QUALITY ASSURANCE SYSTEM:

O&M Strategy

follows very strict work review system in all of its projects to ensure the highest possible quality of its works. The project team is usually composed of a senior engineer (project manager), project advisor, engineers and a maximum of one freshman engineer. Other personnel as draftsmen and supervisors are involved depending on the project nature. Qualifications of the project team follow the following selection criteria

Senior engineer (project manager)

The senior engineer should have more than 10 years of professional experience (or 7 years for those holding a Doctoral degree) and at least 2 years experience in similar projects.

Senior engineers should have a minimum degree of Master in engineering/science. Senior engineers should have good knowledge of English

Very good computer skills (Windows, ACAD, FORTRAN, Spreadsheet).

Project Advisor

The project advisor should have more than 15 years’ professional experience (or 10 years for those with Doctoral degrees) and at least 4 years experience in similar projects. He should have a minimum degree of Master in engineering/science. Very good knowledge of English language

Project Engineer Minimum professional experience of 5 years (or three years for those

holding a Master degree) and at least 1 year in similar projects. Fair knowledge of English language Good knowledge of computers (Windows, ACAD, FORTRAN,

Spreadsheet)

Quality Assurance Program

The project is planned and divided into specific tasks and equivalent duration by the project manager. The time schedule for the activities and the risk of delays are also studied and documented by the project manager along with other technical and financial concerns. The need for specific expertise and/or specific information is also demonstrated at this stage. Advice and comments made by the engineers are discussed in the first project meeting. After the work plan is complete, it goes to the head of the department for review.

8.1 Pre-Construction Services

Through clarification of and commitment to project team goals, O&M Consult provides the project owner and architect with control of the project's schedule, budget and quality. This is accomplished with studies, expert advice in construction means and methods and confirmation of the O&M project team's understanding of these goals with mockups, samples and investigations of existing productinstallations.

O&M Consult believes the identification of team goals to be one of preconstruction's primary objectives. A draft schedule incorporating these goals with the anticipated construction activities and entitlement process displays logic relationships and anticipates potential team

goal conflicts. The preconstruction schedule serves as the road map for design development decisions pertaining to project scope, budget and procurement. Thus, O&M Consultant Engineer approach offers a controlled, effective use of preconstruction resources consistent with the progress required to acquire government approvals needed to complete the project on time and under budget.

8.2 General Construction Services

O&M Consult provides in-depth management and supervision of all of its projects, with hands-on involvement by the company's principals and project supervisors from start to finish. In addition to general building, tenant improvement and seismic retrofit services, O&M also provides added value to clients with its ability to self-perform structural and architectural concrete work, including forming,placing and finishing.

O&M Consult process encompasses an information system for the project to coordinate the owner's and architect's goals. This comprehensive system includes numerous components ranging from scheduling, cost control, and billing to job meetings, procurement, job’s close-out and warranty management.

8.3 Construction Management Services

At O&M Consultant, construction management services provide assurance to the owner of a well-run, problem-free job site. The team of experienced construction professionals provides cost control, scheduling coordination, quality control and timely execution of plans throughout the project. O&M knowledge of local building codes, life safety requirements, permitting and other local nuances in the construction process is critical in the project's on-time and on-budget completion according to plan.
