• Implementation and management of the ICT Systems and Security of government websites and network systems infrastructure:

o Maintain and provide the administration with technical assistance, support and security solutions;

o Assisting the public administrations in preparing technical specifications and term of reference for launching their own bids, as well as assisting them in bid and evaluation and selection activities;

o Provide technical specifications on OMSAR website for all computer, network and infrastructure components.

Digital Government & e-Government

• A while back, and all of a sudden, I found myself in the middle of a Digital Government storm;

• Everywhere I looked and read, I found articles, and blogs, research and studies, and people discussing… Digital Government;

• It is like digital transformation has passed us by and we in government just woke up and are trying to catch up just so that we don’t look passé;

• As I searched through numerous sites, white papers, and articles I couldn’t avoid noticing the similarities between digital government and what we used to call e-government;

• Vocabulary like citizen-centric, anti-corruption, bridging the digital gap, participation, transparency, shared services, and interoperability are all characteristics that we saw in the plans of the good old e-government and now again, in digital government … déjà vu.

There could be many reasons for this

• A naïve reason could be that the new pioneers of the digital government today were still in college during the days of eGov and now they are rediscovering this adventure as if it is a new one;

• A more intelligent reason could be that today technology is more prevalent and citizens and businesses are more digitally aware, and the concepts of digital transformation are more understood and accepted than the old days when we were pitching e-Government;

• Another reason, also more realistic and intelligent, is that today there is a common recognition that e-government has fell short of meeting the expectations and achieving the desired goals;

• Hence there is a silent understanding that we need to re-package and re-brand eGov with new digital methods that might have a better chance of achieving the desired objectives.

Back then and now

• Regardless of the motive, it is crucial for us not to reinvent the same wheel;

• It is a fact that today we are driven by big data, mobile apps, machine learning, IOT, and cloud systems, however, the same essential reasons why several of the previous e-Government endeavors have failed still exist today;

• The challenges of cross-agency and governance, the lack of ICT skills, the complexity of the interagency legacy procedures, the resistance to change and refusal to share information, are but few examples of those obstacles.

Replacing “e” with “Digital” just won’t do it

• We have to take a close and serious look at where earlier programs have failed, and why;

• We have to understand the essential differences that the digital transformation can bring to the table in terms of the service reinvention and the redesign of the public service delivery;

• We need to provide creative methods in data sharing, common architecture, interoperable systems and innovative service integration across government;

• If we are just rebranding e-Government as Digital Government, then I am afraid we won’t get any farther than we did with e-Government.

Indicators of Readiness

• Back during the e-Government days we used to preach that readiness for e-Government includes elements of technology, finance, and human resources, however the key indicator of readiness is the political will to change the way government operates.

• Today, with Digital Government, this is more true than ever before.
