ST. CLAIR TOWNSHIP’S ULTRAVIOLET DISINFECTION UNIT
CONSTRUCTION HAS BEEN COMPLETED ON THIS SECTION OF OLD COLLINSVILLE ROAD
Construction has beencompleted on a one-milesection of Old CollinsvilleRoad from Frontage Road/Salem Place to Milburn SchoolRoad. The roadway is locatedon the dividing line betweenFairview Heights, Illinois andO’Fallon, Illinois and was a joint undertaking of the two communities. It wascompletely reconstructed with three lanes of newasphalt pavement, curb and gutter, storm sewer and sidewalk. Also includedin the project was thereconstruction of an at-graderailroad crossing andrelocation of water and sewer utility lines. The Cities of FairviewHeights and O’Fallonemployed our firm to prepare
the Project DevelopmentReport, Intersection DesignStudies, preliminary and final plans, specifications, and estimates and performconstruction staking, testingand inspection assistance.
The total construction cost for the project was $2.0 million. Federal HighwayAdministration, SurfaceTransportation Program funds were received to help
finance the project. To securethe funds, Rhutasel andAssociates, Inc. prepared and submitted two separatefunding applications covering each City’sjurisdictional limits.
St. Clair Township’s1.5 million gallon per daywastewater treatment plant is located in a residential areanear the east side of Belleville.The facility was recentlyrequired by the IllinoisEnvironmental ProtectionAgency (IEPA) to provide yeararound disinfection of itseffluent. The IEPA requirementwas imposed because of new residential developmentdownstream of the treatmentplant discharge. The Township requestedRhutasel and Associates, Inc.
to evaluate disinfectionalternatives and it wasconcluded that ultravioletdisinfection would be themost cost effective solution,after also considering the useof chlorination/dechlorination.The $350,000 project, whichwas funded with the help ofan IEPA low interest loan, was recently completed andplaced into service. Designand construction of the newfacility was complicated bythe tight confines of theexisting treatmentfacility site.

IN SOUTHBOUND TRAFFIC LANE
Emergency Bridge RepairsThe Fayette County HighwayDepartment has retained Rhutasel andAssociates, Inc. to prepare plans for therepairs to one of its County bridges. TheCounty Highway 28 (Altamont Road)bridge recently suffered a structural failureof a portion of its concrete slab and hashad to be restricted to one-lane traffic. The exact cause of the failure is still beingdetermined. The structure was builtaround 1940 and features a concrete T-beam and slab superstructure andtimber pile supported closed concreteabutments and wingwalls. It was originallyhoped to be able to repair only thedamaged portion of the concrete slab but further inspection of the remaining
Funding for Water and Wastewater Projects
Rhutasel and Associates, Inc.has worked with several oftheir clients recently to helpplan water and sewerprojects. Various agenciesparticipated to fund theprojects. The Village of Marine iscurrently lining approximately6,600 feet of sewer line. Theproject was made possiblethrough a grant from Madison

County CommunityDevelopment Department.The current project is the 4th phase of a cured-in-placesewer lining plan. The Villagehopes to place lining in all of their aging sewers as theycomplete the entire plannedproject. The total cost of the present construction is approximately $130,000.
NEW ATHENSWATER LINE
The Village of New Athens,with the assistance of Rhutaseland Associates, Inc., was ableto replace 2,000 feet of waterline with a CommunityDevelopment Block Grantfrom the St. Clair CountyIntergovernmental GrantsDepartment. The projectreplaced aging 6” water lineson Johnson Street. Total costof construction was $75,000.
PRAIRIE DU ROCHERWATER LINE
The Village of Prairie duRocher received a grant fromthe Illinois Department ofCommerce and EconomicOpportunity for thereplacement of deterioratingwater line. The Village wasable to replace 1,600 feet of6” water line along “C”Avenue. The total cost of construction was $60,000.
slab areas yielded evidence of furtherdeterioration and substandard quality ofthe concrete superstructure. Due to itscondition, it was not economically orstructurally feasible to repair the existingsuperstructure. An analysis and evaluationof the existing substructure determinedthat it was more than adequate to supporta new and wider superstructure consistingof PPC deck beams with a five-inch thickconcrete wearing surface. Other featuresinclude new bridge rail, traffic barrierterminals, concrete surface repair, andstone riprap channel protection. Theproject is currently under design and construction is planned tobe underway this fall.
In 2011-12, Rhutasel andAssociates, Inc. fully preparedor provided assistance forfunding applications forprojects in severalcommunities. These weremade to secure FederalHighway Administration
(FHWA) funds through theSafe Routes to Schools (SRTS)program and the CongestionMitigation Air Quality(CMAQ) program. Theseefforts have netted more than$1.31 million in grants asfollows:
The Milburn School Road –Old Collinsville RoadIntersection Roundabout willreplace a 4-way stopintersection. It complementsother separate projects toimprove a 1.0 mile section ofOld Collinsville Road(construction complete) and a2.1 mile section of MilburnSchool Road (constructionand design underway). The Central School District104 SRTS project will establishnew sidewalks near the schoolto provide better connectivitywith the existing sidewalksystem. These new sidewalkswill be located in both Shilohand O’Fallon. Our firm alsoprepared the Travel Plan and
cost estimates for the SchoolDistrict. The Village of Shilohwill be the lead agency sponsorfor the design and constructionof the new sidewalk project. The Prairie du Rocher SRTSproject consists of newsidewalks leading to the publicgrade school. The fundingapplication was prepared bythe School District and ourfirm provided an engineeringevaluation and cost estimatefor the sidewalks. The Smithton projectconsists of providing newsidewalks leading to publicSchool District 130. Our firmalso prepared the Travel Planand cost estimates forthe Village of Smithton.

The Illinois Department ofTransportation (IDOT) hasretained Rhutasel andAssociates, Inc. to provideconstruction services on two contracts. Our firm is providing constructioninspection and testingpersonnel and on-callsurveying services to monitorthe quality of work andprovide documentation of work for constructioncontract administration. The first contract, begun in 2010, involves constructionservices for the extension ofIL-255 in Madison Countyand is expected to conclude in early 2013. This new 3.3 mile roadway is fullyaccess-controlled and extendsfrom Seminary Road to U.S.67. It includes earthwork, afour-lane pavement, diamondinterchanges at HumbertRoad and IL Route 111, ramp

Engineersare now allowed to take the IllinoisP.E. Exam at any time within theirfour-year experience period, and if successful, become eligible toreceive their Professional Engineerlicense once their 4 years ofexperience is gained. Brent will become eligible for P.E.licensure in December 2013. Ourcongratulations go out to Brent forhaving achieved this milestone inhis professional career!!
Mt. Vernon Sewer ProjectConstruction is almostcomplete on the City of Mt. Vernon’s Veterans Driveand Wells Bypass SanitarySewer Extension project. The City retained Rhutaseland Associates, Inc. to provideconstruction inspection andconstruction administrationservices for the $2.7M

project. Construction began in August, 2011. The projectincluded 5700 feet of 24-inch diameter gravitysewer pipe, 100 feet of 10-inch diameter force main,manholes, and boring andjacking under I-57 at depthsof approximately twenty-fivefeet. Nearly the entire length
of the proposed sanitarysewer required extensive rockexcavation. The completedimprovements will allow forfuture development on thewest side of I-57. Thecontractor for the project was J.K. Trotter &Sons, Inc. ofMt. Vernon.

in Spring 2012 and isexpected to conclude in late2013. It involves providingconstruction services forvarious projects in various
locations. Our first work orderin this contract has begun and is inspection services for 5.11 miles of milling andresurfacing on FAI-55 from IL Route 4 to the MacoupinCounty Line. The constructioncost for this project work order is $10.4 million.

RECENTLY COMPLETED MARION COUNTY BRIDGE
SUBDIVISION DEVELOPMENTS
Several county bridge replacementprojects are currently in variousstages of planning, surveying, design,and construction by Rhutasel andAssociates’ Centralia office. Countyhighway departments now beingserved include Marion, Fayette, Clay,Effingham, and Randolph. Servicesprovided include preliminaryconstruction cost estimates,surveying, bridge hydraulic analysisand design, roadway geometry design, bridgedesign, and preparation of plans, specifications,and estimates and the furnishing of bid documents.Construction layout, resident observation /resident engineer, and material testing services
are also available. Projects are funded in part bythe Township Bridge Program and theHighway Bridge Program, with localagency matching funds.
BRISTOL HILL SUBDIVISION
Rhutasel and Associates, Inc. was retained by Southern IllinoisLand Investments, LLC to prepare the engineering plans andfinal plat, and perform lot corner and construction staking for the4th Phase of Bristol Hill Subdivision in Swansea. All lots in thesubdivision are served with public sewer and water lines. All streetswithin the development are concrete paved and have concrete curband gutter. The storm water drainage system includes curb inletsand storm sewer piping throughout the development. Constructionof the subdivision Phase IV infrastructure is anticipated this summer.
PLUM CREEK VILLASRhutasel and Associates, Inc. was retained by Plum CreekVillas, LLC for engineering and surveying services for thedevelopment of an 8.4 acre property in Okawville. Theproposed development will contain 10single family home lots, and seven Villa(duplex) lots. The Villa lots will feature alake with a paved walking path aroundits perimeter. All lots in the subdivision will be served with municipal sewer andwater lines, and all streets within thedevelopment will be concrete paved. Thestorm water drainage system includescurb inlets and storm sewer piping. Plans for the development have beensubmitted to the appropriate regulatoryagencies for permitting, and constructionof the subdivision infrastructure is anticipated this summer.
