As the quarter opens, the Israel De-fense Forces (IDF) continues OperationBlue Skies (launched 12/28/05) to pre-vent Palestinians fr. firing crude home-made rockets fr. Gaza into Israel, enforcing a1.5-mi-deep no-go zone along the n. Gazaborder using artillery fire fr. inside Israel, oc-casional air strikes, heavy surveillance fr. airand sea, and construction of a border fencealong the n. Gaza border (see Quarterly Up-date in JPS 139). The IDF also continues torestrict the flow of Palestinian goods and in-dividuals into and out of Gaza: Rafah operates8 hrs./day for entry and exit of individuals toand from Egypt; Erez is open as the sole en-try of Palestinian workers to Israel (the IDFhas issued 5,000 permits but only 2,500–3,500 workers can pass because of slowprocessing by the IDF); Qarni is open forthe transit of goods (360 trucks/day enteringGaza, 75 trucks/day exiting with agriculturalgoods); Sufa, for the import of raw materialsonly, is closed since 2/14. In the West Bank,the IDF maintains 100s of checkpoints androadblocks, effectively separating the north-ern and southern West Bank, cutting offaccess to the n. Jordan Valley, and restrict-ing movement within those cantons. Workalso continues on Israel’s separation wall.The IDF conducts arrest raids in and aroundBalata refugee camp (r.c.), Nablus and nr.Bethlehem, Hebron (occupying 1 house asan observation post), Jenin. 18 FEBRUARY

The IDF tightens restrictions onPalestinian movement around Ramallah inthe morning, coinciding with the conven-ing of the new Palestinian Council (PC)session (see below); sends troops back intoal-Khadir (see 2/17), sets up roadblocks,conducts ID checks looking for youths whothrew stones at Israeli cars on Route 60,arresting 2; raids, searches a Palestinianhome in Hebron, severely beating but notarresting 1 resident; conducts arrest raids,house searches in Aida r.c., arresting 2 15-yr.-old Palestinian boys. In Nazareth, 3 Israeli Jews (a father,mother, and daughter), distraught after socialworkers took custody of their other children,set off firecrackers and small gas canisters in-side the Church of the Annunciation dur-ing mass, sparking panic inside the churchbut no injuries.
