THE government’s Green Deal will mean land-lords will be able to take advantage of no upfront costs, it has been announced. The UK Energy Bill will mean landlords can take out green deal loans to pay for energy effi ciency improvements The coalition government has announced that up to 100,000 insulation jobs will be created by 2015. Chris Huhne, Energy and Climate Change Secretary, last week said that by 2015 up to 100,000 Green Deal workers could be em-ployed in the effort to upgrade Britain’s homes. Currently around 27,000 work in the insulation industry. Legislation to start the process of es-tablishing the Green Deal is due to be introduced into Parliament next month. The Green Deal is the Government’s new and radical way of making energy effi ciency available to all, whether people own or rent their property. The work to upgrade the property will be paid back from the saving on energy bills. Chris Huhne, visiting British Gas’ Energy Academy in Thatcham, said: “The Green Deal’s about making people feel as warm as toast in their homes. I want Britain to say goodbye forever to leaky lofts and chilly draughts. At a time of increasing gas prices energy effi ciency is a no-brainer. “It’s also a massive economic and job op-portunity which could help Britain’s economy turn the corner. With up to 100,000 green jobs up for grabs over the next fi ve years, and even more in the long term, this is about growing our economy in a way that’s good for jobs, the

environment and energy security.” The Green Deal, which is expected to be available from autumn 2012, will be open to homes and businesses and will involve a 3-step process: an independent energy survey of the property, giving clear advice on the best energy effi ciency options, such as loft or cavity wall insulation. green deal fi nance to be provided by

a range of accredited providers, which will be repaid through savings on energy bills, making properties cheaper to run from day one. Homes and businesses will then receive their energy effi ciency package. only accredited mea-sures will be installed by appropriately-qualifi ed installers.

PLEA TO BUILD MORE HOMES THE home building industry has urged the Government that more new homes must be built. At present there is an under supply of homes and more needs to be done to address this problem, according to Steve Turner, head of communications at the Home Builders Federation. He warned that the shortfall could result in serious problems to society as well as the economy if steps were not taken now. He warned that there have already been noticeable effects seen in the amount of people in their 30s who are living at home. “We estimate that we have already got a housing shortfall of a million and [for] every year that we are not building 200,000 plus homes that million shortfall is getting bigger,” Mr Turner said. His comments were in response to the new report from the Policy Exchange, which proposed a community-controlled planning system with those who are the most impacted by construction deciding on what should be built. The HBF is the representative body of the home building industry in England and Wales. Last year saw the lowest number of new homes built since 1923. Each new home built creates 1.5 full time jobs plus up to four times that number in

the supply chain. Last month the HSF urged the Government not to abandon fi rst time buyers by axing crucial home-buying assistance in the Comprehensive Spending Review. HomeBuy Direct is a partially Government-backed scheme that has helped 10,000 fi rst time buyers onto the property ladder over the last two years. There is widespread concern

that its funding won’t be renewed after September this year. The Home Builders Federation has today submitted evidence to the Treasury detailing the importance of the scheme and its wider economic value. This comes after the Housing Minister, Grant Shapps, committed the Government to helping young people meet their aspirations to own their own home.

house prices up on last yearTHE September data from Land registry’s fl agship house Price Index shows an annual price increase of 5.2% which takes the average property value in England and Wales to £166,769. The monthly change from August to September is a decrease of 0.2% All regions in England and Wales experienced increases in their average property values over the last 12 months. The region with

the highest annual price change is London with an increase of 8.8 per cent. The region with the smallest annual price rise is the North East with a movement of 0.2 per cent. Yorkshire & The Humber experienced the greatest monthly rise with an increase of 1.5 per cent. The West Midlands experienced the most signifi cant monthly price fall with a move-ment of -1.4 per cent. The most up-to-date fi gures

available show that during July 2010, the number of completed house sales in England and Wales rose by one per cent to 64,411 from 63,612 in July 2009. The number of properties sold in England and Wales for over £1 million increased by 59 per cent between July 2009 and July 2010, from 563 to 896. The CounCil of MorTgage lenders has wel-comed the extension of the temporary concession on support for mortgage interest announced under the government’s comprehensive spending review. The £200,000 limit on mortgage size and the 13 week waiting period (down from 39 weeks) will now remain in place until January 2012. The CML has said that it trusts that the govern-ment will review the housing market conditions before that point and decide on whether further continuation would be appropriate considering the fragile nature of the market currently. According to the government, this will cost £90 mil-lion over the next two years - a modest sum in the overall scheme of public expenditure, but a reprieve that will come as a relief to those households which, through no fault of their own, lose their income and their ability to meet their mortgage obligations. CML members who lend extensively to the afford-able housing sector look forward to engaging in developing different ways of doing things to support the expansion of private finance. However, they add, the right conditions need to be in place for this to happen in the way the govern-ment envisages and this includes strong regulation as well as targeted capital investment and support for individuals through the welfare benefit system. The Council of Mortgage Lenders’ members are banks, building societies and other lenders who together undertake around 94% of all residential mortgage lending in the UK. There are 11.4 million mortgages in the UK, with loans worth over £1.2 trillion. With last week’s Comprehensive Spending Review (Csr), the country has seen the biggest reduction in government expenditure since the Second World War. Though the private rented sector was not specifically targeted, by any of the announced cuts are decisions which were made.
