Curriculum licence Prep – Year 12 General Requirements The information provided here is a guide only. A formal contractual agreement between the Department of Education (DoE) and the Program Provider (offshore school) outlines the actual terms and conditions for a non-exclusive, non-transferable licence to use DoE materials solely for delivering the Queensland/Australian curriculum at the offshore school.

The following is a summary of the requirements:

• Contract term is generally for two years. An extension period may be offered• Agreement is bound by the jurisdiction of the courts of Queensland only• Program delivery location is subject to an approval through a site visit• The agreement will be subject to the Program Provider providing evidence of appropriate licences and permits to operate

in their local jurisdiction• The agreement is also subject to due diligence enquiries, these enquiries will address the following areas:

- Finance - Reputation - Legal - Capacity to deliver

• School reviews will be conducted by DoE• Recruitment services – the Department may assist in recruitment services and orientation program

Why license the Queensland/Australian P–12 curriculum?The licence to implement Queensland/Australian P–12 syllabuses including access to the following material:

• K–12 policies and resources• Queensland Kindergarten Guidelines• P–10 curriculum and assessment resources• Queensland Year 11 and 12 syllabuses and supporting resources• Queensland Curriculum and Assessment Authority (QCAA) newsletter publications• QCAA forms and any material created, written or otherwise brought into existence by or on behalf of QCAA.• State and national testing instruments may be available (additional cost)• School reviews carried out by experienced DoE reviewers• Curriculum based Professional Development• Access to quality tools, for example in assisting students to create career goals and plans –including a Senior Education

and Training Plan template• Use of Department brand (with terms and conditions for approval)

The Australian/Queensland curriculum licensed school will be responsible for:• Ownership/management rights over the school• Student assessments• Curriculum delivery (teaching and learning). Best practice indicates that the Queensland curriculum licence is based

upon student focused learning through a contextualised continuous assessment model. It should be used in conjunction with a range of culturally appropriate resources and pedagogy sourced by the school

• Recruitment of teaching staff - the school maintains flexibility with teaching qualification requirements to suit the local context

Schools licensing the Queensland curriculum receive:

Syllabuses

Schools receive authorised access to KLA core curriculum for the year levels they have licensed.

Essential Learnings and Standards

Schools receive a licence to use the Essential Learnings and Standards (ELS). ELS are at the core of the curriculum and provide direction to teachers on what should be taught and learnt in schools. They are part of the curriculum that is common across all schools, in all of the key learning areas, at four key stages of education (end of Years 3, 5, 7 and 9).

Regular updates

Schools receive subscriptions to QCAA news for schools — electronic newsletters providing subscribers with regular curriculum updates.

Queensland Recognised SchoolsDEi facilitates applications to become recognised offshore Queensland schools (“Recognised Schools”). Becoming a Recognised School allows for eligible Year 12 students to receive the Queensland Certificate of Education (QCE) and a Senior Statement from QCAA. The QCE is Queensland’s senior school qualification, which is awarded to eligible students by QCAA at the end of Year 12. The QCE recognises broad learning options and offers flexibility in what, where and when learning occurs.

BenefitsQueensland’s Recognised Schools not only deliver a quality curriculum package, but provide support to deliver Queensland’s curriculum thereby ensuring the best possible outcomes for all students.

Moderation of senior subject/student work is undertaken to ensure equivalence of student standards with Queensland standards.

School reviews are carried out by experienced DoE reviewers who will recommend targets to support and enhance student learning outcomes.

As a Recognised School, all eligible students completing Year 12 in their home country receive a Senior Education Profile, the QCE and a Senior Statement issued by QCAA.

Application requirementsIn order to apply to enter into a licensing agreement, applicants are required to:

• Meet and maintain established quality benchmarks including holding accreditation or registration as required under the regulation of the local authority or jurisdiction

• Satisfy the due diligence requirements of DoE
