Well we are about to close out another year with our October/November 2019 edition of Topside Talk.

As many of you may already know, we lost an important member to our NOPS family, Charley Heintz, in September. He contributed many hours to NOPS holding offices of Commander and Treasurer, and everything in between. He was instrumental in our Public Boating program. He leaves big shoes to fill, so please join in me in sending condolences to the Heintz family.

An ABC class was held at Munholland Methodist Church, from 16 September to 7 October. Mike Turner just tested the class and all students passed with 96s.

Recertification training for instructors was held on 17 August, but pictures weren't available before, Chester Cooke, Charles Chapman, Charles Heintz, Joseph Ciolino, William Turner, Don Ellis, Gregory Mulvany, Elizabeth Mulvany, Gregory Deis, Nolan Haro participated with Chester Cooke instructing.

Piloting course started on Monday, 7 October at the NOPS trailer. There are 5 students, Greg Deis is the instructor.

On 12 Oct 2019, Susan Monroe trained NOPS members in CPR and First Aid. Congratulations to Greg Deis, Greg Mulvany, Liz Ann Mulvany, Charles Chapman and Chester Cooke.

Information from the D/15 Fall Conference Educational Department ReportNew labels are coming for PFD's. In 2014 the

Coast Guard removed the Type I, II, III, IV, and V label standards. There have been interim labels using terms such as floatation aid and descriptions of the specific intended use such as water ski, PWc. etc. The new labels will indicate buoyancy in newtons. Those large numbers like 50, 70, 100, 150, etc. are indicating the buoyancy in newtons. You can convert to pounds of buoyancy by using the conversion factor of .225. A Floatation Aid rated 50 would have about 11.25 pounds of buoyancy while a life jacket rated 150 would have about 33.75 pounds. ICONs will indicate ability to turn wearer face up, intended, use, and many other features.

It is important to understand that once the new labeled PFD's are available locally, your old ones are still OK as long as they meet the criteria of serviceable. For the most part that means the straps and snaps are not torn or broken and the U.S. Coast Guard approval number is legible.

Boat School Set for Pensacola in March 2020. A Boat Operator Certification Boat School is being planned for the Mid South region March 26-29, 2020. The Mid South region takes in districts 15, 17 and 21. The school is intended to qualify members for the on-the-water portion of any of the four levels of BOC; Inland NaVigator, Coastal Navigator, Advanced Coastal Navigator and Offshore Navigator. The school is also intended to qualify certifiers at any of those levels. Certifiers are the instructors who can sign off as to the on-the-water skill for an individual BOC candidate at a particular level. PIC Bob Burton, SN-CN is the program manager for the school. [email protected] Registration is expected to start 15 October.

Senior Navigator (SN) is the highest grade attainable within our organization. It involves completing all the advanced grade courses of Seamanship, Piloting (now Marine Navigation) Advanced Piloting (now Advanced Marine Navigation), Junior Navigation (now Offshore Navigation) and Navigation (now Celestial Navigation) plus six elective courses. At one time members had to complete all elective courses and itwas known asa full certificate, but as the number of courses increased beyond six the requirement stayed at six. Obtaining this level earns one the Certificate of Educational Achievement. It demonstrates a rare degree of drive and commitment as only 38 members out of District 15's 433 members have reached this milestone. (The newest Senior Navigator in D/15 is Michael R. Barger of Lake Pontchartrain Sail and Power Squadron, and he did it as self-study!)

Chapman Award for Excellence in Teaching. Each year our national organization selects 3 outstanding instructors from districts all around the country for the Chapman Award. Each squadron is allowed to nominate one certified instructor to the DEO who will judge all nominees and forward to national. The district nominee receives a certificate recognizing him or her for Excellence in Teaching. The 2019 District 15 nominee for the Chapman Award for Excellence in Teaching is Lt Ernie L Martin, S of Fort Walton Sail and Power Squadron. Ernie has, over the years, taught the ABC course to more than 1600 high school students.

Boat Handling 2019, the long awaited replacement for the Seamanship course is coming soon. We saw the Beta version a year ago and now the final version is about ready for release. It will be available as 6 stand-alone seminars or as a complete course. Also available and ready now for download is a new Boat Handling On-the-Water teaching guide that you can download at https://www.usps.org/images/eddept/boc files/Boat Handling OTW Guide.pdf. You do not have to be a BOC certifier to teach the on-the-water teaching guide materials.

Administrative ReportDistrict Membership in August 2018 was at 463

total members and a year later August 2019 the total membership was at 420. That is a 10 percent loss of members overall in the district. Reviewing each squadrons membership show that every squadron is about the same for membership lost, though Fort Walton and New Orleans had a little higher percentage than the others. DB2000 as of 15 September 2019 had District 15 at 432 members.

Pensacola Sail and Power Squadron has seen a slight increase in membership, probably related to their training program which not only involves advance and elective courses, but also on the water programs. The on the water programs seem to appeal to new members.

The USPS Membership Report ending August 2019 shows that as a national organization, we continue to lose members with a membership of 23,202 a loss of 1,664 members over the year. Not good!

Flotsam and JetsamBeach Sweep - We had a heavy

rainstorm about an hour before the beach Sweep at 9:00 am. It cleared up afterward. We were surprised at the

high-water level, at the cleanup site. Two of our participants, Andrew and Ken, solved this problem by wading into the water to get debris. We

collected over 100 lbs. of trash. Thanks to Greg and Elizabeth Mulvany, Greg Dies, Pete Lang, Andrew Granken, Ken Raynod and Lila and Ern Beyer for their participation. We finished the sweep just before another rain storm hit.

September Meeting - Cdr Mike Turner presented a plaque to a representative from PT305 and Higgins Shipyard for cooperation with NOPS, for the training of 15,000 men in Navigation and Seamanship skills at the start of WW II.

Also during the meeting, a new member, Andrew Granken, was sworn into NOPS. Andrew was a member of Ontario Canada Squadron.

In mid-October, New Orleans Power Squadron assisted in accommodations for the sunfish sailboats to participate in the Pink Ribbon Regatta, that was hosted by New Orleans Yacht Club.

Protecting Yourself From Fraudulent Emails-Gift Card Scammers recently used a squadron website to steal money from members. The scammer pulled the commander’s email address off the squadron’s website and spoofed the commander’s email address then asked for gift card money from eBay to pay for community projects. The email was sent to other emails available on the websiite, the scammer said the commander was out of town to deter confirmation by the recipient. A recommendation: Never send gift card money to an email address without first verifying by phone that the request is legitimate. Please be vigilant. Email: Mary Catherine Berube [email protected]

To all who have made the D/15 Christmas in Destin weekend and to those who might be thinking of attending, here is some preliminary information on the weekend.

The date is the 6, 7 & 8 of December in Destin at Sundestin resort. The usual routine is two nights and three days at the resort, a gathering with light snacks and adult beverage on Friday night, shopping on Saturday (optional). Breakfast on Saturday, a meal on Saturday night at a restaurant and Sunday morning is up in the air presently. The price is yet to be set but Jim Murphy says it should be very close to last years price.

As soon as I have a complete package, I will provide it to Cheryl for Topside.

P/C Charley Heintz passed away suddenly on Sunday, September 22. His world was his grandchildren and great-grandchildren as anyone could tell by all of his photos and talks about them. His most cherished title was Gramps.

Charley, a retired police officer, loved to spend time with his family whether it was traveling to see his beloved Cubs play; eating at local restaurants for birthdays, anniversaries, holidays, or just because it was Friday; fishing and boat riding.

He was a lifelong active member of the New Orleans Power Squadron, currently serving as treasurer, but also as secretary, admin, exec and commander during his tenure.

A memorial service celebrating Charley’s life was held in early October at Mel Ott Park Recreation Center, where for many years, he taught the USPS Boating Course on a Saturday every June. At Charley's request, no flowers; please consider

donating to your favorite charity or non-profit organization in his name.

As his family expressed it: Until we meet again, “See you later, Alligator; after while, Crocodile; not too soon, you old Baboon!”
