SWlTZERLANDA. Remarks
Imports of the products mentioned in the list below are subject to variouscharges over and above those provided for in the customs tariff.
The calculation of the ad valorem incidence of these variable charges and otherspecial taxes is based on the data for the years 1969, 1970 and 1971.¹ In thefollowing table, opposite each incidence recorded, the figures taken as a basis forthe calculation, are indicated.
Where the charge varied over the period considered, the incidence has, whereverpossible, been obtained by expressing the total of the sums collected during the yearunder the head of the charge concerned as a percentage of the total annual free-at-frontier value of the imports subject to the charge. Nevertheless, where the totalof the sums collected under the head of the charge was not available in respect of aparticular heading or sub-heading subject to the charge, we have had to content our-selves with using an approximate average unit charge which h. s been related to theaverage unit value of the imported product subject to the charge.
Where the products subject to the charge do not represent all the products fallingwithin a heading or sub-heading of the customs tariff, it has not in principle beenpossible to extract the total value or unit value of those particular imports whichare subject to the charge. In these cases, which are indicated by an asterisk incolumn 5, the charge has therefore had to be related to import values for the entireheading or sub-heading; in some cases the calculation of the incidence is thereforeof a very approximate character.
Lastly, it should be noted that, as in the case of customs duties, the unitamount of charges refers to gross weight, whereas the unit value of imports refers tonet weight. In cases where the fact that this element hns been taken into considera-tion could change the result of the calculation of incidence - that is to say inparticular where the tare is substantial - account has been taken of this, and theamount of the charge per unit of gross weight has been increased by the percentageof tare in order to arrive nt the charge per unit of net weight.
