He opposed the move of the present government in allowing 100% FDI, PPP and the ongoing privatization of Indian Railways. He also mentioned about AIRF’s demand for payment of arrears of bonus for the year 2014- 15 consequent upon amendment of the Payment of Bonus Act enhancing the calculation ceiling limit from Rs.3500/- to Rs.7000/- and exclusion of Railwaymen from the purview of National Pension Scheme. He further appealed the cadre to be cautious and beware of false propaganda made by electronic, print and social media. He described his visit of all divisions a motivational one and expected that further propaganda will be carried out by Divisional & Branch leadership upto grass-root level and to explain each and every railwaymen about the huge losses if the recommendations of the 7th CPC is implemented without any improvement. H. S. Pal and Com. Dinesh Panchal addressed the meeting held in Board Room of DRM Office, Ahmedabad on 24.05.2016 afternoon. The meeting held in Jagdish Ajmera Sabhagruh on 30th May, 2016 afternoon was addressed by Com. Bhosale and Com. Prashant Kanade. Headquarter office Bearers, all divisional office Bearers and WREU activists from Mumbai division, PL&MX Workshops, Printing Press, EMU-POH, GLO-CCG and Accounts Branch also participated in the meeting. Divisional leadership assured him of carrying the baton ahead towards achieving our goal and will ensure large-scale participation while serving strike notice to General Manager, Western Railway, on 9th June 2016. Divisional leadership also assured to make all out efforts for successful conduct of the proposed strike.

He requested to participate in the meeting at GM’s lawn at Churchgate on 9th June 2016 during lunch hour with publicity materials, Banners and Red flags in large numbers.

AGM OF BRCP - I & II BRANCHES Annual Convention of WREU BRCP Branch

Nos. I & II was jointly held at BRCP on 30th April 2016, which was inaugurated by Com. J. R. Bhosale in presence of S/Shri Sarkar, Sr.DMO/BRCP, Santosh Pawar, DS/WREU & other Divisional Office Bearers. More than 200 WREU activists participated in the Convention. Prior to start of the proceedings, the participants paid tribute to Late Comrade Umraomal Purohit and other stalwarts and comrades who are no more with us.

Com. J. R. Bhosale in his address mentioned about the 7th CPC report and the latest developments. He exhorted the participants that we should be ready for direct action if our demands are not accepted. Com. Santosh Pawar while addressing mentioned about the challenges before the Union and the action taken by WREU/BRC for solving those issues particularly local issues. Com. H. P. Pandya, Divisional Treasurer & CBS/BRCP, who was retiring from Railway service on 30.04.2016 on superannuation, was honoured. Comrades of BRCP Branches under the leadership of Com. Ravikant, Mehul Rao, Bittu Sharma and other made the whole function a grand success. Com. Jayanti Kala, Chairman, BRCP Branch No.1 anchored the programme.

WOMEN’S WING OF WREU BRCA meeting of activists of Women’s Wing was

held in PREM office/WREU/PRTN on 23.05.2016 under the leadership of Com. Sadhna Trivedi,

Divisional Chairman and Com Santosh Pawar, Divisional Secretary/WREU, in order to strengthen Women’s Wing of BRC Division and improve its functioning. More than 70 women activists attended the meeting. Smt. Daxa Rathod, OS/Comm, Smt.Kunda Bodke, Smt Haresha Patel OS/Elect and Smt Jyoti Dave, DEE/FW under CMS were unanimously elected as Chair Person, Advisor, Convener & Co-ordinator respectively of WREU Women’s Wing of BRC Division. Smt. Sadhna Trivedi and Com Santosh Pawar congratulated the elected body and appealed them to work hard for strengthening Women’s Wing and overall improvement in working condition of women employees in Division. The meeting concluded with chanting slogans- NARI SHAKTI ZINDABAD - WREU ZINDABAD - AIRF ZINDABAD.

INAUGURATION OF COM. UMRAOMAL PUROHIT RESEARCH CENTRE

In memory of Late Com. Umraomal Purohit, AIRF has established a Research Centre in his name in AIRF Office Complex at New Delhi, to give his ideology a real shape. Hon’ble Minister of Railways, Shri Suresh Prabhakar Prabhu inaugurated the Research Centre on 10.05.2016 in presence of distinguished guests and AIRF office bearers. The family members of Late Com. Umraomal Purohit, Com. R.C. Sharma, President/WREU & AGS/AIRF, Com. J. R. Bhosale, General Secretary/WREU & Treasurer/AIRF and other office bearers of WREU were present in the inaugural function. Late Com. Umraomal Purohit was a strong supporter of new inventions and mutual transformation of all kind of information among the workers. In this Research Centre, working class of this country as also of the entire labour movement in world shall be able to acquire knowledge, which will be available digitally also.

All Board’s members and President, General Secretary of NFIR, FROA, IRPOF, and AIRPFA were present.

MAY DAY CELEBRATIONSWREU (E&M) Branch-DHD organized a

meeting in the premises of Electric Maintenance office at Dahod on the occasion of International Labor Day, which was attended by more than 150 WREU comrades. The gathering was addressed by Com. (Mrs.) Perin Sophia Harsh and Com. I. J. Ramwani. Com. R. K. Das, Nayeem Ahmed,

Sunil Harsh made efforts for successful conduct of the meeting. MAN-TO-MAN CONTACT & OPEN MEETING

WREU comrades of Delvada Branch under the leadership of Com. V. K. Sharma, N. L. Sonpal, K. T. Vanvi & others, organized Man-to-man contact on 11.04.2016 and collected grievances from Engineering, Traffic & Signal staff working in field. An open meeting was held thereafter and Com. V. K. Sharma addressed the gathering and informed about the latest position of the 7th CPC.

ONE DAY T.U.E.P. AT TALALAWREU Delvada Branch organized one day

Trade Union Education Class at Talala Junction on 11.04.2016, which was attended by 25 participants. Educators - Com. V. K. Sharma and Com. N. L. Sonpal dwelt on - History of WREU/AIRF; free, independent and democratic trade union movement; Why to join WREU, etc. Necessary arrangement for successful conduct of the Class was made by comrades of DVA Branch. INAUGURATION OF WATER HUT AT UJJAIN

WREU Ujjain Branch under the leadership of Com. S. S. Sharma, Mohd. Afzal, Ravindra Upadhyay and other office bearers installed a Water Hut at Ujjain Railway Station premises for catering potable water for lakhs of devotees visiting Ujjain on the auspicious occasion of ‘Simhust Kumbh Mela’. Com. J.R. Bhosale inaugurated the Water Hut on 5th May 2016 in presence of Com. S.B. Shrivastav, Divisional Secretary and other office bearers. In his inaugural address, he highly appreciated the team of WREU Ujjain for this noble activity and announced a cash reward of Rs.15,000/- to WREU Ujjain Branch on behalf of Maniben Kara Foundation.

Hall. In his inaugural speech, he strongly criticized the move of Government to privatize Indian railway by promoting 100% FDI, PPP and more and more contracterisation. He further stated that the organized labours are protesting against this and to save the railway industry from privatization. Com. Mukesh Mathur, General Secretary/NWREU demanded that Railwaymen should be covered under old pension scheme as has been allowed to defence personnel. The problems of Running categories, inhuman working conditions, government’s move to dilute hard earned benefits achieved through struggle and sacrifice were discussed and Running Staff demanded Air- Conditioning of Driver Cab and provision of Toilet Blocks in all the locomotives. Com. J.R. Bhosale, General Secretary, WREU, Com. Bhupendra Bhatnagar, President, NWREU and Com. Manoj Parihar, Divisional Secretary, Jodhpur in their respective speeches expressed their views on various issues.

ALL INDIA CONFERENCE OF TECHNICAL SUPERVISORS

All India Conference of Technical Supervisors was held under the aegis of AIRF at Community Hall, Dhanbad (East Central Railway) on 27th May, 2016 in which large number of Engineers (JEs & SSEs) from all streams, i.e. Electrical, Mechanical, Signal & Telecommunication, Civil Engineering Departments from Indian Railways, including Workshops participated. The Conference was inaugurated by lighting lamp by Com. S.G. Mishra followed by Com. J.R. Bhosale, S.K. Pandey, DRM & ADRM of Dhanbad Divn. Com. Shiva Gopal Mishra in his inaugural speech narrated about the achievements by AIRF for JEs/SSEs and informed about the proposals submitted to 7th CPC and also the position of ongoing negotiations in this regard. Com. Bhosale mentioned about the achievements / improvements in the cadre of technical supervisors by way of restructuring and successive CPCs and also through Tribunals. He praised the important role played by this cadre in maintaining safety and improvement of the Indian Railways. Com. S.S.D. Mishra moved a resolution which was seconded by Com. L.N. Pathak. The resolution was passed unanimously after threadbare discussions in the delegate session. Around 350 delegates and observers from various zones and production units participated in the Conference.

of the Mumbai Port Trust Dock & General Employees’ Union and Working President of HMS Maharashtra, was conferred the prestigious “Dronacharya” Award for his outstanding and exemplary contribution in the Trade Union movement by Bharatiya Kamgar Karmachari Mahasangh. On 1st May 2016 (International Workers Day & Maharashtra Day) in a grand function organized at Kamgar Krida Bhavan, Elphinston, Mumbai, the Award was presented to him in presence of various prominent labour leaders and distinguished guests.

CHALLENGES BEFORE RAILWAY TRADE UNION MOVEMENT

Indian Railways has traditionally been a State (Government of India) owned operated infrastructure facility. FDI has always been prohibited in the Indian Railway Sector. New government with an absolute mandate (for the first time in last three decades) allowed 100% Foreign Direct Investment (FDI) in Railway Sector. The Department of Industrial Policy and Promotion (DIPP) vide its Press Note No.8 dated August 27, 2014 has introduced and permitted FDI in almost all the Sub-sectors of the Railways. Revised FDI Policy allows FDI in construction, operation and maintenance in various sectors of the Railways already quoted in services pertains to two aspects. One is the need to bring in private capital and the other is to privatize certain aspects of operation and services which is a serious challenge before us. Restructuring of the Railways

FDI, PPP, outsourcing, contractorization, reduction in staff strength (inadequate manpower) causing stress in all categories specially in running and entire Safety Category of staff, excessive duty hours, poor and inhuman working conditions, improper resting and living facilities, improper career advancements, precarious work done by contractual and outsourced workers etc. had been regular issues to fight, besides timely wage hikes and other facilities, including Human Resource Development. Workers working in the Unorganized Sector have no Minimum Wage, Labour Laws problem, Social Security, Working Hours etc.

Contract labours are denied even Minimum Wage and have no Social Security, like medical facility, leave or weekly off and long working hours and are totally unorganized, who are to be united and organized. Besides, contract labour, employees of the Railway Public Sector Units (PSUs) and Metro Railway employees all over the

country are to be organized. Social Security to all the Central Government employees, including the Railwaymen, who entered in the service on or after 01.01.2004 has been snatched and a new National Pension System (NPS) has been introduced, in which any amount of pension is not defined. Besides that, no Family Pension element is there in the NPS. Their number only on the Railways now is about 5 lakh who are looking forward to AIRF to fight out. These employees are not well unionized and they are to be brought in the main stream of trade union movement by massive trade union education programmes by developing trainers amongst them. Thus NPS is dividing Railway employees in two segments at the same workplace, one in 50% Defined Pension and Family Pension and other lot on Contributory NPS without any defined amount of Pension and no Family Pension.

Security of the Railway System (Operation and Maintenance) and safety of the travelling public and the Railwaymen as well because of outsourcing and unskilled contract labour working is another challenge.

AIRF, being non-political and democratic railway trade union movement, is committed to look after the Indian Railways as state owned and operated system and in favour of its modernization and enhancement, redressal of staff grievances through negotiations from bottom to top of the management of the Indian Railways as well with Government of India through NC-JCM meetings, and Ministry of Railways is engaging trade unions in various ways and back door privatization/corporatization is on in various fields besides strong protests and regular oppositions to such moves.

Stronghold of AIRF on the workforce of the Indian Railwaymen could save from massive privatization of the Indian Railways so far, but the global phenomena are on high rise.

Major political parties, though fighting each other, but adopting indifferent attitude and non-serious on future of the Indian Railways.

AIRF is confronting on various moves and preparing to face the situation by all means collectively. PROPOSALS ON CCL & MATERNITY LEAVE

A workshop was held in DoPT on 28.01.2016 on the subject of Maternity Leave and Child Care Leave (CCL) and consensus emerged on the following issues:

(a) Maternity/CCL in case of surrogacy: There is no provision at present for any kind of leave for

surrogate/commissioning mothers. It is proposed that 180 days maternity leave may be granted to the surrogate as well as commissioning mothers, in case either/both of them are Government servants. The commissioning mother also requires time for bonding with her child and to take care of him/her and hence would also become eligible for Child Care Leave. Paternity Leave may also be granted in case of surrogacy.

(b) Age Limit for CCL in case of disabled children: It is proposed that the age limit for CCL in case of disabled children needs to be done away with since the requirement of parental care may be more/stronger when the disabled children grows older. It may therefore be allowed to provide for CCL in the case of disabled children – the 'disability' being clearly defined by the Ministry of Social Justice & Empowerment - without any age limit provided the maximum CCL that can be availed remains within the ceiling of 730 days.

(c) Leaving HQ/availing LTC while on CCL: At present leaving headquarters or availing LTC are not permissible during CCL. The underlying intent of CCL is to allow care of upto two children whether for rearing or to look after any of their needs like examination, sickness etc. Thus, it is not restricted to exam and sickness alone. Taking care may also include ensuring their rest and recreation and towards that objective leaving headquarters or availing LTC can be allowed. It is thus proposed that the employees may be permitted to leave headquarters/avail LTC while they are on CCL, provided clearances from appropriate competent authorities are taken while proceeding on foreign travel.

(d) CCL minimum for at least five days: Vide this Department O.M. O.M. No.13018/612013¬Estt.(L) dated 5th June, 2014 the stipulation of the requirement of minimum period of 15 days' CCL has been removed. It is now proposed to introduce a minimum period of five days of CCL, i.e. CCL henceforth may not be granted for less than 5 days.

DoPT has sought comments on the above proposals.

Formula for counting for Over Time Allowance has been revised by reckoning DA on transportation.

ITEM NO.56/2015 REQUEST FOR TRANSFER OF PENSION ACCOUNT FROM SABARMATI, GUJARAT STATE TO JAIPUR, RAJASTHAN STATE - CASE OF SHRI B.N. PUROHIT, RETD. GUARD ‘A’ BVP DIVN.

Necessary instructions issued to the concerned Bank for transfer of PPO No. WR/11703/445920 of Shri B. N. Purhohit, Ahmedabad to Jawaharnagar, Rajas than vide le t ter No. PEN/05372/E789/2015/42 dated 21/9/2015. A copy of the said letter is also endorsed to the pensioner.

ITEM NO.59/2015 PROPOSAL TO DS-8 X-RAY MACHINE OF PL/HEALTH UNIT

At present there is no such proposal, the machine is in working condition and necessary protective measures have been installed.

ITEM NO.06/2016 APPROVAL OF MEDICAL BOARD-RJT DECISION - CASE OF SHRI BABUBHAI GIDHABHAI, TRACKMAN UNDER SSE(P.W) EAST/RJT

The finding of the Medical Board has already been conveyed to CMS RJT on 12.10.2015 duly approved by CMD. The employee has applied for voluntary retirement and case is under progress. The file has been put up to competent authority.

ITEM NO.79/2015 DELAY IN CONSTITUTION OF SELECTION COMMITTEE FOR FILLING UP THE POST OF SAFETY INSTRUCTOR IN RJT DIVN.

Necessary instructions have been issued to DPO-RJT to process the selection by nominating 03 SAG officers as selection committee members vide GM(E)CCG’s letter dated 07.04.2016.

ITEM NO.30/2014 PROVISION OF WALKING PATH IN OLD BUILDING COMPOUND FOR STAFF

Provision of walking path in old bldg. compound has been provided by marking 4" width enamel paint patta separating 65 feet wide pathway from GLO entry gate near skywalk to reservation office in the month of June 2015 and again re-writing and marking done in September 2015. 'NO Parking' has been written between the paths SS pipe railing is also provided for walking staff at the same location of 3" width.

As per Railway Board’s letter N(P&A)2013/fe-2/3 dated 23/2/15 the employee should have completed last 10 years of qualifying service in one or more than one specified categories which are covered under LARSGESS. Division/Unit has been informed the same vide letter No.E(R&T)890/60/1/LARSGESS (Policy) Vol.II dated 23.3.2015.

ITEM NO.60/2015 MODIF ICATION REQUIRED IN ARPAN

ARPAN has facility to revise PPOs and more than 1000 revised PPOs have already been issued under ARPAN. As decided in the meeting held on 7.1.2016, a large number of items have already been complied with. If any items are still pending, the same will complied with. If Union has specific issue, the same can also be examined.

ITEM NO. 02/2016 ONLINE REGISTRATION FOR NAME-NOTING TRANSFER

The matter was raised with CPO-SER who is also the administrator of COMPTRAN. CPO-SER has communicated that BRC division had made mistake in the data entry. BRC division has already been communicated about the correction done in those mistakes.

ITEM NO.11/2016 IRT FROM RJT DIV. OF W.RLY. TO MORADABAD DIVN. OF N.RLY. – CASE OF SHRI YASHPAL SINGH, GATEKEEPER/JAM

Further, the case is under examination as information from other Divisions has been called for ECG Technician, Daily Allowance to Nursing staff in absence of Nursing Sister.

ONE TIME EXEMPTION TO S&T STAFF TO APPEAR FOR THE POST OF ESM-III

UNDER LDCEWREU / AIRF raised the issue of upgradation

of posts of ESM Category of S&T Department commensurate with increased workload and responsibilities. A meeting held with AM(Sig.) and AM(Staff), Railway Board in this regard on 10th May, 2016. Official Side (Railway Board) agreed that 15% Direct Recruitment posts in ESM-II will be henceforth done from ESM-I departmentally by correspondingly reducing 33% Direct Recruitment quota in ESM-II and one time exemption will be given to S&T Staff working in Grade Pay Rs.1800 to appear in LDCE ESM-III without insisting for 3 years' experience. SELECTION FOR PROMOTION TO ASSISTANT NURSING OFFICER

Consequent upon restructuring of the cadre of Nursing category, 95 posts of Chief Matron (Scale Rs.7450-11500) were upgraded to Group ‘B’ posts as Assistant Nursing Officer (Scale Rs.7500-12000) vide Board’s letter No.2000 E(GC) 12-17(201 dated 10.10.2003. Instructions were issued for filling up the posts of Assistant Nursing Officer on ad-hoc basis through the normal process of selection comprising of written test and viva-voce (including assessment of record of service) from among the Chief Matrons having 3 years of regular service, failing which Chief Matrons with three years of combined service in scales of Rs.7450-11500 & Rs.6500-10500. Subsequently, on implementation of 6th CPC, Board instructed to fill up these posts from amongst Chief Matrons in Pay Band 3 with Grade Pay of Rs.5400 with not less than 2 years of non-fortuitous service in the grade. Railway Board’s Notification No.2005/e(GR)I/1/1-RR dated 08.03.2016. OTA GR.III ON RAILWAYSOn demand of WREU/AIRF, Railway Board had

thrice granted relaxation to non-matric Hospital Attendants to appear in selection for the post of Dresser Gr.III/OTA Gr. III without insisting for Matric pass.

On continued persistence, Railway Board has now decided that 50% of vacancies in the category of Dresser Gr.III/OTA Gr.lll in PB-1 Rs.5200-20200 + GP Rs.1900 in the Medical Department may be filled from the existing staff in service as on 10.05.1998 who are otherwise eligible without insisting the condition of educational qualification of Matric pass on the basis of seniority-cum-suitability and the remaining 50% vacancies may be filled from amongst those Hospital Attendants who are having the qualification of Matriculation (10th pass) as per the extant procedure contained in Board’s letter No. PC-V/98/I/11/18(A) dated 10.05.1998. This provision will continue to remain in force till there are no non-matriculate Hospital Attendants on Indian Railways.

RECOGNITION OF QUALIFICATION OBTAINED THROUGH DISTANCE

EDUCATION MODE - ACCEPTANCE THEREOF FOR EMPLOYMENT ON RAILWAYS

Railway Board instructed that effective from issue of Notification No. F.6-1/2013-DL dated 10/6/2015 by Department of Higher Education, M/o Human Resource Development (published in Gazette of India on 2517/2015) whereby it was decided that all the degrees/diplomas/certificates including technical education degrees/diplomas awarded through Open and Distance Learning mode of education by the Universities established by an Act of Parliament or State Legislature, Institutions Deemed to be Universities under Section 3 of the University Grants Commission

Act, 1956 and Institutions of National Importance declared under an Act of Parliament stand automatically recognized for the purpose of employment to posts and services under the Central Government provided they have been approved by the University Grants Commission, it will be valid for purpose of employment on the railways also. GUIDELINES FOR IMPLEMENTATION OF LARSGESS IN TRACKMAN CADRE

Railway Board clarified that in terms of the direction contained in Board's letter No. 2010/CE-I(Spl)/GNS/15/Pt.I dated 22.09.2014, categories of Mates and Keymen re-designated as Track Maintainer Grade-I in GP 2800 cannot be brought under the purview of the LARSGESS as their duties are supervisory in nature. ENHANCEMENT OF AGE OF SUPER-ANNUATION OF IRMS DOCTORS (GDMOS)

The Ministry of Health & Family Welfare vide Order No.12034/1/2014-CHS-V dated 31st May 2016 enhanced the age of superannuation of the specialists of Non-Teaching and Public Health Sub-cadres of Central Health Service (CHS) and General Duty Medical Officers of CHS to 65 years with immediate effect.
