Agriculture, the backbone of Indian economy and food security is at crossroads and is one of the concern areas for the policy makers. The human resource base for the agriculture is weak, because it is the neglected component. It is expected that the programmes and initiatives taken under National Skill development Mission may develop human resource for the agriculture sector also. Skilled workforce and suitable markets for the goods are essential tools for making India internationally competitive in improving its economic growth. This way the problems like unemployment and under employment would be solved. These days foreign countries are looking India as an attractive destination for foreign investments and also multinational companies are looking to enter the country for their business. The need of the hour is to find out various resources for skill development specially in agriculture and rural development because India is famous as an agricultural country. Skill development is one of the priority agenda of Govt. of India, where it has set a tough challenge in the field of vocational education and training in its approach paper in the twelfth five year plan and it aims to increase the percentage of work-face with formal skills of 25% at the end of the plan. Its importance was not focused before 11th five year plan. India has the second highest population of the working age (15-59 years) individuals in the world. It is imperative that adequate skill training, if provided to this age group, will make them productive and helpful in Prime Minister's Mission of Make in India.

India has seen rapid growth in industries but there is large shortage of skilled manpower in the country. In the wake of the changing economic environment, it is necessary to inculcate and advance the skills set of the young population of the country. The accelerated economic growth has increased the demand for skilled manpower in the country. India is among the top countries, where employers are facing difficulty in filling up the Jobs. Regarding education on skill development the National skill Development Corporation has been set up under the Ministry of Finance to provide viability gap funding and coordinate private sector initiatives. The Prime Minister's National Council on skill development has been formulated to coordinate action on skill development. The aim of these organizations is to empower all individuals through improved skills, knowledge and internationally recognized qualifications to enable them to access decent employment, to promote inclusive national growth and to ensure India's competitiveness in the global market. In order to provide adequate training to the youth and develop necessary skills, as it has higher proportion of working age population, Indian Govt. is taking steps to improve skill training programmes in the country.

The organisation of this Congress may analyse the present agriculture scenario, status of vocational education and skill development in the area of agriculture and issues involved in rural development. Since agriculture sector accounts for about 18% of the GDP and employs 52% of the total workforce, therefore, skill development in agriculture and rural development will play important role in the growth of the country. Agriculture, we know is fundamental for sustenance of an economy, as is food for human being, which contributes significantly to export earnings and is an important source of raw materials for may industries. It is the result of science and technology, which have made possible the Green, White, Blue and Yellow revolutions in the country. This achievement is due to commitment of researchers and policy makers and the sustained efforts of Indian farmer's. Despite its excellent performance particularly during Green revolution period, Indian agriculture today is not as productive, competitive, remunerative and sustainable as expected, because majority of the farmer's do not want to participate in its growth and want to opt out from their farming profession. Immediate remedial measures are required to be taken on this issue. The second green revolution is desired for grain production, food processing, marketing and development of vocational and entrepreneurial skill among the farmer's and rural youth. The growth target and priorities call for the development of agricultural human resources as an instrument of national transformation.

The experts from all Agricultural Universities and Institutes, Govt. Officials, Subject Matter Specialists, and N.G.O.'s engaged in rural development programmes and progressive farmers of Uttar Pradesh are expected to attend this 18th Indian Scientists and Farmer's Congress on "Prospects of Skill Development in Agriculture

• 8 Scientists shall be awarded for their outstanding research work in crop sciences, animal husbandry, plant protection, agricultural engineering, soil, water and forest conservation, organic farming, aquaculture, biotechnology, plant genetics and breeding and allied sciences of Agriculture from amongst the members of Indian Agricultural Scientists & Farmers’ Congress (IASFC)

• Two scientists shall be awarded with the scientist of the year award from amongst the members of IASFC. The candidate has to submit his complete bio-data along with achievement in the previous calendar year in one set.

• Every year 8 young scientists are awarded from amongst the members of the IASFC. Age limit is 35 years. candidate has to submit his bio-data and the reprints of all the research papers in one set.

. Every year 4 senior scientists are awarded from amongst the members of IASFC. Age limt is 36-45 Yrs. A candidate has to submit his bio-data and the reprints of all the research papers in one set.
