Sub: Amendments of National Disaster Management Authority (Group 'A' Posts)Recruitment (Amendment) Rules, 2017 - reg.
The undersigned is directed to say that as per DoPT's O.M. No. AB-14017/61/2008-Estt(RR) dated 13.10.20 15 the proposal for framing/amendment of Recruitment Rules are to beuploaded on the website of National Disaster Management Authority(NDM), for 30 days forinviting comments from the stakeholders.
2. Therefore, the draft Recruitment (Amendment) Rules of Group' A' posts of NationalDisaster Management Authority (NDMA), ew Delhi are uploaded on the NDMA's website forinformation of stakeholders. All stakeholders are requested to go through the draft Recruitment(Amendment) Rules and furnish their comments, if any, to the undersigned within 30 days fromthe date of its uploading in the website. In case, no comments received within the prescribedtime, NDMA will proceed further for taking necessary action for amendment of aforementioneddraft Recruitment Rules.

(E).-In exercise of the powers conferred by section 5 read with section75 of the Disaster Management Act, 2005 (53 of 2005), the Central Governmenthereby makes the following rules further to amend the National DisasterManagement Authority (Group 'A' Posts) Recruitment Rules, 2009, namely:-
(1) These rules may be called the National Disaster Management Authority(Group 'A' Posts) Recruitment (Amendment) Rules, 2021.
(2) They shall come into force on the date of their publication in the OfficialGazette.
2. In the National Disaster Management Authority (Group 'A' Posts) RecruitmentRules, 2009 in the schedule,-
(a) against serial number 1. relating to the post of Advisor (Operations andCommunications), -
(A) in Column (11), -
(i) under the heading "Experience",-(I) under the sub-heading "(a) Essential," for items (i), (ii) & (iii), the
following shall be substituted, namely: -,
" (i) fifteen years of experience in operational plan or policy formulation ordisaster management or conceptualisation, preparation, coordination andmanagement of plans or projects or Senior level management of DefenceForces or Central Police Organisations or Police or Telecommunications;and
(ii) knowledge of latest trends and developments in next generationnetworks or information security or data based management control." ;

under the sub-heading " (b) Desirable:" in "Note 1", for the words "notexceed five years" the words, " be initially for five years which shall beextendable upto seven years on basis of performance" shall be substituted;
(B.) in column (12), in "Note 1" after the words "Selection Committeeconsisting:", for serial numbers 1,2 and 3, the following shall be substituted, namely;-
"1. Vice Chairperson! Member Secretary,
National Disaster Management Authority
Chairman;
2. Director General, National Disaster ResponseForce
Member;
3. Additional Secretary, MHA(to be nominated by Home Secretary)
Member.";
(b) against serial numbers 2,3,4 and 5 relating to the posts of Joint Advisor(Rehabilitation and Recovery), Joint Advisor (Capacity Building and Training), JointAdvisor (Operations Centre) and Joint Advisor (Communications and InformationTechnology) in column (11) in "Note 1" for the words "Not exceed five years", thewords, "be initially for five years which shall be extendable upto seven years on basis ofperformance" shall respectively be substituted.

amend the National Disaster Management Authority (Financial Advisor) Recruitment Rules, 2008, namely:—
1. (1) These rules may be called the National Disaster Management Authority (Financial Advisor)
Recruitment (Amendment) Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the National Disaster Management Authority (Financial Advisor) Recruitment Rules, 2008,—
(i) for rule 2, the following rule shall be substituted, namely:—
“2. Number of post, its classification and level in the pay matrix.—The number of the said post,
its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the
Schedule annexed to these rules.”;
(ii) for rule 3, the following rule shall be substituted, namely:—
“3. Method of recruitment, age limit and qualifications, etc.—The method of recruitment, age
limit, qualification and other matters relating to the said post shall be as specified in columns (5) to (13) of the
Schedule aforesaid.”;
(iii) for the Schedule, the following Schedule shall be substituted, namely:—

accounting matters in a Government department.
Note 1 : Period of deputation including period
of deputation in another ex-cadre post held
immediately preceding this appointment in the
same or some other organisation or department
of the Central Government shall ordinarily not
exceed three years.
Note 2 : The maximum age limit for
appointment by deputation shall be not
exceeding 56 years as on the closing date of the
receipt of applications.

New Delhi, the 4th December, 2017
G.S.R. 1477(E).—In exercise of the powers conferred by section 5 read with section 75 of the
Disaster Management Act, 2005 (53 of 2005), the Central Government hereby makes the following rules to
amend the National Disaster Management Authority (Group ‘A’ Posts) Recruitment Rules, 2009, namely:—
1. (1) These rules may be called the National Disaster Management Authority (Group ‘A’ Posts)
Recruitment (Amendment) Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the National Disaster Management Authority (Group ‘A’ Posts) Recruitment Rules, 2009,—
(i) for rule 2, the following rule shall be substituted, namely:—
“2. Number of posts, classification and level in pay matrix.—The number of posts, their
classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the
Schedule annexed to these rules.”;
(ii) for rule 3, the following rule shall be substituted, namely:—

Deputation(including short-term contract and
deputation on absorption basis):
From amongst the officers of the Central
Government or State Governments or Union
Territories or Unversities or Public Sector
Undertaking or Recognised Academic or Research
or Training Institution, and Semi-Government or
Statutory or Autonomous or Local Bodies:
(a) (i) holding analogous post on the regular basis
in the parent cadre or department;
or
(ii) with five year’s service in the grade rendered
after appointment thereto on regular basis in the
post in the level 9 in the pay matrix or equivalent
in the present cadre or department;
and
(b) possessing educational qualifications and
experience prescribed under column(8):
Note 1: Period of deputation including period of
deputation in another ex-cadre post held
immediately preceding this appointment in the
same or some other organisation or department of
the Central Government shall not exceed five
years.
Note 2: The vacancies caused on account of the
incumbents being away on deputation (including
short-term contract) or on long illness or on study
leave or due to any reasons for a duration of one
year or more may be filled on deputation basis
from the officers of the Central Government.
Note 3: The maximum age limit for appointment
by deputation (including short-term contract and
deputation on absorption basis) shall not exceed
fifty-six years of age on the closing date for the
receipt of applications.

recommendation of the Selection Committee

Coordination), National Disaster
Management Authority —Member
Note 2: The composition of the Committee (for
confirmation of direct recruits) shall be same as
above.
Note 3 : The Selection Committee shall make
their recommendations on the basis of personal
interviews with the candidates, giving
appropriate weightage, as may be determined by
the Committee, to the educational qualifications,
experience and Computer Knowledge of the
candidate, their service record(wherever
applicable) as well as their performance in the
interview.
Note 4 : Where the number of applications
received is large, the Selection committee
reserves the right to shortlist the candidate to be
called for interview, based on the criteria to be
decided by the Committee.
Note 5 : The recommendations made by the
Committees specified in this column shall be put
up to the competent authority for approval.
