEMBERSHIP. Membership is the lifeblood of our organization. Take the time to talk with non-members about the benefits. Since I have been retired, I have had a little more time and have signed 4 new members and have leads for two or three more. We can all make a difference in recruiting.

I retired from the USPS after 36 years of service but have continued to remain active in my Illinois Chapter.

Served as IL Service Rep. for 30 years, Vice President Region 4, 2 yrs. County Membership Director for 17 years. Was Postmaster of the Year in 1993 and in 2010 received the Lifetime Achievement Award.

I continue to be very active in my church and community. Serving my 21st year as Secretary-Treasurer of St. Matthew Church LWML, also altar guild chairman for these same 21 years.

A 43 year member of the Brussels Woman’s Club, 8 years as President, 6 years as Secretary and currently in my 10th yr as Treasurer.

On the Board of Directors of the South Calhoun Retirement Center past 15 years, 6 yrs as Secretary and now in my 9th year as Treasurer.

Weekly volunteer and Board Member of the LCFS Food Pantry for 5 yrs.My experience on the board the past years certainly qualify me for this position, having served as Secretary to the

Credit Union Board every year since elected. It has been an honor and a privilege to have served on the Board and I certainly would appreciate the opportunity to

Helloooooo fellow UPMA members,Well we now have our first NYS

UPMA convention under our belt and it was to say the least a great convention. The convention committee did an outstanding job along with scholarship chair, retirees, auction, memorial service, hospitality room, registration and everyone that was involved in some way deserves a huge thank you for all their hard work and dedication. We had some good training, 2 national officers and the NE area VP as guest speakers.

We also made time to enjoy the beautiful town of Alexandria Bay, it’s always a pleasure when we all get together and spend some time with our UPMA family!

The Christmas auction raised $1002.00 and our 50/50 raffle raised $ 200.00 towards next year’s scholarship awards. This year we were able to award 4 scholarships of $1000.00 from the Frank and Helen Berger scholarship

fund and 3 scholarships of $ 500.00 each from the Edwin D Jennison scholarship fund. If anyone would like to make donations to either of the scholarship funds they can send it to the addresses below depending on which one they would like to donate to. Any donations would be greatly appreciated!

Back from our 1st NY UPMA state convention. We conducted the convention in Alexandria Bay and had

many members and retirees present. Aside from the incentives that the state was giving out, there were many other reasons to attend this historic event. Check out all of the articles that will be printed in this issue. The transition year and all current officer terms will end Oct 31, 2017. Our membership elected a new board that will be effective Nov. 1, 2017. Dan Leonard as State President and myself as Secretary Treasurer. I would like to thank everyone once again for their support and confidence. I will continue to do my best, working with the other board members, to serve our membership. We also elected 5 Vice-Presidents. They are Donna Jenness, Rachel Norton-Rowland, Amy Dalrymple, Lisa Tripodo and Frank Kouba. Congratulations to all. The new board will meet Sat. Nov 4th at Fort William Henry in Lake George to discuss events, budget, incentives and how we will move forward during the next year. This meeting is what was formerly known as Mid-winter. More information to follow in next

issue. Our Board member terms will now start on Nov 1 and end on Oct 31. Our fiscal year, for tax purposes, will continue to run by the calendar year starting on Jan. 1.

Our National convention will take place in Louisville, KY from Aug 5-Aug 10, 2017. Remember, if you register and attend National, the state will be reimbursing every active member $500.00 and every retiree $250.00 to subsidize the cost to attend. For anyone that is going, we are going to be having a NY State dinner on Monday night @ 6:00 PM. Details to follow as we are looking into restaurants that can accommodate our membership. We will also be having a NY State meeting on Sunday night at 5:00 PM., place to be determined.

My grandparents, both retired Postmasters, encouraged me to apply. My plan for college is to go to SUNY Plattsburgh, Plattsburgh, NY and get a degree in Psychology. It wasn’t until a representative from SUNY Plattsburgh visited my school that I had the desire to attend SUNY Plattsburgh. I then went to visit the campus and I loved the environment and knew it would be the perfect place for me to continue my education and start my future. I want to attend SUNY Plattsburgh for Psychology so I can become a therapist. I have known that I want to be able to help others in any way I can. Becoming a therapist joins together my two biggest passions. I would like the to specialize in helping adolescents. I plan to eventually obtain a doctoral degree. My big goal for the future is to hopefully open my own practice and serve the adolescent community. I was inspired to pursue a career in psychology and therapy from seeing my friends and peers needing help. I have always had an overwhelming desire to help others around me and once I discovered Psychology, I knew this was the way to go. I have often been told by my peers that I am easy to talk to and that the advice I give is always helpful. It was these responses that lead me to Psychology. The study of the human psyche fascinates me and I have already taken a college Psychology course, as well as an A.P. Psychology course. I look forward to pursuing my dream. New York Chapter UPMA Fiscal Policy 2016 Effective NOV. 1ST 2016; and continuing until amended by the State Executive Board, in session, this fiscal policy

will be in effect. The purpose of the policy is to provide guidelines for those having responsibility for authorizing and accounting for funds, expenditures, and property of the New York Chapter of UPMA, and to provide for the routine review of such expenditures and procedures.

SECTION I - GENERAL POLICIES 1. A financial Audit Committee consisting of the District Coordinator or representative

from each of the five UPMA districts shall be appointed by the President at the Fall Conference. The committee shall meet a minimum of twice each year, prior to the meeting of the board at Fall Conference and the State Convention as set by the state constitution. These audits are to include the financial statements and supporting documents from each month for May 1 through Oct 31 and Nov 1 through April 30 respectively. The monthly filing should include a profit and loss report for the month with a copy sent to the state president. A list of audit requirements is included in Attachment A of this fiscal policy. The checklist will be completed and members of the fiscal policy committee will sign off on the check list. The findings of the committee will be presented to the general membership at the meeting following the audit.

2. The State Secretary-Treasurer shall provide all monthly filings of reimbursement vouchers, receipts and check stubs; VISA payments with vouchers and receipts attached; bank statements for the month and a monthly Profit and Loss Statement, for the applicable time period, to the audit committee for the audit. A quarterly report, by budget category, is to be sent to the members of the State Executive Board. In addition, a copy of the UPMA budget for the current year and the prior year’s financial report shall be published in the Feb. issue of the ESUPMA, or in an issue as soon thereafter as practicable.

3. In accordance with the state constitution the Executive Board shall have an annual audit conducted and taxes submitted by a Certified Public Accountant of recognized standing

4. A Budget Committee consisting of at least five members, of which the Secretary-Treasurer shall be one, will be appointed by the President by the Fall Conference. The committee will prepare an annual budget to be presented to the Executive Board and for approval by the Executive Board.

5. The UPMA recognized Federal Credit Union will be the depository for all chapter funds. Credit Union VISA cards will be issued to the Secretary-Treasurer and President for chapter expenses. At no time are the cards to be used for personal expenses, and receipts must be voucher secured and filed monthly to match any listings on the monthly statement.

6. The Secretary-Treasurer will rebate 50% of the dues money to the five districts based on membership percentage of each district. Payments will be made to the districts semi-annually. The remaining 50% will remain in the general fund and disbursed as deemed necessary by the Executive Board.

7. Legislative Funds: Of the dues monies received by the chapter, $1.00 per Active member, per month. On the 10th of the month or as soon thereafter as possible the monies will be transferred from the general funds into the chapter legislative fund. These monies shall be used solely for legislative activities and expenses.

8. Postmasters Retired: Recognizing the valuable contribution made by the Postmasters Retired to the chapter, an annual sum will be given to the Postmasters Retired organization in the amount of 50% of their 25% dues money received per active paying member, to aid them in their endeavors.

9. Committee expenses to be pre-approved by the committee chairman, the State President and Secretary-Treasurer. Chapter Member Representatives expenses are pre-approved by the Vice President Chapter Member Representative Chair, the State President and Secretary-Treasurer.

10. After all vouchers for included events are processed the event is then closed out and all outstanding balances will be transferred to the general account with the exception of Legislative Funds.

11. The financial audit will be conducted for each of the five districts twice a year at Fall Conference and the State Convention. These audits are to include the financial statements and supporting documents from each

month for May 1 through Oct 31 and Nov 1 through April 30 respectively. The monthly filing should include a profit and loss report for the month Attachment B will include a checklist to be followed and signed off when completed. Failure to complete the audit will prevent the payout of chapter assessment share for that district until this obligation is met.

12. The district monies are for the purpose of enhancing membership and legislative involvement. (Attachment C) 13. As stated in the New York State UPMA Chapter Bylaws: Individual items on the approved

Budget shall not be exceeded without specific authorization of the Chapter President or Secretary Treasurer and disbursed on receipt of paper vouchers approved by the President. And: The approved budget shall not be exceeded except by the consent of 2/3 of the Board of directors.

14. 1Violations of this fiscal policy will be reported by any member of the Executive Board to an ethics committee. The ethics committee will be selected annually, at the Fall Conference. It will be comprised of five members of the State Executive Board selected as follows: two members appointed by the state president and the other three members by random drawing of the remaining members of the State Executive Board. These members immediately will select a committee chair. This committee will be charged with investigating violations and reporting results to the State Executive Board for any necessary action. Necessary actions could include, but not be limited to, removal from an elected/appointed position, and/or monetary reimbursement.

SECTION II - REIMBURSEMENT 1. Reimbursement of authorized expenses will be accomplished through the use of a New York UPMA expense

voucher (Attachment E) submitted to the Secretary-Treasurer within sixty (60) days of the event at which the expenses were incurred. Vouchers received later than 60 days will not be paid unless extenuating circumstances occurred, and the Executive Board approves the reimbursement.

2. Vouchers must be filled out completely with all heading information, and a signature to be considered valid. All required receipts and/or supporting documentation must accompany each voucher. Incomplete vouchers will be returned to the sender.

3. Checks issued for reimbursement must be printed with “void after sixty (60) days” for purpose of timely cashing and accounting.

4. Districts should make the announcement of time & place of their district meetings in the ESUPMA march and September issues. ESUPMA is the state communication tool sent to all members. In addition the chapter website is available and will be utilized to post the same information. Or at each districts expense they may mail notifications.

5. Time and place committee: upon submission of a properly completed voucher, members of the time and place committee for state convention will be reimbursed for mileage (only) when making site visits to potential properties.

6. Local travel: when using your POV for authorized state travel the mileage reimbursement rate will be that of the USPS mileage rate per mile (rounded to the next penny).

7. Registration Fees: Paid in full for members authorized to attend events by President in writing and submitted with the voucher.

8. Meals: Officers authorized for reimbursement of meals will be entitled to the limits of ($10.00 breakfast, $10.00 lunch, $20.00 dinner) with vouchers and receipts (as available) attached. When a meal is provided at an event, that cost will be deducted from that day’s allowance. Entertainment expenses are not included.

9. Lodging: Rooms will be reimbursed for members entitled to this expense at the rate determined for the specific event and not to include maid tips or valet parking & tips.

10. Transportation: When options for transportation are available, a cost comparison should be done, and the most economical mode of transportation will be used as the rate of reimbursement.

11. Equipment: The purchasing of equipment will be limited to memory devices, programming and minor devices necessary for the business of conducting important state business.

of Milton NY. Ed served as President of the NYS Chapter and after retirement became President of the NYS Retiree Chapter.

Ed was involved with the Boy Scouts, Viebey Sutton Post #124, the Knights of Columbus, and the St. James Church, Milton.

We are proud to name this Scholarship Program in his honor. THE NY Chapter of UPMA awards scholarships to qualifying students. QUALIFICATIONS: The applicants must be the child or grandchild of an active or Retired Postmaster, Manager,

Supervisor or Associate, who is a member of the UPMA. Applicant must be a high school graduate accepted, as a FIRST YEAR STUDENT, for fall admission to an accredited

college, university or trade school. The applicant must have a 3.0 Grade Point Average (GPA) over all including a 3.0 average for the last full year of

will have to provide enough information that the committee will know what they were doing during their school term.

I returned home from the NYS UPMA convention last night and this morning I am sitting here going through all the beneficial information that I received and heard so that I may share it with others.

I heard Northeast Area Vice President Ed Phalen speak on our current state, which included no closings and consolidations in our near future and using more technology to streamline our forwarding mail. I heard our National Eastern Area Vice President Cathy Winnie speak on what our organization is doing to assist us, which included giving us the proper credit, compliment, and pay that we need and deserve. I heard UPMA Director of Government relations, Bob Levi, speak on the Presidents proposed budget cuts and how it could affect us and how we need to reach out to our congressman to be heard. I could ask questions and express our issues and concerns first hand to all speakers.

I learned new information on the importance of properly

completing ECareer entries, interviews, and selection processes, I also learned additional ways that I could use DMS, e2e, Rimms, and SST programs to make my job easier. Also, since I am currently completing a detail in HQ Sales I was also able to share tips on how to quantify a good lead, what our niche is over UPS and FedEx, and provide EDDM and other product handouts.

But what I truly believe was the best part of attending convention and being a part of this wonderful organization is the comradery between all members. We learn from one another, share ideas and sometimes just lend an understanding ear.

If you are thinking about getting more involved in our organization or have questions about attending the State or National Convention please contact me. We are always definitely looking for more people to attend and get more involved.

Are you putting in for jobs but you’re not sure why you are not being selected for an interview?

The job of a selecting officials is to assess the application, defines the area of consideration and select applications that best fit the vacancy. The selections are made from a group of candidates that is inclusive, diverse, and fair. The selection official’s goal is to select applications that best meet the qualification requirements of the position. This is why the key to getting an interview lies with your resume.

First you must make sure you respond to each of the qualification requirements listed in the job posting. Here are some qualification requirements depending on the job you put in for.

6) Labor Relations7) Equal Employment Opportunity8) Employee Development9) SupervisionSecond, leave no stone unturned when responding

to each qualification requirement. If you have limited experience in an area simple say so or simply state what experience you have had, even if it’s personal experience.

Third, make sure your application is tailored to the job posting you are applying to.

Fourth, state facts, be brief and stick to the point. Use a minimum of three to four sentences. Never use all CAPS. The reader could perceive as if you are yelling.

Last, but not least, pay attention to detail and misspelled words. Have a colleague or friend proofread your resume/KSA.

We have a new beginning to our UPMA within NY. The Bylaws were approved unanimously. Thank God! If they hadn’t been approved we would have not been able to conduct any business. To move forward though I’ve already corrected many discrepancies either missed or slight modifications were needed. We did have a successful Convention regarding Bylaws, elections both State and National and the direction needed. This edition you will note our approved Bylaws and Fiscal Policy. I may have think I fixed all concerns that are wrong with this version but you make the call and voice concerns to me to change. We have all year to address, rewrite and modify. It is best though that you be vigilant and assess the document so we can move forward with the best product. This document was handed over to our National VP Kathy Winnie to take to National to be accepted or noted the changes we need to make to not be in violation or contradicting to what the National Bylaws are.

These sections in this publication are what I have proposed to change next year. Look at them and give me your thoughts and I will compare them to mine and bring them forth to the Executive Committee in November.

We have just concluded the first UPMA convention in Alexandria Bay and what a wonderful time it was. Thank you to all of the wonderful people that arranged this fantastic vacation. If you could not attend we sure missed you. There are so many reasons to attend your state convention and that is really what it is; it is your convention. Your opportunity to find out what will be affecting your job in the future and how you need to be involved to ensure your job is protected. There was much information shared that is beneficial for Postmasters and Managers. It is your convention where you can ask questions and get answers from people such as Ed

Phelan and your National and state officers. If you don’t take the ball and run with it who will? Your convention to spend time with old friends and make new ones. Your convention time to enjoy a beautiful spot on the St. Lawrence river and enjoy great food. There are so many reasons to attend conventions and get involved in UPMA but the most important one is because no one can control your future but you. Get involved and enjoy the many benefits.

See you next year at State Convention in beautiful lake George, you won’t want to miss it; take my word for it!!

Bylaws Of The New York Chapter Of The United Postmasters and Managers of America, Inc.

PreambleThe purposes for which this Chapter is organized as a part of national organization, United Postmasters and

Managers of America (UPMA), shall be to provide a vehicle through which members may assist one another in matters connected with their employment in the United States Postal Service; to foster a favorable image of public service; to; assure the users of the mails the best service possible improve the conditions under which individuals work, having concern for salaries, hours of employment, working environment, and related issues; to cooperate with other groups and levels of postal management in the achievement of common goals.

Article I – NameThis organization shall be known as the New York Chapter of the United Postmasters and Managers of America

Inc.Article I Section 1 Subordinate units

The subordinate units of this organization shall be known as Districts, which are a make-up of County or Multi-County Associations.

Article II – PurposeThe purpose of this organization shall be to affiliate with and become a part of the national UPMA organization.

Article III – MembershipAny person as designated by the UPMA Governing Documents to be a member of the national Organization shall be considered a member in this Chapter but no member in arrears for dues shall be recognized or permitted any of the privileges at its conventions.

Article IV – MeetingsThe annual convention of the organization shall be held at the time and city as set by the “annual convention one year or more prior to that convention,” provided however, that the president may, with the approval of the majority of the executive board, and for good and sufficient reason change the time and or place previously fixed. All chapter conventions must be completed prior to the start of the National Convention.Special meetings may be called by the president, and shall be called on the request in writing by a majority of the executive committee or on demand in writing of ten (10) percent of the paid up membership of this chapter.The chapter secretary/treasurer shall mail notice of meetings to members of the executive committee at least ten (10) days prior to the date specified for such meetings.In any convention of this chapter, all members who are present and registered for the convention shall constitute a quorum. Robert Rules of Order shall govern the deliberations of this chapter. , except where any provisions of this Bylaw document are inconsistent or in conflict with Robert’s Rules of Order; then, this Bylaw document shall prevail.

Article V – Election of OfficersThe officers of this chapter shall be a president, executive vice president, a secretary/treasurer, the immediate past president (who shall serve for a term of two years beginning on November 1 of the year a newly elected president shall assume office), the president of the postmasters retired, editor, who together with the four vice presidents, shall constitute the executive committee, and the governing body of the chapter.The president shall be elected at the annual convention to serve a term of two years. Three vice - presidents one of which will be the Executive Vice President and secretary/treasurer shall be elected at the annual convention to serve a term of two years. The other two vice presidents shall be elected at the annual convention in a subsequent year to serve a term of two years. The term of office shall commence on November 1st and will end on October 31st. The position for which an officer is elected shall be limited to two consecutive terms of office. A Vice

President (VP) can be re-elected as a VP again as long as the VP position they hold is different from the prior two term position held. This would constitute a new term of office. Only for the 2017 State Convention we will have to elect two Vice Presidents for one year to initiate the alternating years Vice Presidents are elected. These two Vice President positions will again be up for election at the 2018 State Convention for a two year term. Of the five Vice Presidents elected the two lowest votes will receive the one year term.

Article VI District Coordinators District Coordinators will serve the Districts that currently exist according to the District Map and be nominated and elected for two year terms starting at the Fall Swing of 2017 and be sworn in. They will take office on Nov. 1st. District Coordinators are not voting members of the Executive Board but will be required to attend the three Executive Board meetings for member information and audit purposes which are the Executive Board meeting held within the first 60 days of office and pre and post Convention boards. District Coordinators that can’t attend an Executive Board meeting should designate an alternate representative for them. District Coordinators should entice and work with the County Officers to set up District meetings.

Article VII REPRESENTATION & VOTING AT STATE CONVENTION

Voting will be done by one vote per active member present, with the exception of Time and Place and Dues structure where all members present can vote.Additional or other nominations may be made from the floor, if seconded and approved, and shall be included with the list of recommendations made by the nominating committee for determining by ballot, of those present and qualified to vote in said election. If there shall be more than two nominations for any office, balloting shall continue until one candidate receives a majority of the votes cast.When electing the vice presidential candidates, the candidates receiving the most votes will be elected to a 2-year term. In the event of a tie vote the top vote candidate or candidates will get the position or positions. Where the tie is and below, those candidates will have to be all voted on again until one candidate receives the most votes. If more than one position is to be filled then the top vote candidates will fill the positions from the tie vote.With the exception of the positions of President and Executive Vice President, which shall be limited to active EAS members in good standing of the organization, retired Postmasters, retired EAS employees and Postmaster Reliefs shall be permitted to hold office in this chapter provided they are present at the meeting where the vote will be taken and that no other active EAS member seeks the office. Any active member who is an officer of this chapter, who during their term shall resign or be removed for any cause whatsoever, from the position that qualified them for active membership, shall immediately become ineligible to hold office and their office shall be declared vacant.

Article VII Section 1State convention registration fees charged Postmasters Retired organization members shall be twenty-five percent (25%) less than such fees charged active Postmasters and guests, and shall include all functions included for active Postmasters and guests.

Article VIII – President The president shall preside at all meetings of the chapter, shall call special meetings when requested to do so as provided in Article IV. They shall also preside at the meetings of the executive committee and appoint all committees for the proper handling of the business of this chapter and in general perform such duties as may pertain to the office. The president shall receive such compensation for their services as the executive committee may provide.

Article IX – Executive Vice PresidentThe executive vice president shall serve in the absence or disability of the president and work with the president as needed. This position will be chosen by the Executive committee from the three two year positions and must

be an active member at the post convention executive committee meeting. Should the office of the president be vacated, the executive vice president will serve the remaining term. The remaining term of the vacant position of the executive vice president shall be filled by the executive committee.In addition, the executive vice president shall serve as the Membership Chair for the chapter. It shall be their duty to promote membership for the organization, and insure that the chapter always has a strong membership. The executive vice president shall receive such compensation for their services as the executive committee may provide.

Article X – At Large Vice PresidentsThe At Large Vice Presidents will be responsible for the following duties: One Vice President will serve as Education Chair. It will be their duty to work with the President in aligning training that is deemed necessary and appropriate for the membership.One Vice President will serve as the Legislative Chair. It will be their duty to handle legislative activity within the chapter. One Vice President will serve as the Political Action Committee (PAC) Chair. It will be their duty to handle any PAC activities within the chapter.One Vice President will serve as the Chapter Member Representative Chair. It will be their duty to work with all Chapter Member Representatives to properly represent the members and to assist the District Coordinators with their labor management concerns.The above four Vice Presidents will have their duties assigned by the executive committee at the Executive Board organizational meeting. In the event of a vacancy in the vice presidential position, the vacancy shall be filled by the executive committee.

Article XI – Secretary-TreasurerThe secretary-treasurer shall combine the office of secretary and treasurer, and shall perform all duties commonly incident to both offices. The secretary-treasurer shall be bonded as provided in Article XV hereof and shall receive such compensation for their services as the executive committee may provide. The secretary-treasurer shall keep all records, record the proceedings of all conventions and meetings of the executive committee, deposit, withdraw and have custody of the funds of the chapter and shall be responsible to keep an accurate and complete account of the receipts, vouchers and membership. In the event of a vacancy in the position of secretary-treasurer, the vacancy shall be filled by the executive committee.

Article XII – Editor An editor may be appointed by the executive committee. The Editor becomes a voting member of the committee only if there is a vacancy at the past presidents position and only until the position is filled again. It shall be the editor’s duty to publish the official newspaper ESUPMA (Empire State United Postmasters and Managers Association) of the NY Chapter of UPMA. The editor shall receive such compensation for their services as the executive committee may provide.

Article XIII – Executive CommitteeThe officers of this chapter shall be a president, executive vice president, four at large vice presidents, a secretary-treasurer, the immediate past president who shall serve a term of two years beginning on November 1st of the year a newly elected president assumes office, the president of Postmasters Retired and editor, shall constitute the executive committee and the governing body of the chapter. It shall be the duty of the executive committee to carry out the orders of the chapter as expressed in the convention, it shall have direct control of all business of the chapter and its affairs, it shall be the power of the executive committee to authorize necessary expenditures; to audit all accounts; approve the expenses of the executive officers and in general perform all the functions ordinarily attached to such committee. The executive committee shall have the power to remove any of its members for good and sufficient reason by two-thirds vote of the committee when in session. The Editor’s position will not be a voting position on the Executive Committee.

In case of vacancy of the Immediate Past President, the office shall remain unfilled until the next Past President is available. At the time of vacancy the Editor will become a voting member until the next past President position is filled to avoid ties within the Executive Board on topics requiring votes.In the case of a vacancy of the Postmasters Retired President, the Postmasters Retired Executive Committee, shall appoint one of its members to fill the unexpired term.Vacancies on the State Executive Committee Board shall be filled within ninety (90) days from the effective date of vacancy excluding the past Presidents position as described above..A quorum of the State Executive Committee shall be a majority of the voting positions held.The new executive committee shall hold an organizational meeting within 60 days of November 1st each year.

Article XIV - District Coordinators(a) Confer with the Vice President that will serve as the Chapter Member Representative Chair on matters

pertaining to their respective districts; (b) Contact all county and multi-county organizations periodically by attendance at county meetings; (c) Call a district meeting twice a year for the purpose of advising the district membership of progress within the

state and for maintaining communications between the counties and the state (d) Report to the Vice President that will serve as the Chapter Member Representative Chair monthly on

conditions relative to the district represented; (e) Submit the name of Membership Chairman for each County to the Executive Vice President who is the

Membership Representative Chair who shall assist each County toward obtaining memberships;(f) Assist the members in their districts in all endeavors; (g) Contact the Vice President that will serve as the Chapter Member Representative Chair for assistance as

needed, in case of a serious problem(h) Attend all meetings required by the President.

Article XV – Sergeant-At-ArmsAt the opening of each convention the president shall appoint a master sergeant-at-arms and the necessary assistant sergeants-at-arms, and it shall be their duty to maintain order and perform such other duties as designated by the president.

Article XVI – National Convention Roll Call Voting ProcedureWhen preparing for roll call votes to be cast on elections, amendments, etc., at the National Convention the vote shall be taken by paper ballot at the annual Chapter Convention. The results of that paper ballot shall govern the procedure, by percentage, for how the Chapter’s votes will be cast at the National Convention by the Chapter President. The results of the votes shall be recorded by the National Officer present at the convention, as well as in the official minutes of the Chapter convention. The National Officer and the Chapter President must send the results to the National Office within ten (10) days of the conclusion of the Chapter convention. On the issue of elections, the Chapter’s official vote must be taken at the Chapter convention in the year that the election will take place at the National convention. This procedure cannot be changed prior to October 31, 2018, in accordance with the National Bylaws Article XI, Section 1, paragraph 14.

Article XVII - BondsThe secretary-treasurer shall be required to be bonded in the amount deemed sufficient by the executive committee, said bond to be executed by a surety company approved the executive committee and the premium on such bond shall be paid by the chapter.

Article XVIII – DuesThe annual dues of the members of this Chapter shall be the same as provided in the governing documents of the national organization.

Article XIX – Official PublicationThere may be established an official publication of this Chapter, to be published 8 times per year. The publication will be distributed to the membership and others. The official publication will be named - ESUPMA (Empire State United Postmasters and Managers Association). In addition, the Chapter may maintain a website for the dissemination of information. The executive committee, as the governing body of the Chapter, shall have editorial control over the official publication(s).

Article XX – AmendmentsAll proposed amendment(s) must be submitted in writing to the Chapter president at least thirty (30) days prior to the opening of the annual Chapter convention. The proposed amendment(s) shall be published prior to the convention. These bylaws may be amended at any convention of the chapter by a two-thirds vote of the delegates present and voting. Any proposed amendment(s) shall be read at one session of the convention and voted on at a subsequent session. These amendment(s) shall become effective immediately upon the adjournment of the convention unless otherwise specified in the amendment.

Article XXI Committee’sThe following temporary committees shall be appointed by the President:Bylaws, Fiscal and National Policy Committee

1. Bylaws, Fiscal and National Policy – Up to five members which consist of the Bylaws, Fiscal and National Policy Chair, President , Executive Vice President, Secretary Treasurer and immediate past President.

Duties and responsibilities: a. Solicit input from membership all during the year. b. Hold meetings as necessary to consolidate and formulate. c. When proposing changes, be sure to include all sections affected by the proposed change. d. Present Bylaw and Fiscal Policy proposed changes to the Bylaws, Fiscal and National Policy Chair who will

present to the President at the Fall Executive Board or Convention Executive Board pre or post Convention to be considered. Present Bylaw and Fiscal policy changes to the Bylaws, Fiscal and National Policy Chair to help in their presentation. Be prepared to explain why changes are being presented. Major revisions should be presented in writing to all members for Bylaws. All amendments should be submitted to the Bylaws, Fiscal and National Policy Chair at least 30 days in advance and signed by not less than 10 members to be considered. Bylaw Amendments can only be changed at our State Convention by a roll call or paper vote where Fiscal Policy changes can be made at any Executive Board meeting by the Executive Board.

e. Furnish a complete copy of Bylaws and Fiscal Policy to ESP Editor within 30 days of the close of the annual Chapter Convention.

2. Convention Time & Place - Up to five members;3. Nomination of Officers - Up to five members;4. Budget - Up to five members, of which the Secretary-Treasurer shall be one;5. Audit - Up to five members which will consist of one member from each District as designated by its District

Coordinator, the Chairman of which shall be the Secretary-Treasurer. He/she shall let those members know at the beginning of the year the requirements for the mandatory Audits as described in Attachments A & B.

6. Special Committees as necessary. All committees, with the exception of (6) Special Committees as necessary, will be appointed at the Fall Conference per the stated required committee make-up.

ARTICLE XXII – SCHOLARSHIP CHAIRMANThe Scholarship Chairman shall have the responsibility and imagination for maintaining and overseeing the fund-raising efforts for the purpose of scholarships. The Chairman shall act in the capacity of Chairman and Advisor to the Scholarship Selection Committee. The Scholarship Chairman will be reimbursed for any direct expenses, such as, but not limited to, administrative and communication expenses, upon approval of the Board of Directors. The Scholarship Chairman would be an annual appointment made by the State President. The Chairman of Scholarship would act in that capacity throughout the course of the year and not be a temporary appointment for the purpose of convention.

The Chairman shall: 1. Coordinate and promote fund-raising efforts throughout the year and during State Convention; 2. Maintain any records pertaining to fund-raising; 3. Report to the Secretary-Treasurer; 4. Select a volunteer Committee to assist in fundraising efforts throughout the year and during the UPMA State

Convention. 5. Assure the compliance of the awards and scholarship process according to the guidelines established by the

Executive Board; 6. Have responsibility for the application process for any awards or scholarships to be presented by New York

UPMA.

ARTICLE XXIII - ORDER OF BUSINESSSection 1. The Order of Business at any state convention or other meeting of this Association shall be: a. Call to Order b. Invocation then Pledge of Allegiance c. Roll Call of Officers and Board Membersd. Reports of Officers e. Reports of Committees f. Unfinished Business g. New Business h. Open Forum i. Election of Officers j. Benediction k. Adjournment

ARTICLE XXIV - BUDGETSection 1. The budget shall be in detail and shall itemize the various amounts for the several officers and committees and for State and National conventions. Items so budgeted shall not be exceeded without specific authorization of the President and the Secretary-Treasurer, and disbursed on receipt of proper vouchers approved by the President. Section 2. The total of the budget shall not be exceeded except by the consent of two-thirds of the Board of Directors.

Hi Guys,If you didn’t come to this convention you have NO IDEA what you missed.First off I want to thank Pat and John for all the help they provided to Becky and Kim......We couldn’t have done it without you two guys.The view was amazing and the rooms were very nice, the FOOD was AMAZING.....family owned hotel and

restaurant that would put a lot of chains to shame. We had a boat reserved to take us to Alex Bay, and the local distillery on site giving out free samples!

GIANT freighters come through the 1000 Island channel. These ships are 800 ft long and incredible to see one between the tiny islands in the deep channels but they ARE RIGHT THERE IN FRONT OF YOU AND HUGE......

WE had Christmas in June, because we all know Christmas is RUINED for us as Post Masters before Christmas...... I went in Grinch Jammie’s to the Auction.......it wasn’t pretty but, yeah, it wasn’t pretty.....thank God nobody recorded it....right? LoL.

If you have never been to a convention you have NO idea how much fun you can have!I NEVER thought I would enjoy it as much as I have,,,, you will meet friends, mentors and lifelong connections

Well the first UPMA NY state convention has come and gone. It was sort of a trip down memory lane for

me. Although it was a first for NY UPMA, I had been to Alexandria Bay 10 years earlier as a National VP. That convention was a sellout and the place was packed. This was a respectable turnout but not as well attended.

10 years ago when I left A Bay, I embarked on a journey that took me around the country and back in a little over 4 years with stops in Minnesota and Florida. Many things have happened over the past decade. Most for the better. I believe I have packed a lot of living into those years.

I know I have met and worked with a lot of people.The past decade has seen a decline in attendance

for certain, when we lost convention leave we lost attendees. The postal service saved small change but lost a great arena for training its postmasters. Recently I have seen a renewed effort for training our EAS. I guess the not planning for succession didn’t pan out.

Just as the networking with other postmasters assisted me in moving around the country, that networking is essential for surviving as a postmaster and manager in

today’s postal environment.So if you missed the first NY UPMA convention, think

about getting to the next one and start getting connected locally.

The other thing I wanted to address is the need for a better system of campaigning for national VP . I have spoken to a few candidates and it pains me to see the people running for these positions spending a good deal of money and annual leave flying around as well as driving to numerous state conventions in order to garner votes. These positions have no salary attached to make the expense worthwhile. I was told that the candidate attending a convention improved the odds of getting more votes. This held true in NY as the sole attendee candidate came away with the most votes. I just think that there should be a less costly way to run for those positions.

Hopefully we grow members as we move forward as one organization. For any managers or supervisors out there reading this, know we welcome you as well. I believe you will find we speak your language and have much in common. Join us, won’t you?

Good News Nook: Cindy Kain RecognizedAt Rotary District 7170 Annual District Conference

held in Canandaigua, NY the District Governor handed out the Rotarian of the Year Award. This year it was awarded to Cindy Kain, former NYS Editor and former Gazette Editor, for her work in Rotary where she holds the positions of Trumansburg Club Secretary, District 7170 Newsletter Editor and Club and District Web Editor. The inscription on the award reads: In sincere appreciation and recognition of distinguished service, loyalty and devotion to the ideals of Rotary. Congratulations to Cindy!!

So what else is Cindy up to these days? She is still working at the elementary school in Watkins Glen and loving it. Right now, she is working in the Library, and says it is so much fun to see all the little students and the smiles on their faces each day. Guess that is what keeps her so young!

I just returned from our first UPMA State Convention in Alexandria Bay and I am sure everyone else’s article

will address what a beautiful area we were in and what a great time we all had at the convention and I agree with them. The day I returned I attended the Albany District training in Albany. While they did a better job this year of breaking us out into small groups I am sure I am not alone in feeling intimidated and hesitant to ask questions. All it amounts to is more work for us to do in our offices and on our own. At our Spring UPMA 4th District meeting in April we had Lisa Lynch, Manager of Human Resources and Carrie Naylor from Operations Support. In that setting, I felt at ease and able to ask questions and make comments and boy did we give Lisa Lynch an earful about some staff in her department. We could ask any question of Carrie about scanning and some of the new delivery programs. I have always learned better in a smaller setting. So, next Fall, plan on coming to our meeting in Lake George. We provide the lunch and you provide the time. If you have a particular topic you would like addressed or need further training on in a small group setting please let either myself or Rachel Norton-Rowland know and we can arrange it. At the

convention, we were able to ask questions of Ed Phelan head of the Northeast office. Now he didn’t come to speak to us in Albany nor did any other employee from a top management or headquarters position. Ed listened to our questions and even told us to “call him”. Those are some of the benefits of belonging and participating in our State organization.

Good news 4th District. We elected to have our next State convention in our district in Lake George. I am working on the plans with the Fort William Henry Hotel and Convention Center and more details will be forthcoming in issues to follow. Save the date—Wednesday, May 30 will be our arrival day and Sunday, June 3 we will depart. We are adding one extra day so we can enjoy the area and be tourists as well as conduct the business of the organization. We have a lot of great ideas to make this a very FUN convention! Bring your family and make it a real vacation.

Finally, I am also working on a fun day outing for the members of the 4th District. I am working on setting up a picnic at the Tri-City Valley Cats in Troy sometime this summer. More details on this event will follow and I will post the event on the Facebook page and website as well as in emails. Enjoy the rest of the summer!
