DeclarationStatement:
This Carbon Neutral Action Report for the period of January 1st 2017 to December 31st 2017 summarizes
our emissions profile, the total offsets to reach net‐zero emissions, the actions we have taken in 2017
to reduce our greenhouse gas emissions, and our plans to continue reducing emissions in 2018 and
beyond.
By June 30, 2018 Okanagan College’s final Carbon Neutral Action Report will be posted to our website at

Overview
OkanaganCollegecontinuestodevelopandenhanceitsfocusonsustainabilityfromtheperspectiveofanorganizationwitharesponsibilitytoeducation,trainingandcommunitydevelopment,andfromtheperspectiveofanorganizationthatisfocusedonachievingcarbonneutrality.
The Okanagan College Strategic Plan identifies the need to address the human and financialresources, infrastructure, and environmental challenges that will accompany anticipateddemographic,economicandsocialchanges.
SeekadditionalsourcesoffundingtosustainandfurtherdeveloptheCollege.
Ensuretherearesustainableoperationsineachofthefourregions. Augment the College’s human resource plan through improved
strategies in key areas such as succession planning, employeedevelopment and the recruitment and retention of a diverseemployeebase.
Complete and implement a sustainability plan that addressesenvironmental,financialandsocialsustainability.
The College continues to participate in the STARS program – (Sustainability Tracking andAssessmentRatingSystemadministeredbytheAssociationfortheAdvancementofSustainabilityin Higher Education). The process involves a rigorous examination of practices, policies, and
achievementsthatcontributetosustainability.OkanaganCollegecurrentlyholdsaSilverratingandis planning to resubmit in 2018 to help establish new benchmarks and targets going forward –particularlywithregardstoourgreenhousegasemissions.Conveniently,manyoftheactivitieswhichimproveourSTARSscoringarealsodirectlyalignedwithourcarbonreductioninitiatives.
Thequestforimprovementisongoing.TheinstitutionhasestablishedgoalsforitselftoexceedtheprovinciallymandatedBill44targetsforcarbonemissionswithanannualcarbonemissionreductionof80tonsperyear.

PentictonDaycare
A significant achievement in2017wasthe completion of Little LearnersAcademy on our Penticton campus.This projectwas certified as a passivehouse,makingitthefirstpassivehousedaycare facility inCanada. It isbuilt toLEED Platinum standards, uses heatpumptechnologyforaminimalcarbonfootprint and is also designed toaccommodate enough future solar energy to operate as EnergyNet Zero. This 4400 ft2 buildingprovidescapacityforchildcareservicesforupto64childrenandeightstaffinacomfortableandenergy‐efficientspace,whichmakesiteasierforstaffandstudentstoattendtheCollege.
TheCollegealsostartedconstructiononthreemoreenergyefficientspaces:
PentictonWelding
This4500ft2facility,whichwillbecompletedin2018,isdesignedtomeetLEEDGoldcertification.Itcomescompletewithanexhaustairheatrecoverysystemwhichallowsexhaustcontrolfromeachindividualworkstationtooptimizeheatingrequirementsandminimizerelatedcarbonemissions.
VernonTrades
Thisfacilitywillbecompletedinthesummer2018.Itboastsover12,000ft2energyefficientdesign,heatedbyultra‐highefficiencycondensingboilerswitharooftopcoveredwithsolarphotovoltaicpanelsprovidingelectricitytothisbuildingaswellastotherestofthecampus,whenopportunityallows.LEEDGoldcertificationisalsoanticipatedforthisproject.
TradesTrainingHouse
Thisfacilityconsistsofa3000ft2basestructurewithanopentwostoryinteriorallowingstudentstodevelopandmodifytheinteriorspacestosuitprogrammingneedsandtrainingopportunities.Itisheatedwith a high efficiency condensing boiler feeding a radiant slab, and itwill also double aseducationalinfrastructureforourfoundationalplumbingstudentswhooccupyhalfthebuilding.
Theotherhalfofthebuildingisdesignedtoaccommodatetheadditionofsolarpanelstoallowourelectricalprogrammingtoadjusttofutureindustrydemands.
HealthSciencesCentre–designphase
Design work on this project began in 2017. The 30,000 ft2 project is pursuing multiple greenconstructioncertifications includingLEEDGoldandtheWELLbuildingstandard.MostsignificantfromaCarbonperspectiveisthatthebuildingisoneofthePilotProjectsforthenewCarbonZerobuildingstandarddevelopedbytheCanadianGreenBuildingCouncil.Thisrequiresustoconsiderembodied carbon from all construction materials, carbon free operation, renewable energy andoptimizeddesigntominimizeheatingrequirements.

AlltheseprojectsallowOkanaganCollegetheinfrastructureandopportunitiestoshareconstructionbestpracticeswithourstudentsandthecommunitiesweserve.
The College will continue to leverage the technology, passion and creativity inherent in thesebuildingstobeanagentofchangeforthelargercommunity,drawingontheinterestsandexpertiseofstaffandstudentstoadvanceourintentionsregardingsustainabilityandcarbonreduction.
Purchasing/Consumption
OurPayforPrintprogramcontinuestodevelopwiththeadditionoftheFollow‐U‐Printfeature:printjobsaresenttotheprinterbuttheydonotcompleteuntiltheuserphysicallyarrivesatthemachine.Thispreventsthecommonhabitofprintingadocumentandthenleavingituncollectedbecause of distractions. Our individual print and copy reports continue to help staff betterunderstandtheirownprintinghabitsandusagepatterns.
Transportation
2017 saw the development of a partnership planwith the City of Kelowna for a Bike Shareprogramwhichwillberolledoutin2018.
NegotiationsalsostartedwiththeOkanaganCarShareCo‐optoseevehiclesstationedonourKelownaCampus.
Fleet“right‐sizing”:consolidationandanalysisofour fleetallowedus todownsize twoofourservicevanstomorefuelefficientvehicles,andeliminateonefullsizevan.
ContinuedParticipationinthe“RidetoWorkWeek”and“ICBCCommuterChallenge”programsallowustoeducateandengagestaffandstudents.

OurStrategicPlan2016‐2020,whichincludesSustainabilityasoneofourCoreValues,continuestohelpguideourlongtermplanning.

EducationandEngagement
Sustainability continues to be a key element in our orientation processes for new staff andstudents.
PlanstoContinueReducingGreenhouseGasEmissions2018andbeyond
ThedesignofournewHealthSciencesCentreandthepursuitoftheCarbonZerodesignationrequiresustodevelopastrategic“ZeroCarbonTransitionPlan”whichincludesenergyreductionstrategies,financialanalysesofalternatives,anddevelopmentofalongtermheatingplanfreeoffossilfuelcombustion.Thisplanwillmostcertainlyguideusintothefuture.
Using Lean methodology, we are constantly reviewing administration processes in differentdepartmentstoencouragereducing,wherepractical,unnecessarypaper‐basedfilingsystems.
Continued monitoring of our fleet vehicles and usage patterns as well as technologydevelopmentsinvideoconferencingwillhelpusoptimizetravelrelatedemissions.

We continue to retrofit old HVAC systems as opportunity and budget allow. Focus is given to exhaust air heat recovery andconversion to low temp heating systems which allow for an easier transition to heat pump technologies.

The college is on the process of developing a long term master utility plan which will address carbon emissions, utility costs,redundancy and future infrastructure upgrades.

We are working on a Partnership with the local Car Share coop which will eventually increase vehicle utility beyond simplecollege operation.
