What are the project details?New 138 kV Transmission Line

AltaLink is proposing to build approximately 50 metres of new 138 kilovolt (kV) single circuit transmission line. The line will be called 645AL and will connect the proposed Windy Point 126S Substation to AltaLink’s existing 138 kV transmission line, called 893AL. The existing transmission line is located within the road allowance of Highway 785 and will be renamed 645L when AltaLink’s New Fidler Substation and Transmisison interconnection project is complete. The proposed 645AL line will be built with single pole structures and an H-Frame structure, approximately 15 to 20 metres (49 to 66 feet) tall and 4 metres (13 feet) wide at its cross arms. The transmission line will be located on private property and a 20 metre (66 feet) right-of-way (a physical strip of land required for a transmission line) will be required. AltaLink will consult with landowners about the proposed location of structures. Please refer to the enclosed maps for further details of the project area.

Oldman 2 Wind Farm Ltd. is proposing to build a a new substation, called the Windy Point 126S Substation. The substation site will be located on private, cultivated land at SE-27-7-29-W4M. For more information about the proposed Windy Point 126S Substation, please contact:

Why is this project needed?The Alberta Electric System Operator (AESO), the independent, not-for-profit entity responsible for the safe, reliable and economic planning and operation of the Alberta Interconnected Electric System, has identified the need to reinforce the transmission system in southern Alberta. Alberta’s electrical grid needs more capacity to make room for power generated from new wind farm projects proposed throughout southern Alberta and new transmission lines are required to support this growth.

The AESO has directed AltaLink to coordinate with Oldman 2 Wind Farm Ltd. to supply a connection from the proposed Windy Point 126S Substation to the existing 138 kV transmission system. AltaLink will apply to the Alberta Utilities Commission (AUC) to build this connection. The AUC is a quasi-judicial agency that ensure the fair and responsible delivery of our utility services.

What is the project schedule?

Electricity. When you need it.

What happens during construction? Depending on where you are in relation to the project you may see or hear: • Construction crews• Installation of transmission structures• Stringing of wires on new transmission structures• Leveling and grading for the substation site• Construction of Oldman 2 Wind Farm Ltd.’s Windy Point 126S Substation

Throughout the construction process AltaLink and its contractors will follow all applicable Alberta environment legislation and requirements and will use appropriate techniques to protect water quality, soil, vegetation and wildlife habitat. Gaining access and carrying out activities on private property is done in consultation with the landowner. Any noise associated with the construction and/or operation of the new facilities will comply with the AUC Noise Control Rule 12 and any other relevant provincial and municipal noise regulations and standards.

What about Electric and Magnetic Fields (EMF)?AltaLink recognizes that some people are concerned about EMF and we treat those concerns very seriously. AltaLink has experts who are available on request to measure the EMF or noise levels around your home, and ensure that all ungrounded metallic objects such as metal buildings and fences near the transmission line are properly grounded if necessary.

Some are related to the Southern Alberta Transmission Reinforcement, while others are part of regular work on our transmission lines and substations. How can you provide input?Your input is important to us and we will work with you to understand and address any questions or concerns you may have. AltaLink representatives will contact landowners, residents and occupants located near the proposed transmission line interconnection. You can provide your feedback by:

We consider landowner comments in our project evaluations and summarize the input received from landowers in our Facility Application (FA). The FA describes our plans to meet technical requirements set by the AESO and provides information on routing, environment, costs, project components and schedules, and our participant involvement program. We will submit the FA to the AUC for its approval.

The AUC is the independent, quasi-judicial agency that ensures the fair and responsible delivery of our utility services. We have enclosed a copy of the AUC brochure Public Involvement in Needs or Facilities Applications, which describes how you can be involved in the AUC process.
