Things For Al l Members to Remember !!
• Do not resign. • If you have a job related problem, contact
your UniServ Director, Rex Cheatham at the HEA Office—256-533-7570 ex3.
• Do not leave your job unless given written directive to do so by your supervisor/ principal.
• Do not rely on persons who know less about the law than you—but think they know more.
• Do not enter into any agreements or sign any letter or statements until you have sought and secured advice.
• Do not try to represent yourself before the board of education.
• Seek competent advice before taking action.
• Describe the situation fully and edit all communications written by you. Do not make any notations on correspondence received from the board of education, superintendent, or principal.
• Keep accurate notes. • Avoid public statements. They may impede
finding a solution to the problem. • Attach copies of all correspondence you
have either received or sent that pertains to your problem. Failure to do so wi l l result in unnecessary delays in the handling of your request.

CHANGES T h e following proposed By-Laws and
Policy changes was presented at the Apr i l Representative Assembly meeting for its first reading. The RA wil l vote on the changes May 2nd.

A R T I C L E V I I . S T A N D I N G C O M M I T T E E S - S ec t i on 5 . Members - Committee members sha l l be selected by the President and /or chairpersons w i t h considerat ion given to a l l Associat ion members who have expressed an interest i n a specific committee and with regard to equitable representation as stated in Article X of the By-Laws.
P O L I C I E S 6. E L E C T I O N S -
A. Conduct ing an E l e c t i o n 4. The Elect ions Commit tee or its designee w i l l be
responsible for not i fy ing a l l associat ion representatives of a l l nomina t i ons a n d election dates no later t h a n five (5) student attendance days after Board has set dates. B u i l d i n g Representatives receive and post notices of dates for nomina t i ons ;
5. Nominat ions Committee or its designee announces names of candidates a n d dates for election;
7. The pos i t ion of candidates on bal lots w i l l be de termined by a d raw ing of lots i n an open meet ing by two members of the Elections Committee who are not candidates i n t ha t election. Members who wish to be present at the drawing shall be responsible for calling the HEA office following the close of nominations to ascertain the time/date of the drawing.
C. Canvass ing an E l e c t i on 1. I f any of the s i tuat ions l isted below are
found, the votes will be deemed null and void and a representative from the school in guestion shall be notified as to why the ballots were not counted. a. the n u m b e r of bal lots r e tu rned exceeds
the n u m b e r of s ignatures; b. the bal lots, s ignature sheets, and
completed ta l ly are not r e turned ; or are received after the announced deadline.
c. the ta l ly sheets are dated incorrect ly and/or no t signed by the b u i l d i n g representative;
d. voting occurred on dates other than
those set by the Board of Directors
2. The Elect ions Commit tee sha l l c ount a n d tabula te bal lots i n the fo l lowing manner .
d . The committee or its designee w i l l tabulate resul ts u s i n g a computer to ensure t h a t the totals on the school-by -school ta l ly equals the "Official Sheet" w h i c h is signed by the members of the committee and the HEA President or h is/her designee;
e. I n case of compute r fa i lure, the resul ts w i l l be tabu la ted u s i n g a calculator and sha l l be counted twice.
i . The Keys to the ballot box will be kept in the HEA office. The Election Committee members. Chairperson, Board liason and/or Office Manager shall have access to the keys.
E. Contest ing an E l e c t i on - Any HEA member may contest an election on a v io la t ion of th i s pol icy and/or a v io la t ion of election guarantees manda ted i n the Cons t i tu t i on or By-Laws. The fo l lowing procedure sha l l be ut i l i zed :
1. Results may be contested w i t h i n five IS) student days of the school calendar fo l lowing the report of the election committee ,
2. The member sha l l s u b m i t a f o rmal letter of protest to the President s ta t ing the specific reasonfsj for contest ing.
3. The President sha l l present the mat te r to the Board of Directors who sha l l make the f ina l decision at a regular or called Board meeting.
4. The decision sha l l be rendered i n w r i t i n g to the member w i t h i n five (5) student days of the school calendar fo l lowing receipt of the formal request. The decision sha l l be recorded i n the Board m inutes .
8. H E A B O A R D M I N U T E S Copies of the m inu t e s of the HEA Board of Directors meet ing w i l l be available at each Representative Assembly meet ing he ld since the previous RA meet ing, unless such meet ing has been he ld w i t h i n the last 5 working days.
2 4 . S P E C I A L S E R V I C E S The C o m m u n i t y Relations Committee sha l l be responsible for annua l l y u p d a t i n g and pub l i c i z ing a d i s coun t -buy ing p rog ram for HEA members.
