I am going to understandably startthis week’s column off not by talkingabout last weekend’s big sporting event,but rather the grand opening of theSpinz location here Friday. I was luckyenough to help our MWR team cut theinaugural ribbon at the new eatery,which offers a little taste of home withoptions like Starbucks coffee and gour-met burgers. The location here on Sup-port Site is the first OCONUS Spinz toopen, and hopefully will turn out to be the best worldwide. Therewas a huge turnout and a lot of great feedback from the crowd thisweekend. Please keep that coming and remember, the money ourlocal MWR team makes from things like this goes directly to recre-ational programs and projects that serve you and our NSA Naplescommunity as a whole.

I also want to take a minute to talk about some great work beingdone out in the local community by our personnel. Community rela-tions in the local economy and team building projects with our Ital-ian military counterparts, though not always very visible, are greatways that we strengthen the bonds of partnership with our host na-tion. This past weekend a delegation of Sailors attended Catholicmass at a local parish near Capodichino. Although not all the at-tending Sailors were Catholic, they got to share a very meaningfulcultural experience with members of the local Italian community.We also conducted a community relations project yesterday involv-ing the Naples area Boy Scouts, U.S. Sailors from numerous com-mands in the area, and Italian Air Force personnel. Participantscollected, wrapped, and delivered gifts to children at the Santobonochildren’s hospital in Naples. I can’t begin to explain the tremen-dous importance of service projects like this. Thank you to all in-volved for representing our base, our Navy, and our country so well.

I’d finally like to mention safety once again this holiday season. Bynow, everyone should have their leave requests in, their anti-terror-ism and safe traveler plans completed, and hopefully transportationmapped out for any trips they are taking. Whether you’re travellingor staying in the area, please remember to have a plan, don’t drinkand drive, and make sure you’re taking precautions to safeguardyour homes from fire and/or intrusion. Visitors to Pay to Visit Pantheon;Fee to Help Safeguard FamousMonumentVisitors will soon begin paying twoeuros to visit the Pantheon. One ofcentral Rome’s most spectacular monuments, the Pantheon was builtmore than 2,000 years ago under theorders of Emperor Hadrian. Visitorswill start paying the entry fee on May 2, according to an accord signedMonday by the culture ministry andthe Vicariate of Rome. More thanseven million people visit the monu-ment each year and the entry fee willbe used to better valorize and safe-guard it. Entry fee will be only forthose attending religious services inthis ancient temple, which is now achurch. One of the building’s most in-triguing features is the oculus, a 30-foot opening built into the domewhich illuminates the entrance with abeam of natural light. The buildingcontains the tombs of VittorioEmanuele II, the first king of unitedItaly and his successor, Umberto I. Italso contains the tomb of Renaissanceartist Raphael.

Extreme Weather Torments ItalyRain, snow and extreme cold weatherwas continuing to cause disruptionacross Italy, especially in the north.The northeastern region of Liguria,Tuscany and Emilia Romagna wereon red alert for the bad weather.About 1,000 people in the province ofReggio Emilia were evacuated afterthe River Enza burst its banks andflood waters invaded residential andindustrial areas. Several roads wereclosed on Tuesday and although theItalian rail network company resumed rail services, authorities advised travelers to stay updated as the situation was constantlychanging. In Bologna, strong windscaused damage to some buildings andseveral trees fell on roads. The windwas also very strong in Le Marche region, reaching 100 kilometers perhour. In the southern regions connections to the island were dis-rupted as well as by strong winds andseas, including between the ports of

Naples, Pozzuoli and Sorrento, Ischia,Procida and Capri, and some of theconnections around Sicily.

Christmas Must See: The ArtisticLights of SalernoThe Luminarie of Salerno or ArtisticLights started 12 years ago and now isa must for the Christmas period formany families from Italy and othercountries to visit Salerno. The city or-ganizes its unique event with lightshows and installations along thestreets and public squares, creating amagical atmosphere and attractingthousands of visitors. Last year, therewere more than two million tourists inthe city who visited the event from No-vember through January. This year thelights started on November 11 and theywill stay on through January 21, 2018.The light installations are turned oneach evening at sunset and stay on lateinto the night. The Villa Comunalepublic garden hosts the “Il Giardino In-cantato” which is populated by brightanimals that seem to come to life; it isopen daily until midnight, and 1 a.m.on holidays and Sundays. There is aChristmas market that runs until Jan-uary 8 and funny penguins are dis-played on the waterfront the city. Thisyear the theme of the light is a marinemythological environment, with lightartworks shaped like dolphins, sirens,tritons, forests and animals, aquaticplants and blue lights that are at thetop to simulate the color and the wavesof blue seas.

Italian Researchers DevelopRobot Wheelchair On Tuesday, a robot wheelchair waspresented in Rome that will make iteasier for disabled people to movearound in an upright position. Theprototype was developed by Volterramotorial rehabilitation center of Ital-ian workplace accidents insuranceagency INAIL and Pisa’s Scuola Su-periore Sant’Anna. The wheelchair iscalled RISE (Robotic Innovation forStanding and Enabling), and it is amodel of social bio-robotics applied topeople who have suffered a seriousaccident. The system moves like a ve-hicle operated by remote control andcan change form like a ‘transformer.’It should be for sale late in 2018.

HISTORY: THE GREAT WHITE FLEETFrom Naval History and Heritage Command

On the warm, cloudy morning of December16, 1907, President Theodore Roosevelt stoodon the weather-deck of the presidential yachtMayflower, anchored in the waters off Ham-pton Roads, while throngs of onlookers on shore, watched

as 16 battleships of the U.S. Atlantic Fleet, allpainted white, save for gilded bows, steamed ina long majestic column out of Hampton Roadsto the open sea, flanked by their attending au-xiliary ships.The four squadrons of

warships, later nickna-med the “Great WhiteFleet,” were manned by14,000 Sailors and Mari-nes under the commandof Rear Adm. Robley “Fi-ghting Bob” Evans.All were embarking

upon a naval deploymentthe scale of which hadnever been attempted byany nation before – thefirst ‘round-the-worldcruise by a fleet of steam-powered, steel battle-ships. The 43,000 mile,14-month circumnaviga-tion would include 20 portcalls on six continents; itis widely considered oneof the greatest peacetimeachievements of the U.S.Navy.The idea of sending the new battle fleet

around the world was the brainchild of theenergetic president, a former colonel of theRough Riders and one-time assistant secretaryof the Navy. Roosevelt felt that only through a strong

Navy could a nation project its power and pre-stige abroad.In 1898, at the end of the Spanish-American

War, the United States was thrust into themainstream of international affairs and gainedstatus as a world power, acquiring as posses-sions the Philippines and Guam in the Pacific,then Puerto Rico in the Caribbean. In 1904, the United States also established a

naval base at Guantanamo Bay, Cuba, to en-sure the safety of the Panama Canal, whichwas still under construction.Roosevelt stressed the upgrading and expan-

sion of the U.S. fleet to protect American inte-rests abroad.From 1904 to 1907, American shipyards tur-

ned out 11 new battleships to give the Navy

awesome battle capabilities. This was timely,for, in 1906, hostilities with Japan seemed pos-sible; the Japanese navy dominated the Pacificand posed a potential threat to the Philippines.America’s problems with Japan arose shortly

after Roosevelt mediated the Treaty of Por-tsmouth in 1906, ending the Russo-JapaneseWar. In that conflict the Russian fleet had beenannihilated by the Japanese. But despite theirtriumphs over the Russians on the high seas,the Japanese failed to get all they felt they de-served at the peace table and blamed Roosevelt

for it.

Roosevelt didn’t want abreak with Japan, asthe United States wasill-prepared for war.Most of our battle fleetwas concentrated in theAtlantic, and there wereonly a handful of armo-red cruisers on duty inthe Pacific. In the eventof war with Japan, thissmall contingent thatmade up the AsiaticBattle Fleet would haveto abandon the Philippi-nes for West Coast portsuntil the United Stateshad strength enough togo on the offensive.Thus, to impress upon

Japan that the U.S.Navy could shift from

the Atlantic to the Pacific, Roosevelt orderedthe Great White Fleet to sail around the world.The president also wanted to find out what

condition the fleet would be in after such atransit. As he stated before the fleet’s depar-ture, “I want all failures, blunders and shortco-mings to be made apparent in time of peaceand not in time of war.”But, more importantly, Roosevelt felt that a

successful cruise of this magnitude would pro-vide the American people with an example ofU.S. naval preparedness, strength and range.Such an impression, he hoped, would help himget the desired appropriation from Congressfor four more battleships.The cruise of the Great White Fleet had

many substantial results both diplomaticallyfor the nation and technically for the Navy.On the diplomatic side, the cruise satisfiedour country’s desire to be recognized as aworld power. It was aptly proven that theUnited States was capable of projecting itsinfluence anywhere in the world on a hereto-fore unprecedented scale.

Faubladier, head of the Military Partner-ship Branch (MPB) at Allied Joint ForceCommand Naples, chaired a meeting be-tween a delegation from JFC Naples andstaff from the Armed Forcesof the Former Yugoslav Re-public of Macedonia at itsMinistry of Defence, Decem-ber 5, 2017.The meeting was in the

framework of an annual mili-tary cooperation Expert StaffMeeting (ESM). It aimed toenhance NATO’s understand-ing of the host nation’s militaryinterests and partnership goals,while showcasing the various part-nership opportunities available. Discussions included a review of the co-

operation program between the FormerYugoslav Republic of Macedonia andNATO in 2017, the Armed Forces’ topicsof interest, JFC Naples MPB’s role in fa-cilitating this partnership and a presen-tation on worthwhile cooperationprogram activities and exercises avail-able to the Former Yugoslav Republic of

Macedonia in 2018 and 2019. Faubladier stressed that “face-to-face”

meetings remain vital in maintaining theexcellent relationship already cementedbetween NATO and the Former YugoslavRepublic of Macedonia, particularly high-lighting their willingness to host the Re-gional Exercise program in 2019.Faubladier also stated that the Mobile

At a Special Court-Martial in Naples, Italy, Navy Seaman Christian M. Holmespled guilty pursuant to a pretrial agreement to two specifications of violation of alawful orders for possessing drug paraphernalia and using a device designed todefeat the Navy's drug testing program, wrongful use of a controlled substance,two specifications of wrongful introduction of a controlled substance onto a military installation, and larceny. On October 2, 2017 the military judge sen-tenced Holmes to be discharged with a Bad Conduct Discharge, reduction in rank to paygrade E-1, and confinement for 10 months. Pursuant to the pretrialagreement, confinement greater than 180 days is to be suspended. The suspended punishment may be served if the service member violates theterms of the pretrial agreement.

“With consistent feedback from auditors, wecan focus on improving the processes of ourday-to-day work,” the comptroller said. “An-nual audits also ensure visibility over thequantity and quality of the equipment andsupplies our troops use.”The DoD Office of the Inspector General

hired independent public accounting firms toconduct audits of individual components – theArmy, Navy, Air Force, agencies, activities andmore – as well as a departmentwide consoli-dated audit to summarize all results and con-clusions. “Beginning in 2018, our audits will occur an-

nually, with reports issued November 15,”Norquist said.

Looming ShutdownNorquist also addressed the looming govern-

ment shutdown. Military personnel will con-tinue to report for duty to ensure the safety ofthe United States and its citizens, he said. Mil-itary and civilian personnel conducting opera-tions around the world will also report, headded. “Any time we get close to the end of a CR, we

automatically go through and update our con-tingency plans,” Norquist said. “And so we’vehad to do that several times this year.”If a shutdown occurs, military personnel will

report to work as normal, but the departmentcannot pay them until the shutdown ends.Civilian employees – and the department hasroughly 700,000 – will be notified before theshutdown what to do. Employees performingan excepted activity – such as law enforcement– will report to work, he said.

“I cannot emphasize too much how destructivea shutdown is,” Norquist said. “We’ve talkedbefore about the importance of maintenance onweapons systems and others, but if it’s not anexcepted activity, there’ll be work stoppage onmany of those maintenance functions.”Congress is considering passing a two-week

extension of the continuing resolution, whichwould give the legislators until December 22 topass a budget. The Defense Department hasoperated under a continuing resolution for1,081 days over the past nine years, Whitenoted.

Continuing Resolutions Affect Readiness“And so we are optimistic that the Congress

will pass a robust and predictable, fully funded[fiscal year 2018] budget,” she said. “Nothinghas had a greater impact on combat readinessthan CRs … and at a time where securitythreats are high, we really do need the pre-dictability in the budget – certainty that wedon’t have with CRs.”Continuing resolutions are supposed to be

short-term bridges for financing. A long-termCR is disruptive, Norquist said. “Every time …you add to it, it creates more challenges,” headded. One problem with a CR is there can be no

new starts, the comptroller told reporters. “Inthe administration’s budget, we requested ad-ditional money for munitions, and so we wouldlike to increase the production of some of thosemunitions,” he said. “What the CR says is, ‘Stop, wait, don’t award

that contract yet,’ which delays when youbegin to increase the quantity and the produc-tion,” he explained, adding that none of thiscan be fixed until there is a proper budget.

Navy Launches New Branding CampaignFrom Navy Recruiting Command Public Affairs

During the 2017 Army-Navy football game,which was held December 8, at Lincoln Fi-nancial Field in Philadelphia, Pennsylva-nia, the U.S. Navy launched a new,branding campaign aimed at attracting anew generation of recruits, along with itsnew tagline, “Forged by the Sea.”“Sea to Stars,” the first TV commercial fea-

turing the new tagline and branding, airedon CBS during the second quarter of theArmy-Navy game, as well as on the videoscreens in the stadium. A second commer-cial, “Game,” also aired in-stadium. Thenew commercials can be viewed on theNavy Live blog at http://www.navy.mil/forged. There was also a wide range of inno-vative social media initiatives before, dur-ing and after the game, including fiveaugmented reality filters on the Navy Re-cruiting Command’s Facebook platform thatallowed fans to creatively celebrate theNavy, the game and the new tagline. Facebook Live was used to create an

Army-Navy game day show that providedan exclusive second-screen experience forfans watching the game at home. Called“Sea It Live,” the show was hosted by twoactive duty Naval Academy Alumni, andfeatured 10-15 segments throughout theday of the game. In between segments, theFacebook page was populated with uniquecontent that highlighted Sailors and theirunique stories.Garvin said the game-day launch repre-

sented only the first wave of an integratedmarketing campaign that will include asteady level of advertising on digital and so-cial media platforms during the winter, be-fore a full rollout in March. Additionalmarketing elements will debut throughoutthe year.“The Navy is now recruiting young men

that hold their green color during thewinter months have had special sig-nificance in several countries. Themodern Christmas tree came from Ger-man tradition. Christian householdsoften brought trees inside to deco-rate. Many believe that the first in-

stance of a litChristmastree cameabout whenProtestantminister Mar-tin Luthersaw stars shin-ing through anevergreen andtried to recreatethe scene for hisfamily usinglighted candles.America adoptedthis custom muchlater, originally

denying their use because they were seenas pagan symbols. As a matter of fact, in1659 a law was enacted outlawing the cel-ebration of Christmas as anything otherthan a religious observance.Still, the tree won out, and by the turn of

the 20th century Christmas decorationswere being imported from Germany, andtrees graced the homes of many American

families. The tradition was accepted soquickly that by the 1940’s Christmastrees were springing up in town

squares across the nation. The mostfamous of these trees may be the Rock-

efeller Center Christmas Tree in NewYork City.

The Rockefeller Center tree wasfirst placed in 1931. It was un-decorated and placed by construc-

tion workersworking at the

site. Two yearsafter that thetree waserected andlit with elec-tric lights.Now theRockefeller

tree boasts an as-tounding 25,000Christmas lights.Christmas trees
